FRIENDS OF SCOUTING
The Buffalo Trail Council serves youth and their families throughout the Permian Basin. Over
30,000 sq. miles and 18 counties encompasses our service area. Over 6,000 youth and their families
are involved in our various programs. Our outdoor education programs are among the finest
in the country. Two facilities house these various programs: Buffalo Trail Scout Ranch (BTSR),
and Camp Thomas (C.O.P.E).
Businesses, individuals, and families from throughout the Permian Basin contribute each year to
an important fundraising effort through the Friends of Scouting drive. We raise dollars critical to
maintain the operations of the Buffalo Trail Council. Without these operations in place, many
programs you now know would cease to exist. Please join us in supporting this council-wide
Friends of Scouting drive. Contact the Midland Service Center for additional information at
(432) 570-7601 or www.buffalotrailbsa.org.

Offering 4 locations to serve Midland
Into the Flames
Cub Scout, Robby May of Pack 216,
Chaparral District, tosses his flag portion into
the flames from a safe distance.
In celebration and memory of the
100 years of Scouting, Boy Scouts
and Cub Scouts from Midland,
Odessa, Big Spring, and other
cities within the Council gathered
February 13th for a Flag
Retirement Ceremony. The
ceremony recognized the Flag of
the United States, as well as
remembered its history, and to
retire flags too worn to properly
represent their country. Every boy
had an opportunity to participate in
the retirement of the flags. While
watching the flags disappear into
the flames, one boy remarked
“That is so sad!” Gratefully we
recognize that even the younger
generation understands both the
respect and the solemnity in
retiring our great historic National
Symbol.
Thank you Alvey
Bass, for coordinating
this year’s retirement.
Retired flags can be dropped off at the
Scout Offices.
ON-LINE TOUR
PERMITS ARE HERE!
Unit Leaders MUST submit local and
national tour permit applications
electronically. This new system has
four easy steps, and it will save the
transportation and training information
so leaders can easily recall it for future
permits.
Helpful messages advise the leader
about any missing information. You
can also submit applications for
traditional units or Learning for Life
posts. The on-line Help document
explains how to complete and submit
permit applications to the council.
Remember, local tour permits should
be submitted two weeks before the
tour, and national applications at least
one month before the tour start date.
THIS LAND IS YOUR LAND...
Page 8
It’s been said that the mark of a well-planned gift is its ability to benefit both the giver and the
receiver alike. Sometimes all the giver needs is the feeling that he’s done something good for a good
cause. But often, a donor would like to make a gift, but can’t afford to just give away the entire asset.
But charitable gifts don’t have to be an all-or-nothing proposition. Land is particularly suitable for
structuring a gift that returns some great benefits to the donor.
Gift Sale
For example, it’s possible to divide title to land, creating a joint ownership with the council. Then,
when the land is sold, both the donor and the council receive proceeds of the sale.
Retained Life Estate
Giving with a retained life estate is simple: you give your personal residence or farm to Scouting now,
and retain the right to live there for the rest of your life or for a specific number of years. You may
also provide for another person to live there for the rest of his or her life. Your only obligations are to
pay the taxes and insurance and to continue upkeep on the property. When the agreement ends, the
council can use the property or the proceeds from its sale.
The big advantage of this kind of gift is that you are eligible for an income tax deduction now for the
property's current appraised value, adjusted for your estimated retained interest. A qualified appraiser
helps determine those values.
Bargain Sale
As the name implies, a bargain sale is "part gift and part sale." A bargain sale generally occurs
whenever property is sold to the council for less than its fair market value. The donor is entitled to a
deduction based on the difference between the property’s fair market value and the sale price to the
council. If the asset in a bargain sale is appreciated capital gain property, gain realized in the
transaction is allocated between the gift and the sale portions of the transaction.
A bargain sale is an attractive option for individuals who would like to make a gift of property that the
council specifically needs or wants, but who also need income from the property and an offsetting
income tax deduction.
ATTENTION EAGLE ADVANCEMENT PERSONNEL
It has come to my attention that there is a problem with receiving ALL the information needed into
the office in order to process an Eagle Rank Advancement. The following information needs to be
passed on to whoever is involved with the Scouts Eagle Advancement. This information is not new
as the flyer on this went out in January of 2006 but for some reason it has not been carried through
to new leaders working with the Eagle Rank. Please review this information and see that the proper
leaders are made aware of these requirements.
1) As part of the completion of the Eagle Project Workbook write-up, there needs to be a strong
written overview of the project. This needs to be very detailed on how the project went, problems
that occurred and how they were worked out, AND at least a portion needs to give an insight as to
how the Scout showed his leadership skills. Pictures are welcome. As an outline for doing the
project write-up the following are possible questions to answer.
• What was the project? • How did it go? • What did you learn?
• How did you show leadership? • What would you do different?
While no specific length is required, a sentence or two does not fulfill this requirement!
2) The following items need to be presented in a NEAT folder or binder of some kind when
turned in prior to the Eagle Board of Review.
• Eagle Scout Leadership Service Project Workbook which includes the above noted write-up.
• Eagle Scout Rank Application which requires a name for the project.
• Requirement 6 items of the Rank Application which are: The statement of ambitions and life
purpose AND the listing of positions held in a religious institution, school, camp, community
or other organizations during which leadership skills were shown. Include
honors and awards received during this service.
Please be assured that this is only explaining what is already required for the
Eagle Rank. We need to keep these procedures in place so as to make sure we
keep the Eagle Rank approval top notch in this council.
As Scouting celebrates 100 years this year, many news
articles and stories have been reporting on Scouting’s
history and sharing what makes scouting great. Below
are excerpts from the article, Prepared for Brotherhood,
Celebrating 100 Years, The Boy Scouts of America
Continue to Perform Good Deeds. By David Hawley,
that appeared in the January / February 2010 History
Channel Magazine.
Ross Perot once told an interviewer, “In this country, you don’t have to come with a pedigree. You just have to
have the principles and the moral and ethical standards, and then you need to have the drive to get things done.
All those things you get taught in Scouting.”
Now a century old, the BSA has evolved with the times. In many ways, it’s different from the organization that
was incorporated in 1910 by Chicago publisher William D. Boyce and subsequently molded by many different
hands.
The Centennial 12 th edition of the Boy Scout Handbook, printed on recycled paper, still teaches boys such things
as how to use a compass, tie knots and neckties, survive in the woods, and render first aid. But it also shows
boys how to use a GPS device, how to handle the basics of financial management, and how to avoid pitfalls on
the Internet. And it has an iPhone application and its own website (bsahandbook.org).
But some things haven’t changed in nearly 100 years. Boys from both the second decade of the 20th century and
the first decade of the 21st still memorize the Scout Oath, the 12 Scout Laws, the Motto (“Be Prepared”) , and the
Scout Slogan to do a good turn daily.
During 100 years, the Boy Scouts has involved an estimated 112 million American boys and a quarter of a billion
boys worldwide. As a movement, it has seemingly found a way to be both flexible in its programs and immutable
in its philosophy.
