_)10'Invitation of Offerfor International Internet Bandwidth through SEA-ME-WE-4 Submarine CableSystem for Operation of BTCL's Internet Service.1.0 INTRODUCTIONBangladesh Telecommunications Company Limited (BTCL) is a leading telecommunication serviceprovider in Bangladesh. It is providing all kinds of telecommunication services e.g. Basictelephony, Data, Internet, Domestic Leased Line and Broadband etc. In order to facilitate morebandwidth to the Internet users, BTCL intends to expand its Internet bandwidth capacity throughSEA-ME-WE-4 (SMW4) Submarine Cable System. With this in view, BTCL invites offer from theInternational IP bandwidth providers through SMW4.2.0 ELIGIBILITY REQUIRBMENT OF THB BIDDER2.1 The Bidder shall be an IP bandwidth provider licensed in the country where the offered IP nodeis located2.2 The Bidder must not have been declared bankrupt or filed for bankruptcy in any country.2.2The Bidder's offered IP node shall have sufficient uplink bandwidth capacity with at least otherthree (03) Tier-l Internet backbones.3.0 SBRVICB REQUIREMENT FOR THIS PROPOSAL3.1 With a view to expanding the Internet bandwidth capacity through SMW4 cable system, BTCLintends to procure IP bandwidth through any of the Cable Landing Stations (CLS) situated in thewestern side of the Bangladesh branch cable (i.e. Marseilles, Palermo, and Mumbai/Chennai etc)and through any of the Cable Landing Stations (CLS) situated in the eastern side of the Bangladeshbranch cable (i.e. Tuas, Melaka etc)3.2 BTCL is considering to procure two numbers of symmetric STM-I6s (2*2.5 Gbps downloadand2*2.5 Gbps upload), one number of STM-l(l*155 Mbps download and 1*155 Mbps upload)from eastern side and one number of symmetric STM-I 6 (l*2.5 Gbps download and l*2.5 Gbpsupload), two numbers of STM-4s (2*622 Mbps download and 2*622 Mbps upload) one number ofSTM-I(1*155 Mbps download and 1*155 Mbps upload) from western side international IPbandwidth for a period of one year.In this view BTCL divides the requirements into the following 5 lots.Name of Lot Capacity (Duplex) Location of Cable Landing Station with respectoBangladesh branch of SMW4 cable system.Lot A IXSTM-16 Western sideLot B 2XSTM.4 Western sideLot C lXSTM-I Western sideLot D 2XSTM-16 Eastern sideLot E lXSTM.I Eastern sidePage 1 of 20ryI

BTCL reservesthe rights to add/ delete/ modiff any condition of Offer Document.9.4 Inorder to provide reasonable time to the prospective Bidders to take the amendment intoaccount in preparing their Offers, BTCL may at its discretion, extend the deadline for thesubmission of Offers, by any period of time it deems fit.1.0. The Soft Copy shall contain theexactreplica'of tire offer. All the supporting documents, printed literature etc. shall be scanned andcopied into the Soft Copy. The soft copy may be submitted on CD.10.4 All the forms for each lot should be properly filled. If any bidder intends not to participate inone or more of the lot, it has to be clearly mentioned in the relevant forms by marking as "NotApplicable" or "N/A".11. 11.3 In case the bidder is not a member of sEA-ME-WE4 Consortium, any document that cansupport the fact that it has arrangements/ agreements with the cLS owner for termination andbackhaul of international bandwidth'11.4 Copy(ies) of the service Lever Agreement (sLA) and any other agreement/document, tobe signed by both BTCL and the succeisful bidder, .ontuining at least the requirementstated inthis document. BTCL shall not sign any other docum entlagieement later on (except technicalinformation sheet), if those are no1 submitted by the successful bidder in his offer earlier'11.5 Filled up forms given in Annexure to provide concise technical/other relevant information toBTCL for easy evaluation and selection of the provider.I 1.6 A copy of network diagram showing interconnect points, backup links, details of peeringwith Internet Exchanges and other ISps in ihe country orine offered cls and in other countriesshould be provided. Details about Diversity and Redundancy in the Internet Bandwidth should beprovided for evaluation purposes and shall form part of the agreement'12. RESPONSILITIES OF BTCL AND THE BIDDER12.1 BTCL's ResPonsibilitYtz.LJ Depending on the conditions described in the offer of successful bidder, BTGL will arrangesMw4 capacity either on JAC or wAC basis from cox's Bazar cable Landing Station (cLS)towards off.t.O the cable landing station offered by the Bidder'lz.l.zDomestic backhaul from cox's Bazar cLS to Data center at Moghbazat, Dhaka will beprovided by BTCL12.2 Bidder' s ResPonsibitityLz.z.l The successful bidder shall arrange for the cross connection at their offered sMw4 landingstation between sMw4 capacity and backhaul from the SMw 4 cable landing station up to theoffered IP PoP..lz.z.zrest & commission the ordered capacity on their Router IP port to provide IP transit serviceto Tier-l Internet backbones complying *ith aiplicable international standards.13. TECHNICAL REQUIREMENTS13.1 The bidder must provide as much information as possible about the existing IP connectivity inhis offered Ip node with the global network of ,.no*n.d Internet Service Provider(s), type ofconnectivity (peer or transit) and bandwidth capacity etc'13.2 The bidder must provide a detailed list of PoPs at other regional and internationallocations. An option should also be there for BGP peering to a centralRouter, if any of the BTCL's presentP bandwidth providers become successful bidder'13.10 The successful bidder may use Ip-prefix filter list or ASN filter list. In case of IP-prefix filterlist, ,LE 24' shall be alloweo. itre Biddir would support BTCL for updating of prefix-lists/accesslists on 24-hour basis.13.11 The bidder shall provide ASN information and in case of multiple, ASN, the connectivity toBTCL shall be from the better AS path distance.l3.lzrhe bandwidth to be procured shall be used by the local ISPs, wiMAX operator' Telecomoperator, corporate bodies, bnu.*-ent agencies and educational Institutions already connected orwill be connected with BTCL network on rental basis. -\P-15.2 The bidder shall provide ur..r, to web-based tools, which will allow graphical monitoring ofthe ports from the bidder's end for packet drops, effors, bandwidth utilization, circuit availabilityetc. Details of such tools should be provided inthe bid. The bidder shall also provide looking glassfacility within the quoted price.15.3 The bidder is requiredto provide comprehensive service support on24 hours X 7 days basisfr"* the date of commencement of servic.J for the entire agreement period without any additionalfees and charges.lS.4 The bidder shall allow remote Black holing of malicious IP addresses through BGPannouncements.15.5 On demand from BTCL, the successful bidder shall block access of undesirable web siteswhich are of defamatory, offensive, or abusive or of obscene, nuisance, hoax, threatening, ormenacing character. The service provider shall block access to websites providing IP TelephonyServices.15.6 The successful bidder shallhave a reliable and efficient Intrusion detection and Mitigationsystem to block DoS and DDoS attack over the offered link. The details of the setup need to beprovided.15.7 The successful bidder shall support IPv6 and 4-Byte ASN implementation, when required byBTCL in addition to IPv4 and}-Byte ASN support.15.8 NOC support, Fault reporting and Maintenance15.8.1 The service provider shall submit Network Operation Center (NOC) fault reportingprocedures, format of trouble ticket and its generation mechanism. The service provider shall alsosubmit a separate sheet summarizingcontact Telephone numbers (to be accessed from Bangladesh),Facsimile, email addresses etc. at different levels/points to report fault or to seek any supportservice along with escalation hierarchy in terms of number of hours.15.8.2 The successful service provider shall caffy out any schedule maintenance in its network,which affects BTCL's traffic between 0200 anO tigOO, Hrs window of Bangladesh Standard Time(BST) and must notiff before at least 3 (three) Bangladesh working days (Sunday to Thursday) inadvance. Otherwise, schedule maintenance carried out outside the above-mentioned time frameshall be taken into calculations while arriving at service availability figures.15.8.3 All Scheduled testing requirementshall be notified at least 7 days prior to the testing. Testplans shall be provided at least seven business days prior to the test.15.9 The service provider would provide mechanism, to BTCL, to measure and monitor the SLA asmentioned above.Page 8 of 20il0

EVALUATION CRITERIA OF THE OFFERSl7.l BTCL shall evaluate the offers to determine whether they are complete and whether allrequired information have been provided. If any bidder does not submitany document at the time ofsubmission of offer, evaluation of bids will be based on available documents in the bid andclarification submitted in response to query by BTCL (if any). Non-submission of any documentwill be treated as non-availability of documents.17.2 Offers without compliance statement shall not be considered for evaluation.17.31fcertain clause(s)/ sub-clause(s) are missed or left unattended in the compliance statement,such clause(s)/sub-clause(s) shall be considered as non-compliant by the bidder.17.4Ifa clause/rub-clause has been stated as non-compliant or partially complied, the bidder willprovide full details of such deviations. BTCL may communicate with the bidder for furtherclarification and conclude on the status of compliance. .17.5 BTCL will determine the substantial responsiveness of the offers not already treated as "Non-Responsive,, by the respective clause/clauses of this document. A substantially responsive offer isone, which conforms to all the terms and conditions of the Offer Documents having not more thanthree ,,Non-compliance" and offer having more than three 'Non-compliance" shall be treated as'oNon-Responsive".17.6 The bidder shall note that information to be given against Clause-3.l and Clause- 3.2is very

GOVERNING LAWS Ai\D JT]RISDICTIONThe Request for proposal, consequent Work Order and agreement etc. shall be bound byBangladeshi Laws. All disputes relat'ing to this RFP and the resulting contract shall be subjecto thelurisldiction of Courts in Dhaka only. BTCL may also determine whether the bidder of evaluatedlowest bid has tire capaUility to deliver the service satisfactorily. As qlt.of this, BTCL may takenecessary steps, whichever fits desirable and practical to them, to veriff information contained inthe bidder,s offer.
