Maryland State Department of Health and Mental Hygiene 201 West Preston Street Baltimore MD 21201 Children’s Medical Services Program - (410) 767-5745 Provides medical services to children with special health care needs up to 200% of the federal poverty level. Ages birth to age 22 are covered. If children have health insurance coverage but certain services are not covered, application can be made for those services by contacting your local health department. Insurance (Health and Life) Health Choice - A new managed care health insurance program replacing Medical Assistance which covers children up to age 18 and women from pregnancy through the second month of delivery if affordable insurance coverage is not available through their employers. This program is administered through your local health department. To obtain an application call (800) 456-8900 or your local health department. Children with special health care needs and or physical disability will receive medical care through a managed care organization (MCO). Children with rare and expensive medical conditions, i.e. spina bifida, would not be enrolled in an MCO and should call (800) 565-8190 to apply for services. Maryland Attorney General’s Office Health Care Advocacy Unit - 1-877-261-8807 Through a new “Appeals and Grievances Law” enacted by the Maryland General Assembly, consumers have the right to a new appeal process when an HMO or health insurer denies medically necessary care. When a HMO or health insurer renders an adverse decision, it must do so in writing. Within two days of the decision, the HMO or health insurer must give the consumer details of their internal appeals process. If you decide to file an appeal, contact the Health Care Advocacy Unit for assistance in mediating your appeal. If the appeal involves an emergency, immediately call the Maryland Insurance Commission below which has the authority to overturn your HMO’s or health insurer’s decision if it is denying you medically necessary treatment. 24

Under the new Maryland “Appeals and Grievances Law”, if you have been denied medically necessary treatment by your HMO or health insurer and have exhausted the health insurer’s internal appeals process and you are still not satisfied with the result, you can seek help from the MIA at the number above. Once the Administration gets your case, it has 30 days to issue a final decision, 24 hours in a medical emergency.
