The Quesnel
Pension reductions
force re-application
Some senior citizens
may be wondering why
there is a reduction in
their April Old Age
Security cheques.
Health and Welfare
Minister Monique
Begin today in Ottawa
reminded seniors that
the Guaranteed Income
Supplement benefits,
added on to Old Age
Security cheques, is an
income-tested program
for which they must
reapply each year.
"You won't lose any
money you're entitled
to," the minister
reassured those whose
benefits were suspend
ed. "Even those who
apply late will receive
their GIS retroactive to
April 1, but get your
application in right
away," the minister
urged those pensioners
who have failed to apply.
Income Security Programs
offices across
Canada are processing
applications as they are
received and are sending
our supplement
cheques so applicants
will not have to wait
until the next OAS cheque.
Most of Canada's
1.2 million recipients
completed their
renewal applications on
time. In fact the
number of suspended
benefits this
year—79,0{X)— is down
from the 100,000 at this
time last year.
Some GIS recipients
may find a decrease in
the amount they receive
because the amount of
their other income went
up in 1982, possibly
because of higher interest
rates paid on investments
last year.
LJnder federal legislation
GIS must be reduced
by $1 for each $2 of
other income received. _
Treasurer and vicepresident
Peter Romanchuk,
speaking to the
guests in board president
Chuck Heath's
behalf, reminded them
of accomplishments
since their committee
was formed just a year
ago as a go-between for
curator Hill and the City,
"Although we still
need your money and
support," he adds.-
Other committee
At the CD. W.l.
Spring Rally in
Miocene April 9, the
topic of 'Juvenile Problems'
was highlighted.
The Q.V.W.I. menu
won first place at the
rally. A very attractive
presentation was
entered by Bea
McLean.
Three members sent
letters of thanks for the
fruit-leather samples
received at the Quesnel
and District W.l. Mini-
Rally in Feb.
The next Quesnel
View W.I. meeting is
May 11 at 10 a.m. in
the Fraser Village
Lounge. Visitors are
welcome and prospective
members 19 years
and over. Roll cal! is a
penny for each inch of
your waist-line to be
measured at the
meeting.
Work and money are
available in the Quesnel
area, just waiting for
sponsors.
This was the happy
news Chris Kempling
told The Observer upon
conferring with Ole
Kettleson, district
supervisor for B.C.
Forest Service.
"The work is there
and we will make staff
available for
preliminary training
and provide some
supervision as v/ell,"
says Kettleson.
Work to be done includes
such jobs as
thinning, mistletoe
eradication, and site
preparation.
Kempling of Canada
Employment and Immigration
says, "The
New Employment Experience
and. Development
i^'program
(NEED), funded jointly
by federal and provincial
governments, is
well established nationally
and looks like
it will be continuing for
the next while."
Through this program
money is
available to such
groups as the planned
Cultural centre, also to
any private contractors
who can hire at least
three people for at least
12 weeks.
Each project is judged
on it's merit. Hiring
must be done through
the Canada Employment
Centre. Priorities
for hiring are those
who have exausted
their benefits by 10
weeks or more; those
who have exausted
benefits by 10 weeks or
less and are on welfare
up to February, 1981
but not, before that
time.
Kempling says there
are 800 people elegible
to apply for the NEED
program. He en-courages
anyone who
has exausted benefits
after Feb. 1981 to reactivate
their file.
"We are going to be
screening applicants
when sponsors come to
the office."
From $14,400, the
minimum amount of
money for the project,
half of that must be
wages, half for
overhead costs, etc.
"The more people you
have working for you
the more money
available for overhead
costs," Kempling says
of the prospective
employers.
"It is important to
keep contact with this
office," he says. "If
not on Unemployment
Insurance benefits they
should be coming in to
update their file."
Kempling says he
would encourage any
established business to
contact their office to
become a sponsor.
"People who are not
elegible for NEED may
be hired if their skills
are not vital to the
operation of production
and as long as
wages are paid out of
overhead costs.
These may include
projects to enhance
production.
4-QUESNEL CARIBOO OBSERVER, THURSDAY, MAY 5, 1983
The one occasion when the print
media has an edge over the elctronic
media is on the day before an election.
On that date, the electronic
media are blacked out.
But the print media, because of
production scheduling, get the last
kick at the cat.
It has been a real experience to
watch the CTV network operate in
this current election campaign.
Their news reporting, seen for a
number of years as superior to that
carried by the CBC, lost all
credibility in just 28 short days of
election coverage.
Latest in the news management
fandango danced by the CTV team,
was the mechanic who confronted
Dave Barrett outside a radio station
Tuesday and told him that he had
shafted the province, the B.C.
Resources Investment Corporation
and the people of B.C. even while he
was in Opposition.
The irate mechanic made his entire
case on the radio link, but he
was physically hauled away and
edited out of the televised coverage
of the event by CTV. There were a
few words pf anger evident, even a
grudging recognition that he had appeared
upset with Barrett, but the
news team from the television network
dumped the story.
It has been evident that the sympathies
of the NBET team who are
touring the province covering Barrett
are biased and that they are
slanting the news reports.
It is obvious because at 7:30 a.m.
last Thursday they called me out of
a sound sleep to ask me if there were
any worthwhile political stories in
Quesnei they could cover with their
mobile satellite television system.
When I informed them Alex
Fraser, the highways minister would
be making a speech in Williams
Lake, the news manager suggested
that since the equipment cost so
much to operate and move around,
they wanted something controversial
from the NDP,
I gave them Steve Hilbert's phone
number, but I don't know that they
ever used it. Perhaps he isn't high
When the last ballot has been counted and the May 5 provincial
election goes into the history books, irrespective of
which party wins, the work of the people of B.C. must still go
forward.
There has been an atmosphere of anticipation about this
election. It is almost as though we hate to see the campaign
end because now there must be a losing party and a winning
one, or at least that is the way it is to be earnestly hoped things
turn out.
What any observer of the political scene will admit is that
nobody in their right mind would endeavor to predict a clearcut
victor before the polls close and that the heavier the vote,
the better chance the present government has to be re-elected.
There have been real issues in this campaign. The provision
of meaningful jobs, or just jobs, has been a major plank in
the platforms of both the Socreds and the NDP.
Depending on how long you have been, out of work, each
approach to job creation has its own merits.
What must be clearly at issue however, is the value in real
terms of make-work projects. They are a product of the
1930s. Student job programs where a lot of valuable personal
contacts result, but the effects of the work are always impossible
to tabulate. LIFT, NEED, PREP and other programs
pump federal and provincial dollars into communities for the
development of parks and tourism facilities.
Those may be worthwhile projects, but in terms of cost efficiency,
they are grossly over-priced. Most of the grant funds
seem to find their way into the same projects and programs
year after year and a seemingly endless stream of unemployed
people are always there to work until the money runs out.
There is a better way and if it means that governments have
to pump some money directly into small businesses or small
and medium sized industries to create permanent jobs, so be
it.
Those of us scratching out a living are going to have to accept
another gouging in our pocketbooks to pay the piper if
we want to dance to the tune of jingUng cash registers in B.C.
And so as we go to the polls Thursday, May 5, to cast a
ballot for the future, we had better face the economic
realities. Regardless of whom we choose to run this province
in the next four or five years, we will have to pay for their
recovery programs out of our pocketbooks.
You can opt for the party which states categorically it is
dedicated to the proposition of pay-as-you-go government, or
one that says the future is now and we have to look after people
now at whatever the cost.
All we ask is that whatever your political bent, you take it
to the polls Thursday and vote.
Noting people who laugh at gypsy
furtunetellers are the same people
who take economists seriously, Dr,
Jack Muench told the Cariboo
Lumber Manufacturer's Association
Friday he would nonetheless
make a "fearless forecast,"
He predicted the lumber markets
next year w'ill equal those of 1978.
The year 1978 was a very good
one.
Dr. Muench, who is Director of
Economics for the Washington,
D.C. based National Forest Products
Association was guest speaker
at the CLMA luncheon prior to its
annual general meeting.
While he was optimistic in that
regard, Muench did have some
words of warning in regard to the
United States Countervailing Duty
Investigation. While the Canadian
Softwood Lumber Manufacturers
(made up of the CLMA and nine
other Canadian associations) have
been successful so far in defending
the Canadian position, Muench said
the battle is far from over because
he believes southern US lumber
manufacturers will take political actions
to ensure the countervailing
duty is enforced if all else fails.
The NFPA, which has members
from both the U.S. and Canada, has
remained neutral in the dispute, he
explained.
Recapping what has happened so
far, Muench explained the rulings
position that the fee charged for
harvest is an "economic rent"
rather than a trade distorting subsidy
warranting countervailing duty.
Noting some Canadian producers
had been apprehensive because they
feared the process would be rigged
against them, Muench said this was
not so. US citizens must have a
mechanism to protect their rights,
he explained, and as far as he knew
the investigation had been
thorough. And, two decisions in
two weeks had ruled in favor of the
Canadian position,
"If the May 23 decision goes
against the US coalition seeking the
countervailing duty, they can seek a
reversal in the courts," Muench told
the CLMA, "I am sure they will and
I am sure they will also seek a
political decision."
Giving a variety of reasons,
Muench said he believes residential
housing starts will be up although
there will be a trend to smaller
houses. Non-residential construction
may be down, but industrial
construction and the market for
softwood would be up. If Canada
can retain its share of the market,
sales should be up to where they
were in 1978 he said.
An improved market would take
some of the steam out of the
countervailing duty issue but
Canada must retain its share of the
had found in favor of the Canadian _ sales, he pointed out.
bbb's
profile enough to be considered
news satellite material.
It has become obvious to the
point of being, ridiculous, that the
CTV news team is overloading the
circuits with pro-NDP election
coverage, protecting the public from
the reality of Barrett's confrontations
with hecklers, or even the sad
commentary from his audiences
who not only don't heckle, but even
worse, don't respond at all.
That is why a great many print
media feel obligated to present the
issues of this election in a manner
that is designed to give both sides at
least a fair hearing.
Whether this newspaper chooses
The most widely-read Reader's
Digest article of the past year was a
piece called 'How to Flaten Your
Stomach', This certainly shows
where our priorides lie, and it also
shows that no matter what your problem
is, somebody somewhere has
identified it, researched it and will
advise you on it, if you cross his
palm with silver.
This crossed my mind when 1 read
about a new book called Three Steps
to Overcome Jet Lag, Jet lag, like
whiplash and runners' nipple, is a
20th century affliction. For most of
us it means feeling a little dozy for
the first half-day after we get off the
plane. Usually I'm so elated at being
released from home and hearth that
I recover quickly. Manic energy
replaces fatigue and I eat, drink,
tour, or mountain climb eagerly.
It's when I come home that I collapse.
For diplomats, politicians and
businessmen, jet lag is a serious problem
since it affects their judgement.
(Ed. note: Is that what goes
wrong?) Former president Dwight
Eisenhower flew to conferences
several days ahead of time in order
to be alert, Henry Kissinger shifted
his body clock by retiring one hour
earlier each night and rising one
hour earlier each morning for a_
BCTV is a. national network and
when they act as such, they are
doubtless a formidable force. When
in B.C. the national news is
perverted by presentation of one of
five political parties running in the
, current campaign, it may well be
time to re-examine the charter under
which that conglomerate operates.
Ever since I discovered CTV on
the channel selector, I have preferred
their news coverage. With the
rare exception of that dead-voiced
Sandy Renaldo on the weekend
news last winter, it was my late news
favorite.
That woman probably accounted
for the highest ratings the CBC news
ever got on a weekend. Her news
delivery was bad beyond descrip
tion.
Having survived Renaldo, replaced
by a man named Brown, I was
back to watching CTV late news
week before he took off, Lyndon
Johnson kept his wrist watch on
Washington time everywhere he
. went.
These are boring approaches, I
much prefer the one advocated in
the book written by Dr, Charles
Ehret and Lyrme Waller Scanlon,
The book arose out of research data
gained from work with animals over
the past 30 years, (Lab rats have
been subjected to cigarette smoke,
red die number two, low bulk diets
and vitamin deficiencies, I like to
think of them being rewarded with a
couple of transcontinental flights,)
The three stage jet lag prevention
program begins with the eating of
high protein breakfasts and lunches
and high carbohydrate suppers for a
period before you take off. Add
feasting and fasting on alternate
days, and limited imbibing of tea
and coffee and you can see that
consistently, then Bennett called the
provincial election and I couldn't
believe the transformation.
From a solid, dependable voice of
reality to a politicizing, slanted,
dishonest and biased broadcasting
system overnight.
I know they want a socialist
government, but do they want it bad
enough to distort, and pervert the
truth. I know Bill Bennett and other
Socreds have been heckled. In the
past year I have heckled the hell oiit
of some of them myself.
But by all that is holy, I know that
Barrett has been heckled and confronted
and trapped into embarrasing
admissions too.
What amazes me is that the news
seniors at CTV haven't become
aware that they aren't fooling
anyone when they avoid showing
those situations.
They haven't had the guts to
openly endorse
premier.
That at least would give
coverage authenticity if
credibility.
So while they sit at horiie having
oiled, operated and manipulated
their own media for the benefit of
socialism, thereby sponsoring the
NDP campaign and Dave Barrett, it
will be interesting Friday to see how
they approach the realities of the
election.
For my part I am voting for Alex
Fraser. That is. a choice I made
because of my experience with him
in government.
He has never refused a phone call,
never rejected a request, followed
up on situations, pursued Cabinet
ministers and bureaucrats alike and
is the man for the job in the
Cariboo,
That's it in a nutshell, I vote the
man for the Cariboo, not the party.
I owe Fraser that allegiance because
he has earned it.
I have criticised his party, their
a candidate for political choices and their behavior
in the past and expect to do so in the
their future. But when it comes to a man
not who can get the job done, it's
Fraser, no contest.
there's a lot to think about besides
paying the paper boy and getting
your passport renewed.
You also learn how to trick your
body into resting by putting on
eyeshades during daytime flights
and waking it by turning on the
airplane cabin reading lights at
night. This way you can set up an
artificial rest activity cycle which
allegedly defeats jet lag.
The really interesting part comes
in your relationship with your cabin
mates.
Travellers are instructed to move
around a lot in their active phase,
"Read, write, talk, stretch, watch
films," says the book. In brief, during
the active phase you are encouraged
to make sure that nobody
else gets any rest either.
Just when everybody around you
has gotten used to your effervescence,
and the nice person on
your right giggles at your bird noises
and the fellow in front starts to
show you card tricks (happened on a
recent flight), you must, if you
follow the Ehret Scanlon creed,
clam up. "You should cease talking
to your neighbour, close your book,
or turn away from, the in-flight
movie,"
Just like that. First the life of the
party, then a silent recluse, Carol
Burnett becomes Mrs, Krushev, instantly.
As time passes, those around you
will adjust. They will put the playing
cards away, keep their elbows to
themselves and stop ordering drinks
for you. They may even doze off
themselves.
That's when the Ehret Scanlon
disciple enters his active phase. It
will be time to "wrhe, read, talk to
your neighbour, move about,
stretch,,," and so on.
This sounds dangerous to me, but
it may account for some of our
PM's peculiar behaviour when he's
Reality
forced
upon us
By W. Roger Worth
In the last couple of years, people
from Newfoundland to British Columbia
have been forced to accept a
hefty dose of economic reality, and
the results have been fascinating.
The "dose of reality", of course,
came in the form of a recession that
created massive unemployment,
high interest rates, near-record
business bankruptcies and, most important,
a great deal of uncertainty
about the future, particularly as it
pertains to jobs.
The result: the attitudes of ordinary
Canadians about spending
and getting value for their hardearned
cash has changed
dramatically, and people may never
return to the heavy borrowing,'freespending
ways that characterized
the 1970s.
It's true, Canadians generally
don't have as much money to spend,
but they are even shepherding, the
money that is available. It se^ms
we've made the giant leap from a
nation of seemingly uncaring spendthrifts
to one where frugality and
value-for-a-dollar are paramount.
Some retailers even contend that
consumers are becoming so selective
in their buying habits that the attitude
verges on stinginess.
The evidence?
• Everyone in the country, it
seems, is developing a rainy-day
n^st egg to offset the threat of a personal
layoff, reduction in pay or a
cutback in the number of hours
worked.
What else could explain the
acknowledged fact that Canadians
are saving a staggering 14 percent of
disposable income (about
$80-billion), up 50 percent from a
normal 9 to 10 percent. Attractive
high interest rates have certainly
played a role in this savings binge,
but there is little question people are
heeding the Boy Scout motto "Be
Prepared".
• While Canadians are saving
more, it follows that they are spending
less, which is indeed the case.
Imports of mainly-manufactured
goods were down 13 percent in
1982, and some major department
store chains are losing money
because of the drop-off in sales.
Discount retailers and bargain
basement operations, on the other
hand, appear to be picking up
business as consumers shop around.
It seems we're really becoming price
conscious.
• Then there's the change in borrowing
patterns. Simply put, we're
paying off loans rather than increasing
the balances to buy more consumer
goods. Consumer credit (as a
percentage of after-tax income) is
now at its lowest level since the
1960s, and even credit card companies
are feeling the pinch. Canadians
are in fact paying down those
"plastic" balances with the high,
high interest rates.
• Restraint in wage settlements, it
appears, has suddenly become
natural. One union after another
WHERE ARE THE JOBS?
What shall I be when
I go out into the work
force?
This is the problem
most of the students
wrestle with today as
they complete their
secondary school
education. Others ask,
"Why finish school?"
The contemporary
soft sculpture dolls of
Maggie Ferguson-
Dumais are like real
people with their own
characteristics.
As one of the participants
of Mayfair,
Maggie's dolls, padded
boxes and picture
frames will be on
display in the Quesnel
arena along with the
work of many other artists
on May 14.
Maggie has been
making soft sculpture
dolls for the past seven
or eight years. Working
from her own pattern
she reproduces 'little
people' with real facial
expressions. After
making the dolls she
says she felt they needed
furniture. This led to
making small padded
chairs and the popular
boxes and frames.
The dolls are universal
and unique and fairly
expensive, she adds.
The other lines of boxes
and frames help
finance her doll hobby.
"Once I have evolved
a pattern, the doll
can be put together
quite quickly. More
time is spent with the
costumes."
Two of her dolls arc
in Paris, France, and
she says she probably
has dolls all over
Canada.
Maggie began her
Co-ordinator of the
and taught for 10 years
with Andrew Dickson
Studio at Pakenham,
Ontario, just outside
Ottawa.
In her first doll show
she showed 40 dolls.
She recalls her one and
only male doll in the
show was purchased by
Patrick Watson before
he became so well
known on CBC.
Maggie prefers to
sew by hand but
straight seams are done
on the machine. An
equal amount of the
sewing is done by hand.
The faces are
sculptured by needle
and thread.
"When I find a
costume that works I
make a pattern. I work
on the body, the head,
then evolve the costume
dictated by the head.
Often, she finds people
look like the dolls
Ihey buy. Maggie says
she is not a massproducer.
She has a lot
of doll heads that she
has never been able to
get past that stage. "If
inspiration doesn't
program, Dave
Kroschinsky says it was
a real success., "The
kids were really in-
terested. About 90
students made a switch
to attend a class with
career information of
interest to them.
"They are wanting to
come right away
chances are it won't be
finished."
Her children,
Jeremy,- 7, ancI Isaac, 3,
have always played
with her dolls as companions.
"They love
dragging them
around." Her husband,
Paul, is a musician
and a carpenter,
and is her best critic
"who has the ability to
pinpoint a problem."
Maggie says she
works in a room of
quite a jumble allowing
exposure of threads
and fabrics. Other hobbies
are water colors
and drawing. She loves
graphics but has had no
training.
Previous courses,
learning and teaching
silver smithing,
ceramics, weaving, and
spinning using natural
dyes, led her to think
about having her own
school on a very small
scale someday.
"1 find teaching and
the exchange of ideas
most inspiring."
Maggie is a graduate
of Sheridan School of
Design in Toronto. She
received her B.A. at the
Notre Dame College affiliated
with Kootney
School of Art.
She outlined the
TRAC training access
program sponsored by
the Ministry of Education
available to all
Canadian citizens over
1(5 years. Applicants
with guaranteed apprenticeships
will be
given priority placement.
"Those with grade
will have the greatest
in math and language
are improved, aptitudes
are determined in the
is exposed to all
kinds of equipment.
They may choose
finds his chosen
course unsuitable,"
says Stevens.
"However, they are
not equipped for
upgrading." she warns..
Students may take
"Employers will
usually apply six months
to the apprenticeship
and one course
those who have taken
the program."
*'It does not
guarantee a job but will
give some additional
From Vancouver
speaking to another
Davie of Air Canada
and Betty Peebles of
Pacific Western
first impressions were
most important when
applying for a job.
"If you are well
groomed, neatly dressed,
you are well on
your way to a second
interview. There are
three interviews given
those applying for
flight attendants," says
Peebles.
While most of the
students in the class
were girls she says there
is opportunity to men
and women. Restrictions
on height has
recently been relaxed as
are the regulation
about wearing glasses.
