CSRD Receives Grant for
Blind Bay Road Trail
The Columbia Shuswap Regional
District received a $690,000 grant from
the Ministry of Community, Sport, and
Cultural Development to assist
construction of a parallel paved trail
along Blind Bay Road. This project will
provide a safe and accessible
transportation alternative for residents
currently sharing the busy roads with
vehicles.
The Trail has been in progress for
eight years and is about 50 percent
complete. The CSRD has been funding
the work of the South Shuswap
Recreation Trail Society in this project
by way of an annual grant-in-aid bylaw
which is set to expire in 2012.
The South Shuswap Recreation Trail
Society completed many sections of the
Trail but bypassed the sections with
difficult terrain. This provincial grant,
given under the Community
Recreation Program, will provide
funding to complete this portion which
has rock bluffs, steep slopes and poor
stability. This grant will enable
connections between completed
portions as well as beginning
construction at the Sorrento end of the
Trail.
“I’m extremely happy,” says Judith
Nerbas, one of the Directors of the
South Shuswap Recreation Trail
Society. “Hopefully we can get a good
portion completed. It’s wonderful.”
CSRD Parks Team Leader Marcin
Pachcinski says this is good news for
local residents and for all who have
worked hard on this project. “We are
thrilled about this funding
announcement. It will certainly give
people the opportunity to get out of
their vehicles more and enjoy Blind
Bay on foot or bike,” says Pachcinski.
“Project wise, the good news is that all
the engineering drawings have already
been completed. We will be meeting
with our engineers in a few days to get
a better sense of how quickly we can
put shovels in the ground.”
South Shuswap Director Ted
Bacigalupo says he’s pleased to have
this generous financial boost for the
trail. “This very significant support
provided by the Province, with the help
of our MLA, will go a long way in
helping complete the Blind Bay
Roadside Trails in the South Shuswap.
The South Shuswap Trail Society and
the CSRD have been working on this
project for nearly 10 years to provide a
safe walking, biking and exercise trail.
The financial support could not have
been timelier and it couldn’t be more
appreciated.”
Shuswap MLA George Abbott says
Board Report March 15, 2012
Sunnybrae Water System Grant
Application
The Board approved an application
for a grant opportunity from the Gas
Tax Agreement’s General Strategic
Priorities Fund through the Union of
BC Municipalities which if successful
could assist in the necessary first phase
upgrades of the subject utility with the
consent of the users. The owner
abandoned this utility which is being
escheated to the province. The CSRD
already undertook and completed an
engineering assessment of this utility.
CSRD2012 Five Year Financial Plan
– Bylaw # 5625
The Board gave 1st, 2nd and 3rd
Reading and Adopted Bylaw 5625
which sets out the 2012 Budget of
$34,981,831 and the basis for a five
year plan. The tax requisition for 2012
is $13.04million increased from $13
million from 2011.
Development Variances affecting
Floodplain Setbacks and Exemptions
The Board endorsed amendments to
Policy P-19 to reflect current
legislative requirements as per Sections
910(2), 910(5)and 922(2)b of the Local
Government Act. Applications for
variances must be accompanied by a
professional geotechnical report that
complies with and satisfies policy and
LGA regulations.
Electoral Area “C” Official
Community Plan - Bylaw # 725
After six years in the making, the
Board gave 2nd Reading to the first
Area “C” wide Official Community
Plan. A Public Hearing will be
scheduled soon to provide another
opportunity for presentation to and
receive comments from the public and
other interested parties. Bylaw# 724 is
available for viewing at the CSRD and
online.
Canada Census Report – 2011
According to the 2011 Canada
census, the population for Area “C”
declined from 7,695 in 2006 to 7,662 in
spite of the considerable number of
new homes constructed and the influx
of new residents. An increase of
13.3% in population to 6,762 is
recorded from 2006. Blind Bay noted
an increase from 2,775 to 2,972 from
2006 to 2011. The effectiveness of the
Canada Census process and accuracy
of the results is questionable.
(Grant for Blind Bay Rd Trail Continued from page 1)
the grant for this project, along with
one for Sicamous ($314,989 for
Finlayson Park) and Spallumcheen
($128,000 for McLeod Subdivision
Park), are significant investments in the
local area. “I am very pleased that the
communities of the Shuswap have
received such a substantial investment
through the Community Recreation
Grant Program, which will promote
physical activity and healthy choices by
creating new and enhanced places for
residents to get out and get fit.”
Probus
A group of local people are planning
to start a Probus club in the South
Shuswap area. This would be
sponsored by the Salmon Arm Probus
club, which started in 2003 and has
now reached its maximum of 90
members. The new club would
encompass the area west of Salmon
Arm to Chase and the North Shore.
There will be an information meeting
for anyone who is interested to join
Probus on Thursday, April 12 at
10:00am. This will be held at Toad Hall
behind Toby’ s Restaurant in Sorrento.
From the Editor:
Most community events are run by a
crew of volunteers. Sorrento has a
history of putting on some top-notch
festivals and events, but sometimes
volunteers move away or just get
“burnt out”. The Sorrento Accordion
Festival is in need of new workers this
year in order to go ahead with their
event. See the ad at the bottom of this
page, and if you are able to lend a
hand, call Dianne at 675-2531.
I have the pleasure once again of
announcing the winners in our annual
short story contest. Writers were
given the first line to use in their story.
For the second year in a row, this
contest has been won by Karen Beggs
of Salmon Arm, with second place
awarded to Ken Stengler, also of
Salmon Arm. Read the winning story
on page 10, and both of these stories at
What is Probus? It is a local
association of retired and semi retired
persons with professional, business or
management experience and others who
have had some measure of
responsibility in any field of worthy
endeavour-who are of character and
respected in their communities. Clubs
meet regularly for fellowship and to
hear guest speakers. PROBUS is not a
"senior citizens" or "lonely hearts "
club. Its basic purpose is to provide
regular opportunities to promote
healthy minds and bodies and, through
social interaction and activities, expand
10 Year Fixed Rate 3.89
Does That Make Sense?
- submitted by Joel Olson, Mortgage Broker
This means war! Clearly, that is the
mentality that most lenders are taking
right now to drive down four and five
year rates. Obviously, there is more
than meets the eye when it comes to
these "no-frills" mortgages, but what
about taking a completely different
approach. What if you could get a fixed
rate mortgage for ten years? That's
right quietly 10 Year mortgages have
come out that make a lot of fiscal
sense? Here are some advantages:
1. The same monthly payment for 10
years.
2. Accurate cash-flow on investment
properties for 10 Years.
3. A very accurate budget for 10
Years.
Let's take it farther, suppose you have
a $300,000 mortgage, and you accept
that for three years that 2.99% rate will
exist (probably not, but anyway), and
then the average interest rate after that
time for seven years is 5.0% (this
would still be a rock-bottom rate). Over
the first three years you would miss out
on $5292 in extra interest your paying,
but over the next seven years you
would save $18,236, which means your
savings in ten years time would be
$12,944!!!, This also means you could
have shaved off eight extra months off
your mortgage. Sound good? One last
bonus, due to government regulation
that helps out longer mortgage terms
the penalty on breaking your mortgage
is only three months interest every
time. This means that this is a big
saving on penalty if you do break your
mortgage.
Do you want to be almost $13.000
richer in ten years, or kicking yourself
for missing this opportunity? The
choice is yours.
Spring Health & Safety Tips for
Families
Spring has finally arrived! Which
means it's time to take on all those
Spring cleaning chores you've been
putting aside all winter. It's also the
perfect time to do a few safety checks
to help keep your children and family
healthy and safe.
1. Replace the Batteries in your
Smoke and Carbon Monoxide
Detectors
If you didn't replace the batteries at
the start and end daylights savings now
is a good time to do it. Check and
make sure they are working and
remember to test them monthly as
well.
2. Clean out the Medicine Cabinet
Check the expiry date on all the
medicines in your cabinet. Dispose of
any expired medicine or left over
prescriptions. Use the opportunity to
also make sure you have adequate at
home medicine-especially for children.
A good rule of thumb is to keep what
you need on hand to prevent a trip to
emergency in the middle of the night.
It is recommended you have children's
Acetaminophen or Ibuprofen for pain
and reducing a fever. And an
antihistamine such as Benadryl for
allergic reactions.
3. Do a Car Seat Check
Checking your child's car seat to
make sure it still fits and is installed
properly is another thing that you
should be doing much more often than
when you are doing your spring
cleaning, but it is a good time to think
about it all the same. Is your infant
ready to move into the next stage seat?
Is your child ready to move up to a
booster seat? Has your car seat reached
it's expiry date?
The Pleasures of Quilting and Fibre
In April each year
there is a gathering
of enthusiastic
quilters and fibre
artists at Sorrento
Centre, where they
meet to work on a
new project or
technique and share
their love of textiles.
This year there are
three workshops for
the participants to choose from:
Lynn Knox will be teaching "Stars by the Lake", a beautiful
traditional quilt in four fabrics. Lynn is well-known throughout
the Okanagan as an engaging teacher who will delight you with
her good humour and great quilting tips ... and who is also
known for her great desserts!
Dianne Jansson will be leading a workshop where the
participants will arrive knowing only that they need to bring
certain fabrics . . . Dianne has created a "Mystery Quilt" called
"Summer Gardens" which will be unveiled as the quilters work
from one step to the next in the construction, without knowing
exactly what it will look like until its completion at the end of
the week. Dianne Jansson is a very experienced and beloved
quilting instructor whose warm encouragement and attention to
detail is appreciated by all who have taken her courses.
For those who like to think outside the box, Kathy Kinsella
will be teaching "Swatch, Stitch &Stash" a workshop focusing
on a variety of fibre art techniques. Participants will learn to
make their own unique fabric, create machine wrapped cords
and sticks, fibre art beads, silk fusion, needle felting and thread
lace. There will be flexibility in the samples created ... and
they will be made in a format that will allow them to be
compiled into a delightful journal that will be enjoyed for its
esthetics as well as its value as a reference tool. This workshop
will appeal to those who are itching to dip their toes in the fibre
art pond as well as those who are already paddling. Kathy
excels in encouraging her students to "let go and have fun"
creating unique art quilts.
This year the Quilt Week participants will check-in on April
15 and depart on April 20th, after experiencing four days of
instruction and creativity. This fun-filled event is a retreat
format with delicious meals, comfortable private rooms and
lots of space to spread out to create a masterpiece. Registration
is limited in each workshop so you are encouraged to register
as soon as possible by phone (250-675-2421) or by checking
out the course information and registration at
Time for some Spring Cleaning?
A Church bulletin blooper read:
“There will be a spring cleaning sale in
the church basement next week. So
bring all those things not worth keeping
around the house, and ladies don’t
forget to bring your husbands”
Well, it is that amazing time of year
when you can go for a walk whistling
with mud covered shoes. Mark Twain
said this about spring: “It's spring fever.
That is what the name of it is. And
when you've got it, you want - oh, you
don't quite know what it is you do want,
but it just fairly makes your heart ache,
you want it so!”
What are you wanting this Spring?
After the cold and grey of winter, when
the sun of spring begins to change our
landscape we too cannot help but be
changed. It is a great time of year as it
reminds us that after every winter there
is always hope of a spring, of new life,
new opportunities, and a new future.
Spring sets in our hearts anticipation for
something.
Virgil Kraft says: “Spring shows what
God can do with a drab and dirty
world”. The good news today is that the
same God that changes Winter to
Spring has the ability to change your
life from what ever it is today to
something with more light, more
warmth, and more hope for a different
Sorrento Wave Apr 2012 Page 9
future. In nature God uses the Sun as a
catalyst, in our lives he uses his Son
Jesus to do the same. In our homes if
we desire to have the sun warm us and
bring life to our plants we have to
remove the shades, we have to allow
the sun access. If we want real change
in our lives, we must do the same. We
have to remove some things that are
blocking the Son, we must make our
own hearts available and open to him.
We do this when we involve ourselves
in a local church, when we read the
Bible, and when we pray. So, if you
want to know how to do some spring
cleaning for your life this year, get rid
of all the excuses that would keep you
from letting the light of the Son, Jesus
touch your heart.
We would like to express a sincere and heartfelt THANK YOU for
the kindness and generosity shown to us since the loss of our home to
fire. We are forever grateful to all those that have helped us
through this tragedy. Sincerely, Ted and Karen
Congratulations to the winners in the third annual Sorrento Wave Short Story Contest!
1st place: The Child (below) by Karen Beggs of Salmon Arm, BC.
2nd place: Don’t Take Your Gun to Town by Ken Stengler of Salmon Arm, BC
In that surreal moment when the
car skidded off the road, my father’s
warning echoed in my ears. I’d
laughed it off at the time, teasing him
that he was always looking around
corners for conspiracies or disasters.
Although he’s been dead for fifteen
years now, when I saw that terrifying
disturbance in the southern sky, that
roiling mass of black and purple clouds
spinning my way, his words came back
to me as clearly as if he were sitting in
the passenger seat beside me.
“It will happen. You mark my words,
sooner or later. Just make sure you’re
ready when it does.”
I engaged four-wheel drive and
backed out of the ditch, turned a rapid
U-turn, and headed home, fast.
That was several months ago. The
sky, still a deep disturbing purple, now
was placid as though nothing had
happened and this was just its normal
way of being.
Now I watched, as I had so many
times, as clothes disintegrated, followed
a micro-second after by the bodies they
contained. Nothing was left except dust
and wind mixing together in a frenzied
maelstrom of human and air. I felt bile
rising in my throat, tasting the
bitterness, knowing I couldn’t change
the outcome. I had lost count of the
times I had replayed this recording,
perhaps the last record of humanity,
both on the machine and in my mind. I
think I suffered more than they had, yet
I was physically untouched.
The screen flickered, blurring the
images that I had forced myself to view
over and over. The generator hacked as
though it had a terminal case of
bronchitis. The fuel gauge hovered on
empty. I shut the generator down,
wanting to be in control of this final
severing. The motor died with a
stuttering cough. Guess I should have
stored the spare fuel a bit closer.
Then the child cried.
The wind had blown her in to me last
night, coming from nowhere, maybe
going there too. Just a small footfall in
the dust. I didn’t actually hear her
coming, but felt the displacement in the
air that another presence makes. I’d
scooped her up and brought her in here.
A small island in the middle of
rumpled bedclothes, she rubbed her
clenched knuckles around grimerimmed
eyes, spreading the rivulets of
blackened tears that flowed down her
emaciated cheeks. I couldn’t imagine
how she had survived. I knelt, and
wiped her face with an equally grubby
sleeve. She looked at me with ancient
eyes that had seen too much.
Here is where I have been living for
uncounted weeks; a dug out home into
the hill at the back of my property. I’d
always wanted an underground home,
but instead had lived conventionally, as
most people did. Then several years
ago I had decided to dig. I couldn’t
afford machinery; didn’t want the
attention it would bring either. I dug a
little most days, in between work, and
other obligations on the far side of the
hill facing away from neighbours. I
thinned out selected fir trees for
supports as I dug deeper and wider. At
first it seemed an impossible venture,
but as time went on, my survival
‘home’ began to take a recognizable
shape. Each payday I bought
something for my underground
endeavour. I bought walling material,
flooring too, and preservatives for both.
I decided double doors would be smart,
and the two small windows were
double-glazed against both heat and
cold. Mostly it turned out to be deep
cold. After I had dealt with damp
problems as best as I could, I bought
cheap but solid used furniture; a table, a
couple of chairs, a double-sized bed,
and some shelving to stock with nonperishable
foods. I canned and stored
my own water. I had candles, matches,
and an old wood stove vented through
the ceiling at the back wall.
Initially the whole thing was just an
adventure, an aging kid playing
pioneer. Back in the ‘cold war’ days
we’d often talked about the possibility
of ‘taking to the woods’, but that had
never materialized. The idea must have
remained processing, until I decided to
make my survival house, now too late
to share it with anybody. Even my dog
had gone.
Just when I had decided that there
was no point in going on alone; just as I
had picked up the gun and
experimentally grazed the muzzle over
my temple, she arrived. The old twelve
-gauge stood once more, leaning
slightly against the wall, perhaps
mocking me for my weakness, or
maybe saluting me for my strength.
She didn’t seem to be able to talk. In
my ‘before’ life I had worked in
education, specializing in non-verbal
children. Hopefully that would help me
now. I would allow her time, if time
was allotted to us.
I held out my hand and she reached
out and took it. We walked to the
living area. I laid some food out on the
table, and unsealed a Mason jar of
sterilized water. We ate in a silence
that hugged us like a blanket, she
forcing food into her mouth as if she
had never eaten before.
Next morning I left her sleeping and
went outside. I always hoped for
something, yet each day brought the
same dismal, glacial landscape. The
neighbourhood houses had gone, as had
my old one. A few shredded stumps
had survived, and rocks were laid bare
like bones strewn in a desert. Only the
unremitting wind broke the disturbing
silence. No wonder my gun seemed
inviting.
She stayed inside at first, then one
morning she indicated that she wanted
to go outside. I opened the inner door,
shutting it behind us before opening the
outer one. The usual drift of icy dust
had accumulated on the doorstep. I
wondered what the dust was composed
of. Maybe Mr. Collinson from down
the road, mixed with his herd of Red
Angus cows. Maybe my dog.
Dull grey, both in the overcast sky,
and the dirty ice-covered ground,
spread thickly like an army blanket.
She scanned in every direction, then
lost interest and went back inside. I
stayed out and set off on my daily walk.
As usual I came back without seeing a
Several days went by, then one
morning she wouldn’t get out of bed,
rolling restlessly, and throwing off her
covers. As she flung out a bare arm, I
noticed that it was covered in a deep
maroon rash. I uncovered her other
arm, and the rash was there too, with
raised weeping sores. I felt her
forehead, which was hot and moist.
She tried to open her eyes, but the rash
had gummed her eyelids closed. I
gently soaked her eyes open with a
damp cloth, and placed a cool cloth on
her forehead. Although her eyes were
now open, she just stared, unseeing. I
had a stock of bandages, antiseptic
wipes, and a few morphine pills left
over from a back injury. None of these
seemed useful here. I slipped a little
water in her mouth before she turned
her head away. I sat and talked to her.
The sound of my droning voice seemed
to comfort her, and she slept. I slept
soundly beside her that night.
When I woke the next morning she
had gone. Her side of the bed was cold.
I called to her, not knowing her name,
knowing she wouldn’t answer. I
opened the door to the outside. There
in the dust I saw small bare footprints
heading out into the frigid grey. I
followed them until they disappeared,
blown away into nothingness by the
incessant wind. I searched as far as I
dared, but knew that I would not find
her.
So now I am alone again, probably
forever, though forever might not be
too long. I have two weeks of
medication left; something I never
thought too much about when I was
stockpiling food and survival gear.
Maybe soon I won’t have any use for
the shot gun after all.
