Agricultural Advisory Committee
Due to the influx into the Shuswap
region of several large agricultural
operations, dairy, poultry, various
crops, organic and specialty agricultural
products and other livestock operations
relocating from the lower mainland it
has become evident that a greater
emphasis for agricultural planning is
necessary in land use. The need to
recognize this resurgence of a growing
agriculture industry and community
with increased commercial value
requires representation in advisory
capacity to the Board of the CSRD. To
that end, the Board has instructed
Development Services staff to prepare a
discussion paper for the Board to
consider early in 2012 not only for the
From the Editor:
As we begin 2012, we also begin a
celebration of Sorrento’s 100th
anniversary! There are some
ambitious plans to make this a party to
remember; read more on page 5.
Over the past few months, the
Sorrento Wave, the Friday AM, and
various local individuals have brought
attention to the issue of the Sorrento
slogan (The Heart of the Shuswap).
We encouraged you to add your names
to a petition to ask Salmon Arm to
stop using this same slogan, and go
back to their old slogan (The Gem of
the Shuswap). On Dec. 12th, Barry
Stokes represented Sorrento and made
a presentation on this issue to Salmon
Arm City Council. Not all council
members were present so a decision
was deferred to a later date, but we
thank all of you who have supported
our wish to have our slogan used by
Sorrento only. What a great 100th
anniversary gift that would be!
It’s time again to sharpen your
pencils (or at least your keyboarding
skills) for the 3rd Annual Sorrento
Wave Short Story Contest. Read the
contest rules on pages 8, then get your
creativity flowing. You’ll be helping
out a good cause at the same time.
Oh Christmas Tree!
It’s never as much fun taking down
your Christmas tree as putting it up.
But this year when you have the sad
task of taking your tree to the landfill
or transfer station, the CSRD won’t
charge you for dropping it off.
“This is the first year we’ve offered
free Christmas tree disposal
throughout the Regional District,” says
Waste Management Coordinator Ben
Van Nostrand. “It’s free disposal of
live trees from December 27 th to
January 15th. Just make sure all the
tinsel and decorations are off.”
The free disposal period for
Christmas trees is supported by the
CSRD’s Solid Waste Management
Plan, the planning document created
with the public’s input in 2009.
The Skimikin refuse disposal site is
open Friday to Tuesday from 10:00am
to 4:00pm, but closed on all statutory
holidays.
Lakes Zoning Bylaw #900 –Electoral
Areas “C” “D” and “F”
After additional final amendments
requested by Fisheries and Oceans
Canada to this bylaw received 2nd
reading for the second time following a
previous public hearing. The Board
approved another Public Hearing to
present the final document to the
public. The date of the Public Hearing
is to be determined, likely in January
2012 to be co-chaired by Directors
Martin, Morgan and Bacigalupo
representing the three affected Electoral
Areas. This bylaw will regulate docks,
buoys and other marine and foreshore
uses and activities including the entire
surface of the Shuswap, Mara, White
and several other smaller lakes in an
effort to manage more effectively the
collective use and activities of our lake
resource with a major effort to protect
the lake habitat and water quality.
Hopefully this bylaw will receive 3rd
Dog Control Bylaw Complaints and
Municipal Ticketing Enforcement
resulting in Court Action
After years of excessive late night
barking by a dog owned by a resident
on Duncan Rd. in the MacArthur
Heights development, the CSRD’s Dog
Control Officer issued warnings but the
problem persisted resulting in the
issuance of ticket with a $100.00 initial
fine. The dog owner challenged the
ticket which resulted in a hearing in the
Salmon Arm Law Courts on Monday
Dec. 12, 2011. The presiding judge
upheld the CSRD’s bylaws and found
the dog owner in violation and ordered
payment of the $100.00 to which the
applicant requested an extension to the
end of January 2012. During the
proceedings the presiding judge
inquired several times if the problem to
stop the late night barking had been
resolved and was informed by the dog
owner that it had only to be made aware
that as recent as the night before the
with an incredible team of people –
both in office and out in the field – it’s
amazing what they’re getting done.”
court date during11:00PM to 11:30PM
the same dog was heard and witnessed
barking again which resulted in the
courts final decision.
If anyone has experienced issues
related to unreasonable and
unacceptable dog behavior or a lack of
dog control by their owners there are
steps one can take to deal with the
matter. The CSRD’s websitecsrd.bc.ca
under the link of “Dog Control”
provides all the necessary detail. You
may also call 250-833-8492 OR 1-877-
379-2821 (toll free) These bylaws
cover a range of provisions including
but not limited to noisy dogs, nuisance
dogs, dogs running at large, unlicensed
dogs, dog bites and dog attacks, dogs in
heat. Fines can escalate up to
$2,000.00 for repeat offences that an
owner is not prepared or able to resolve.
Responsible dog owners are evident
throughout our area and therefore have
the support of the populace for their
well behaved and controlled dogs as a
sign or respect for others.

time for Christmas at Skookum Cycle and Ski, Lakeside
Insurance, Ridetech, and Salmon Arm Financial in Salmon
Arm; AJ’s and the Worx in Sicamous; and MacLeod
Agencies and Canhealth and Dental in Enderby. Every ticket
sold translates into a metre of greenway trail on the ground
somewhere in the Shuswap.
“We did listen closely after the runaway success of last
year’s event,” noted Winston, pointing to changes in the first
part of the evening’s program to provide more room for
people to move around the auction tables and meet up with
friends. EZ Rock’s Patrick Ryley, will be on hand again to
spin the platters and keep the evening light, but with a
quieter background set for the first part of the evening from
7 to 9 pm.
The evening will shift gears at 9:30 pm with the much
loved band, Scarecrow, back to get people up dancing with
their infectious energy once the Silent Auction tables wrap
up. “It’s an incredible cross section of people from
communities throughout the Shuswap who gather to support
the effort to weave the Shuswap Green with trails,” Winston
observes. “We want to create an event that has a little room
for everyone, so we’re going for part social gathering and
celebration/part getup and dance celebration.”
A community team is hard at work putting the pieces in
place for the deep winter event. All proceeds from the event
go directly toward supporting greenway trail development
and upkeep throughout the Shuswap watershed. Last year,
$23,000 were raised that were in turn used to leverage
additional dollars and work with partners to care for, repair,
build, sign, promote, manage, and plan over $100,000 in
greenway trails from Sicamous to Enderby to Salmon Arm,
White Lake, Sorrento, Chase, Eagle Bay, and Scotch Creek.
Priorities in 2012 include the regional recreation access
and trail strategy in partnership with Secwepmec Nation
leadership, implementation of the Trail Stewards program,
further work with Shuswap Tourism on guide materials and
promotion, and support for greenway projects underway in
many of the regional municipalities.
Going Digital? The ORL
has Help with E-readers
In recent years, the use of digital
readers and e-books has grown
exponentially, and there is a dizzying
array of e-readers on the market with a
variety of features and limitations at all
price points. Staff at the Okanagan
Regional Library are frequently asked
for advice about which to choose, and
while the library system cannot provide
consumer recommendations, we do
have research from Consumer Reports
and other sources that can assist with
choosing the best e-reader based on
your needs.
A September 2011 article in
Consumer Reports suggests the main
thing to consider when choosing a
device is the distinction between a
tablet versus e-book reader. If you are
intending to use the device primarily to
read books, an e-book reader is the best
choice. E-book readers are smaller and
more lightweight than tablets, and often
use e-ink screens that are easier on the
eyes for reading, especially in bright
light. If you also want to read
magazines on your device and have
functions such as browsing the web,
viewing photos, and playing games, a
tablet is your best choice. Other
considerations are also screen size, Wi-
Fi connectivity, and operating software.
Another important consideration is
the ease of accessing content through
various e-readers. The ORL has e-
books and audiobooks available for
free through the Library to Go service,
however these free digital resources
will not work on Kindles in Canada. To
see whether the device you are
considering will work with free digital
files from libraries in Canada, you can
go to the Overdrive Device Resource
Center at www.overdrive.com.
40 Years to Pay Off My
Mortgage!
Are You Kidding?
- submitted by Joel Olson, Mortgage Broker
That's right! Despite beliefs to the
contrary, 40 Year Mortgages are still
alive and kicking, as long as you have
at least 20% equity in your home. That
being said, do you really want a
mortgage for that long? The answer, as
with every mortgage product, is that it
all depends. If none of the below
reasons apply, and you can manage a
bigger payment, by all means kiss that
mortgage goodbye, and say goodbye to
payments. The more you pay off, the
less you'll pay in interest. However, a
40 Year mortgage may make sense if
any of the below reasons apply to you.
1. Your property is a rental or has a
rental component
If your property is a rental or has a
rental component to it, like a suite, unit,
or even if you rent out rooms, you are
able to ONLY deduct the interest that
you pay each and every year on your
mortgage and not the money you apply
to the principal. This means that even if
you are paying your mortgage off
quickly you are likely paying a lot of
taxes to do so. The moment that you
spread your mortgage out longer you
will pay less in taxes and also create
more monthly cash-flow, and a more
competitive advantage, should you need
to decrease your rent to keep up with a
rental market with more vacancies.
Obviously, the question is won't you
still pay more with interest? The
answer is actually no. Once you add the
amount of vacancies from having the
rent higher and the increased tax
amount, you will likely be farther
ahead.
2. Your property hosts an office or
business
The same applies if you work out of
your home with an office, or perform
business from it with something like a
daycare. Interest is tax-deductible and
principal is not. Not to mention if you
are self-employed you experience much
more irregular income and the ability to
pay less is quite an advantage.
Remember, you can still have your
mortgage set up with the option to pay
more during good months. In fact, some
lenders allow you to increase and
decrease your payment, a huge
advantage.
3. Control Your Cashflow
Recently, I was with a client who was
over 65, but on a plan to eliminate her
mortgage within in ten years. The local
credit union that she was dealing with,
had encouraged her to live on no
income and apply everything to her
mortgage, so should could live the good
life at 75 Years old. Immediately, I
suggested she re-evaluate this strategy.
Sometimes, it may make sense to
include the rest of your debt in your
mortgage with a lower payment, thus
creating more monthly cash-flow. Does
this mean everyone should run to get a
40 Year mortgage? No, it means you
need to go through careful planning
with your mortgage planner to make
sure you have a product that is suited
for you and your future lifestyle.
A 40 Year option is not the only way
to stretch out your mortgage, in fact
you can do it over 35, 30, etc, but its
definitely worth a chat!
A Precious Gift
At this Holiday Season, please
remember the medical First Responders
who volunteer time and energy to be
available to all of us in the South
Shuswap. They give us their knowledge
and skill in the hope of alleviating
suffering and saving a life.
In this rural area, many of us live far
from a hospital and an ambulance may
take 30 -45 minutes to reach us when
there is a health emergency. First
Responders arrive within a few minutes
to help us. They rush away from their
families, homes, or work to give aid. It
is vital to have enough First Responder
volunteers in all areas of the South
