WHEREAS, on March 4, 2013, the Board of Education adopted a preliminary budget for the operation of the Mount Olive Township School District for the 2013-2014 school year and submitted it to the county superintendent of schools for approval; and WHEREAS, following that approval, the budget and notice of a public hearing were advertised in The Daily Record; and WHEREAS, on March 21, 2013, the Board of Education conducted a public hearing on that budget and following that hearing has determined to adopt the budget as presented or to make certain changes to that budget; NOW THEREFORE BE IT RESOLVED, that the Board of Education approves the following changes (if any) and adopts the following budget for the 2013-2014 school year: APPROPRIATIONS Tentative 03/04/2013 Approved Changes Final Budget 03/21/2013 General Fund $79,795,194 $79,795,194 Special Revenue Fund 1,142,700 1,142,700 Debt Services Fund 5,180,445 5,180,445 Total Base Budget $86,118,339 $86,118,339 REVENUES Changes Approved: None EXPENDITURES Changes Approved: None Approve Sale of Surplus Property #5.4.2 Bid Award #5.4.3 Budget Transfers 5.4.4 Approve the attached Resolution authorizing the sale of surplus property through an on-line auction website. Award the bid received on March 14, 2013, for the Contract for the Water Treatment of Chilled Water at the Mount Olive Middle School to the lowest responsible bidder, Hammond Contracting, of Lebanon, NJ, for the Base Bid in the amount of $49,156. Approve the attached list of budget transfers for the 2012-2013 school year. Seconded by Mr. Strillacci. Board Discussion: Mr. Werner commended Dr. Reynolds, Ms. Conroy and Mrs. Jones for the very thorough job they did in preparing the 2013-2014 school district budget. Before proceeding with the administrative action items, Mr. Halbur made a motion to approve the following additional Business (finance and facilities) action item: Reject Transportation Bids #5.4.5 RESOLVED, that the Mount Olive Township Board of Education, hereby rejects the transportation bids received on January 8, 2013 based on the abandonment of the project. Seconded by Mr. Robinson. Board Discussion: Mr. Halbur explained the rationale behind his motion to reject the transportation bids, maintaining that sufficient time has passed to complete the bid review process and determine the financial impact to the district. Consequently, Mr. Halbur contended that it was not prudent to delay the decision any longer. Mr. Werner voiced his objection to the motion, declaring that the due diligence process was incomplete, as not all the factors have been analyzed. Specifically, Mr. Werner pointed out that the financial impact of the bus drivers’ new Memorandum of Agreement has not been determined. Consequently, Mr. Werner maintained that the Board should defer a decision until all of the financial implications are known. Mr. Robinson questioned how the new Memorandum of Agreement would impact the original cost savings analysis. Ms. Conroy responded that the salary guides are higher than what was originally proposed and the benefit costs were based on the original Memorandum of Agreement, which had an increase of 15% for the first contract year and 20% for the second year. There being no further discussion, the following roll call vote was recorded on action item #5.4.5: Roll Call: Ayes Noes Abstentions Mr. Amianda Mr. Werner None Mrs. Colligan Mr. Giordano Mr. Halbur Mrs. Ouimet Mr. Robinson Mr. Strillacci 5.5 ADMINISTRATIVE ACTION ITEMS Mr. Robinson made a motion to approve, on the recommendation of the Superintendent, the following Administrative action items: Approve Revised Policy #5.5.1 Adopt Resolution Opposing Superintendent Salary Caps #5.5.2 Amend 2012-2013 School District Calendar #5.5.3 Ratify Memorandum of Agreement #5.5.4 Approve revised Policy #8220 “School Day”, as attached, on second reading. Adopt the attached Resolution Regarding Superintendent Salary Caps Amending N.J.A.C. 6A:23A-3.1 and N.J.A.C. 6A:23A-1.2. Amend the 2012-2013 school calendar to reinstate one (1) unused snow day by closing schools on Monday, April 1, 2013 (the day after Easter) barring any major weather conditions that would warrant the closing of schools the week of March 18, 2013. Ratify the Memorandum of Agreement between the Mt. Olive Township Board of Education and the International Brotherhood of Teamsters, Local 97, dated March 11, 2013, for the period of July 1, 2011 through June 30, 2014. Seconded by Mr. Halbur.
