in the city. Police say a woman told them she<br />

Maryland voters have approved<br />

allowing illegal immigrants to pay<br />

in-state tuition at public colleges,<br />

a first-in-the-nation vote that was<br />

one of several high-profile ballot<br />

initiatives.<br />

The constitutional amendment<br />

was one of several before Maryland<br />

voters, who were also making<br />

up their minds on same-sex<br />

marriage and expanded gambling.<br />

With the expanded gambling<br />

measure, which would legalize<br />

such table games as blackjack and<br />

a casino in Prince George’s County,<br />

voters were making the call after<br />

more than $90 million had been<br />

spent by opponents and supporters,<br />

an unprecedented amount in<br />

Maryland for a single campaign.<br />

On a separate ballot question,<br />

Maryland voters also approved the<br />

state’s congressional redistricting<br />

map. It had been petitioned to the<br />

ballot by opponents who said the<br />

map had been gerrymandered to<br />

favor Democrats.<br />

Meanwhile, elected officials<br />

in Maryland will be suspended<br />

from office if convicted of certain<br />

crimes, and they would be<br />

removed automatically if they<br />

plead guilty or no contest, under<br />

Backstory<br />

The tuition measure, signed by Maryland’s Democratic Gov. Martin O’Malley<br />

last year, was the first to be successfully petitioned to this year’s ballot and appeared<br />

on its way to passing as of <strong>Express</strong>’ deadline Tuesday night. It’s been<br />

on hold pending the outcome of Tuesday’s climactic vote. Illegal immigrants<br />

would be allowed to pay in-state tuition, provided they have attended a state<br />

high school for three years and their family can show they have filed state<br />

income tax returns during that time. About a dozen other states have similar<br />

laws, but Maryland’s was the first to be approved by voters on a ballot during a<br />

watershed vote Tuesday night. (AP)<br />

a historic move that will<br />

allow gay couples to wed in the Free<br />

State starting in January.<br />

The result offered fresh evidence<br />

of the country’s rapid evolution<br />

on the issue.<br />

Prior to Tuesday, gays and lesbians<br />

had been granted the right<br />

to marry by courts and state legislatures<br />

but never at the ballot box.<br />

Two other states — Maine and<br />

Washington — were weighing similar<br />

measures, and voters in Minnesota<br />

were considering a constitutional<br />

amendment that would<br />

ban same-sex marriage.<br />

Younger voters were more likely<br />

to support the ballot question,<br />

according to exit polling. The strongest<br />

support was among those<br />

under age 29, with less support<br />

from those age 30 to 44. People over<br />

the age of 65 largely opposed it.<br />

signed gay marriage into law in<br />

March, but opponents collected<br />

Democrats have traded control of<br />

the governor’s mansion, the General<br />

Assembly and U.S. Senate seats.<br />

The balloting marked the end<br />

of a marathon race between two<br />

widely known, personally popular<br />

former governors with national<br />

profi les who made sharply different<br />

bets about what would resonate<br />

in Virginia.<br />

Once reliably Republican, the<br />

commonwealth has become much<br />

more competitive because of its<br />

changing population, particularly<br />

in fast-growing Northern Virginia.<br />

Its evolving demographics helped<br />

Barack Obama carry the state in<br />

2008, the fi rst Democratic presidential<br />

numbers to city polling sites Tuesday<br />

amid a wave of enthusiasm for<br />

the presidential race and several<br />

local races that could tilt the balance<br />

of power on the D.C. Council.<br />

On a day that saw some residents<br />

wait in line for hours to<br />

vote, incumbent council members<br />

Vincent Orange, a Democrat, and<br />

Michael Brown, an Independent,<br />

were pitted against fi ve challengers<br />

in a closely watched race for two<br />

at-large seats on the body.<br />

With more than 80 percent of<br />

the precincts reporting, Orange<br />

appeared to win one of the seats<br />

while challenger David Grosso<br />

was narrowly edging Brown for<br />

the second seat, which is reserved<br />

for a non-Democrat.<br />

Grosso, a Brookland attorney<br />

who ran as an Independent, waged<br />

an organized campaign that included<br />

mailers and robocalls. His campaign<br />

sought to portray Brown —<br />

who has been criticized for poor<br />

management of his campaign and<br />

personal fi nances — as irresponsible.<br />

Residents also elected four ward<br />

council members for four of the eight<br />

wards, the council chairman, the<br />

city’s nonvoting member of Congress,<br />

school board members and Advisory<br />

Neighborhood Commissioners.<br />

In Ward 8, councilman Marion<br />

Barry, a Democrat, secured a third<br />

term after he easily defeated Jauhar<br />

Abraham, an Independent. In<br />

neighboring Ward 7, councilwoman<br />

Yvette Alexander, a Democrat,<br />

won an easy victory over Republican<br />

Ron Moten.<br />

Chairman Phil Mendelson, a<br />

Democrat who was appointed to<br />

the seat in June after Kwame Brown<br />

resigned, also won a decisive victory<br />

Americans went to the polls by<br />

the tens of millions Tuesday, and<br />

although most voted without incident,<br />

balloting in several states was<br />

hindered by long waits, legal disputes<br />

and lingering damage from<br />

Superstorm Sandy.<br />

Pennsylvania emerged as a<br />

hot spot for Election Day issues.<br />

In Philadelphia, the Republican<br />

Party said 75 legally credentialed<br />

voting inspectors were blocked<br />

from polling places in the heavily<br />

Democratic city, prompting the<br />

GOP to obtain a court order providing<br />

them access. Local prosecutors<br />

were also looking into the<br />

reports. Democratic Party offi cials<br />

did not immediately return a message<br />

seeking comment.<br />

In central Pennsylvania, offi -<br />

cials said a voting machine that<br />

switched a person’s vote from President<br />

Mark Turgeon needed a full season<br />

to find out what it’s like to compete<br />

in the Atlantic Coast Conference.<br />

One year after replacing longtime<br />

Terrapins coach Gary Williams,<br />

Turgeon has a better understanding<br />

of his own squad — and<br />

the competition in one of the toughest<br />

conferences in the nation.<br />

“It’s completely different,” Turgeon<br />

said. “When I took over the<br />

job at Maryland, I didn’t know<br />

much about the ACC. But now I<br />

have a feel for the league and the<br />

coaches and what it takes to be successful<br />

at this level.”<br />

Maryland lost standout guard<br />

and leading scorer Terrell Stoglin,<br />

who received a one-year disciplinary<br />

suspension in April and<br />

decided to leave the team. But several<br />

key players return from the<br />

squad that went 17-15, 6-10 in the<br />

Martell Webster is a newcomer to<br />

Washington. He didn’t contribute<br />

to the Wizards’ franchise-worst<br />

eight-game losing streak to start<br />

last season and hasn’t been around<br />

for the past four woeful campaigns.<br />

But Webster did miss a fallaway<br />

three-pointer with 4.5 seconds<br />

remaining in the Wizards’ 89-86<br />

loss to the Boston Celtics on Saturday.<br />

And, after the Wizards opened<br />

the season at 0-2 for the third consecutive<br />

season, Webster said his<br />

team has to stop the misery before<br />

it gets any worse — and get payback<br />

I’m not sure what the latter is<br />

The release of a politically themed<br />

movie at the height of a contentious<br />

election is nearly always fraught<br />

with peril, even when the subject<br />

is perhaps the most transcendent<br />

figure in American political history.<br />

But Steven Spielberg, whose<br />

movie “Lincoln” opens in Washington<br />

on Friday, believes the timing<br />

couldn’t be better.<br />

“This is a good time to reintroduce<br />

Lincoln to the country,” he<br />

says, “in a period of time when the<br />

ground will still be smoldering after<br />

the fi rst Tuesday in November.”<br />

There’s little question that “Lincoln”<br />

— which revisits the highly<br />

charged period when Lincoln faced<br />

down a fractious Congress to bully<br />

through the 13th Amendment to the<br />

Constitution, permanently abolishing<br />

slavery — will draw large audiences<br />

curious to see how actor Daniel<br />

Day-Lewis inhabits the title role<br />

and eager to commune, at least cinematically,<br />

with one of the country’s<br />

most cherished leaders.<br />

Yet with both parties claiming<br />

the 16th president as their own,<br />

doesn’t that mean that half the<br />

electorate might avoid “Lincoln” as<br />

a painful reminder of what might<br />

have been?<br />

Spielberg doesn’t think so. “I<br />

think the timing is the right way to<br />

go,” he says. “Either way, the fi lm, I<br />

think, will hopefully have some kind<br />

of soothing or even healing effect.”<br />

a politically themed film can be<br />

dicey, with millions of dollars in<br />

production and marketing budgets<br />

at stake. Oliver Stone brought out<br />

“W.,” his satirical portrait of George<br />

W. Bush, in the waning months of<br />

Bush’s second administration, and<br />

viewers stayed away.<br />

But even if fi lmgoers make present-day<br />

comparisons through a partisan<br />

lens while watching “Lincoln,”<br />

the fi lmmakers are banking<br />

on patriotism transcending politics.<br />

In fact, “Lincoln” contains all<br />

the elements that spell success for<br />

a politically themed movie, according<br />

to director Rod Lurie, who has<br />

made a career-long study of what<br />

makes such fi lms succeed. “It has<br />

to be about a president, not someone<br />

in the legislature or the Supreme<br />

Court, because anything other than<br />

president is petty,” Lurie says. “It has<br />

to be aspirational. We don’t want<br />

to go see movies about bad presidents<br />

who are dark and evil — we<br />

get enough of that at home. And<br />

usually it has to be nonpartisan.”<br />
