Services provided operation andmaintenance of the aerostats for USAF until2008. 21 TARS sites are currently operatedand maintained under contract with ExelisSystems Corporation. Aerostat envelopesare procured from either ILC Dover orTCOM. Lockheed Martin is the originalequipment manufacturer of the L-88A andL-88V(3) radars. 33TARS is owned by the Deputy Secretary of<strong>Defense</strong> for Counter Narcotics and GlobalThreats. The program is operational and hasbeen in sustainment since the Air Forceassumed program management as theExecutive Agent in 1992. 33 Air CombatCommand executes the program and thegovernment contract management office islocated in Newport News, Virginia. Theprimary agencies using the TARSsurveillance data include USNORTHCOMin support of Customs and Border Protection(Air and Marine Operations Center andCaribbean Air and Marine OperationsCenter) and USSOUTHCOM in support ofJoint Interagency Task Force-South. Inaddition to its Counter-drug/Counter-Narcoterrorism (CD/CNT) mission, TARSsurveillance data also supports the NorthAmerican Aerospace <strong>Defense</strong> Command(NORAD) <strong>air</strong> sovereignty mission for theCONUS. 33TARS began in 1992 with funding providedby the Air Force, and the DoD is currentlyplanning to transfer the program to the DHS.The TARS budget line item number is12445F. The program is operating in thesustainment phase, and no new systems orcomponent purchases or upgrades areplanned. 33 Figure 27: TARS Aerostat 3236
