THE CONCEPT<br />

<strong>Rugby</strong> 7s is a variation on <strong>Rugby</strong> XVs in which teams are made up of<br />

seven players rather than the usual 15, with shorter matches, fewer<br />

players on the same sized pitch! <strong>Rugby</strong> sevens is administered by the<br />

International <strong>Rugby</strong> Board (IRB), the body responsible for <strong>Rugby</strong> Union<br />

worldwide. The game originated in Melrose, Scotland, and is popular at<br />

all levels, particularly in the women’s game considered as having the<br />

most potential for growth and development at high performance levels.<br />

The IRB organised its first official women's sevens tournament outside<br />

of the World Cup as part of the 2011 Dubai Sevens. <strong>Women's</strong> rugby<br />

sevens was also included in the IRB's successful bid to reintroduce<br />

rugby to the Olympics in 2016. It is also bidding for inclusion in the<br />

Commonwealth Games in 2018. Women’s <strong>Rugby</strong> has recently been<br />

included as part of the IRB 7s circuit alongside them men. Las Vegas 7s<br />

just hosted their first IRB 7s series for both men and women.<br />

Amsterdam 7s hosted its first IRB Women’s Seven’s circuit last May<br />

2013.<br />

Hence it is high time to raise the level of the game in the developing<br />

rugby nations of Europe. With this in mind, a Women’s Regional <strong>Rugby</strong><br />

7s League shall be re-established, giving the region’s best teams and<br />

players the chance to improve more gradually and eventually reaching<br />

world level.


THE PARTICIPANTS<br />

The new and improved Women’s Regional <strong>Rugby</strong> 7s League shall consist of<br />

six to eight high level teams that are to play against each other in one group.<br />

The top three or four teams of the regular season qualify for the knock-out<br />

stage to be played in two semi-finals and a final game. The final will be hosted<br />

at alternating venues over the years. The 2013/2014 final will be staged in<br />

Vienna.<br />

MARKETING & MEDIA<br />

The international sports consulting agency HM Sports - based in<br />

Vienna, <strong>Austria</strong> – is highly experienced in sport marketing, rights<br />

assignment and media work. Thus, the company was selected as the<br />

league’s marketing & media partner.<br />

HM Sports will organise the league’s central marketing &<br />

merchandising, negotiate all media rights assignments and cater for<br />

comprehensive media coverage. The company cooperates with more<br />

than 250 publications worldwide.<br />

To guarantee the best possible level of professionalism and<br />

sustainability, each participating club has to present a profound<br />

budget plan in order to obtain a league license. Moreover, each team<br />

needs to bring in a starting fee of EUR XXXX, but will receive a share<br />

of the media rights and the merchandise in return.<br />

All merchandise will be produced and sold online by the league, but<br />

all clubs will equally represented.
