CSRD Receives Grant for<br />

Blind Bay Road Trail<br />

The Columbia Shuswap Regional<br />

District received a $690,000 grant from<br />

the Ministry of Community, Sport, and<br />

Cultural Development to assist<br />

construction of a parallel paved trail<br />

along Blind Bay Road. This project will<br />

provide a safe and accessible<br />

transportation alternative for residents<br />

currently sharing the busy roads with<br />

vehicles.<br />

The Trail has been in progress for<br />

eight years and is about 50 percent<br />

complete. The CSRD has been funding<br />

the work of the South Shuswap<br />

Recreation Trail Society in this project<br />

by way of an annual grant-in-aid bylaw<br />

which is set to expire in <strong>2012</strong>.<br />

The South Shuswap Recreation Trail<br />

Society completed many sections of the<br />

Trail but bypassed the sections with<br />

difficult terrain. This provincial grant,<br />

given under the Community<br />

Recreation Program, will provide<br />

funding to complete this portion which<br />

has rock bluffs, steep slopes and poor<br />

stability. This grant will enable<br />

connections between completed<br />

portions as well as beginning<br />

construction at the <strong>Sorrento</strong> end of the<br />

Trail.<br />

“I’m extremely happy,” says Judith<br />

Nerbas, one of the Directors of the<br />

South Shuswap Recreation Trail<br />

Society. “Hopefully we can get a good<br />

portion completed. It’s wonderful.”<br />

CSRD Parks Team Leader Marcin<br />

Pachcinski says this is good news for<br />

local residents and for all who have<br />

worked hard on this project. “We are<br />

thrilled about this funding<br />

announcement. It will certainly give<br />

people the opportunity to get out of<br />

their vehicles more and enjoy Blind<br />

Bay on foot or bike,” says Pachcinski.<br />

“Project wise, the good news is that all<br />

the engineering drawings have already<br />

been completed. We will be meeting<br />

with our engineers in a few days to get<br />

a better sense of how quickly we can<br />

put shovels in the ground.”<br />

South Shuswap Director Ted<br />

Bacigalupo says he’s pleased to have<br />

this generous financial boost for the<br />

trail. “This very significant support<br />

provided by the Province, with the help<br />

of our MLA, will go a long way in<br />

helping complete the Blind Bay<br />

Roadside Trails in the South Shuswap.<br />

The South Shuswap Trail Society and<br />

the CSRD have been working on this<br />

project for nearly 10 years to provide a<br />

safe walking, biking and exercise trail.<br />

The financial support could not have<br />

been timelier and it couldn’t be more<br />

appreciated.”<br />

Board Report March 15, <strong>2012</strong><br />

Sunnybrae Water System Grant<br />

Application<br />

The Board approved an application<br />

for a grant opportunity from the Gas<br />

Tax Agreement’s General Strategic<br />

Priorities Fund through the Union of<br />

BC Municipalities which if successful<br />

could assist in the necessary first phase<br />

upgrades of the subject utility with the<br />

consent of the users. The owner<br />

abandoned this utility which is being<br />

escheated to the province. The CSRD<br />

already undertook and completed an<br />

engineering assessment of this utility.<br />

CSRD<strong>2012</strong> Five Year Financial Plan<br />

– Bylaw # 5625<br />

The Board gave 1st, 2nd and 3rd<br />

Reading and Adopted Bylaw 5625<br />

which sets out the <strong>2012</strong> Budget of<br />

$34,981,831 and the basis for a five<br />

year plan. The tax requisition for <strong>2012</strong><br />

is $13.04million increased from $13<br />

million from 2011.<br />

Development Variances affecting<br />

Floodplain Setbacks and Exemptions<br />

The Board endorsed amendments to<br />

Policy P-19 to reflect current<br />

legislative requirements as per Sections<br />

910(2), 910(5)and 922(2)b of the Local<br />

Government Act. Applications for<br />

variances must be accompanied by a<br />

professional geotechnical report that<br />

complies with and satisfies policy and<br />

LGA regulations.<br />

Electoral Area “C” Official<br />

Community Plan - Bylaw # 725<br />

After six years in the making, the<br />

Board gave 2nd Reading to the first<br />

Area “C” wide Official Community<br />

Plan. A Public Hearing will be<br />

scheduled soon to provide another<br />

opportunity for presentation to and<br />

receive comments from the public and<br />

other interested parties. Bylaw# 724 is<br />

available for viewing at the CSRD and<br />

online.<br />

Canada Census Report – 2011<br />

According to the 2011 Canada<br />

census, the population for Area “C”<br />

declined from 7,695 in 2006 to 7,662 in<br />

spite of the considerable number of<br />

new homes constructed and the influx<br />

of new residents. An increase of<br />

13.3% in population to 6,762 is<br />

recorded from 2006. Blind Bay noted<br />

an increase from 2,775 to 2,972 from<br />

2006 to 2011. The effectiveness of the<br />

Canada Census process and accuracy<br />

of the results is questionable.<br />

Probus<br />

A group of local people are planning<br />

to start a Probus club in the South<br />

Shuswap area. This would be<br />

sponsored by the Salmon Arm Probus<br />

club, which started in 2003 and has<br />

now reached its maximum of 90<br />

members. The new club would<br />

encompass the area west of Salmon<br />

Arm to Chase and the <strong>No</strong>rth Shore.<br />

There will be an information meeting<br />

for anyone who is interested to join<br />

Probus on Thursday, <strong>April</strong> 12 at<br />

10:00am. This will be held at Toad Hall<br />

behind Toby’ s Restaurant in <strong>Sorrento</strong>.<br />

Most community events are run by a<br />

crew of volunteers. <strong>Sorrento</strong> has a<br />

history of putting on some top-notch<br />

festivals and events, but sometimes<br />

volunteers move away or just get<br />

“burnt out”. The <strong>Sorrento</strong> Accordion<br />

Festival is in need of new workers this<br />

year in order to go ahead with their<br />

event. See the ad at the bottom of this<br />

page, and if you are able to lend a<br />

I have the pleasure once again of<br />

announcing the winners in our annual<br />

short story contest. Writers were<br />

association of retired and semi retired<br />

persons with professional, business or<br />

management experience and others who<br />

have had some measure of<br />

responsibility in any field of worthy<br />

endeavour-who are of character and<br />

meet regularly for fellowship and to<br />

hear guest speakers. PROBUS is not a<br />

"senior citizens" or "lonely hearts "<br />

Does That Make Sense?<br />

This means war! Clearly, that is the<br />

mentality that most lenders are taking<br />

right now to drive down four and five<br />

year rates. Obviously, there is more<br />

than meets the eye when it comes to<br />

these "no-frills" mortgages, but what<br />

about taking a completely different<br />

approach. What if you could get a fixed<br />

rate mortgage for ten years? That's<br />

right quietly 10 Year mortgages have<br />

come out that make a lot of fiscal<br />

sense? Here are some advantages:<br />

1. The same monthly payment for 10<br />

years.<br />

2. Accurate cash-flow on investment<br />

properties for 10 Years.<br />

3. A very accurate budget for 10<br />

Years.<br />

Let's take it farther, suppose you have<br />

a $300,000 mortgage, and you accept<br />

that for three years that 2.99% rate will<br />

exist (probably not, but anyway), and<br />

then the average interest rate after that<br />

time for seven years is 5.0% (this<br />

would still be a rock-bottom rate). Over<br />

the first three years you would miss out<br />

on $5292 in extra interest your paying,<br />

but over the next seven years you<br />

would save $18,236, which means your<br />

savings in ten years time would be<br />

$12,944!!!, This also means you could<br />

have shaved off eight extra months off<br />

your mortgage. Sound good? One last<br />

bonus, due to government regulation<br />

that helps out longer mortgage terms<br />

the penalty on breaking your mortgage<br />

is only three months interest every<br />

time. This means that this is a big<br />

saving on penalty if you do break your<br />

mortgage.<br />

Do you want to be almost $13.000<br />

richer in ten years, or kicking yourself<br />

for missing this opportunity? The<br />

choice is yours.<br />

Who are these First Responders?<br />

They are volunteers, many of whom<br />

have had first-hand experience needing<br />

medical help urgently. First Responders<br />

realize that in order to count on<br />

immediate medical assistance in the<br />

South Shuswap, someone has to do the<br />

job. They have committed themselves<br />

to learning to provide the quickest and<br />

most knowledgeable emergency<br />

medical care to anyone in their<br />

community.<br />

Skimikin Lake, and <strong>No</strong>tch Hill. The<br />

area is large and we need new First<br />

Spring Health & Safety Tips for<br />

Families<br />

Spring has finally arrived! Which<br />

means it's time to take on all those<br />

Spring cleaning chores you've been<br />

putting aside all winter. It's also the<br />

perfect time to do a few safety checks<br />

to help keep your children and family<br />

healthy and safe.<br />

1. Replace the Batteries in your<br />

Smoke and Carbon Monoxide<br />

Detectors<br />

If you didn't replace the batteries at<br />

the start and end daylights savings now<br />

is a good time to do it. Check and<br />

make sure they are working and<br />

remember to test them monthly as<br />

well.<br />

2. Clean out the Medicine Cabinet<br />

Check the expiry date on all the<br />

medicines in your cabinet. Dispose of<br />

any expired medicine or left over<br />

prescriptions. Use the opportunity to<br />

also make sure you have adequate at<br />

home medicine-especially for children.<br />

A good rule of thumb is to keep what<br />

you need on hand to prevent a trip to<br />

emergency in the middle of the night.<br />

It is recommended you have children's<br />

Acetaminophen or Ibuprofen for pain<br />

and reducing a fever. And an<br />

antihistamine such as Benadryl for<br />

allergic reactions.<br />

3. Do a Car Seat Check<br />

Checking your child's car seat to<br />

make sure it still fits and is installed<br />

properly is another thing that you<br />

should be doing much more often than<br />

when you are doing your spring<br />

cleaning, but it is a good time to think<br />

about it all the same. Is your infant<br />

ready to move into the next stage seat?<br />

Canadian Indie Folk-Rock Superstar<br />

On <strong>April</strong> 15th, Canadian Indie Folk-Rock Superstar Joel<br />

Plaskett and his band Emergency will play in Salmon Arm at<br />

the Salmar Classic Theatre at 7:30pm. Joel will be on tour<br />

across the country to promote his new album, Scrappy<br />

Happiness; ten songs that he has written in ten weeks, each<br />

one featured on CBC Radio 3. It is an ambitious project that<br />

combines the best of both worlds - using a decades old<br />

approach to getting music to the public quickly and taking<br />

advantage of new technology to communicate and interact<br />

with audiences. Plaskett will document the process through<br />

social media with vlogs, twitter and online chats, which will<br />

be available at www.cbc.ca/joelplaskett.<br />

Joel hails from <strong>No</strong>va Scotia, where he has been a pop icon<br />

for over a decade, winning many awards including a Juno,<br />

two Canadian Folk Music Awards and numerous East Coast<br />

The Pleasures of Quilting and Fibre<br />

In <strong>April</strong> each year<br />

there is a gathering<br />

of enthusiastic<br />

quilters and fibre<br />

artists at <strong>Sorrento</strong><br />

Centre, where they<br />

meet to work on a<br />

new project or<br />

technique and share<br />

their love of textiles.<br />

This year there are<br />

three workshops for<br />

the participants to choose from:<br />

Lynn Knox will be teaching "Stars by the Lake", a beautiful<br />

traditional quilt in four fabrics. Lynn is well-known throughout<br />

the Okanagan as an engaging teacher who will delight you with<br />

her good humour and great quilting tips ... and who is also<br />

known for her great desserts!<br />

Dianne Jansson will be leading a workshop where the<br />

participants will arrive knowing only that they need to bring<br />

certain fabrics . . . Dianne has created a "Mystery Quilt" called<br />

"Summer Gardens" which will be unveiled as the quilters work<br />

from one step to the next in the construction, without knowing<br />

exactly what it will look like until its completion at the end of<br />

the week. Dianne Jansson is a very experienced and beloved<br />

quilting instructor whose warm encouragement and attention to<br />

detail is appreciated by all who have taken her courses.<br />

For those who like to think outside the box, Kathy Kinsella<br />

will be teaching "Swatch, Stitch &Stash" a workshop focusing<br />

on a variety of fibre art techniques. Participants will learn to<br />

make their own unique fabric, create machine wrapped cords<br />

and sticks, fibre art beads, silk fusion, needle felting and thread<br />

lace. There will be flexibility in the samples created ... and<br />

they will be made in a format that will allow them to be<br />

compiled into a delightful journal that will be enjoyed for its<br />

esthetics as well as its value as a reference tool. This workshop<br />

will appeal to those who are itching to dip their toes in the fibre<br />

art pond as well as those who are already paddling. Kathy<br />

excels in encouraging her students to "let go and have fun"<br />

creating unique art quilts.<br />

This year the Quilt Week participants will check-in on <strong>April</strong><br />

15 and depart on <strong>April</strong> 20th, after experiencing four days of<br />

instruction and creativity. This fun-filled event is a retreat<br />

format with delicious meals, comfortable private rooms and<br />

lots of space to spread out to create a masterpiece. Registration<br />

is limited in each workshop so you are encouraged to register<br />

Time for some Spring Cleaning?<br />

A Church bulletin blooper read:<br />

“There will be a spring cleaning sale in<br />

the church basement next week. So<br />

bring all those things not worth keeping<br />

around the house, and ladies don’t<br />

forget to bring your husbands”<br />

Well, it is that amazing time of year<br />

when you can go for a walk whistling<br />

with mud covered shoes. Mark Twain<br />

said this about spring: “It's spring fever.<br />

That is what the name of it is. And<br />

when you've got it, you want - oh, you<br />

don't quite know what it is you do want,<br />

but it just fairly makes your heart ache,<br />

you want it so!”<br />

What are you wanting this Spring?<br />

After the cold and grey of winter, when<br />

the sun of spring begins to change our<br />

landscape we too cannot help but be<br />

changed. It is a great time of year as it<br />

reminds us that after every winter there<br />

is always hope of a spring, of new life,<br />

new opportunities, and a new future.<br />

Spring sets in our hearts anticipation for<br />

something.<br />

Virgil Kraft says: “Spring shows what<br />

God can do with a drab and dirty<br />

world”. The good news today is that the<br />

same God that changes Winter to<br />

Spring has the ability to change your<br />

life from what ever it is today to<br />

something with more light, more<br />

warmth, and more hope for a different<br />

future. In nature God uses the Sun as a<br />

catalyst, in our lives he uses his Son<br />

Jesus to do the same. In our homes if<br />

we desire to have the sun warm us and<br />

bring life to our plants we have to<br />

remove the shades, we have to allow<br />

the sun access. If we want real change<br />

in our lives, we must do the same. We<br />

have to remove some things that are<br />

blocking the Son, we must make our<br />

own hearts available and open to him.<br />

We do this when we involve ourselves<br />

in a local church, when we read the<br />

Bible, and when we pray. So, if you<br />

want to know how to do some spring<br />

cleaning for your life this year, get rid<br />

of all the excuses that would keep you<br />

from letting the light of the Son, Jesus<br />

touch your heart.<br />

We would like to express a sincere and heartfelt THANK YOU for<br />

the kindness and generosity shown to us since the loss of our home to<br />

fire. We are forever grateful to all those that have helped us<br />

In that surreal moment when the<br />

car skidded off the road, my father’s<br />

warning echoed in my ears. I’d<br />

laughed it off at the time, teasing him<br />

that he was always looking around<br />

corners for conspiracies or disasters.<br />

Although he’s been dead for fifteen<br />

years now, when I saw that terrifying<br />

disturbance in the southern sky, that<br />

roiling mass of black and purple clouds<br />

spinning my way, his words came back<br />

to me as clearly as if he were sitting in<br />

the passenger seat beside me.<br />

“It will happen. You mark my words,<br />

sooner or later. Just make sure you’re<br />

ready when it does.”<br />

I engaged four-wheel drive and<br />

backed out of the ditch, turned a rapid<br />

U-turn, and headed home, fast.<br />

That was several months ago. The<br />

sky, still a deep disturbing purple, now<br />

was placid as though nothing had<br />

happened and this was just its normal<br />

way of being.<br />

<strong>No</strong>w I watched, as I had so many<br />

times, as clothes disintegrated, followed<br />

a micro-second after by the bodies they<br />

contained. <strong>No</strong>thing was left except dust<br />

and wind mixing together in a frenzied<br />

maelstrom of human and air. I felt bile<br />

rising in my throat, tasting the<br />

bitterness, knowing I couldn’t change<br />

the outcome. I had lost count of the<br />

times I had replayed this recording,<br />

perhaps the last record of humanity,<br />

both on the machine and in my mind. I<br />

think I suffered more than they had, yet<br />

I was physically untouched.<br />

The screen flickered, blurring the<br />

images that I had forced myself to view<br />

over and over. The generator hacked as<br />

though it had a terminal case of<br />

bronchitis. The fuel gauge hovered on<br />

empty. I shut the generator down,<br />

wanting to be in control of this final<br />

severing. The motor died with a<br />

stuttering cough. Guess I should have<br />

stored the spare fuel a bit closer.<br />

Then the child cried.<br />

The wind had blown her in to me last<br />

night, coming from nowhere, maybe<br />

going there too. Just a small footfall in<br />

the dust. I didn’t actually hear her<br />

coming, but felt the displacement in the<br />

air that another presence makes. I’d<br />

scooped her up and brought her in here.<br />

A small island in the middle of<br />

rumpled bedclothes, she rubbed her<br />

clenched knuckles around grimerimmed<br />

eyes, spreading the rivulets of<br />

blackened tears that flowed down her<br />

emaciated cheeks. I couldn’t imagine<br />

how she had survived. I knelt, and<br />

wiped her face with an equally grubby<br />

sleeve. She looked at me with ancient<br />

eyes that had seen too much.<br />

Here is where I have been living for<br />

uncounted weeks; a dug out home into<br />

the hill at the back of my property. I’d<br />

always wanted an underground home,<br />

but instead had lived conventionally, as<br />

most people did. Then several years<br />

ago I had decided to dig. I couldn’t<br />

afford machinery; didn’t want the<br />

attention it would bring either. I dug a<br />

little most days, in between work, and<br />

other obligations on the far side of the<br />

hill facing away from neighbours. I<br />

thinned out selected fir trees for<br />

supports as I dug deeper and wider. At<br />

first it seemed an impossible venture,<br />

but as time went on, my survival<br />

‘home’ began to take a recognizable<br />

shape. Each payday I bought<br />

something for my underground<br />

endeavour. I bought walling material,<br />

flooring too, and preservatives for both.<br />

I decided double doors would be smart,<br />

and the two small windows were<br />

double-glazed against both heat and<br />

cold. Mostly it turned out to be deep<br />

cold. After I had dealt with damp<br />

problems as best as I could, I bought<br />

cheap but solid used furniture; a table, a<br />

couple of chairs, a double-sized bed,<br />

and some shelving to stock with nonperishable<br />

foods. I canned and stored<br />

my own water. I had candles, matches,<br />

and an old wood stove vented through<br />

the ceiling at the back wall.<br />

Initially the whole thing was just an<br />

adventure, an aging kid playing<br />

pioneer. Back in the ‘cold war’ days<br />

we’d often talked about the possibility<br />

of ‘taking to the woods’, but that had<br />

never materialized. The idea must have<br />

remained processing, until I decided to<br />

make my survival house, now too late<br />

to share it with anybody. Even my dog<br />

had gone.<br />

Just when I had decided that there<br />

was no point in going on alone; just as I<br />

had picked up the gun and<br />

experimentally grazed the muzzle over<br />

my temple, she arrived. The old twelve<br />

-gauge stood once more, leaning<br />

slightly against the wall, perhaps<br />

mocking me for my weakness, or<br />

maybe saluting me for my strength.<br />

She didn’t seem to be able to talk. In<br />

my ‘before’ life I had worked in<br />

education, specializing in non-verbal<br />

children. Hopefully that would help me<br />

now. I would allow her time, if time<br />

was allotted to us.<br />

I held out my hand and she reached<br />

out and took it. We walked to the<br />

living area. I laid some food out on the<br />

table, and unsealed a Mason jar of<br />

sterilized water. We ate in a silence<br />

that hugged us like a blanket, she<br />

forcing food into her mouth as if she<br />

had never eaten before.<br />

Next morning I left her sleeping and<br />

went outside. I always hoped for<br />

something, yet each day brought the<br />

same dismal, glacial landscape. The<br />

neighbourhood houses had gone, as had<br />

my old one. A few shredded stumps<br />

had survived, and rocks were laid bare<br />

like bones strewn in a desert. Only the<br />

unremitting wind broke the disturbing<br />

silence. <strong>No</strong> wonder my gun seemed<br />

inviting.<br />

She stayed inside at first, then one<br />

morning she indicated that she wanted<br />

to go outside. I opened the inner door,<br />

shutting it behind us before opening the<br />

outer one. The usual drift of icy dust<br />

had accumulated on the doorstep. I<br />

wondered what the dust was composed<br />

of. Maybe Mr. Collinson from down<br />

the road, mixed with his herd of Red<br />

Angus cows. Maybe my dog.<br />

Dull grey, both in the overcast sky,<br />

and the dirty ice-covered ground,<br />

spread thickly like an army blanket.<br />

She scanned in every direction, then<br />

lost interest and went back inside. I<br />

stayed out and set off on my daily walk.<br />

As usual I came back without seeing a<br />

Several days went by, then one<br />

morning she wouldn’t get out of bed,<br />

rolling restlessly, and throwing off her<br />

covers. As she flung out a bare arm, I<br />

noticed that it was covered in a deep<br />

maroon rash. I uncovered her other<br />

arm, and the rash was there too, with<br />

raised weeping sores. I felt her<br />

forehead, which was hot and moist.<br />

She tried to open her eyes, but the rash<br />

had gummed her eyelids closed. I<br />

gently soaked her eyes open with a<br />

damp cloth, and placed a cool cloth on<br />

her forehead. Although her eyes were<br />

now open, she just stared, unseeing. I<br />

had a stock of bandages, antiseptic<br />

wipes, and a few morphine pills left<br />

over from a back injury. <strong>No</strong>ne of these<br />

seemed useful here. I slipped a little<br />

water in her mouth before she turned<br />

her head away. I sat and talked to her.<br />

The sound of my droning voice seemed<br />

to comfort her, and she slept. I slept<br />

soundly beside her that night.<br />

When I woke the next morning she<br />

had gone. Her side of the bed was cold.<br />

I called to her, not knowing her name,<br />

knowing she wouldn’t answer. I<br />

opened the door to the outside. There<br />

in the dust I saw small bare footprints<br />

heading out into the frigid grey. I<br />

followed them until they disappeared,<br />

blown away into nothingness by the<br />

incessant wind. I searched as far as I<br />

dared, but knew that I would not find<br />

her.<br />

So now I am alone again, probably<br />

forever, though forever might not be<br />

too long. I have two weeks of<br />

medication left; something I never<br />

thought too much about when I was<br />

stockpiling food and survival gear.<br />

Maybe soon I won’t have any use for<br />

the shot gun after all.<br />
