B.C. Indian infant
death rate down
Though the Indian infant
death rate for 1973 in B.C.
was the lowest ever recorded,
it was still more than twice
the non-Indian rate, said a
recent report on Registered
Indian births.
However, the Indian population
in B.C. was increasing at
the rate of 2.6 per cent, twice
the natural rate of the
non-Indian population, added
the report from the department
of health and welfare.
Details of the report were
contained in a letter to chiefs
and councillors of all bands in
the province from Dr. G.C.
Butler, Pacific region director
department Medical Services
Branch.
"There has been a marked
improvement, but the situation
is still far from satisfactory,"
said Dr. Butler.
"Nearly half of the deaths
among infants occurred in the
first few days of life.
"The only way to prevent
them is through more adequate
prenatal care."
Medical Services Branch
records showed more than
half of the Indian women
visited the doctor or nurse
fewer than six times during
pregnancy.
This was considered inadequate
as Indian women
deliver more underweight
babies than non-Indian.
The branch recommended
they visit every month during
the first seven months of
pregnancy and twice monthly
thereafter.
The survey also found
low-weight babies more common
in women over 30 years
of age and in women with five
or more children.
The letter stressed the
need for these women in
particular to visit the doctor
or nurse regularly during
pregnancy,
t
Most of the remaining
deaths in infants were from
chest diseases.
M A J O R CONCERN
A point of major concern
was the number of deaths by
accidents and violence of
Indian children and young
adults.
Statistics showed 87 per
cent of all deaths in children
one-16 years of age and 63 per
cent in the 17-40 year age
group were due to accidents
and violence.
Non-Indians in B.C. have
similar high rates for these
age groups, but in the Indian
population 26.2 per cent of all
deaths were due to accidents
and violence, whereas it was
only 10.6 per cent for
non-Indians.
It was estimated alcohol
was a contributing factor in 70
per cent of these deaths.
Motor vehicle accidents,
burns and drownings were
the most common types of
accidents.
16-QUESNEL CARIBOO OBSERVER WEDNESDAY, SEPTEMBER 11, 1974
By George Whiteley
It is good some people still
respect the sanctity of Sunday,
although some carry it
too far.
Orthodox Jews are not
allowed to push buttons on
the Sabbath. In Israel there
are elevators that run continuously,
stopping on every
floor.
Surely God would not mind
anyone pushing a button on
Sunday!
We interpret the commandment
about the Sabbath as
meaning a person should not
do work that is not of
necessity or mercy on that
day. That is the way Jesus
took it.
The problem is, how do you
define necessity or mercy?
Years ago, several denominations
formed the Lord's
Day Alliance to protect the
working man and woman.
During the "Dirty 30*s", there
were so few jobs men and
women gladly worked all
hours, seven days a week.
Maybe some of you who are as
old as I am remember him.
We don't know if there still is
an office in Vancouver, but
there is one in Toronto.
It has been argued unions
make such groups outmoded.
Only about half of those
working belong to unions, and
many people are becoming
disenchanted with them.
Sunday observance changed
during the Second World
War. Before that only a few
small stores and service
addition to public transport
and other services.
Our usual Sabbath afternoon
entertainment was hiking
to the University of B.C.,
about three miles, returning
on the bus for a nickel. That's
the reason I can still walk a
nothing for some people to do.
Nonsense, we retorted. If a
person is in good health, with
all the members of his (her)
body functioning well, and
even if they aren't, there is
always something to do.
Sunday could be a day for
good deeds. Surely that is
work of mercy or necessity.
And good deeds can be done
while you are enjoying yourself.
For example, if you are
going driving, why not take
someone who has no car?
There are many lonely
people in Quesnel and area
who would enjoy seeing more
than four walls on Sunday or
any other day, or even just
having someone drop in to
chat with them. Why not start
a central registry to keep
track of them?
Remember the Golden
Rule, "Do unto others as you
would have them do unto
you."
LOOK AT TORONTO
Toronto was known as "the
good" partly because the
Sabbath was observed strictly.
Now look at it.
Of course there must be
stores open to supply a loaf of
bread, a pint of milk. But is it
necessary to keep supermarkets
and furniture stores open?
Of course there must be
service stations open for
motorists who find themselves
in emergency situations.
But why can they not "fill 'er
used for a wedding, and will soon be used for services, which
were held in schools. Mr. Gill serves as priest, but it was
expected one would be called. The building will be worth about
$80,000.
Girls
When school begins, so do
Sunday school and other
church groups.
Girls wishing to join the
Pioneer. Girls program at the
Evangelical Free Church on
Hoy Street will register
Wednesday night.
This is for girls in Grades
3-9, and it does not matter if
they attend this church.
There are three groups,
providing the unique type of
guidance needed for the
particular age groups, says
committee co-ordinator Ruth
Goertz.
Grade 3 and 4 are in the
Lavaliers.
"The purpose of this club is
to help the girls discover they
are uniquely created by God,
and glorify Him in what they
think, say and do," says Mrs.
Goertz.
Grade 5 and 6 girls are the
Trail Blazers.
"In this club, we try to help
the girls cross over from
childhood to the "teens
smoothly," adds the leader.
"We also provide fun and
skill building activities to help
girls in their relationships to
God, themselves and others,"
she says.
Grades 7-9 are the Shikaris.
"The purpose here is to help
young teens face and think
through important decisions
in the light of Biblical truths,"
says Mrs. Goertz.
The program also includes
arts and crafts, sports, nature
study, home care and community
understanding.
Awards are offered.
GOALS
Openings should be in
rotation, with lists of businesses
open published in the
' paper, on radio, and available
from telephone operators.
This would mean several
more people could enjoy the
Sabbath with their families
and friends. :
Having more services available
than necessary Sunday
only encourages people to
leave things that could be
done other days of the week.
BUILD HOUSES
Many people use Sunday
for such things as building
their own houses. This is
important in places like the
Cariboo, where the winters
are long and cold. Would God
discredit a man who hammered
nails instead of studying
the Bible on Sunday? We
think not, so long as the only
pay he got for it was making
someone happy and warm.
A sensible rule for Sunday
would be, "Do not do anything
you could not do as well some
other day, and do not do it so
as to offend others."
Jesus had no time for
people who would not do acts
This is Your Life " j m
Horoscope for the nest week
ARIES - March 21 to April 20 -
The "key" to success now is in
being able to understand- others.
Their feelings may not coincide
exactly with yours, but an "understanding"
of their viewpoints will
work wonders at this time.
TAURUS - April 21 to May 21 -
To appreciate "that which is close
and available" will work wonders
for you in your solar chart now.
Much gain is indicated if you don't
"reach for the moon." There are
more important things at stake.
GEMINI - May 22 to June 21 -
By leaving things to chance at
this time, would be most foolish.
Make certain of the "facts" before
jumping into a kettle of hot
fish. Your future success in life
may depend on it.
CANCER - June 22 to July 22 -
If you are tending to become a
little egotistical in your viewpoints,
•be careful. Much gain can be
yours if you don't "ride roughshod"
over others. This transit
may tire you slightly.
LEO - July 23 to August 23 -
The "new-awakening" in the general
chart for Leo in here. You
may see things in the true light
of day. If used properly, this can
lead to much serenity and gain
for the rest of your life.
VIRGO - August 24 to Sept. 22 -
Recent "problems" in your life
will in all probability be solved
during the coming week. Oppportunity
for advancement is all
around you, but don't try to force
the issue. It will only sjow you
down.
By TRENT VARRO
LIBRA - Sept. 23 to Oct. 23 -
Your intuition is keen at this
time. You v^ry probably see things
that others don't. You are able
now to sort out the wheat from
the chaff in a most remarkable
manner. Play your hunches, they
are probably right.
SCORPIO - Oct. 24 to Nov. 22 -
Financial problems will in all probability
work out to your advantage.
Your mate or business partner
may play an important part
in this. You may receive good
news from distant places.
SAGITTARIUS - Nov. 23 - Dec. 21
A "peak" of some sort is coming
up now in some form or another,
dealing with business matters.
Good judgment hare is most important.
Keep your feet on the
ground and think clearly.
CAPRICORN - Dec. 22 - Jan. 20 -
Don't push too far past this point
if you have achieved your goal.
Success should be in the palm
of your, hand now. This just
might tend to make you careless
of important matters.
AQUARIUS - Jan. 21 to Feb. 18 -
Domestic harmony is indicated
for you now. Don't let your future
happiness be spoiled by clinging
to old ideas or superstitions. Con
centrate on displaying love and
understanding.
PISCES - Feb. 19 to Mar. 20-
Ask questions of the right people,
and you should get the right ans
wers. Deception of "false friends"
could cause you a lot of unneces
sary worry. The right road for
you to take, is clearly marked.
MORE EXPENSIVE AND SCARCE
If you have not got
anti-freeze in the old jalopy,
better hurry to the nearest
dealer.
You may be able to get
some for about four times
what you paid last year.
Dealers questioned by the
Observer said there will be
even less of anti-freeze than
last year, when it sold for
about $2.25 a gallon.
Now it is priced between
$8-$13 a gallon.
Anti-freeze is made by two
companies in. the United
States.
Apparently the only way to
get an adequate supply this
year is to use black market
tactics.
"It's desperate," said Gulf
Oil agent John Lazzarin. "I
haven't got any, and I don't
expect to get any."
He said his dealers were
allocated a percentage of what
they sold last year. This was
shipped in about two weeks
ago.
"I could have got all I
wanted about two months ago
on the black market," said
Mr. Lazzarin. "However, I did
not want to take a chance."
Pacific 66 agent Bob Graham
said he had some, but that
had been sold already. He
expected to get more.
Imperial Oil expected some
soon, but would only be
getting 70 per cent of the
amount sold last year.
Home agent Wade Nazaruk
said he would be getting
some.
community, the Quesnel area
is included in the New
Caledonia Area which encompasses
Fort St. James to
Prince George, McBride to
100 Mile House and points
west of and including Williams
Lake.
At least once a year there
will be a rally at which all of
these girls will get together.
The immediate Quesnel
area is called the Cariboo
Division. Division Commissioner
is Mrs. Opal Rye.
Within the Cariboo Division
are two Districts. Quesnel
Building
permits up
district commissioner is Mrs.
Ruby Rash and deputy commissioners
are Mrs. Anna
Eastman and Mrs. Vi Klassen.
The Baker District is the
smaller of the two and is
situated west of the Fraser
river.
Baker Commissioner is Mrs.
Dorene Bennie. There are
Brownies in most of the
schools and Guides in the
larger schools.
As in the past, leaders are
urgently required. All of the
groups this year have a leader
but many require helpers.
They are as follows, First
Quesnel Brownies, held Tuesdays
in the United Church
Hall from 3:30 to 5 p.m.,
Kersley Brownies and Guides
held at the community hall,
Wells Brownies have no leaders
at all, First Barlow Creek
Brownies, Lakeview Brownies,
Richbar Brownies.
If you can help in any of
these positions please call
Ruby Rash at 747-1327.
Baker District will be
opening Brownies at Riverview
School, if an additional
leader can be found. For this
positjon call Dorene Bennie at
992-9606.
A used uniform liaison has
not yet been appointed but
will be announced as soon as
possible.
The Baker District held a
Guiders meeting Sept. 5 at
the home of Dorene Bennie to
discuss registration.
Special event was the
presentation of a birthday
cake to Mrs. H.S. (Grandma)
Floyd, a long standing member
in the guiding movement.
As in the past a newsletter
will be sent out to Guiders on
a fairly regular basis. Probably
after each division meeting.
Within the next two weeks
a complete list of leaders will
be printed and I hope all their
groups will be filled with
eager Brownies and ambitious
Guides and Rangers.
That's all for this week,
good luck with registrations
and good guiding.
A report on using sawmill
waste as fuel was expected to
be presented to directors of
B.C. Hydro, it was reported.
The Observer contacted the
power authority head office in
Vancouver for a report on
investigations into use of mill
waste, coal, garbage and
driftwood. The answers came
from John Sexton, editorial
services department manager.
Use of mill waste for power
would relieve a situation in
the Quesnel area. Sawmills
were ordered to remove
burners from Two Mile Flat in
1972 when the pulp mill -
agreed to take all waste.
However, the mill could only
use about half the waste, and
buried the rest in a land fill
site near the Barkerville
Road., This year they were
given permission to put a
"smokeless burner" on Two
Mile Flat to get rid of excess
waste.
This brought protests from
residents and sawmill owners.
Last year company officials
said the burner was only a
temporary measure until an
economical way could be
found to use the waste as fuel
or particle board.
The study was assigned to a
Vancouver firm of consulting
engineers and foresters, and a
Texaco agent Mario Diener
said he expects there will be
only enough to service dealers
and his large accounts at the
bulk plant, such as farmers
and truckers.
He said he could not advise
dealers to sell only to regular
customers.
Mr. Diener suggested there
might be more available later,
but this would not be any
good to most people.
"Customers have first prio-
. rity," commented Standard
agent Bruce Armstrong.
He expected to have some
in about two weeks.
His allotment is being cut
70 per cent, so the same cut is
being made to his customers.
Anti-freeze will be offered
first to people who bought it
there last year.
Union agent Howie
Schonke expected to be
getting some soon--and it
report was expected soon,
added Mr. Sexton.
The first of three parts of
an exploratory drilling program
at Hat Creek coal
deposits, 10 miles west of
Cache Creek, was expected to
be finished this summer. It
was expected to determine
the best site for a two million
kilowatt generating plant.
Three drill rigs are operating.
The program is also being
carried out by a Vancouver
consulting firm, supervised
by consulting geologists.
USE GARBAGE
"Hydro is maintaining a
flexible position as regards
use of municipal garbage as
fuel," stated Mr. Sexton. "No
definite plans have been made
to establish a garbage fired
thermal electric plant in B.C.
"Generally speaking, a large
city should be able to
supply five to 10 percent of
electric energy requirements
by using garbage as fuel.
"If all the driftwood which
floats down the Fraser River
were gathered up and converted
into hog fuel, it would
produce 25,000 units of hog
fuel a year," enough to sustain
5,000 kilowatts on a year
round basis," he added.
would be for his own
customers first.
Most cars use about two
gallons of anti-freeze. One
dealer warned that, because
of the shortage, imperfect
anti-freeze is being sold.
The best anti-freeze has a
straight glycol base, and is
mixed with water.
Some has water already in
it, and protection is reduced.
Steady advances are being
made in the treatment of
arthritis in development of
surgical tehniques for the
reconstruction of damaged
joints, particularly the knees,
hips, hands and feet. In most
patients, surgery will never,
be needed. For some patients,
however, surgery can produce
dramatic improvement in
the ability to function efficiently.
Words of praise
for summer help
Parks committee chairman
Aid. John Panagrot had
words of praise for students
who took part in a summer
works program for the town.
About 75 students were
hired for three weeks each to
work on town parks projects.
Their salaries were paid
under a provincial government
summer works program
called Sweep '74.
The town was allotted 25
students for six weeks, but
decided to hire 75 students for
three weeks to give more
youngsters an opportunity to
take part in the program.
Among their projects were
improvements to Sugar Loaf
Park and the new Elks' Park
in West Quesnel.
Describing their work at
Sugar Loaf, Aid. Panagrot
said, "There were no easy
jobs. All the work had to be
done by hand."
"The students came up with
some good ideas for the park
too," he added.
"The youngsters should be
commended for their work."
Mayor Ceal Tingley added
it was better to have hired
more students for a shorter
time, as it gave them some
time to enjoy their summer
holidays.
The program was offered
for students aged 14-24.
Dance hall cont'd
Marshall said, "It is an
obvious truth that it is the
isolated one in a hundred
person who is going to ruin it
for everyone.
"Initially, the fact that here
was something 'different' and
exclusively their own, caused
many kids to overact and go
'hog wild' with their behavior
outside the hall."
He pointed out the operators
were asked to improve the
situation following complaints
received by council about
behavior at some of the
dances and that this was
done.
"The operators...have bent
over backwards in an effort to
create a workable and viable
situation," he continued in his
letter.
"Offers have been made to
reimburse any neighboring
business which has suffered
any damage because of the
thoughtless behavior of a
few."
Aid. Albert Johnston asked
if any of the businesses had
taken him up on the offer. Mr.
Marshall replied only one
asked for and received reimbursement.
"To ask us to guarantee
every patron's behavior--a
hundred yards down the
street, two hundred yards
down the street in cars, in
homes--is both unfair and
physically impossible," wrote
Mr. Marshall.
"Kids are kids," he added,
"just as we were ourselves.
They are high spirited and
experimental, but we as
adults have a social obligation
to keep working with them."
He said the dance hall
fulfills a need in the town and
suggested the voluntary closure.
''We will voluntarily close
for several months until snow
and winter conditions forcibly
dictate a situation where the
majority of teenagers are
within the hall," he wrote.
Aid. Lon Godfrey put forth
the motion to have the matter
tabled for a week.
