PrefaceIndia has made considerable efforts in enhancing initial access to schooling <strong>and</strong> evenenrolment <strong>of</strong> all children at the elementary level. This has happened in recent years not onlydue to unprecedented expansion <strong>of</strong> schooling infrastructure across the country but alsobecause <strong>of</strong> a large number <strong>of</strong> initiatives that are being taken to improve the governance <strong>of</strong> theeducation system at the state, district <strong>and</strong> sub-district level. The present paper reviewsdifferent documents <strong>and</strong> research literature related to this issue <strong>and</strong> discusses in greater depthhow, since independence the framework <strong>of</strong> local governance has changed according to statespecific contexts over a period <strong>of</strong> time consequent upon access, equity <strong>and</strong> quality <strong>of</strong>elementary education.
