Through this program<br />

money is<br />

available to such<br />

groups as <strong>the</strong> planned<br />

Cultural centre, also to<br />

any private contractors<br />

who can hire at least<br />

Each project is judged<br />

on it's merit. Hiring<br />

must be done through<br />

<strong>the</strong> Canada Employment<br />

Centre. Priorities<br />

for hiring are those<br />

who have exausted<br />

<strong>the</strong>ir benefits by 10<br />

weeks or more; those<br />

who have exausted<br />

benefits by 10 weeks or<br />

less and are on welfare<br />

up to February, 1981<br />

but not, before that<br />

time.<br />

Kempling says <strong>the</strong>re<br />

are 800 people elegible<br />

to apply for <strong>the</strong> NEED<br />

program. He en-courages<br />

anyone who<br />

has exausted benefits<br />

after Feb. 1981 to reactivate<br />

<strong>the</strong>ir file.<br />

"We are going to be<br />

when sponsors come to<br />

<strong>the</strong> office."<br />

From $14,400, <strong>the</strong><br />

The one occasion when <strong>the</strong> print<br />

media has an edge over <strong>the</strong> elctronic<br />

media is on <strong>the</strong> day before an election.<br />

On that date, <strong>the</strong> electronic<br />

media are blacked out.<br />

But <strong>the</strong> print media, because of<br />

production scheduling, get <strong>the</strong> last<br />

kick at <strong>the</strong> cat.<br />

It has been a real experience to<br />

watch <strong>the</strong> CTV network operate in<br />

this current election campaign.<br />

Their news reporting, seen for a<br />

number of years as superior to that<br />

carried by <strong>the</strong> CBC, lost all<br />

credibility in just 28 short days of<br />

election coverage.<br />

Latest in <strong>the</strong> news management<br />

fandango danced by <strong>the</strong> CTV team,<br />

was <strong>the</strong> mechanic who confronted<br />

Dave Barrett outside a radio station<br />

Tuesday and told him that he had<br />

shafted <strong>the</strong> province, <strong>the</strong> B.C.<br />

Resources Investment Corporation<br />

and <strong>the</strong> people of B.C. even while he<br />

was in Opposition.<br />

The irate mechanic made his entire<br />

case on <strong>the</strong> radio link, but he<br />

was physically hauled away and<br />

edited out of <strong>the</strong> televised coverage<br />

of <strong>the</strong> event by CTV. There were a<br />

few words pf anger evident, even a<br />

grudging recognition that he had appeared<br />

upset with Barrett, but <strong>the</strong><br />

news team from <strong>the</strong> television network<br />

dumped <strong>the</strong> story.<br />

It has been evident that <strong>the</strong> sympathies<br />

of <strong>the</strong> NBET team who are<br />

touring <strong>the</strong> province covering Barrett<br />

are biased and that <strong>the</strong>y are<br />

slanting <strong>the</strong> news reports.<br />

It is obvious because at 7:30 a.m.<br />

last Thursday <strong>the</strong>y called me out of<br />

a sound sleep to ask me if <strong>the</strong>re were<br />

any worthwhile political stories in<br />

Quesnei <strong>the</strong>y could cover with <strong>the</strong>ir<br />

mobile satellite television system.<br />

When I informed <strong>the</strong>m Alex<br />

Fraser, <strong>the</strong> highways minister would<br />

be making a speech in Williams<br />

Lake, <strong>the</strong> news manager suggested<br />

that since <strong>the</strong> equipment cost so<br />

much to operate and move around,<br />

<strong>the</strong>y wanted something controversial<br />

from <strong>the</strong> NDP,<br />

I gave <strong>the</strong>m Steve Hilbert's phone<br />

number, but I don't know that <strong>the</strong>y<br />

ever used it. Perhaps he isn't high<br />

When <strong>the</strong> last ballot has been counted and <strong>the</strong> May 5 provincial<br />

election goes into <strong>the</strong> history books, irrespective of<br />

which party wins, <strong>the</strong> work of <strong>the</strong> people of B.C. must still go<br />

forward.<br />

There has been an atmosphere of anticipation about this<br />

election. It is almost as though we hate to see <strong>the</strong> campaign<br />

end because now <strong>the</strong>re must be a losing party and a winning<br />

one, or at least that is <strong>the</strong> way it is to be earnestly hoped things<br />

turn out.<br />

What any observer of <strong>the</strong> political scene will admit is that<br />

nobody in <strong>the</strong>ir right mind would endeavor to predict a clearcut<br />

victor before <strong>the</strong> polls close and that <strong>the</strong> heavier <strong>the</strong> vote,<br />

<strong>the</strong> better chance <strong>the</strong> present government has to be re-elected.<br />

There have been real issues in this campaign. The provision<br />

of meaningful jobs, or just jobs, has been a major plank in<br />

<strong>the</strong> platforms of both <strong>the</strong> Socreds and <strong>the</strong> NDP.<br />

Depending on how long you have been, out of work, each<br />

approach to job creation has its own merits.<br />

What must be clearly at issue however, is <strong>the</strong> value in real<br />

terms of make-work projects. They are a product of <strong>the</strong><br />

1930s. Student job programs where a lot of valuable personal<br />

contacts result, but <strong>the</strong> effects of <strong>the</strong> work are always impossible<br />

to tabulate. LIFT, NEED, PREP and o<strong>the</strong>r programs<br />

pump federal and provincial dollars into communities for <strong>the</strong><br />

development of parks and tourism facilities.<br />

Those may be worthwhile projects, but in terms of cost efficiency,<br />

<strong>the</strong>y are grossly over-priced. Most of <strong>the</strong> grant funds<br />

seem to find <strong>the</strong>ir way into <strong>the</strong> same projects and programs<br />

year after year and a seemingly endless stream of unemployed<br />

people are always <strong>the</strong>re to work until <strong>the</strong> money runs out.<br />

There is a better way and if it means that governments have<br />

to pump some money directly into small businesses or small<br />

and medium sized industries to create permanent jobs, so be<br />

it.<br />

Those of us scratching out a living are going to have to accept<br />

ano<strong>the</strong>r gouging in our pocketbooks to pay <strong>the</strong> piper if<br />

we want to dance to <strong>the</strong> tune of jingUng cash registers in B.C.<br />

And so as we go to <strong>the</strong> polls Thursday, May 5, to cast a<br />

ballot for <strong>the</strong> future, we had better face <strong>the</strong> economic<br />

realities. Regardless of whom we choose to run this province<br />

in <strong>the</strong> next four or five years, we will have to pay for <strong>the</strong>ir<br />

recovery programs out of our pocketbooks.<br />

You can opt for <strong>the</strong> party which states categorically it is<br />

dedicated to <strong>the</strong> proposition of pay-as-you-go government, or<br />

one that says <strong>the</strong> future is now and we have to look after people<br />

now at whatever <strong>the</strong> cost.<br />

All we ask is that whatever your political bent, you take it<br />

to <strong>the</strong> polls Thursday and vote.<br />

Noting people who laugh at gypsy<br />

furtunetellers are <strong>the</strong> same people<br />

who take economists seriously, Dr,<br />

Jack Muench told <strong>the</strong> <strong>Cariboo</strong><br />

Lumber Manufacturer's Association<br />

Friday he would none<strong>the</strong>less<br />

make a "fearless forecast,"<br />

He predicted <strong>the</strong> lumber markets<br />

next year w'ill equal those of 1978.<br />

The year 1978 was a very good<br />

one.<br />

Dr. Muench, who is Director of<br />

Economics for <strong>the</strong> Washington,<br />

D.C. based National Forest Products<br />

Association was guest speaker<br />

at <strong>the</strong> CLMA luncheon prior to its<br />

annual general meeting.<br />

While he was optimistic in that<br />

regard, Muench did have some<br />

words of warning in regard to <strong>the</strong><br />

United States Countervailing Duty<br />

Investigation. While <strong>the</strong> Canadian<br />

Softwood Lumber Manufacturers<br />

(made up of <strong>the</strong> CLMA and nine<br />

o<strong>the</strong>r Canadian associations) have<br />

been successful so far in defending<br />

<strong>the</strong> Canadian position, Muench said<br />

<strong>the</strong> battle is far from over because<br />

he believes sou<strong>the</strong>rn US lumber<br />

manufacturers will take political actions<br />

to ensure <strong>the</strong> countervailing<br />

duty is enforced if all else fails.<br />

The NFPA, which has members<br />

from both <strong>the</strong> U.S. and Canada, has<br />

remained neutral in <strong>the</strong> dispute, he<br />

explained.<br />

Recapping what has happened so<br />

far, Muench explained <strong>the</strong> rulings<br />

position that <strong>the</strong> fee charged for<br />

harvest is an "economic rent"<br />

ra<strong>the</strong>r than a trade distorting subsidy<br />

warranting countervailing duty.<br />

Noting some Canadian producers<br />

had been apprehensive because <strong>the</strong>y<br />

feared <strong>the</strong> process would be rigged<br />

against <strong>the</strong>m, Muench said this was<br />

not so. US citizens must have a<br />

mechanism to protect <strong>the</strong>ir rights,<br />

he explained, and as far as he knew<br />

<strong>the</strong> investigation had been<br />

thorough. And, two decisions in<br />

two weeks had ruled in favor of <strong>the</strong><br />

Canadian position,<br />

"If <strong>the</strong> May 23 decision goes<br />

against <strong>the</strong> US coalition seeking <strong>the</strong><br />

countervailing duty, <strong>the</strong>y can seek a<br />

reversal in <strong>the</strong> courts," Muench told<br />

<strong>the</strong> CLMA, "I am sure <strong>the</strong>y will and<br />

I am sure <strong>the</strong>y will also seek a<br />

political decision."<br />

Giving a variety of reasons,<br />

Muench said he believes residential<br />

housing starts will be up although<br />

<strong>the</strong>re will be a trend to smaller<br />

houses. Non-residential construction<br />

may be down, but industrial<br />

construction and <strong>the</strong> market for<br />

softwood would be up. If Canada<br />

can retain its share of <strong>the</strong> market,<br />

sales should be up to where <strong>the</strong>y<br />

were in 1978 he said.<br />

some of <strong>the</strong> steam out of <strong>the</strong><br />

countervailing duty issue but<br />

<strong>the</strong> reality of Barrett's confrontations<br />

with hecklers, or even <strong>the</strong> sad<br />

commentary from his audiences<br />

who not only don't heckle, but even<br />

worse, don't respond at all.<br />

That is why a great many print<br />

media feel obligated to present <strong>the</strong><br />

issues of this election in a manner<br />

that is designed to give both sides at<br />

least a fair hearing.<br />

Whe<strong>the</strong>r this newspaper chooses<br />

to endorse one candidate or one<br />

The most widely-read Reader's<br />

Digest article of <strong>the</strong> past year was a<br />

piece called 'How to Flaten Your<br />

Stomach', This certainly shows<br />

where our priorides lie, and it also<br />

shows that no matter what your problem<br />

is, somebody somewhere has<br />

identified it, researched it and will<br />

advise you on it, if you cross his<br />

palm with silver.<br />

This crossed my mind when 1 read<br />

about a new book called Three Steps<br />

to Overcome Jet Lag, Jet lag, like<br />

whiplash and runners' nipple, is a<br />

20th century affliction. For most of<br />

us it means feeling a little dozy for<br />

<strong>the</strong> first half-day after we get off <strong>the</strong><br />

plane. Usually I'm so elated at being<br />

released from home and hearth that<br />

I recover quickly. Manic energy<br />

replaces fatigue and I eat, drink,<br />

tour, or mountain climb eagerly.<br />

It's when I come home that I collapse.<br />

For diplomats, politicians and<br />

businessmen, jet lag is a serious problem<br />

since it affects <strong>the</strong>ir judgement.<br />

We have a limited ability to influence<br />

choices except within <strong>the</strong><br />

boundaries of our distribudon area.<br />

BCTV is a. national network and<br />

when <strong>the</strong>y act as such, <strong>the</strong>y are<br />

doubtless a formidable force. When<br />

in B.C. <strong>the</strong> national news is<br />

perverted by presentation of one of<br />

five political parties running in <strong>the</strong><br />

, current campaign, it may well be<br />

time to re-examine <strong>the</strong> charter under<br />

which that conglomerate operates.<br />

Ever since I discovered CTV on<br />

<strong>the</strong> channel selector, I have preferred<br />

<strong>the</strong>ir news coverage. With <strong>the</strong><br />

rare exception of that dead-voiced<br />

Sandy Renaldo on <strong>the</strong> weekend<br />

news last winter, it was my late news<br />

favorite.<br />

That woman probably accounted<br />

for <strong>the</strong> highest ratings <strong>the</strong> CBC news<br />

ever got on a weekend. Her news<br />

delivery was bad beyond descrip­<br />

tion.<br />

Having survived Renaldo, replaced<br />

by a man named Brown, I was<br />

back to watching CTV late news<br />

week before he took off, Lyndon<br />

Johnson kept his wrist watch on<br />

Washington time everywhere he<br />

. went.<br />

These are boring approaches, I<br />

much prefer <strong>the</strong> one advocated in<br />

<strong>the</strong> book written by Dr, Charles<br />

Ehret and Lyrme Waller Scanlon,<br />

The book arose out of research data<br />

gained from work with animals over<br />

<strong>the</strong> past 30 years, (Lab rats have<br />

been subjected to cigarette smoke,<br />

red die number two, low bulk diets<br />

and vitamin deficiencies, I like to<br />

think of <strong>the</strong>m being rewarded with a<br />

couple of transcontinental flights,)<br />

The three stage jet lag prevention<br />

program begins with <strong>the</strong> eating of<br />

high protein breakfasts and lunches<br />

and high carbohydrate suppers for a<br />

period before you take off. Add<br />

feasting and fasting on alternate<br />

days, and limited imbibing of tea<br />

and coffee and you can see that<br />

consistently, <strong>the</strong>n Bennett called <strong>the</strong><br />

provincial election and I couldn't<br />

believe <strong>the</strong> transformation.<br />

From a solid, dependable voice of<br />

reality to a politicizing, slanted,<br />

dishonest and biased broadcasting<br />

system overnight.<br />

I know <strong>the</strong>y want a socialist<br />

government, but do <strong>the</strong>y want it bad<br />

enough to distort, and pervert <strong>the</strong><br />

truth. I know Bill Bennett and o<strong>the</strong>r<br />

Socreds have been heckled. In <strong>the</strong><br />

past year I have heckled <strong>the</strong> hell oiit<br />

of some of <strong>the</strong>m myself.<br />

But by all that is holy, I know that<br />

Barrett has been heckled and confronted<br />

and trapped into embarrasing<br />

admissions too.<br />

What amazes me is that <strong>the</strong> news<br />

seniors at CTV haven't become<br />

aware that <strong>the</strong>y aren't fooling<br />

anyone when <strong>the</strong>y avoid showing<br />

those situations.<br />

They haven't had <strong>the</strong> guts to<br />

openly endorse<br />

premier.<br />

That at least would give<br />

coverage au<strong>the</strong>nticity if<br />

credibility.<br />

So while <strong>the</strong>y sit at horiie having<br />

oiled, operated and manipulated<br />

<strong>the</strong>ir own media for <strong>the</strong> benefit of<br />

socialism, <strong>the</strong>reby sponsoring <strong>the</strong><br />

NDP campaign and Dave Barrett, it<br />

will be interesting Friday to see how<br />

<strong>the</strong>y approach <strong>the</strong> realities of <strong>the</strong><br />

election.<br />

For my part I am voting for Alex<br />

Fraser. That is. a choice I made<br />

because of my experience with him<br />

in government.<br />

He has never refused a phone call,<br />

never rejected a request, followed<br />

up on situations, pursued Cabinet<br />

ministers and bureaucrats alike and<br />

is <strong>the</strong> man for <strong>the</strong> job in <strong>the</strong><br />

<strong>Cariboo</strong>,<br />

That's it in a nutshell, I vote <strong>the</strong><br />

man for <strong>the</strong> <strong>Cariboo</strong>, not <strong>the</strong> party.<br />

I owe Fraser that allegiance because<br />

he has earned it.<br />

I have criticised his party, <strong>the</strong>ir<br />

a candidate for political choices and <strong>the</strong>ir behavior<br />

in <strong>the</strong> past and expect to do so in <strong>the</strong><br />

<strong>the</strong>ir future. But when it comes to a man<br />

not who can get <strong>the</strong> job done, it's<br />

Fraser, no contest.<br />

<strong>the</strong>re's a lot to think about besides<br />

paying <strong>the</strong> paper boy and getting<br />

your passport renewed.<br />

You also learn how to trick your<br />

body into resting by putting on<br />

eyeshades during daytime flights<br />

and waking it by turning on <strong>the</strong><br />

airplane cabin reading lights at<br />

night. This way you can set up an<br />

As time passes, those around you<br />

will adjust. They will put <strong>the</strong> playing<br />

cards away, keep <strong>the</strong>ir elbows to<br />

<strong>the</strong>mselves and stop ordering drinks<br />

for you. They may even doze off<br />

<strong>the</strong>mselves.<br />

That's when <strong>the</strong> Ehret Scanlon<br />

it may account for some of our<br />

PM's peculiar behaviour when he's<br />

In <strong>the</strong> last couple of years, people<br />

from Newfoundland to British Columbia<br />

have been forced to accept a<br />

hefty dose of economic reality, and<br />

<strong>the</strong> results have been fascinating.<br />

The "dose of reality", of course,<br />

came in <strong>the</strong> form of a recession that<br />

created massive unemployment,<br />

high interest rates, near-record<br />

business bankruptcies and, most important,<br />

a great deal of uncertainty<br />

about <strong>the</strong> future, particularly as it<br />

pertains to jobs.<br />

The result: <strong>the</strong> attitudes of ordinary<br />

Canadians about spending<br />

and getting value for <strong>the</strong>ir hardearned<br />

cash has changed<br />

dramatically, and people may never<br />

return to <strong>the</strong> heavy borrowing,'freespending<br />

ways that characterized<br />

<strong>the</strong> 1970s.<br />

It's true, Canadians generally<br />

don't have as much money to spend,<br />

but <strong>the</strong>y are even shepherding, <strong>the</strong><br />

money that is available. It se^ms<br />

we've made <strong>the</strong> giant leap from a<br />

nation of seemingly uncaring spendthrifts<br />

to one where frugality and<br />

value-for-a-dollar are paramount.<br />

Some retailers even contend that<br />

consumers are becoming so selective<br />

in <strong>the</strong>ir buying habits that <strong>the</strong> attitude<br />

verges on stinginess.<br />

The evidence?<br />

• Everyone in <strong>the</strong> country, it<br />

seems, is developing a rainy-day<br />

n^st egg to offset <strong>the</strong> threat of a personal<br />

layoff, reduction in pay or a<br />

cutback in <strong>the</strong> number of hours<br />

worked.<br />

What else could explain <strong>the</strong><br />

acknowledged fact that Canadians<br />

are saving a staggering 14 percent of<br />

disposable income (about<br />

$80-billion), up 50 percent from a<br />

normal 9 to 10 percent. Attractive<br />

high interest rates have certainly<br />

played a role in this savings binge,<br />

but <strong>the</strong>re is little question people are<br />

heeding <strong>the</strong> Boy Scout motto "Be<br />

Prepared".<br />

• While Canadians are saving<br />

more, it follows that <strong>the</strong>y are spending<br />

less, which is indeed <strong>the</strong> case.<br />

Imports of mainly-manufactured<br />

goods were down 13 percent in<br />

1982, and some major department<br />

store chains are losing money<br />

because of <strong>the</strong> drop-off in sales.<br />

Discount retailers and bargain<br />

basement operations, on <strong>the</strong> o<strong>the</strong>r<br />

hand, appear to be picking up<br />

business as consumers shop around.<br />

It seems we're really becoming price<br />

conscious.<br />

• Then <strong>the</strong>re's <strong>the</strong> change in borrowing<br />

patterns. Simply put, we're<br />

paying off loans ra<strong>the</strong>r than increasing<br />

<strong>the</strong> balances to buy more consumer<br />

goods. Consumer credit (as a<br />

percentage of after-tax income) is<br />

now at its lowest level since <strong>the</strong><br />

1960s, and even credit card companies<br />

are feeling <strong>the</strong> pinch. Canadians<br />

are in fact paying down those<br />

"plastic" balances with <strong>the</strong> high,<br />

high interest rates.<br />

• Restraint in wage settlements, it<br />

appears, has suddenly become<br />

secondary school<br />

education. O<strong>the</strong>rs ask,<br />

"Why finish school?"<br />

soft sculpture dolls of<br />

Maggie Ferguson-<br />

Dumais are like real<br />

people with <strong>the</strong>ir own<br />

characteristics.<br />

As one of <strong>the</strong> participants<br />

of Mayfair,<br />

Maggie's dolls, padded<br />

boxes and picture<br />

frames will be on<br />

display in <strong>the</strong> <strong>Quesnel</strong><br />

arena along with <strong>the</strong><br />

work of many o<strong>the</strong>r artists<br />

on May 14.<br />

Maggie has been<br />

making soft sculpture<br />

dolls for <strong>the</strong> past seven<br />

or eight years. Working<br />

from her own pattern<br />

she reproduces 'little<br />

people' with real facial<br />

expressions. After<br />

making <strong>the</strong> dolls she<br />

says she felt <strong>the</strong>y needed<br />

furniture. This led to<br />

making small padded<br />

chairs and <strong>the</strong> popular<br />

boxes and frames.<br />

The dolls are universal<br />

and unique and fairly<br />

expensive, she adds.<br />

The o<strong>the</strong>r lines of boxes<br />

and frames help<br />

finance her doll hobby.<br />

"Once I have evolved<br />

a pattern, <strong>the</strong> doll<br />

can be put toge<strong>the</strong>r<br />

quite quickly. More<br />

time is spent with <strong>the</strong><br />

costumes."<br />

known on CBC.<br />

Maggie prefers to<br />

sew by hand but<br />

straight seams are done<br />

on <strong>the</strong> machine. An<br />

equal amount of <strong>the</strong><br />

sewing is done by hand.<br />

The faces are<br />

sculptured by needle<br />

and thread.<br />

"When I find a<br />

costume that works I<br />

make a pattern. I work<br />

on <strong>the</strong> body, <strong>the</strong> head,<br />

<strong>the</strong>n evolve <strong>the</strong> costume<br />

dictated by <strong>the</strong> head.<br />

Often, she finds people<br />

look like <strong>the</strong> dolls<br />

she is not a massproducer.<br />

She has a lot<br />

of doll heads that she<br />

has never been able to<br />

get past that stage. "If<br />

and a carpenter,<br />

and is her best critic<br />

"who has <strong>the</strong> ability to<br />

pinpoint a problem."<br />

Maggie says she<br />

works in a room of<br />

quite a jumble allowing<br />

exposure of threads<br />

and fabrics. O<strong>the</strong>r hobbies<br />

are water colors<br />

and drawing. She loves<br />

graphics but has had no<br />

training.<br />

Previous courses,<br />

learning and teaching<br />

silver smithing,<br />

ceramics, weaving, and<br />

spinning using natural<br />

dyes, led her to think<br />

about having her own<br />

school on a very small<br />

scale someday.<br />

"1 find teaching and<br />

most inspiring."<br />

Maggie is a graduate<br />

of Sheridan School of<br />

Design in Toronto. She<br />

received her B.A. at <strong>the</strong><br />

Notre Dame College affiliated<br />

with Kootney<br />

School of Art.<br />

<strong>Cariboo</strong> personalities.<br />

program sponsored by<br />

<strong>the</strong> Ministry of Education<br />

available to all<br />

Canadian citizens over<br />

1(5 years. Applicants<br />

with guaranteed apprenticeships<br />

will be<br />

given priority placement.<br />

"Those with grade<br />

10 math' and sciences<br />

will have <strong>the</strong> greatest<br />

success rate. Basic skills<br />

in math and language<br />

are improved, aptitudes<br />

are determined in <strong>the</strong><br />

common core training<br />

of between one to two<br />

months.<br />

"After choosing one<br />

of <strong>the</strong> occupational<br />

families: mechanics,<br />

metal fabrication,<br />

carpentry, cooking.<br />

electrical, piping, or<br />

millwright/machinist at<br />

college where <strong>the</strong> student<br />

is exposed to all<br />

kinds of equipment.<br />

They may choose<br />

ano<strong>the</strong>r trade if <strong>the</strong> student<br />

finds his chosen<br />

course unsuitable,"<br />

says Stevens.<br />

"However, <strong>the</strong>y are<br />

not equipped for<br />

upgrading." she warns..<br />

Students may take<br />

<strong>the</strong>ir training on a part<br />

time basis for <strong>the</strong> first<br />

term, before or after<br />

work'. They <strong>the</strong>n<br />

specialize in <strong>the</strong>se<br />

various occupations.<br />

"Employers will<br />

usually apply six months<br />

to <strong>the</strong> apprenticeship<br />

and one course<br />

of technical training to<br />

those who have taken<br />

<strong>the</strong> program."<br />
