PREFACECongress, through the Senate report accompanying S. 1253 (S. Rept. 112-26) of the NationalDefense Authorization Act of Fiscal Year 2012, directed the Department of Defense to providethe congressional defense committees with a report that reviews the status and future plans forDoD funded aerostats, airships, and rigid aeroshell variable buoyancy vehicle programs to ensurethat the most cost-effective systems are being pursued and that the highest priority science andtechnology challenges for persistent unmanned capabilities are being addressed. 1 The Office ofthe Assistant Secretary of Defense for Research and Engineering prepared this report to satisfythe congressional mandate.1
