The maximum speed limit may be madeeffective at all times or at times indicated and may vary for differentweather conditions and other factors bearing on safe speeds. Minimum speed regulation.(a) Impeding movement of traffic prohibited.--Except when reduced speed isnecessary for safe operation or in compliance with law, no person shall drivea motor vehicle at such a slow speed as to impede the normal and reasonablemovement of traffic.(b) Slow moving vehicle to drive off roadway.--(1) Except when reduced speed is necessary for safe operation or incompliance with law, whenever any person drives a vehicle upon a roadwayhaving width for not more than one lane of traffic in each direction at lessthan the maximum posted speed and at such a slow speed as to impede thenormal and reasonable movement of traffic, the driver shall, at the firstopportunity when and where it is reasonable and safe to do so and aftergiving appropriate signal, drive completely off the roadway and onto the bermor shoulder of the highway. The driver may return to the roadway after givingappropriate signal only when the movement can be made in safety and so as notto impede the normal and reasonable movement of traffic.(2) A pedalcycle may be operated at a safe and reasonable speed appropriatefor the pedalcycle. A pedalcycle operator shall use reasonable efforts so asnot to impede the normal and reasonable movement of traffic.(c) Establishment of minimum speed limits.--At any other time when thedepartment or local authorities under their respective jurisdictionsdetermine on the basis of an engineering and traffic investigation that slowspeeds on any highway or part of a highway impede the normal and reasonablemovement of traffic, the department or such local authority may determine anddeclare a minimum speed limit below which no person shall drive a vehicleexcept when necessary for safe operation or in compliance with law.
