• Develop a report on results and feedback for submission to the Resource Center.<br />

Pilot and test the model<br />

• Test the methodology in CBDRR interventions in Jamaica, Guyana and/or Dominica.<br />

C. Methodology<br />

As part of the proposal document, the consultant is expected to propose the most appropriate<br />

methodology required for the abovementioned deliverables. The methodology must include gender<br />

and environment considerations.<br />

D. Management and Period of Consultancy<br />

• Management: Reporting to the IFRC CRRO Disaster Risk Reduction Manager and technical<br />

advisory group<br />

• Timelines: Delivery no later than 31 March 2012<br />

E. Qualifications<br />

• Previous consultancy experience working with non‐profit organization<br />

• Regional experience preferred<br />

• Exceptional analytical and research skills<br />

• Ability to abide by the Seven Red Cross/Red Crescent Fundamental principles<br />

• Experience working with gender, race and cultural sensitivities<br />

• Proven ability in selection tools and methodology development<br />

• Ability to handle multiple tasks simultaneously, set priorities, and work independently with short<br />

deadlines.<br />

• Written and spoken English.<br />

• Must be able to travel in the Caribbean Region<br />

F. Application Procedure and Timeline:<br />

Interested consultants are invited to submit an implementation proposal via email to Mrs. Nicole<br />

Williams, Disaster Risk Reduction Manager (Ag.): nicole.williams@ifrc.org with copy to<br />

reynette.royer@ifrc.org no later than 22 November 2011 at 23:00 HRS Atlantic Standard Time<br />

with the Subject: “Strategic Targeting Methodology ‐ Consultancy”.<br />

• The implementation proposal should: 1) Include a narrative (technical proposal) not exceeding 10<br />

pages; 2) Include an indicative budget (financial proposal) inclusive of all consultancy fees and<br />

other expenses) and; 3) Include as annexes the Curriculum Vitae of all envisioned participating<br />

individuals (not included in the above 10 pages) and examples of similar work done by them.<br />

• The Working Group shall select the winning proposal by 28 November 2011 only the selected<br />

candidate will be contacted<br />

• Implementation shall commence immediately upon contracting of the consultancy<br />

• All deliverables must be completed by 31 March 2012.<br />
