subchapter is greater or less than is reasonable <strong>and</strong> safe under <strong>the</strong>conditions found to exist upon any such highway or part <strong>the</strong>re<strong>of</strong> <strong>and</strong> establisha reasonable <strong>and</strong> safe maximum limit. The maximum speed limit may be madeeffective at all times or at times <strong>in</strong>dicated <strong>and</strong> may vary for differentwea<strong>the</strong>r conditions <strong>and</strong> o<strong>the</strong>r factors bear<strong>in</strong>g on safe speeds. M<strong>in</strong>imum speed regulation.(a) Imped<strong>in</strong>g movement <strong>of</strong> traffic prohibited.--Except when reduced speed isnecessary for safe operation or <strong>in</strong> compliance with law, no person shall drivea motor vehicle at such a slow speed as to impede <strong>the</strong> normal <strong>and</strong> reasonablemovement <strong>of</strong> traffic.(b) Slow mov<strong>in</strong>g vehicle to drive <strong>of</strong>f roadway.--(1) Except when reduced speed is necessary for safe operation or <strong>in</strong>compliance with law, whenever any person drives a vehicle upon a roadwayhav<strong>in</strong>g width for not more than one lane <strong>of</strong> traffic <strong>in</strong> each direction at lessthan <strong>the</strong> maximum posted speed <strong>and</strong> at such a slow speed as to impede <strong>the</strong>normal <strong>and</strong> reasonable movement <strong>of</strong> traffic, <strong>the</strong> driver shall, at <strong>the</strong> firstopportunity when <strong>and</strong> where it is reasonable <strong>and</strong> safe to do so <strong>and</strong> aftergiv<strong>in</strong>g appropriate signal, drive completely <strong>of</strong>f <strong>the</strong> roadway <strong>and</strong> onto <strong>the</strong> bermor shoulder <strong>of</strong> <strong>the</strong> highway. The driver may return to <strong>the</strong> roadway after giv<strong>in</strong>gappropriate signal only when <strong>the</strong> movement can be made <strong>in</strong> safety <strong>and</strong> so as notto impede <strong>the</strong> normal <strong>and</strong> reasonable movement <strong>of</strong> traffic.(2) A pedalcycle may be operated at a safe <strong>and</strong> reasonable speed appropriatefor <strong>the</strong> pedalcycle. A pedalcycle operator shall use reasonable efforts so asnot to impede <strong>the</strong> normal <strong>and</strong> reasonable movement <strong>of</strong> traffic.(c) Establishment <strong>of</strong> m<strong>in</strong>imum speed limits.--At any o<strong>the</strong>r time when <strong>the</strong>department or local authorities under <strong>the</strong>ir respective jurisdictionsdeterm<strong>in</strong>e on <strong>the</strong> basis <strong>of</strong> an eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> traffic <strong>in</strong>vestigation that slowspeeds on any highway or part <strong>of</strong> a highway impede <strong>the</strong> normal <strong>and</strong> reasonablemovement <strong>of</strong> traffic, <strong>the</strong> department or such local authority may determ<strong>in</strong>e <strong>and</strong>declare a m<strong>in</strong>imum speed limit below which no person shall drive a vehicleexcept when necessary for safe operation or <strong>in</strong> compliance with law. Special speed limitations.(a) Bridges <strong>and</strong> elevated structures.--(1) No person shall drive a vehicle over any bridge or o<strong>the</strong>r elevatedstructure constitut<strong>in</strong>g a part <strong>of</strong> a highway at a speed which is greater than<strong>the</strong> maximum speed which can be ma<strong>in</strong>ta<strong>in</strong>ed with safety to <strong>the</strong> bridge orstructure when <strong>the</strong> structure is posted with signs as provided <strong>in</strong> thissubsection.(2) The department <strong>and</strong> local authorities on highways under <strong>the</strong>ir respectivejurisdictions may conduct a traffic <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>vestigation <strong>of</strong> any
