<strong>and</strong> State Agency<br />

Coalition<br />

In conjunction with AFWA, Service Director Dale Hall recently announced his<br />

commitment of a senior staff position to oversee <strong>and</strong> coordinate the activities of the<br />

Industry, Federal, <strong>and</strong> State Agency Coalition <strong>and</strong> associated coordination teams.<br />

The Coalition has been instrumental with improving communication <strong>and</strong> coordination<br />

amongst the major stakeholders of the <strong>Wildlife</strong> <strong>and</strong> <strong>Sport</strong> <strong>Fish</strong> <strong>Restoration</strong> programs.<br />

The Coalition’s previous efforts include the Industry Summit held in December 2006<br />

<strong>and</strong> 2007, which brought together State fish <strong>and</strong> wildlife agency directors, industry<br />

leaders <strong>and</strong> representatives from the U.S. <strong>Fish</strong> <strong>and</strong> <strong>Wildlife</strong> Service together to<br />

discuss the longst<strong>and</strong>ing <strong>Wildlife</strong> <strong>and</strong> <strong>Sport</strong> <strong>Fish</strong> <strong>Restoration</strong> programs. The Coalition<br />

<strong>and</strong> its accompanying Steering Committee consists of leaders in the conservation <strong>and</strong><br />

boating communities.<br />

The Service staff position announced by Director Hall will be located within the<br />

AFWA office <strong>and</strong> is supervised by Matt Hogan, AFWA Executive Director. The<br />

position, however, remains a Federal position, <strong>and</strong> is part of the Service’s Division of<br />

<strong>Program</strong> <strong>and</strong> Partnership Services, which is under the management authority of Beth<br />

Stevens - Assistant Director of External Affairs.<br />

The Coalition is focusing their efforts <strong>and</strong> resources on five broad areas important to<br />

fish <strong>and</strong> wildlife conservation, as well as hunters <strong>and</strong> anglers including:<br />

• Outreach - develop <strong>and</strong> implement a broad-based communication program<br />

that highlights the success <strong>and</strong> value of the North American Model of <strong>Wildlife</strong><br />

Conservation, including the <strong>Wildlife</strong> <strong>and</strong> <strong>Sport</strong> <strong>Fish</strong> <strong>Restoration</strong> programs, to<br />

various stakeholders <strong>and</strong> the general public<br />

• Partner communications - ensure on-going, effective communication amongst<br />

industry, State fish <strong>and</strong> wildlife agencies, AFWA, <strong>and</strong> the Service<br />

• Funding challenges - identify funding challenges facing fish <strong>and</strong> wildlife<br />

conservation <strong>and</strong> boating recreation, assess the feasibility of new funding options,<br />

<strong>and</strong> develop strategies to achieve new funding mechanisms or revamp current<br />

funding programs<br />

• Recruitment <strong>and</strong> retention - help State agencies <strong>and</strong> other partners with ongoing<br />

recruitment/retention programs for hunters, anglers <strong>and</strong> boaters, develop best<br />

management practices <strong>and</strong> distribute these amongst program partners<br />

• Excise Tax - maintain liaison with the <strong>Wildlife</strong> <strong>and</strong> <strong>Sport</strong> <strong>Fish</strong> <strong>Restoration</strong><br />

<strong>Program</strong>’s Excise Tax Working Group <strong>and</strong> share accomplishments within the<br />

Steering Committee <strong>and</strong> relevant industry partners<br />

In addition, the Coalition plans to host another Industry Summit in December 2008<br />

to further engage industry with government conservation agencies. The Coalition’s<br />

efforts will strengthen the partnerships that have been critical to the success of the<br />

<strong>Wildlife</strong> <strong>and</strong> <strong>Sport</strong> <strong>Fish</strong> <strong>Restoration</strong> program.<br />
