Board Meeting Jan. 19, <strong>2012</strong><br />
Certificate of Achievement<br />
Darcy Mooney, Deputy Manager of<br />
Environment and Engineering, CSRD<br />
recently completed a course in Local<br />
Government Administration. The Chair<br />
of the Board of Examiners, B.C.<br />
Ministry of Community, Sports and<br />
Cultural Development provided a letter<br />
of recognition for Mr. Mooney's<br />
academic qualifications and work<br />
experience. As Chair of the CSRD it<br />
gave me great pleasure to present Mr.<br />
Mooney with yet another Certificate.<br />
Smart Meters Awareness Delegation,<br />
Mr. Steve Corrie<br />
A significant group of well informed<br />
supporters attended Mr. Corrie's<br />
knowledgeable presentation of the<br />
Background Information for Smart<br />
Meters to the CSRD Board. The group<br />
provided an executive summary of the<br />
associated risks and the potential health<br />
hazards associated with Smart Meters<br />
use in homes. Based on the<br />
"Precautionary Principle" approach, the<br />
delegation requested the Board support<br />
a resolution instructing the BC Minister<br />
of Health to implement an immediate<br />
moratorium on the mandated<br />
installation of smart meters. Although<br />
there was support among board<br />
members in the end the Board decided<br />
to defer a decision to a later date and<br />
invite BC Hydro to attend a meeting to<br />
provide its perspective. More than 30<br />
BC municipalities have already<br />
forwarded resolutions to the Ministry of<br />
Health requesting a moratorium. At the<br />
Sept. 2011 UBCM Convention (Union<br />
of BC Municipalities) 55% of the<br />
members attending the resolutions<br />
session also voted to support a<br />
moratorium.<br />
Review of Performance Objectives for<br />
2011<br />
Chief Administrative Officer, Charles<br />
Hamilton provided a review and<br />
summation of the goals set for 2011. A<br />
copy of the report is available on the<br />
CSRD website, csrd.bc.ca, Jan.19, <strong>2012</strong><br />

Board Appointments to Committees<br />
and Agencies<br />
The Board endorsed a list of<br />
appointments of Board members for<br />
<strong>2012</strong>. A complete list is available at the<br />
CSRD office and on line at csrd.bc.ca,<br />
Jan. 19, <strong>2012</strong> agenda.<br />
Hours of Operation - Landfill Sites and<br />
Transfer Stations<br />
Mr. Van <strong>No</strong>strand, Waste<br />
Management Coordinator provided an<br />
extensive list of hours of operation<br />
based on previous Board requests. A<br />
number of additional changes requested<br />
by the new Board will be incorporated<br />
into a revised schedule for submission<br />
to the Board for future approval.<br />
Grants In Aid - Electoral Area "C"<br />
The Board approved a grant of $6,000<br />
for the Cedar Heights Community<br />
Association to assist in the planned<br />
expansion of the Cedar Heights<br />
Community Ctr.<br />
"SLIPP" Shuswap Lake Integrated<br />
Planning Process<br />
As Chair of the SLIPP Steering<br />
Committee, I informed the Board of the<br />
upcoming Steering Committee meeting<br />
on January 31, <strong>2012</strong> at 9:30 AM in the<br />
Board Room of the CSRD in Salmon<br />
Arm. A background report, steering<br />
committee terms of reference, a<br />
quarterly report will be provided. A<br />
detailed summary report for 2011, the<br />
first year of a three year pilot project<br />
should be ready in the spring <strong>2012</strong>. As<br />
a result of the <strong>No</strong>v. 19, 2011 municipal<br />
elections, a number of new municipal<br />
and electoral area representatives were<br />
appointed to the steering committee.<br />
Copperview Waterworks Rates<br />
Amendments<br />
The Board gave first, second and<br />
third reading and adoption of Bylaw<br />
5618 implementing a reduction of the<br />
user fee from $500.00 per year to<br />
$350.00 per year. Copperview is now<br />
connected to the <strong>Sorrento</strong> Water<br />
System supplying treated water to<br />
Copperview.<br />
Information Systems Software Purchase<br />
The Board authorized staff to enter<br />
into a long term purchase and<br />
implementation contract with MS<br />
Govern to acquire CityView software<br />
for $175,000 including servicing and<br />
maintenance provisios. The new<br />
system will enable individual staff to<br />
access and process an increasing host of<br />
data as part of local government<br />
operation.<br />
South Shuswap Proposed Zoning<br />
Amendment Bylaw 701-45<br />
This bylaw proposes to amend<br />
setback requirements for certain<br />
retaining wall structures. A more<br />
concise definition will be established.<br />
Certain types of retaining wall<br />
exemptions may be considered. A host<br />
of new definitions to address a number<br />
of differences. A number of existing<br />
bylaws permit retaining walls within<br />
setbacks while other bylaws do not. The<br />
Board gave second reading to enable<br />
referral to a host of ministries and<br />
agencies for review and comment,<br />
revisions and future Board<br />

Storytime<br />
Chilly winter days are a perfect time<br />
for young children to cozy up with<br />
book. Beginning <strong>February</strong> 8th,<br />
toddlers aged 2 to 5 years can take part<br />
in the popular Preschool Storytime at<br />
the South Shuswap branch of the<br />
Okanagan Regional Library. Each<br />
storytime will be on Wednesdays from<br />
10am – 11am until April 25. This is a<br />

From the Editor:<br />
At the Salmon Arm City Council<br />
meeting on January 9th, <strong>Sorrento</strong><br />
received the news it had been waiting<br />
for. Council surrendered use of the<br />
Heart of the Shuswap logo to<br />
<strong>Sorrento</strong>! The slogan was taken off<br />
the Salmon Arm signs very quickly,<br />
and they will decide on their own new<br />
slogan. Many thanks to those who<br />
spearheaded this cause, to those of you<br />
who signed the petition, and especially<br />
to those who were part of the <strong>Sorrento</strong><br />
delegation at the council meeting.<br />
Chamber of Commerce<br />
The South Shuswap Chamber of<br />
Commerce Annual General Meeting<br />
will be held Feb. 4, <strong>2012</strong> at the Olde<br />
Towne Centre. Doors open at 6:30.<br />
Cast your vote for the new Board of<br />
Directors and get an overview of the<br />
year ahead for the Chamber.<br />

past two years we have hosted the<br />
Olympic Torch celebration in Blind<br />
Bay, published the first Chamber<br />

non-profit organization made up of<br />

We act as an Information Centre,<br />
providing information to the many<br />

through the Visitor’s Info Centre<br />

Family Information Update:<br />
Were you aware that <strong>2012</strong> has<br />
brought new car seat regulations to<br />
Canada? As of January 1 st , Transport<br />
Canada has implemented the following<br />
changes to the current car seat<br />
regulations. The changes include:<br />
• a new testing requirement using a<br />
three-point seatbelt to secure car seats<br />
in vehicles<br />
• changes to child seats’ dynamic<br />
testing to adopt most of the U.S.<br />
testing parameters<br />
• changing the definition of an infant<br />
from 9 kg to 10 kg<br />
• an increase in the maximum<br />
allowable weight limit of child seats<br />
from 22 kg to 30 kg<br />
• introducing dynamic testing<br />
requirements for booster seats<br />
• allowing harnesses to be certified for<br />
use on school buses by special needs<br />
children<br />
The federal government said there is<br />
no need for parents to replace a child<br />
seat as a result of these new standards.<br />
However, keep in mind a child car seat<br />
should be replaced if:<br />
• it was installed in a vehicle that was<br />
<strong>Vol</strong>unteers Needed to<br />

Many schools in the district will once<br />
again be participating in a children’s<br />
literacy program called “One to One”.<br />
The program trains volunteers to work<br />
one-on-one with children who are<br />
struggling with their reading and who<br />
would not otherwise receive extra<br />
Learning Assistance help in school.<br />
Parent and community volunteers are<br />
needed to support our students. The<br />
commitment is 1.5 hours per week<br />
from <strong>February</strong> to May. During that<br />
time, you will read with 3 children for<br />
30 minutes each. The children are in<br />
grades 2 to 7 and are selected by their<br />
involved in a collision<br />
• the shell or materials on the seat are<br />
ripped or damaged<br />
• the car seat has reached its expiry<br />
date<br />

With the onset of cold weather, we<br />
thought it might be a good time to<br />
remind all our community families to<br />
come check out some of the<br />
wonderful, warm indoor programming<br />
available in your neighbourhood.<br />
Did you know the NSSCRA<br />
facilitates two playgroups? We have<br />
the Shuswap Lake Estate Playgroup<br />
which runs every Thursday morning<br />
from 9am-12pm on the lower level of<br />
the Shuswap Lake Estates office. We<br />
also have the <strong>No</strong>rth Shore Parent and<br />
Tots Playgroup which runs every other<br />
Wednesday at the <strong>No</strong>rth Shore<br />
Elementary School. These are both<br />
free parented playgroups for children<br />
0-6 years of age.<br />
We also have our YOUth Resource<br />
Centre running every Thursday<br />
evening for 11-18 year olds. This<br />
group runs from 6:30 pm-9:30 pm at<br />
the <strong>Sorrento</strong> Memorial Hall in the<br />
<strong>Sorrento</strong> Drop In Society space.<br />

What Difference Does It Make?<br />
As a culture we are bombarded daily,<br />
hourly, almost minute by minute with<br />
news. As the news comes in it rarely<br />
seems very good. We hear about the<br />
political scandals, the conspiracy<br />
theories, the debt crisis, the potential oil<br />
shortages, the civil unrest, countries at<br />
war with each other, terrorism, broken<br />
homes, job losses, housing prices<br />
falling, and…. I have to stop, I am<br />
getting depressed just reading this!<br />
With all that is wrong with the world, it<br />
is easy to throw your hands up and say<br />
“there is no hope, what difference does<br />

It is not technology, or money, race or<br />
intellect. The problem is a Spiritual<br />

spiritual hope. When a person’s heart is<br />
changed, not through personal<br />
development, or positive thinking, but<br />
rather by gracenomics, (the love of<br />
Jesus), then a person changes. This<br />
changes individuals, families,<br />
communities, and can change our<br />
world. As this happens, people are<br />
brought together instead of being torn<br />
apart. Jesus is still changing the world<br />
today. This past Christmas our church<br />
family went through a series called<br />

birthday. ( I know, radical) We set a<br />
goal to raise 6500 dollars, to put a well<br />
in a needy community because this is<br />
the kind of gift Jesus would want.<br />
(6500 is the cost of one well) Clean<br />
water is the first and most important<br />
step out of poverty. We did not raise<br />
6500 dollars, instead we raised over 24<br />
000 dollars! That means that in the very<br />
near future, there will be thousands of<br />
women and children that are no longer<br />
walking every day for dirty water. I<br />
believe we are making a real difference<br />
in the world. How about you? Are you<br />
