Raad gee omRdl. Margaret Sampson is verantwoordelik vir die portefeulje Gemeenskapsdienste, MaatskaplikeOntwikkeling, Vroue, Jeug en Gestremdes. Alhoewel sy swaar dra aan haar portefeuljenaamis daar min dinge waarvoor sy nie kans sien nie. Sy het ’n grondige kennis van gemeenskapswerken glo aan gereelde, persoonlike kontak met haar wyk.Rdl. Sampson het ’n passie vir haar werk en is altyd bereid om te luister en help waar sy kanhelp. Sy beywer haar veral om die jeug se potensiaal te ontsluit maar is bekommerd oor die jeugse onbetrokkenheid en die bedreigings waarmee jong mense gekonfronteer word. Dit is veraldwelms, bende-geweld en werkloosheid wat negatief op die jeug inwerk.Die jeug word aangemoedig om persoonlik of deur die organisasies (sosiaal, sport, kerk…) wathulle verteenwoordig, met rdl. Cleansing is everybody’s businessThe appearance of the Breede Valley, especially <strong>Worcester</strong>, has been aconcern and the object of many debates and media coverage over manyyears. Council, who is responsible for the collection and disposal of all kindsof waste (other than hazardous and medical), including general household,commercial, litter, illegally dumped waste and cleaning of street bins, has onmany occasions been accused of not performing their duty. However, the appearanceof <strong>Worcester</strong> is not the municipality’s problem alone: it is a challengefor both the local authority and the citizens of the town. Both partieshave a responsibility towards the environment and the welfare of the peopleof the Breede Valley.In striving for excellence in service delivery, council to a great extent dependson a responsible citizenry. This is also the case with the environment.Pollution of the environment, littering and illegal refuse dumping is a commonphenomenon in the Breede Valley. It is unsightly, creates a health risk and impactsnegatively on council’s cleansing budget.Dankie!’n Sindelike omgewing is ononderhandelbaar. Almal se samewerkingis nodig om die Breedevallei nie net die mooiste nie,maar ook die skoonste vallei in die land te maak.Dankie aan almal wat hard werk om die dorp enomgewing skoon te hou; wat op eie tyd en koste tuintjiesaanlê en versorg; wat oortreders rapporteer en andermotiveer om by die groen generasie aan te sluit.Addressing these challenges, in order to create a culture of responsibilitytowards the environment where littering is not an option, where theemphasis is on waste reduction, recycling and a green future, council andthe community need to work together as partners.The following will put the cleansing challenge in perspective, explainingthe challenges, objectives, resources and responsibilities associatedwith the problem.BudgetThe annual operation budget for cleansingis R25 580 000.R14 544 000 (57%) of the budget isspent on formal refuse removal.R844 000 is spent on the cleaning of theCBD.R10 186 000 is spent on littering and illegaldumping.The effect of spending rates and taxes on the removal of littering and illegallydumped refuse affects the total community.Removal of general household wasteThere are approximately 22 600 households within the urban edgeof <strong>Worcester</strong>.A weekly refuse removal service is rendered to all these households. Fourrefuse compactors are used daily to supply a service to residential propertiesand one vehicle services the commercialarea. The compactors followfixed routes for each day of the week.All the residential areas that are notserviced by means of wheelie binsare issued with black refuse bags.Every household receives 25 bagsthree times a year.The formal domestic refuse that21 February 2012is removed annually is equivalent to3 600 000 black bags.Removal of commercial andindustrial wasteAll commercial and industrial entitiesin <strong>Worcester</strong> are serviced on demand.Cleaning of illegally dumped wasteThere is a huge problem with illegallydumped waste in <strong>Worcester</strong>and environs. During January<strong>2013</strong> there were 12 complaints.Customer satisfaction = 99,987%If a reduction in illegal dumping can be achieved, the saving in expenditurecan be used for the general cleaning of sidewalks and streets. This will ensurea higher level of service.Cleaning of CBDContractors (3 teams of10 workers each with a leader)clean the streets of the CBDfrom Mondays to Saturdaysbetween 16:00 and 20:00.The streets are west toeast: Tulbagh, Church, Hoog,Russel and Durban and northto south: Somerset, Trappes,Napier, Porter, Adderley, Baring,Stockenstrom, Fairbairnand Riebeeck. Total length of sidewalks: 30km.The present way of employing small contractors costs R609 000 peryear. If BVM would employ 18 workers, each with a streetcar, the cost will beR1 800 000 per year. The present way therefore ensures good economy andresults in value for money.From an investor and tourism perspective, the appearance/condition ofthe CBD is of paramount importance. For many years council has been criticisedfor neglecting the CBD. Presently, with the upgrading of the Garden ofRemembrance at Church Square and the cleaning efforts by small contractors,the CBD is in sublime condition as confirmed by the following extractfrom the <strong>Worcester</strong> Standard of 20 <strong>De</strong>cember 2012:“Hy meen voorts, soos baie ander prominente sakemanne, dat <strong>Worcester</strong> sesakekern nog nooit beter gelyk het nie – en loof terselfdertyd die vroue en manswat saans die sypaadjies en watervoortjies skoonmaak.” - Nik Wullschleger,Chairman, <strong>Worcester</strong> Business Forum.Council appreciates the contributions from the community and wishesto encourage responsible citizenship through closer ties with the communityand the furtherance of community participation. The dream and visionof a cleaner <strong>Worcester</strong> will only be achieved if the total population becomespart of a much larger initiative than what the BVM can drive. Die raad het in terme van die Grondwet(Art.152 (1) (d)) die verantwoordelikheid om’n veilige en gesonde omgewing te bevorder.Benewens hierdie wetlike verpligting het dieraad ook ’n morele verantwoordelikheid omdie gemeenskap se belange na die beste vansy vermoë te dien.In die lig van eskalerende misdaadsyfers enna verskeie samesprekings met die <strong>De</strong>partementvan Gemeenskapsveiligheid, die SAPD,plaaslike gemeenskapspolisiëringsforums enbuurtwagte, het die raad besluit om veiligheidop ’n breër front aan te spreek. In terme van syontwikkelingsmandaat is besluit om die rolspelersuit te brei en die gemeenskap se insettete verkry. Op 13 Maart <strong>2013</strong> het die plan teenmisdaad begin gestalte kry met die hou van’n veiligheidsberaad. Die beraad is deur 187verteenwoordigers van regeringsdepartemente,plaaslike bestuur en gemeenskapsorganisasiesbygewoon.Dat misdaad onaanvaarbare afmetings aangeneemhet (o.a. die verkragting van kindersso jonk as 2 jaar en bejaarde vroue van ouer astagtig) en dat ’n kultuur van geweld hom in dieBreedevallei gevestig het, bestaan daar geentwyfel oor nie. Dat die beraad in sy doel geslaaghet deur op misdaad te fokus en die rolspelersin die bekamping daarvan te verenig, bestaandaar ewe-eens geen twyfel oor nie.Veiligheid is prioriteit vir die raadBY-LAWS PROTECTEvery person has a constitutional right to an environment that is notharmful to his or her health or well-being. Public nuisance and theuse of public amenities are regulated by Council’s Prevention of PublicNuisances and Keeping of Animals- and Public Amenities By-Laws.In terms of these by-laws no person may: litter or dump any refuse, garden refuse or building materials onmunicipal property; discharge any fire-arm, air-gun- or pistol on any premises in themunicipal urban area; write, paint, draw graffiti or a symbol, emblem or the like on astructure or a path; deface or disfigure anything provided by the municipality; defecate, urinate or undress in public;Verskeie oplossings is aan die hand gedoenen verskyn in ’n verslag wat eersdaags bekendgestel word. Seker die belangrikste hiervan isdat misdaad almal se probleem is. Net soos dieraad in terme van wetgewing, moraliteit en syrentmeesterskap ’n verantwoordelikheid hetom ’n ordelike samelewing te skep, het die gemeenskapook ’n verantwoordelikheid in termevan goeie burgerskap om pogings om misdaadhok te slaan, te ondersteun.Burgerlike ongehoorsaamheid kan verskeievorme aanneem en aspekte soos rassisme, vooroordeel,openbare geweld, onwettige besettingvan eiendom en storting van vullis striemdienslewering en sosiale - en ekonomiesevooruitgang.Misdaad kan alleen met die samewerkingvan die gemeenskap suksesvol aangepakword. Plaaslike owerheid en die gemeenskapdeel hierdie verantwoordelikheid. Samewerkingop verskeie terreine — hoop en versoening,veiligheidsinisiatiewe, opruiming- enverfraaiingsinisiatiewe — kan vertroue indie Breedevallei as ekonomiese groeipuntbevorder en sodoende een van die grootsteonderliggende oorsake van misdaad, werkloosheid,aanspreek.Dankie aan almal wat met hul deelnameaan die beraad momentum aan die raad seveiligheidsinisiatiewe verleen het. DankieMinister Dan Plato, rdl Basil Kivedo(Breedevallei) en rdl Neels de Bruyn(KWDM)aan almal wat op een of ander wyse bydraom die Breedevallei ’n veiliger plek te maak.Dankie vir alle verantwoordelike, wetsgehoorsameinwoners.Die veiligheidsplan kry later die maandwetlike beslag wanneer dit voor die burgemeesterskomiteeen raad dien. Hulp-verkeersbeamptesword eersdaags ontplooi omdie raad se wetstoepassingskomponent aante vul. Hierdie jongmense is deel van die raadse EPWP inisiatief en sal ’n ondersteunendediens, onder andere puntdiens, verrig.expose his or her body or clothes indecently in public;in any street or public place use any abusive or threateninglanguage;no person may cause a nuisance by:loitering in any street or public place;being drunk or under the influence of drugs;soliciting or importuning any person for the purposes ofprostitution/ immoral act;continuing to beg from a person after such person respondednegatively;playing loud music or the use of music instruments on anypremises.The above mentioned are only a view of the most common provisionscontravened by the public, impacting negatively on investment opportunities,the image of the Breede Valley and well-being of our citizens.Burgemeesterskomiteebesoek <strong>De</strong> la BatDie raad het groot waardering vir die werk wat ondergehoor- en gesiggestremde persone in <strong>Worcester</strong> gedoenword. Die burgemeesterskomitee het dan ookbesluit om uit te reik na organisasies wat hulle vir dieversorging en opheffing van gestremde persone beywer.Die Komitee se April vergadering is by <strong>De</strong> la Batgehou waar besoek aan die Instituut se kampus ensteenmakery gebring is. Die steenmakery is die jongsteinisiatief van hierdie dinamiese organisasie en beslis’n besoek werd.Hoëmasbeligting - Goeie nuus!Die aanbring van hoëmasbeligting in verskeie areasin die Breedevallei vorder goed.<strong>Touwsrivier</strong> (Zionpark) (1) – die gat is gemaak en beton is gegiet.<strong>De</strong> <strong>Doorns</strong> (Stofland) (6) - die gate is gemaak en beton is gegiet.<strong>Worcester</strong> (Zwelethemba) (2) – gate reeds gemaak.<strong>Worcester</strong> (Roodewal) (2) – gate reeds gemaak.<strong>Worcester</strong> (Avianpark) (6) – gate reeds gemaak.Die eerste ligte sal na verwagting teen die einde van die maand opgerigwees. Die beligting sal ’n groot verbetering in die veiligheid en gerief vandie inwoners van die betrokke areas meebring.Opgradering vanparkeSpringbokpark en die Vreugdelaanparkin <strong>Worcester</strong>-Wes word tans deurdie munisipaliteit teen ’n koste vanR 513 000 opgradeer. Die werk wordvanuit die <strong>Worcester</strong>-Wes InwonersTrustfonds gefinansier.4Upgrading ofpavementsPavements in Paglande arepresently being upgraded.This work forms partof the Extended PublicWorks Program and will bedone in phases.
