Evidence BaseA l l e rd aleLocal Plan3 Identify<strong>in</strong>gfuture hous<strong>in</strong>g requirementsEstablish<strong>in</strong>g the level of future hous<strong>in</strong>ggrowth for the BoroughOne of the pr<strong>in</strong>cipal roles of the emerg<strong>in</strong>gLocal Plan is to establish the target for thenumber of houses that will need to bedelivered <strong>in</strong> the Borough over the next planperiod (2011-2028).Based on up-to-date population, household<strong>format</strong>ion and economic forecast<strong>in</strong>g theCouncil has arrived at a proposed hous<strong>in</strong>ggrowth target of 5167 dwell<strong>in</strong>gs, whichequates to a requirement to deliver 304dwell<strong>in</strong>gs per annum.In addition to statistical forecast<strong>in</strong>g the Councilhas also considered the follow<strong>in</strong>g additionalcriteria/considerations:• Potential land availability and known<strong>in</strong>frastructure capacity.• Past levels of house completions (whichgive some guide to the capacity of theconstruction <strong>in</strong>dustry to deliver and thelevel of market demand)• The need to maximise the delivery ofaffordable hous<strong>in</strong>g and to respond to andsupport growth <strong>in</strong> the local economy.Proposed settlement hierarchyThe emerg<strong>in</strong>g Local Plan also sets out howfuture hous<strong>in</strong>g growth will be managed anddistributed throughout the Borough. A mapillustrat<strong>in</strong>g the proposal spatial strategy andgeographical dispersal of settlements is<strong>in</strong>cluded <strong>in</strong> Appendix A1.It is proposed that these dwell<strong>in</strong>gs will bedistributed with<strong>in</strong> a proposed settlementhierarchy compris<strong>in</strong>g of:Pr<strong>in</strong>cipal Service Centre (“PSC”):Work<strong>in</strong>gton (<strong>in</strong>clud<strong>in</strong>g High Harr<strong>in</strong>gton,Seaton, Siddick and Sta<strong>in</strong>burn)Work<strong>in</strong>gton has been identified as thePr<strong>in</strong>cipal Service Centre <strong>in</strong> recognition of itrole as the ma<strong>in</strong> hous<strong>in</strong>g, employment andretail centre.Key Service Centres (“KSC”):AspatriaMaryportWigtonCockermouthSillothKey Service Centres have been designated onthe basis that they are the recognised urban<strong>SHLAA</strong>: <strong>Ma<strong>in</strong></strong> Report 8
