City of Key West<br />
MANAGEMENT APPROACH<br />
<strong>Metric</strong> <strong>Engineering</strong>, Inc. (MEI) provides all of the Civil <strong>Engineering</strong> Services as required<br />
by the RFP. The Team has extensive experience with preparing paving, grading and<br />
drainage plans for full scale engineering design that ranges from rehabilitating local streets to<br />
the reconstruction of major roads, as well as other site specific properties such as parking<br />
lots and parks. The Team’s drainage design expertise includes design of detention<br />
ponds/swales, exfiltration trenches and deep wells, as well as experience in successfully<br />
permitting these projects to insure approval by the agencies, such as the South Florida Water<br />
Management District, Florida Department of Environmental Protection and the Army Corps of<br />
Engineers. In addition we perform Traffic <strong>Engineering</strong> Support Services such as Signing and<br />
Pavement Markings, Signalization and Lighting, including turtle friendly lighting. <strong>Metric</strong><br />
<strong>Engineering</strong> has also prepared contract specifications for various municipalities, prepared<br />
and assisted with bid documents, and reviewed and ranked contractor’s bid and qualification<br />
to insure they meet requirements set forth in the Bid Package.<br />
<strong>Metric</strong> <strong>Engineering</strong>’s Environmental Department will provide Environmental <strong>Engineering</strong><br />
Services in support of civil, transportation and coastal development projects. Our capabilities<br />
include performing environmental site assessments, obtaining environmental permits,<br />
designing mitigation sites, conducting mitigation monitoring and conducting environmental<br />
<strong>com</strong>pliance monitoring during project construction. Our staff includes experts in the<br />
assessment of wetland, mangrove, wildlife, trees and landscaping, upland forest, seagrass<br />
and coral habitats and professionals with expertise in contamination (Phase I and Phase II<br />
site assessments). Our permitting experience includes obtaining permits from the SFWMD,<br />
FDEP, USACE, FKNMS and the USCG, as well as local permits for tree removal. MEI’s<br />
environmental professionals also provide professional guidance and support throughout<br />
project development by working directly with design engineers to avoid and minimize<br />
impacts, as well as serving as an extension of government agency staff to provide expert<br />
environmental support on an as-needed basis.<br />
<strong>Metric</strong> <strong>Engineering</strong> will also provide Coastal Facilities Services as required by the RFP for<br />
seawalls, bridges and erosion control. The Team has extensive experience with the design<br />
and plans preparation of these structural items, as well as experience in successfully<br />
permitting these projects. <strong>Metric</strong> <strong>Engineering</strong> has also prepared contract specifications, as<br />
well as prepared and assisted with bid documents, and reviewed and ranked contractor’s bid<br />
and qualification to insure they meet requirements set forth in the Bid Package, for these<br />
types of projects. <strong>Metric</strong> has designed various sea walls including two within the City of Key<br />
West, both along South Roosevelt Blvd (SR A1A): one designed (and already constructed)<br />
for the FDOT – District 6, and the other under design for the City of Key West. <strong>Metric</strong><br />
<strong>Engineering</strong> has also designed and/or retrofitted numerous bridges for municipalities and<br />
counties. Currently <strong>Metric</strong> <strong>Engineering</strong> is designing a shared-use path bridge over the Marvin<br />
D. Adams Waterway in Key Largo for Monroe County.<br />
In order to effectively manage a contract of this type, MEI has developed a <strong>com</strong>prehensive<br />
Project Management and Quality Control Plan that will ensure for a successful relationship<br />
