I NTRO O DUCTION This project aims to build b an ongo oing tool kit to prepare thhe Sacramentto Region’s ttransit operattors for a mul ltitude of pot tential respon nses to transp portation emmergencies. TThe project iss managed byy SACOG through the guidance of the Transit Coordinating C g Committee (TCC). SACCOG has complete ed the work with w SACOG G staff and th he informatioon technologgy-consultingg firm Websnnsuch. The proje ect examined d different informational awareness a opptions availabble to emerggency plannerrs when eva acuations are necessary. Additionally, A transit resouurces availablee can help too reduce the nneed for privat te auto use during an evac cuation when n roadways mmay become congested wwith evacueess or impassibl le to private autos a for saf fety concerns s ranging fromm flooded rooadways to thhreats of looting. This repo ort can be vie ewed as a too ol kit geared towards t the Sacramento Region’s trannsit operatorrs. The main n feature of th he kit is the new n web site e https://wwww.sacogtransitvisibility.oorg that allowws transit op perators, eme ergency plann ners and officials to view updated datta for each paarticipating ppublic transit ag gency. It also includes the ability to sto ore forms forr use by mobbile transit opperators, a view of current human h resour rce condition ns available an nd the abilityy to maintainn communicaations betweeen transit op perators durin ng non-emer rgency and di isaster times. . The tool kit allows op perators to pl lan for the movement m of people durinng a natural ddisaster in a mmore efficient manner m by im mproving the e asset visibil lity to both thhe transit disspatcher and the emergenncy planners. With fixed-r route buses, paratransit vehicles, v and ppossibly rail vehicles, thee project will allow for the efficient t movement of o residents who w do not hhave access tto an automoobile. The weeb tool deve eloped by SA ACOG, the Transit Coord dinating Commmittee Advissory Committee to the prroject and the consultant helps make tran nsparent com mmunicationns between trransit operatoors and the emergenc cy operations s officials sim mpler. The to ool kit will ideentify methoods to strengtthen the communi ication betwe een the Sacra amento Coun nty Emergenncy Operationns Center annd the participat ting transit op perators. The report also recom mmends a tab bletop exercise to be condducted in thee near future followed byy an exercise after a action report. It then n directs the regions transsit operators to hold a larrger full-scalee exercise in conjunctio on with the Sacramento County C Officee of Emergency Services including represent tatives from the t El Dorad do, Placer, Su utter, Yolo, aand Yuba Coounty Officess of Emergenncy Services. The funding g of the recom mmendations is also discuussed as the need for exeercise funds beyond th hose normall ly available fo or transit ope erations are llimited. This limitation often hinders the ability to maintain a ro obust trainin ng program fo or disasters.
