Report title: Petition – Request for a Pedestrian Crossing at Broad Lane / Banner Lane Junction 1. Context (or background) 1.1 A petition with 97 signatures and an e-petition with 10 signatures have been presented by Cllr Thomas regarding a request for a pedestrian crossing on Broad Lane near Banner Lane. A location plan can be found in Appendix A. The petition states “We, the undersigned, call on Coventry City Council to provide a pedestrian crossing across Broad Lane at its junction with Banner Lane. Many primary-aged children living at Bannerbrook Park attend St Andrew’s Infants or Eastern Green Juniors. To support the School Travel Plans at these schools, we urge Coventry City Council to provide these children and their parents with a safe pedestrian route to school.” 2. Options considered and recommended proposal 2.1 Many of the primary school aged children living in the new housing development at Bannerbrook Park, Banner Lane, attend St Andrew’s Infant School or Eastern Green Junior School. If they walk to/from school, then it is necessary for them (and their carers) to cross Broad Lane and many also cross Banner Lane. 2.2 The junction of Broad Lane and Banner Lane is a priority t-junction. There is no footway on the south side of Broad Lane from Banner Lane towards Berkswell. At the current time there are no formal pedestrian crossings on this route except at Broad Lane near Farcroft Avenue (outside The Woodlands Academy), which is 290m from the Banner Lane junction, alternatively there are pedestrian dropped kerbs 100m from the junction. Broad Lane is 7m wide and has a speed limit of 30 mph denoted by the presence of street lights. 2.3 In the previous three years (to 31 March 2013) there have been seven personal injury collisions on Broad Lane between its junctions with Hockley Lane and The Woodlands Academy. None of these have involved pedestrians. 2.4 There is a Section 106 agreement and a Section 278 agreement in place with the developer of the Bannerbrook Park estate to make the following improvements (this list is a subset of those agreed): Replacement of the existing priority junction with a roundabout; Implementation of a Toucan crossing on Banner Lane near Astoria Drive; and Upgrade of the existing Pelican crossing on Broad Lane to a Toucan crossing. 2.5 With the implementation of the Toucan crossing on Banner Lane near Astoria Drive and the upgrade of the existing Pelican crossing outside The Woodlands Academy, a walking route is being provided with controlled crossing points between the Bannerbrook Park estate and Eastern Green. It is anticipated that this work will be completed by the end of 2013. 2.6 As highlighted above, the S106 agreement between Persimmon Homes Limited and Coventry City Council includes the replacement of the existing priority junction at Banner Lane / Broad Lane with a roundabout, as shown in Appendix B. The proposed design of the roundabout is such that there will be splitter islands in the centre of the carriageway on each approach and these will incorporate dropped kerbs with tactile paving (see Appendix B). These will provide an improved uncontrolled crossing route for pedestrians. 2.7 Having taken into consideration the proposed S106 and S278-funded improvements described above, it is recommended that no additional pedestrian crossing measures are needed. 3
