Operationally, ISIS systemsoffer extended radar horizon (higher altitudecan see farther), ultra-long-endurance as anobjective and a very small forward footprintso they do not have to deploy a hugemaintenance footprint. 42The ISIS program was started in 2004. TheJoint DARPA/ Air Force initiative isdeveloping a sensor of unprecedentedproportions, fully integrated into astratospheric <strong>air</strong>ship to address the nation’sneed for persistent, WAS, tracking andengagement for hundreds of time-critical <strong>air</strong>and ground targets in urban and ruralenvironments. The contractors are LockheedMartin (prime) and Raytheon (sub). Workon the envelope is being conducted inDover, Delaware.
