Changing Framework of Local Governance and - Create

PrefaceIndia has made considerable efforts in enhancing initial access to schooling and evenenrolment of all children at the elementary level. This has happened in recent years not onlydue to unprecedented expansion of schooling infrastructure across the country but alsobecause of a large number of initiatives that are being taken to improve the governance of theeducation system at the state, district and sub-district level. The present paper reviewsdifferent documents and research literature related to this issue and discusses in greater depthhow, since independence the framework of local governance has changed according to statespecific contexts over a period of time consequent upon access, equity and quality ofelementary education. The paper also highlights approaches that have been adopted by thestates for strengthening governance of school at the local level and also for involving thecommunity in order to increase children’s participation in schools in different parts of thecountry.Professor R.
