• Test the methodology in CBDRR interventions in Jamaica, Guyana and/or Dominica.
C. Methodology
As part of the proposal document, the consultant is expected to propose the most appropriate
methodology required for the abovementioned deliverables. The methodology must include gender
and environment considerations.
D. Management and Period of Consultancy
• Management: Reporting to the IFRC CRRO Disaster Risk Reduction Manager and technical
advisory group
• Timelines: Delivery no later than 31 March 2012
E. Qualifications
• Previous consultancy experience working with non‐profit organization
• Regional experience preferred
• Exceptional analytical and research skills
• Ability to abide by the Seven Red Cross/Red Crescent Fundamental principles
• Experience working with gender, race and cultural sensitivities
• Proven ability in selection tools and methodology development
• Ability to handle multiple tasks simultaneously, set priorities, and work independently with short
deadlines.
• Written and spoken English.
• Must be able to travel in the Caribbean Region

Interested consultants are invited to submit an implementation proposal via email to Mrs. Nicole
Williams, Disaster Risk Reduction Manager (Ag.): nicole.williams@ifrc.org with copy to
reynette.royer@ifrc.org no later than 22 November 2011 at 23:00 HRS Atlantic Standard Time
with the Subject: “Strategic Targeting Methodology ‐ Consultancy”.
• The implementation proposal should: 1) Include a narrative (technical proposal) not exceeding 10
pages; 2) Include an indicative budget (financial proposal) inclusive of all consultancy fees and
other expenses) and; 3) Include as annexes the Curriculum Vitae of all envisioned participating
individuals (not included in the above 10 pages) and examples of similar work done by them.
• The Working Group shall select the winning proposal by 28 November 2011 only the selected
candidate will be contacted
• Implementation shall commence immediately upon contracting of the consultancy
• All deliverables must be completed by 31 March 2012.
