farm level, linking farmers to the market, organic management of coc<strong>on</strong>ut farming,<br />
adhere to internati<strong>on</strong>al quality, farm level and community level possessing, market<br />
promoti<strong>on</strong>, encouragement in coc<strong>on</strong>ut based ecotourism.<br />
1.2 Strategies for improving Coc<strong>on</strong>ut based <strong>Agro</strong>-ecosystem and biomass waste<br />
utilizati<strong>on</strong> in India and kerala.<br />
India is the world third largest producer of coc<strong>on</strong>ut with share of 15.90% area and<br />
2.54 in producti<strong>on</strong>. Although the area under coc<strong>on</strong>ut in kerala increased from 0.66 milli<strong>on</strong><br />
ha in 1981-82 to 1.02 milli<strong>on</strong> ha in 1997-98 but thereafter, it started declining and<br />
currently it occupies 40% of the total net cropped area of 0.899 milli<strong>on</strong> ha (Thampan and<br />
Vasu 2007). The main factors resp<strong>on</strong>sible for fall in producti<strong>on</strong> are spread of mite<br />
infestati<strong>on</strong>, debilitating root wilt disease, intermittent drought and inability of the coc<strong>on</strong>ut<br />
farmers to develop necessary irrigati<strong>on</strong> infrastructure due to small and fragmented nature<br />
holding, soil nutrient depleti<strong>on</strong>, market fluctuati<strong>on</strong>, lack of people participati<strong>on</strong>.<br />
The c<strong>on</strong>straints faced by the coc<strong>on</strong>ut farmers call for bold and imaginative<br />
changes in the methodology of programme implementati<strong>on</strong> so as to achieve the desire<br />
impact at the field level. To achieve this, Government of India established Coc<strong>on</strong>ut<br />
Development Board during 1981 (Dhanuraj, 2004) and brought number of schemes/<br />
projects to promote coc<strong>on</strong>ut agro-ecosystem and biomass waste utilizati<strong>on</strong>. The Board's<br />
programs are either implemented directly or through the department of<br />
Agriculture/Horticulture of the states. Financial instituti<strong>on</strong>s have also formulated coc<strong>on</strong>ut<br />
financing schemes in potential areas both for fresh coc<strong>on</strong>ut planting and intensive<br />
cultivati<strong>on</strong>. Integrated coc<strong>on</strong>ut development schemes with farm infrastructure facilities<br />
like well, pumpset, fencing, drip irrigati<strong>on</strong> system etc. have also been c<strong>on</strong>sidered.<br />
Apart from this the board is also putting effort through cluster approach,<br />
replanting and rejuvenati<strong>on</strong>, irrigati<strong>on</strong> and moisture c<strong>on</strong>servati<strong>on</strong>, quality enforcement in<br />
planting material producti<strong>on</strong> primary processing, quality improvement c<strong>on</strong>sumer<br />
educati<strong>on</strong>, promoti<strong>on</strong> of community participati<strong>on</strong> and leadership at local level for<br />
stimulating community acti<strong>on</strong> in the sphere of ecological sustainable farming group<br />
marketing and operating micro credit for the benefit of the farmer members also strategic<br />
requirement.
