WE WANT YOU TO ATTEND THE<br />

<strong>2010</strong> NATIONAL BOY SCOUT JAMBOREE<br />

We are looking for more boys who want to attend this once in a lifetime opportunity, the<br />

<strong>2010</strong> National Jamboree being held at Ft. A.P. Hill in Virginia, July 26th - Aug. 4th.<br />

Included in the cost, are all Jamboree fees plus transportation, meals, and lodging en route<br />

to and from Jamboree, including five days of touring, t-shirts, cap, duffle bag, personal bag,<br />

patrol and troop equipment, and pre-jamboree training weekend.<br />

To attend, a Scout must meet the following qualifications:<br />

• Be at least a First Class Scout at the time of attendance at the Jamboree.<br />

• Have completed sixth grade or be at least 12 years of age by<br />

July 1, <strong>2010</strong>, and have not reached your 18th birthday by Aug. 2, <strong>2010</strong>.<br />

• Participate in a pre-jamboree training weekend.<br />

• Submit a Jamboree Medical Form<br />

• Be approved by your Scoutmaster and the local council jamboree committee.<br />

This will be an exciting opportunity to celebrate the 100th Anniversary of Scouting, tour<br />

the Nation's Capitol, and enjoy an experience that will never be forgotten. For more<br />

FRIENDS OF SCOUTING<br />

The <strong>Buffalo</strong> <strong>Trail</strong> <strong>Council</strong> serves youth and their families throughout the Permian Basin. Over<br />

30,000 sq. miles and 18 counties encompasses our service area. Over 6,000 youth and their families<br />

are involved in our various programs. Our outdoor education programs are among the finest<br />

in the country. Two facilities house these various programs: <strong>Buffalo</strong> <strong>Trail</strong> Scout Ranch (BTSR),<br />

and Camp Thomas (C.O.P.E).<br />

Businesses, individuals, and families from throughout the Permian Basin contribute each year to<br />

an important fundraising effort through the Friends of Scouting drive. We raise dollars critical to<br />

maintain the operations of the <strong>Buffalo</strong> <strong>Trail</strong> <strong>Council</strong>. Without these operations in place, many<br />

programs you now know would cease to exist. Please join us in supporting this council-wide<br />

VENTURING AGE/GRADE<br />

ELIGIBILITY CHANGE<br />

The National Executive Board recently approved a resolution to<br />

change the eligibility requirements for Venturing to ensure<br />

consistency among Venturing, high-adventure bases, and other<br />

core programs.<br />

The current age and grade eligibility requirement for<br />

participation in the Venturing program is 14 years of age and<br />

completion of the eighth grade.<br />

Effective May 1, <strong>2010</strong>, the minimum age<br />

requirement will be changed to 14<br />

years of age, or 13 years of age and<br />

completion of the eighth grade.<br />

The maximum age for<br />

participation remains under 21<br />

years of age.<br />

100 years of Scouting, Boy Scouts<br />

and Cub Scouts from Midland,<br />

Odessa, Big <strong>Spring</strong>, and other<br />

cities within the <strong>Council</strong> gathered<br />

February 13th for a Flag<br />

Retirement Ceremony. The<br />

ceremony recognized the Flag of<br />

the United States, as well as<br />

remembered its history, and to<br />

retire flags too worn to properly<br />

represent their country. Every boy<br />

had an opportunity to participate in<br />

the retirement of the flags. While<br />

watching the flags disappear into<br />

the flames, one boy remarked<br />

“That is so sad!” Gratefully we<br />

recognize that even the younger<br />

generation understands both the<br />

respect and the solemnity in<br />

retiring our great historic National<br />

Symbol.<br />

electronically. This new system has<br />

four easy steps, and it will save the<br />

transportation and training information<br />

so leaders can easily recall it for future<br />

permits.<br />

Helpful messages advise the leader<br />

about any missing information. You<br />

can also submit applications for<br />

traditional units or Learning for Life<br />

posts. The on-line Help document<br />

explains how to complete and submit<br />

permit applications to the council.<br />

Remember, local tour permits should<br />

be submitted two weeks before the<br />

tour, and national applications at least<br />

one month before the tour start date.<br />

Comanche <strong>Trail</strong>s <strong>Spring</strong> Camporee and Chili Cook-Off<br />

April 23rd - 24th at Florey Park, Andrews, Texas. Registration deadline is April 15th to guarantee a patch, and<br />

you must file a tour permit on-line at least 2 weeks in advance. Cost is $10.00 per person and includes the patch.<br />

WEBELOS are welcome with an adult partner and a WEBELOS cross over is available for any boys who did not<br />

cross over at their Blue and Gold. Be prepared for the past and the present and bring your GPS units and<br />

100th Anniversary Gala Event<br />

April 30th, 6:00 pm - 8:00 pm join us at Duck Pond Park at UTPB to celebrate 100 great<br />

years of Scouting. Bring your picnic dinner and blanket or chairs and enjoy games, Boy Scout<br />

and Cub Scout Challenges, a jumper, etc… Units are encouraged to bring a display that<br />

represents themselves. We are putting together a <strong>Council</strong> Commemorative Photo Disc.<br />

from as far back as possible, so contact everyone you know who is or was involved in<br />

It’s been said that the mark of a well-planned gift is its ability to benefit both the giver and the<br />

receiver alike. Sometimes all the giver needs is the feeling that he’s done something good for a good<br />

cause. But often, a donor would like to make a gift, but can’t afford to just give away the entire asset.<br />

But charitable gifts don’t have to be an all-or-nothing proposition. Land is particularly suitable for<br />

structuring a gift that returns some great benefits to the donor.<br />

Gift Sale<br />

For example, it’s possible to divide title to land, creating a joint ownership with the council. Then,<br />

when the land is sold, both the donor and the council receive proceeds of the sale.<br />

Retained Life Estate<br />

Giving with a retained life estate is simple: you give your personal residence or farm to Scouting now,<br />

and retain the right to live there for the rest of your life or for a specific number of years. You may<br />

also provide for another person to live there for the rest of his or her life. Your only obligations are to<br />

pay the taxes and insurance and to continue upkeep on the property. When the agreement ends, the<br />

council can use the property or the proceeds from its sale.<br />

The big advantage of this kind of gift is that you are eligible for an income tax deduction now for the<br />

property's current appraised value, adjusted for your estimated retained interest. A qualified appraiser<br />

helps determine those values.<br />

Bargain Sale<br />

As the name implies, a bargain sale is "part gift and part sale." A bargain sale generally occurs<br />

whenever property is sold to the council for less than its fair market value. The donor is entitled to a<br />

deduction based on the difference between the property’s fair market value and the sale price to the<br />

council. If the asset in a bargain sale is appreciated capital gain property, gain realized in the<br />

transaction is allocated between the gift and the sale portions of the transaction.<br />

A bargain sale is an attractive option for individuals who would like to make a gift of property that the<br />

council specifically needs or wants, but who also need income from the property and an offsetting<br />

income tax deduction.<br />

ATTENTION EAGLE ADVANCEMENT PERSONNEL<br />

It has come to my attention that there is a problem with receiving ALL the information needed into<br />

the office in order to process an Eagle Rank Advancement. The following information needs to be<br />

passed on to whoever is involved with the Scouts Eagle Advancement. This information is not new<br />

as the flyer on this went out in January of 2006 but for some reason it has not been carried through<br />

to new leaders working with the Eagle Rank. Please review this information and see that the proper<br />

leaders are made aware of these requirements.<br />

1) As part of the completion of the Eagle Project Workbook write-up, there needs to be a strong<br />

written overview of the project. This needs to be very detailed on how the project went, problems<br />

that occurred and how they were worked out, AND at least a portion needs to give an insight as to<br />

how the Scout showed his leadership skills. Pictures are welcome. As an outline for doing the<br />

project write-up the following are possible questions to answer.<br />

• What was the project? • How did it go? • What did you learn?<br />

• How did you show leadership? • What would you do different?<br />

While no specific length is required, a sentence or two does not fulfill this requirement!<br />

2) The following items need to be presented in a NEAT folder or binder of some kind when<br />

turned in prior to the Eagle Board of Review.<br />

• Eagle Scout Leadership Service Project Workbook which includes the above noted write-up.<br />

• Eagle Scout Rank Application which requires a name for the project.<br />

• Requirement 6 items of the Rank Application which are: The statement of ambitions and life<br />

purpose AND the listing of positions held in a religious institution, school, camp, community<br />

or other organizations during which leadership skills were shown. Include<br />

honors and awards received during this service.<br />

Please be assured that this is only explaining what is already required for the<br />

Eagle Rank. We need to keep these procedures in place so as to make sure we<br />

keep the Eagle Rank approval top notch in this council.<br />

As Scouting celebrates 100 years this year, many news<br />

articles and stories have been reporting on Scouting’s<br />

history and sharing what makes scouting great. Below<br />

are excerpts from the article, Prepared for Brotherhood,<br />

Celebrating 100 Years, The Boy Scouts of America<br />

Continue to Perform Good Deeds. By David Hawley,<br />

that appeared in the January / February <strong>2010</strong> History<br />

Channel Magazine.<br />

Ross Perot once told an interviewer, “In this country, you don’t have to come with a pedigree. You just have to<br />

have the principles and the moral and ethical standards, and then you need to have the drive to get things done.<br />

All those things you get taught in Scouting.”<br />

Now a century old, the BSA has evolved with the times. In many ways, it’s different from the organization that<br />

was incorporated in 1910 by Chicago publisher William D. Boyce and subsequently molded by many different<br />

hands.<br />

The Centennial 12 th edition of the Boy Scout Handbook, printed on recycled paper, still teaches boys such things<br />

as how to use a compass, tie knots and neckties, survive in the woods, and render first aid. But it also shows<br />

boys how to use a GPS device, how to handle the basics of financial management, and how to avoid pitfalls on<br />

the Internet. And it has an iPhone application and its own website (bsahandbook.org).<br />

But some things haven’t changed in nearly 100 years. Boys from both the second decade of the 20th century and<br />

the first decade of the 21st still memorize the Scout Oath, the 12 Scout Laws, the Motto (“Be Prepared”) , and the<br />

Scout Slogan to do a good turn daily.<br />

During 100 years, the Boy Scouts has involved an estimated 112 million American boys and a quarter of a billion<br />

boys worldwide. As a movement, it has seemingly found a way to be both flexible in its programs and immutable<br />

in its philosophy.<br />
