An invocation was given by <strong>the</strong> Rev. Arlin Louckspastor of <strong>the</strong> church. The audience, totaling nearly 200 boys and parents, <strong>the</strong>n enjoyeda meal served by volunteers from <strong>the</strong> Pleasant <strong>Home</strong> United Methodist Church. Dinnerchairman, <strong>the</strong> Rev. Bryan Austring of <strong>the</strong> Helvetia Community Church introduced Richardand Dee Small and <strong>the</strong>ir keyboardist Kevin. Speaker for <strong>the</strong> evening was Hamilton Filmalter,Evangelist for <strong>the</strong> River of Life Ministries. Filmalter spoke of his Evangelical Crusadesin Pakistan, <strong>the</strong> thousands of people who have received Jesus Christ as <strong>the</strong>ir Savior andhundreds of home churches that have been established in <strong>the</strong> past 4 years. He encouragedeach of <strong>the</strong> boys to be a witness now and as <strong>the</strong>y grow to maturity.Seventeen Cub Scouts were recognized by Camp Chaplain, Don Jackson for achieving<strong>the</strong> God and Me Emblem, 23 Cub Scouts were recognized by Rev. Bryan Austring for earning<strong>the</strong> God & Family Emblem, six Boy Scouts were honored by Cliff Mansley for receiving <strong>the</strong>God & Church Emblem and one Venturer was acclaimed for achieving <strong>the</strong> highest Religiousemblem, God & Life by Rev. Bruce Montgomery. Three adult Scouters were saluted for <strong>the</strong>iroutstanding work as youth leaders in <strong>the</strong>ir churches by <strong>the</strong> Don Cornell, Director of FieldServices, with <strong>the</strong> God & Service Award.Course booklets for <strong>the</strong> God & Country Emblem program may be obtained at <strong>the</strong> ScoutService Center. The 2007 Archiocesan Committee onCatholic Scouting awarded 30 Light of Christ emblems, 52Parvuli Dei (Children of God) emblems, 19 Ad Altare Dei(to <strong>the</strong> Altar of God) emblems, 4 Pope Pius XII emblems, 41Family of God emblems, 20 I Live My Faith emblems, and1 Marian emblem. The religious emblems were blessed and<strong>the</strong>n presented to each recipient. The fast-food giant was proudof changes <strong>the</strong>y made in young people. Ialso remember comparing those claims to<strong>the</strong> growth I’d seen in young people whoworked at summer camp. Some changeswere similar, but camp trumps fast-food inmany ways.The McDonald’s ad focused onresponsibility, as I remember it, andhow <strong>the</strong> new employee took a shineto daily tasks and matured as <strong>the</strong>yassumed responsibilities. Camp is nodifferent; we certainly give young peopleresponsibilities and seematurity blossom as aresult…but we also ask<strong>the</strong>m to be self-starting,Earth Week Unit Projects- April 19-27-- Get Out and CelebrateOn April 22, 1970 20 million Americanstook to <strong>the</strong> streets, parks, andauditoriums to demonstrate for a healthy,sustainable environment. Thousandsof colleges and universities organizedprotests against <strong>the</strong> deterioration of <strong>the</strong>environment. Groups that had beenfighting against oil spills, pollutingfactories and power plants, raw sewage,toxic dumps, pesticides, freeways, <strong>the</strong>loss of wilderness, and <strong>the</strong> extinction ofwildlife suddenly realized <strong>the</strong>y sharedcommon values.Every year we celebrate Earth Day onApril 22. Do we really celebrate it though?When was <strong>the</strong> last time you made a pointof doing something on Earth Day tocelebrate <strong>the</strong> fact that we have somewherec o u n t l e s spa r e n t s sp e a kw i t h me ab o u tt h e ch a n g e st h e y’ve se e nin th e i r ch i l dmotivated, energetic,caring, compassionate,and much more: weexpect camp staff to berole models for youngerScouts.Unlike working ina restaurant, camp staffers are always“on-stage” as role models. Their trainingtells <strong>the</strong>m that everywhere <strong>the</strong>y go, andeverything <strong>the</strong>y do, <strong>the</strong>y are studied byyounger Scouts, and <strong>the</strong>ir example learned.They carry <strong>the</strong> responsibility of showingyounger Scouts what Scouting is all about,by example.Camp staffers are self-starters. Theyget up early, ready for a full day and are ontimeto breakfast and everywhere else <strong>the</strong>ygo that day. They’re expected to be on <strong>the</strong>irgame at all times, and <strong>the</strong>ycarry through with a smile.When <strong>the</strong>y see somethingthat needs to be done, <strong>the</strong>ydo it right away…ra<strong>the</strong>r thanwaiting for someone to tell<strong>the</strong>m to do it as might happenin o<strong>the</strong>r jobs.Staffers are part of a team,much more so than mostjobs. The camp staff teamcomes toge<strong>the</strong>r for one weekof training and preparation,and <strong>the</strong>n operates as a cohesive unit formany weeks afterward. They learn towork toge<strong>the</strong>r and <strong>the</strong>team excels, providing agreat camp experience forthousands of campers.I’ve hadcountless parents speakwith me about <strong>the</strong> changes<strong>the</strong>y’ve seen in <strong>the</strong>ir childafter a summer workingat camp. Invariably it’s astory of incredible change,of seemingly sudden improvement. Truthbe told, we’ve just given that young persontraining and a vision, and let <strong>the</strong>m carryit out. They’ve made <strong>the</strong> change on <strong>the</strong>irown, in a setting of support, with anexpectation of excellence.Sometimes, though, new staffers’parents don’t see <strong>the</strong> big picture, andjust look at camp as a summer job. Theywonderful to live?This year let’s do something different.This year let’s commit to doing somethingthat will make <strong>the</strong> earth a better place tolive. This year let’s commit to getting ourunits out <strong>the</strong>re to participate and learnwhat Earth Day is.Does that mean you have to find ahuge park and commit to cleaning upevery bit of trash in a 2 hour time period?No, not at all. Does it mean you shouldfind a project just right for <strong>the</strong> size and ageof your unit? Absolutely!Cleaning up a park is <strong>the</strong> perfectway to celebrate Earth Day and it is just<strong>the</strong> type of community service projectthat you should be logging into www.goodturnforamerica.org.Compass Pointsgrimace at <strong>the</strong> trickle of a salary, but don’trecognize <strong>the</strong> tidal wave of experience,teamwork, job-satisfaction, training,and yes, fun, that <strong>the</strong>ir child receives byworking at camp, not to mention <strong>the</strong> good<strong>the</strong>y’re doing in service toyounger youth.I’ve even had a fewapplicants turn down a greatsummer camp job because<strong>the</strong>ir parents would ra<strong>the</strong>r<strong>the</strong>m work a fast-food job, inmy opinion a great loss. Yes,it’s hard to pay for college oncamp staff pay, but having doneit myself I believe <strong>the</strong> sacrificeis worth <strong>the</strong> outcome of lifeexperiencethat any o<strong>the</strong>r intownjob cannot match.McDonald’s does offer good first-timejobs. I’m not knocking <strong>the</strong>m; lots of peoplegot <strong>the</strong>ir start in fast-food. In fact, I’ve readthat an estimated 10% of Americans’ firstjobs were at McDonalds, an impressiveestimate. I do, however, believe that abetter first-job experience waits for olderScouts at summer camp, and that <strong>the</strong>y’llbe a better person because of <strong>the</strong> staffingexperience.I implore leaders to think about youngpeople that <strong>the</strong>y know, to consider whichones could be those great role models, whichones you would be impressed with were<strong>the</strong>y staffing at your camp this summer.Talk to <strong>the</strong> few best young people you canthink of, and encourage <strong>the</strong>m to work atsummer camp. Ask <strong>the</strong>m to visit www.cpcbsa.org/campstaff, and download anapplication. We’d love to talk with <strong>the</strong>m.To celebrate Earth Week in 2008 as<strong>the</strong> <strong>Cascade</strong> <strong>Pacific</strong> <strong>Council</strong> let’s all go outduring <strong>the</strong> time of April 19th -27th andclean up somewhere in your neighborhoodthat could use it. And let’s all get out <strong>the</strong>rein our uniforms to show people that <strong>the</strong>Boy Scouts of America are committed tomaking <strong>the</strong> communities that we live inhealthy and safe.You don’t need a large project, or onethat takes up a whole weekend. Just pick aproject that is perfect for your unit and getout <strong>the</strong>re with your uniforms on.Then remember to go to www.goodturnforamerica.org and log yourproject and all <strong>the</strong> o<strong>the</strong>r community serviceprojects and Eagle projects your unit hasbeen participating in.

These boys spentcountless days and nights toge<strong>the</strong>r andthis time became <strong>the</strong> glue that held <strong>the</strong>Vikings toge<strong>the</strong>r.In December, 2007, <strong>the</strong> last of <strong>the</strong>Vikings earned his Eagle, making all of <strong>the</strong>members Eagles!James Gilbert. For his Eagle project, Jamesdesigned and installed a cattle corral systemfor his High School Land Lab to aid <strong>the</strong>students in working cattle for <strong>the</strong>ir annualscience classes. James will be attendingBlue Mountain Community College.Jared Beckler. For his Eagle project,Jared constructed a soccer practice kickwall to provide his high school soccer teamwith a method of improving <strong>the</strong>ir scoring.Jared will be attending Western OregonUniversity.Jeremy Rich. For his Eagle project,Jeremy constructed horse shelters for BlueHeaven Riding Academy. Jeremy will beattending Oregon State University.Joe Watzig. For his Eagle project, Joeprovided dozens of books-on-tape for <strong>the</strong>local elementary school to help with <strong>the</strong>irreading program. Joe will be attendingPortland State University.Nick Powell. For his Eagle project,Nick built benches for Gales Creek Camp,a camp for diabetic children. Nick will beattending Western Oregon University.McKenzie Kramer. For his Eagleproject, Mac cleared several trails on Mt.Talbert and provided signage along <strong>the</strong>nature paths. Mac will be attending OregonState University.Kyle Volpel. For his Eagle project,Kyle built and installed several dog wasteSeven Scouts from Troop 611 who all started as Cubs andrecently all earned <strong>the</strong>ir Eagles.stations along a popular walking/bikingpath along <strong>the</strong> Willamette River. Report it today onwww.goodturnforamerica.orgGood Turn for America is anational call to serviceSince <strong>the</strong> BSA’s inception in 1910, members havelearned to live <strong>the</strong> principles of <strong>the</strong> Scout Oath andLaw through community service and “helping o<strong>the</strong>rpeople at all times.” With that history in mind, <strong>the</strong>BSA has developed a service initiative - Good Turn forAmerica.What began with a singular act of service on afoggy London night quickly evolved into daily GoodTurns and <strong>the</strong>n into more encompassing national initiatives.These have included selling war bonds, collectingrubber and scrap metal, growing victory gardens during World War II, and morerecently, Scouting for Food.We now have <strong>the</strong> opportunity to raise our levels of community service and increaseawareness of <strong>the</strong> Scouting program within our neighborhoods. Nationally, <strong>the</strong> Boy Scoutsof America has partnered with The Salvation Army, Habitat for Humanity, <strong>the</strong> AmericanRed Cross, <strong>the</strong> American CancerSociety, America’s Second Harvest,and <strong>the</strong> Department of<strong>Home</strong>land Security to increaseour efforts in meeting <strong>the</strong> challengesof <strong>the</strong> 21st century.Good Turn for Americawill build on our members’ andparticipants’ current serviceefforts and will also includeimportant partnerships witho<strong>the</strong>r community service organizations.These partnershipswill provide many additionalavenues for all of our membersand participants to providecommunity service in <strong>the</strong>irneighborhoods.The troop went to <strong>the</strong> city library. Mostpeople using <strong>the</strong> Internet are friendly andhonest. However, <strong>the</strong>re are some who use<strong>the</strong> Internet to take advantage of o<strong>the</strong>rs.There are also Web sites with contentthat is unsuitable for young people. Use<strong>the</strong> following guidelines to protect yourprivacy and gain <strong>the</strong> most good from yourtime online.Whenever you go online: (1) Don’trespond to inappropriate messages or Websites. If you stumble across informationor images that you don’t understand, it’sOK to talk about it with your parent orguardian; (2) Don’t share information suchas your address, telephone number, schoolname, or your parents’ work address ortelephone number, and never send anyphotos via <strong>the</strong> Internet unless you havepermission; (3) Never agree to meet anyonewho has contacted you online unless yourparent or guardian goes with you.Ano<strong>the</strong>r hazard of <strong>the</strong> Internet iscalled <strong>the</strong> cyberbully. A cyberbully useselectronic communications such as <strong>the</strong>Internet to harass, threaten, and harmo<strong>the</strong>rs. Some tactics that cyberbullies useinclude dissing (spreading damaginggossip about a person), harassment(repeatedly sending hateful messages), andimpersonation (pretending to be someoneelse and posting damaging information toharm ano<strong>the</strong>r’s reputation).If you feel you are <strong>the</strong> victim of acyberbully, do not retailiate. Ask <strong>the</strong>cyberbully to stop. Do not make yourmessage aggressive or emotional. Let <strong>the</strong>bully know that you will take o<strong>the</strong>r stepsif <strong>the</strong> abuse does not stop. If that does no<strong>the</strong>lp, tell your parent or guardian rightaway. Cyberbullies can’t be seen when <strong>the</strong>yare online; this gives <strong>the</strong>m a false senseof security. What <strong>the</strong>y don’t know is that<strong>the</strong>y can be found out, caught, and evenpunished.The best way to protect yourself isto be a good online citizen. Don’t postinformation that could be used against youor o<strong>the</strong>r people. Stay away from sites thattolerate and encourage bullying. Be kindonline.This requirement is described on pages 165 and 359of <strong>the</strong> 2008 edition of <strong>the</strong> Boy Scout Handbook.The Guide to Safe Scouting- A Great ToolThe Scouts in our unit would like to go rafting, what are <strong>the</strong> rules? We need to do ourannual meeting place inspection, where do we get <strong>the</strong> forms? Thisinformation, and so much more is available in <strong>the</strong> Guide toSafe Scouting.The purpose of <strong>the</strong> Guide toSafe Scouting is to prepareadult leaders to conductScouting activities in a safeand prudent manner. Trainingin this program is available at our BoyScout summer camps and o<strong>the</strong>r districtactivities.Safe Swim Defense1. Qualified Supervision: All swimmingactivity must be supervised by a matureand conscientious adult age 21 or olderwho accepts responsibility for <strong>the</strong> safety ofall participants and is trained in safe swimdefense. It is recommended that all unitshave at least person currently trained as aBSA Lifeguard.2. Physical Fitness: Require evidenceof fitness for swimming activity with acomplete health history from physician,parent or legal guardian.3. Safe Area: When swimming in areasnot regularly maintained and used forswimming activity, have lifeguards andswimmers systematically examine <strong>the</strong>bottom of <strong>the</strong> swimming area to determinevarying depths, deep holes, rocks, andstumps. Detailed swimming rules can befound in <strong>the</strong> Guide to Safe Scouting.4. Lifeguards on Duty: Swim onlywhere <strong>the</strong>re are lifeguards on duty. Forunit swims in area where lifeguards arenot provided by o<strong>the</strong>rs, <strong>the</strong> supervisorshould designate two capable swimmersas lifeguards.5. Lookout: Station a lookout on <strong>the</strong>shore where it is possible to see and heareverything in all areas. The lookout maybe <strong>the</strong> adult in charge of <strong>the</strong> swim and maygive <strong>the</strong> buddy signals.6. Ability Groups: Divide into threeability groups: nonswimmers, beginnersand swimmers. Keep each group in its ownarea. These classification tests should berenewed annually for youth and adults.7. Buddy System: Buddies check inand out of <strong>the</strong> swimming area toge<strong>the</strong>r.Emphasize that each buddy lifeguards hisbuddy. Check everyone in <strong>the</strong> water aboutevery 10 minutes or as needed. Check allareas, count <strong>the</strong> pairs and compare <strong>the</strong>total with <strong>the</strong> number known to be in <strong>the</strong>water.8. Discipline: Be sure everyoneunderstands and agrees that swimming isallowed only with <strong>the</strong> proper supervisionand use of <strong>the</strong> complete safe swimdefense.

Most leaders know that <strong>the</strong>y need to be trained, but arenot sure exactly what that means. Below are <strong>the</strong> requirements for each positionto be “trained” in our computer tracking system. If you are registered for one of <strong>the</strong>sepositions and know that you have not taken all <strong>the</strong>se courses, chances are that you’re notofficially trained. Please see your District Executive or District Training Chair to figureout how to correct this. Dens that are paidup by May 16 and submit a shirt orderform by May 16 will find <strong>the</strong>ir shirts readyat camp whe<strong>the</strong>r <strong>the</strong>y attend <strong>the</strong> first weekor later weeks.Each camp will also have on-hand anumber of extra shirts in youth and adultsizes for dens that do not pre-order or forthose who would like to purchase extras.The cost for those non-pre-ordered shirtswill be $6 (youth) and $8 (adult) from sizesavailable at camp.Every den is encouraged to pay feesby <strong>the</strong> early-bird date of May 16. By doingthis, <strong>the</strong> den will pay a reduced rate forcamp, and be assured of <strong>the</strong>ir (free) shirtsbeing ready for <strong>the</strong>m upon arrival atcamp.Opportunity Fund Provides FinancialAssistanceNo Scout should be denied <strong>the</strong>opportunity to attend camp dueto lack of funds. The troopor pack makes <strong>the</strong> unit payment to <strong>the</strong><strong>Cascade</strong> <strong>Pacific</strong> <strong>Council</strong> with one check.This payment will help families begin <strong>the</strong>irsummer vacation planning around Scoutcamp. Units that do not submit paymenton time risk losing spaces to waiting units.To plan for camp, an accurate estimateof Scouts attending camp is needed. Anydecreases completed prior to May 16, 2008will result in all previously paid fees perScout being transferable to <strong>the</strong> remainingCamps Need Funds for AED’sThe council safety committee recognizes <strong>the</strong> lifesaving capabilities of Automated ExternalDefibrillators (AED) in emergency situations, and wishes to place AEDs at council campsand properties.An AED Selection Committee selected units that are able to withstand shock,humidity, and temperature fluctuations, and are capable of both youth and adult rescue.Over <strong>the</strong> next two years we anticipate an inventory of up to two dozen AED unitsdeployed at resident camps, offices and long-termactivities, representing over $40,000 in lifesavingequipment. Each AED will cost about $2,000. <strong>Page</strong> 22High AdventureProgramsStaff at <strong>Cascade</strong> <strong>Pacific</strong> <strong>Council</strong> are veryexcited to be working on challengeprograms for <strong>the</strong> year 2008. The goal is tohave programs built to not only enthuseolder youths (male and female) and adultsin troops, teams, and crews, but to alsohave <strong>the</strong> ability to accommodate largernumbers of participants.Reservation forms may be downloadedat <strong>the</strong> council web site at www.cpcbsa.org/register.C h a l l e n g eprograms include:horse treks, whitewater rafting on <strong>the</strong>Deschutes (3-daytrips and 1-daytrips), windsurfing,and weekend COPEsessions. For his Eagle project, <strong>the</strong>Mr. Janzen coordinated volunteers toclean, stain and seal half of <strong>the</strong> boardwalkin <strong>the</strong> nature preserve area of HappyValley Park. Dennis Schroeder, <strong>the</strong> publicworks supervisor for <strong>the</strong> City of HappyValley worked with Andrew to brainstorm,plan, and implement <strong>the</strong> project. Troopmembers and volunteers cleaned andstained 1,558 linear feet of a boardwalk, aswell as a platform, some benches and a setof stairs (6,402 square feet in total). MillerPaint donated 40 gallons of high qualitystain/sealer (with a value of about $1200)to support <strong>the</strong> project. Making goals for 2008 in Augustdoesn’t give much of a timeline in which toimprove. Mankey’s Nighthawk lost power andcrashed into <strong>the</strong> sea off Sou<strong>the</strong>rn Californiawith <strong>the</strong> loss of all hands. Lt.
