delegations to a questionnaire communicated by the European Commission on this issue and,<br />
as such, is based on empirical evidence.<br />
<strong>Social</strong> services in a wider sense would also include social security systems. This is<br />
why this study will also examine in greater detail ECJ case-law on this matter. 5<br />
