Perhaps most famous <strong>of</strong> all is <strong>the</strong> agreement between<br />
‘Umar ibn al-Khattab <strong>and</strong> <strong>the</strong> people <strong>of</strong> Jerusalem:<br />
This is <strong>the</strong> assurance <strong>of</strong> safety (aman) which <strong>the</strong> servant<br />
<strong>of</strong> God ‘Umar, <strong>the</strong> Comm<strong>and</strong>er <strong>of</strong> <strong>the</strong> Faithful,<br />
has granted to <strong>the</strong> people <strong>of</strong> Jerusalem. He has given<br />
<strong>the</strong>m an assurance <strong>of</strong> safety for <strong>the</strong>mselves, for <strong>the</strong>ir<br />
property, <strong>the</strong>ir churches, <strong>the</strong>ir crosses, <strong>the</strong> sick <strong>and</strong><br />
healthy <strong>of</strong> <strong>the</strong> city, <strong>and</strong> for all <strong>the</strong> rituals that belong to<br />
<strong>the</strong>ir religion.<strong>The</strong>ir churches will not be inhabited [by<br />
Muslims] nor will <strong>the</strong>y be destroyed. Nei<strong>the</strong>r <strong>the</strong>y, nor<br />
<strong>the</strong> l<strong>and</strong> on which <strong>the</strong>y st<strong>and</strong>, nor <strong>the</strong>ir crosses, nor<br />
<strong>the</strong>ir property will be damaged. <strong>The</strong>y will not be<br />
forcibly converted … <strong>The</strong> people <strong>of</strong> Jerusalem must<br />
pay <strong>the</strong> poll-tax like <strong>the</strong> people <strong>of</strong> [o<strong>the</strong>r] cities, <strong>and</strong><br />
<strong>the</strong>y must expel <strong>the</strong> Byzantines <strong>and</strong> <strong>the</strong> robbers … 22<br />
Such agreements also applied to o<strong>the</strong>r religions as well.<br />
This is <strong>the</strong> treaty made between <strong>the</strong> Prophet’s Companion<br />
Habib ibn Maslamah <strong>and</strong> <strong>the</strong> people <strong>of</strong> Dabil:<br />
In <strong>the</strong> Name <strong>of</strong> God, <strong>the</strong> Compassionate, <strong>the</strong><br />
Merciful.This is a treaty <strong>of</strong> Habib ibn Maslamah with<br />
