1) Clause: Book-2, Chapter-6, Clause- 6.1.1.3.1 External Clock 

“The SS shall support external clock synchronization either from dedicated 

2 MHz clock signal or from a secondary signal (2 Mb/s). The secondary 

source shall be at least duplicated.” 

Question/Suggestion: 

SS only have IP interface, and this function are proviede by MGW in 

industry, so ZTE suggest that this clause should be replaced by "The 

Offered system(include SS & MGW) shall support external clock 

synchronization either from dedicated 2 MHz clock signal or from a 

secondary signal (2 Mb/s). The secondary source shall be at least 

duplicated."

2) Clause: Book-2, Chapter-1, Clause-1.3.2

This time, the bid shall be single stage two envelop system, but in the 

tender document only have one template of Bid Forwarding (Annex -A), 

this template include price information, so BTCL should provide two 

different template of Bid Forwarding, one is for technical offer without 

price information, another is for financial offer with price information, pls 

kindly clarify it.

Because the requirements of LAN Switch in two site(Mohakhali and 

Moghbazar) is different(Annex 1.4A and Annex 1.4B), so regarding LAN 

Switch, should the bidder fill up one form for each site, pls kindly clarify 

it.

Precision air conditioner must be there for Telecom Equipment.

also be kindly to show us what the requirement is about STM-1 optical 

module? For E1 interface, could you pls tell us what the impedance it is?

The other mux has a requirement of 1 STM-1 and 1 x 3 DS3?

17.4 Optical Distribution Frame (ODF)

Regarding the ODF, how many cores does BTCL require? Please give the 

capacity requirement of ODF. And how many ODF should the bidder supply?

In the Form C.6, the bidder should quote for the Optical Fiber Cable and 

connectors, but in the tender document we don't find the requirement of Optical 

Fiber Cable , please give the technical and quantity requirement of the Optical 

Fiber Cable & Optical Fiber Connectors.

35) Clause: BOOK-2, Annex 1.3 

Gateway Router require STM-1 trunk interface and Channelized STM-1 

interface, regarding these STM-1 interface requirement 

Question/Suggestion: As our understanding,there will be 3 kinds traffic coming from International 

carriers: pure IP traffic, pure TDM traffic and IP over SDH(TDM) traffic. 

1: For pure traffic: router can use Ethernet interface, like GE interface, to recieve. 

2:For IP over SDH traffic, router can use POS port, like STM-1 pos(maybe channelized), to recieve. 

3:For pure TDM traffic, router can use PWE3 scheme to encapsulate/change TDM into IP packet. As it 

uses PWE3 scheme, MGW can not change this IP packet to pure TDM traffic again. 

We are confused about the requirements from BTCL that there are two sorts of interface types for STM-1 

in Annex 1.3: STM-1 trunk interface and Channelized STM-1 interface. 

If one of them is POS requirement, then no issue. If it is pure TDM requirement, there are two senarioes:

One is STM-1--IP--STM-1/E1 

If it is in this case, we think the pure STM-1 can directly connect to MGW without going through router. 

Moreover, Firewall can not make any detection or inspection on TDM traffic. 

Another is STM-1--E1 

This is another case. 

We want to get confirmation from BTCL that what your requirement about STM-1 trunk interface and 

Channelized STM-1 interface mean exactly. And if there is any pure TDM service in your concerning, 

please confirm on which kind of structure it is. 

Answer: TDM interface will be connected only with the media gateway not with router. 

36) Clause : Book-2 Annex 1.2 

MGW require the E1 and STM-1 interface, while the E1 interfaces are used to 

connect to the ICXs, 

Question/Suggestion: We want to confirm that whether the STM-1 interfaces are only used to connect to 

the international gateway from other countries. 

Answer: 

STM-1 interfaces shall be used to connect both the ICXs and International 

Carriers with TDM connectivity. Please follow the amendment regarding 

media Gateway Interfaces 

37) Clause: Book-2, Chapter 17, Clause 17.1.1

price in BOQ Form E.1 PRICE QUOTATION FOR OPTIONAL ITEM (IF 

ANY), is it right? Please kindly clarify it.

The protocol between IGW SMS Gateway and Gateway of ICX operator/ ov would be SMPP

16.3 Network Connectivity 

The proposed SMS Gateway must be able to support connection with at least 16 (Sixteen) GSM, 

CDMA, CDMA (WLL) operators, SMSC/ Gateways and ICX operators. 

Question/Suggestion: The IGW SMS Gateway only connects to the SMGW of ICX or it connects the 

SMGW of ICX and operators, please kindly clarify it.

Operator means both ICX and Overseas operators. Please follow amendment 

of Clause 16.2

requirement. Please cofirm minimum total equivalent E1requirement of NGN 

network is 1000 E1 or 800 E1?

Intrusion Detection System (IDS) 

Bidder has to offer equipment to detect and protect the Network from any 

intrusion. The capacity of 

the IDS has to be determined and proposed by the Bidder so that the offered 

equipment is capable of protecting the proposed network with final capacity. Any 

deviation shall be treated as “Change 

of Substance”. 

Question/Suggestion: As per definition of IDS, it is mentioned to detect and protect the network from 

Intrusion. Where BTCL requires both functionalities (detection and protection). 

As with both of these functionalities , current industry trends to call this system as 

IPS or IPDS where IDS will detect and firewall will protect the intrusion. 

Please modify the heading to IPDS (Intrusion Detection and Prevention Systems) 

or IPS (Intrusion Prevention Systems).

Bidder has to offer equipment to detect and protect the Network from any 

intrusion. The capacity of the IDS has to be determined and proposed by the

Now, in the industry, IDS function already have been integrated with Firewall to 

provide IPS functionalities. In Mahakhali, there are 2 firewalls are required for 

this project and also we need to provide IDS hardware and software to provide 

IDS functions. 

So we suggest BTCL, to include the IDS functionalities along with the firewalls, 

(No need of IDS hardware and software separately) which will save CAPEX and 

OPEX together.

Question/Suggestion: There is no technical specification for Optical Fiber. Actually, we just use the 

Patch cord to inter-connect between BTCL ODF and Huawei ODF. So we 

suggest to delete Optical fiber cable from 1.3.10/Book2; because we will not use 

fibre cable in this project. Is it ok?

If the bidder is a marketing/trading/distribution firm, in that case the experience 

of the manufacturer/service provider will be considered as the experience of the 

bidder if he submits certificate from the manufacturer/ service provider to carry 

out design, supply, install, test and commission of the equipment. 


We request to delete the 2nd paragraph of clause 2.2.1. The logic against this is- 

From Clause No. 2.2, 2.2.1 (1st paragraph) and 18.17.1 we found that bidder's 

experience is very important and carries total 25 points which will have a great 

influence to award the bid. 

But the 2nd paragraph of clause 2.2.1 defines a bidder having no experience 

in telecom business may also be eligible by showing manufacturer's or service 

provider's experience which is totally contradictory with the definition of 

experienced bidder. 

For the provision of this clause, a marketing/trading company infact having 

no experience in telecom project may earn more evaluation points by showing 

other company's certificate.
