<strong>Page</strong> 22008 Family Friends of ScoutingThe Family Friends of ScoutingCampaign is designed to help councilsraise <strong>the</strong> funds needed to provide <strong>the</strong>Scouting program in <strong>the</strong> communitiesit serves. Each year, starting in January,presentations are made at pack meetings,courts of honor, committee meetingsand o<strong>the</strong>r ga<strong>the</strong>rs of Scouts and <strong>the</strong>irfamilies. In 2008 it will cost <strong>the</strong> <strong>Cascade</strong><strong>Pacific</strong> <strong>Council</strong> $160 per Scout to provideit’s program for youth. As with much ofwhat we purchase as families, <strong>the</strong> costof providing <strong>the</strong> Scouting program isincreasing also.For 2008 <strong>the</strong> council will be askingfamilies and o<strong>the</strong>r organizations to considera gift of $150. Units that attain <strong>the</strong> goals<strong>the</strong>y set with <strong>the</strong>ir <strong>District</strong> Executive, have<strong>the</strong> opportunity to attain “Presidential”status. This is a way <strong>the</strong> council canEveryyearwe comeup with a newFriends ofScouting cardto help shareS c o u t i n g ’ sstory as wellas collectdonations.As a partof our constantcost savingefforts we areproud to sharethat our inhouse designteam hascreated thisyear’s card.C o m i n gsoon for yourunit to usein sharingS c o u t i n g ’ sstory.noteworthythank you for your gift. This includes <strong>the</strong> 8 dedicatedCamp Rangers and <strong>the</strong>ir familieswho work weekend after weekend toprovide support at our camps• A budget committee, composed ofknowledgeable volunteers, that hasrecommended a budget of $6.6 millionfor 2008, and <strong>the</strong> strategies that willlead to success• All of <strong>the</strong> units that have alreadymade summer camp reservations forsummer 2008, and those planning togo to PhilmontAnd <strong>the</strong> list could go on – but you get<strong>the</strong> picture!Enjoy your Thanksgiving, and knowthat you are changing lives.I am proud to be a Scout.Scouting For Food- December 1, 2007The annual Scouting for Food drive iscoming up soon! We hope you willbe participating on <strong>the</strong> first Saturday inDecember. Last year Scouts in Oregon andsouthwestern Washington collected nearly361,000 pounds of food to benefit localhunger relief agencies. Let’s do it again!Scouting for food will kick off Fridaynight with Boy Scouts serving dinner formany of our community’s homeless people.Saturday morning Scouts will begin goingdoor-to-door asking residents to donatecanned and packaged foods for hungrypeople in <strong>the</strong>ir communityWhen participating in <strong>the</strong> food drive,please follow <strong>the</strong>se hints:• Encourage people to donate cannedfoods such as tuna, chicken, beans,soups, stews and chili, or o<strong>the</strong>r nonperishablefoods like pasta, rice, andmacaroni and cheese.• Collect food only in your area. Tobe sure of your area, contact yourdistrict Scouting for Food coordinator.Roundtable is <strong>the</strong> best place to do this.• Use <strong>the</strong> buddy system and be safetyconscious. Good luck!Let’s go to Philmont!The council will be coordinatinga contingent to Philmont in 2008.Applications and initial information isavailable now at www.cpcbsa.org/register.Philmont Scout Ranch is located inCimarron, New Mexico and offers 12-daytreks throughp r e m i e r ewilderness area.This nationalhigh adventurebase is attendedby thousands ofyouth and adultseach year.S c o u t sshould be age 14 by January 1, 2008 or havecompleted 8th grade and be at least 13 yearsof age prior to participation. A deposit feeper Scout is due at <strong>the</strong> time of application,with <strong>the</strong> total price being $1,585. Depositfees are non-refundable. Adults applyingdo not have to submit deposit fees until<strong>the</strong>y are selected. All adults will go througha selection process and will be selected onability, level of training and o<strong>the</strong>r skills.The dates for <strong>the</strong> council contingent:June 25 - July 10, 2008. There is a maximumof 50 participants. Crew size is limitedto 12 participants. Crews can be co-ed(both youth and adults). Crews are madeup of youth and adults from all over <strong>the</strong>council.The contingent trip includes twodays of touring in Albuquerque witha travel company we charter with. With <strong>the</strong> CubScout handbooks as a resource, parents andboys work toge<strong>the</strong>r to do <strong>the</strong> achievementsrequired for each badge.The advancement planprovides fun for <strong>the</strong>boys, gives <strong>the</strong>m asense of personalachievement as<strong>the</strong>y earn badges,and streng<strong>the</strong>ns familyunderstanding as adultfamily members work with boys onadvancement projects.While Cub Scouts will learn skills andbegin work on projects in <strong>the</strong>ir weekly denmeetings, <strong>the</strong> parent remains at <strong>the</strong> centerof <strong>the</strong> advancement program. As each taskis done or each skill is demonstrated, <strong>the</strong>parent signs <strong>the</strong> Cub Scout’s handbook torecord its completion. And when <strong>the</strong> boyhas completed all <strong>the</strong> requirements to earnan award, <strong>the</strong> parent presents that awardat <strong>the</strong> next monthly pack meeting.

This yearsShow N Sell has had more response thanour council has ever seen. Units perorderedmore than $800,000 in popcorn,and are committed to selling it all. That isan 11% increase over last years total sale.We sit in anticipation at what <strong>the</strong> unitsparticipating in <strong>the</strong> Take Order part of<strong>the</strong> sale will add to this total. Is this <strong>the</strong>year we go over $900,000? That is yet to bedetermined, only time will tell.Last year we started some newrecognition programs that we continuedwith this year. The Fill it Up drawingshave once again been a success with moreScouts sending in copies of <strong>the</strong>ir filled uporder forms for a cash drawing. We arealso continuing <strong>the</strong> Above and Beyondrecognition for units. To qualify, unitsmust increase <strong>the</strong>ir sales over last yearby 25%. New units to <strong>the</strong> sale, or thosethat did not sell last year, may qualify byselling at $2,500 worth of popcorn. Unitsthat qualify will receive an additional 13%commission on <strong>the</strong> increase. Last yearmore that $18,000 in commission checkswere delivered at <strong>the</strong> January Roundtablesacross <strong>the</strong> council.As we prepared to kick off our salethis year, Trails End asked if we wouldtest market a new Trail Mix product in oursale. We gladly accepted <strong>the</strong> opportunityand it looks like it has been well received.We were <strong>the</strong> only council on <strong>the</strong> west coastJames E. Of course, <strong>the</strong>se can be donatedas well, but you will lose <strong>the</strong> benefit of acapital loss deduction. Consider sellingdepreciated property and donating <strong>the</strong>proceeds. Your tax deduction will be <strong>the</strong>same as if you gave <strong>the</strong> property, but youwill also have a loss deduction to offset <strong>the</strong>taxes on o<strong>the</strong>r gains you may have.O<strong>the</strong>r Types of Year-endCharitable PlanningThere are about as many ways to giveas <strong>the</strong>re are things to give! Of course, youshould discuss all gift and tax matters withyour own advisors and family to makesure you get <strong>the</strong> maximum benefits fromyour gifts and planning. But many donorschoose <strong>the</strong>se ways to make <strong>the</strong>ir year endgifts:Life insuranceThere are many types of insurancegifts, but many people simply contributepaid-up policies <strong>the</strong>y longer need, ortransfer new policies to <strong>the</strong> council andf i n a n c esend <strong>the</strong> premium payments to <strong>the</strong> councilevery year.Retirement plan designationsNaming our council eventualbeneficiary of an IRA, or splitting currentIRA’s into two parts: a charitable IRA and afamily IRA.Life EstatesWhere you continue to live and useyour home or vacation property for life,but receive an immediate income taxdeduction for naming <strong>the</strong> council as <strong>the</strong>succeeding owner.Charitable Income PlansYou can receive a tax deduction in2000 and start getting income three monthslater by making a year end gift to fund agift annuity, pooled income fund gift,charitable unitrust or annuity trust.Itemizing DeductionsFor those who itemize <strong>the</strong>ir deductions,charitable gifts can be especially valuable.In general:• Gifts of cash — or property youhave owned for 1 year or less — aredeductible up to 50% of your AdjustedGross Income (AGI).• Gifts of property that you haveowned for more than 1 year aredeductible up to 30% of your AGI.• If you can’t use all of your taxdeduction in <strong>the</strong> year you made<strong>the</strong> gift, you may carryover unusedcharitable deductions for 5 years afterthat.For example, if you must takedistributions from retirement funds anddon’t need <strong>the</strong> funds, consider makingyour gift to Scouting from those funds.The deduction will often “wash out”<strong>the</strong> income tax you would owe on <strong>the</strong>retirement distribution. The same is truefor distributions you receive from <strong>the</strong> saleof property, retirement, or o<strong>the</strong>r similarlump sums distributions.What if I Don’t Itemize?More than 73% of U.S. taxpayers donot itemize <strong>the</strong>ir deductions. Fortunately,getting a tax deduction is not whymost donors make <strong>the</strong>ir gifts. In fact, arecent survey of donors showed that atax deduction was only <strong>the</strong> eighth mostimportant reason for why <strong>the</strong>y made agift.But <strong>the</strong>re are benefits for non-itemizersas well. Current gifts – whe<strong>the</strong>r outrightor placed in a charitable trust or gift planCompass Points– are removed from your estate. This canreduce your current income tax burden,and potentially place you in a lower estatetax bracket. It’s a way to get tax benefitsnow for something you may want to doanyway in your will.Though any type of revocable gift willnot produce a charitable tax deduction,such a gift gives you <strong>the</strong> freedom to helpyour council and still change your mind ata later date. These would include bequests,loans, or charitable trusts where you retain<strong>the</strong> right to end <strong>the</strong> trust at any time.Immediate Gifts to FamilyIf current gifts to family membersare an important part of your financialplanning, don’t’ forget to use your annualexclusion before <strong>the</strong> end of 2007. For manyfamilies, this is <strong>the</strong>ir most important taxplanning tool.You can give $10,000 per year to asmany people as you want without owingany gift tax. If you are married, yourspouse can give ano<strong>the</strong>r $10,000. This isfor both outright gifts and gifts placed intoqualifying trusts.So, for example, if you have threechildren and two grandchildren you wantto benefit, you and a spouse can transfer$100,000 a year to <strong>the</strong>m, tax free, ei<strong>the</strong>rdirectly or in trust. This simple strategycan really add up after a few years. Itpromotes leadership and teamwork through games and problem solving, and culminatesin a high-ropes activity. There is a great deal of information to learn, so <strong>the</strong> training coursebegins Friday at 8pm and ends Sunday at 6pm. Last year Scouts in Oregon andsouthwestern Washington collected nearly361,000 pounds of food to benefit localhunger relief agencies. Let’s do it again!Scouting for food will kick off Fridaynight with Boy Scouts serving dinner formany of our community’s homeless people.Saturday morning Scouts will begin goingdoor-to-door asking residents to donatecanned and packaged foods for hungrypeople in <strong>the</strong>ir communityWhen participating in <strong>the</strong> food drive,please follow <strong>the</strong>se hints:• Encourage people to donate cannedfoods such as tuna, chicken, beans,soups, stews and chili, or o<strong>the</strong>r nonperishablefoods like pasta, rice, andmacaroni and cheese.• Collect food only in your area. Sharing anhonest experience with a friend or family member and asking <strong>the</strong>m to join is mosteffective, because Cub Scouts and parents consistently see <strong>the</strong> value and benefit of<strong>the</strong> program in <strong>the</strong>ir own lives. Who better to talk about it than <strong>the</strong>y? All units needto continue fall recruiting through November and December. Packs and Troops arefinding in <strong>the</strong>ir efforts to form and streng<strong>the</strong>n <strong>the</strong>ir program, <strong>the</strong> power of a personalinvitation has made <strong>the</strong> most impact in <strong>the</strong>ir growth.We all have a great opportunity to share <strong>the</strong> Scouting program. The values andexperiences we have had are available to those around us. Friends need to be invitedto join. It can happen onany winter/cold wea<strong>the</strong>r campout and atalmost any time of <strong>the</strong> day or night.Hypo<strong>the</strong>rmia is a fall in bodytemperature to below 96 F. It causesdrowsiness, lowers breathing, lowers heartrates and can lead tounconsciousnessand death ifleft untreated.It is caused byprolonged exposureto extremely coldwea<strong>the</strong>r, swimmingin cold water orwearing dampclothing in coldconditions.A personsuffering fromhypo<strong>the</strong>rmia isusually pale, puffyfaced and listlessand is often drowsyand confused.Persons suffering from mild hypo<strong>the</strong>rmiaMost accidents and injuries canbe avoided by proper planning,training, supervising and personalreadiness. However, accidentsand unforeseen illnesses dooccur, and Scout leadersshould be preparedto apply first aidin an efficientmanner, whichrequires a healthydose of common sense, c u r r e n ttraining in first aid skills, and a first aidkit stocked with basic supplies to include:• 2 2-inch roller gauze• 1 Bar soap• 2 1-inch roller gauze• 1 Chemical ice bag• 1 1-9nch adhesive tape• 1 Triangular bandage-40 inch• 12 3 x 3 sterile pads• 1 Sm. Hypo<strong>the</strong>rmia is amedical emergency and anyone sufferingfrom it should receive immediate medicalattention!Following are tips anyone can usein preventing andor dealing withhypo<strong>the</strong>rmia:• Shirts and o<strong>the</strong>rgarments should beof a material thatwill stop wind andshed rain and snow.Some syn<strong>the</strong>ticmaterials work well.Denim jackets andshirts are not <strong>the</strong>proper material thatScouts should bewearing on a wintercamp out!• As with coatsand shirts, <strong>the</strong> outerpair of pants should stop <strong>the</strong> windFirst Aid Preparedness- Some great Tips• 2 Pair latex gloves• Space blanket• CPR shield/mask• Water purification tablets• Antiseptic ointment• Scissors• Tweezers• Calamine lotionSpecific items can be placed in ziplockbaggies to both separate <strong>the</strong>m forinventory and to keep <strong>the</strong>m dry. Thecontainer for your first aid kit shouldmeet your needs for your activity (e.g. Azippered nylon pouch to fit in a backpackfor hikes, a waterproof fishing tackle boxfor car camping or water activities).Additional items to consider, based uponactivities and needs might include:• Flashlight w/ batteries• Thermometer• Splinting materials• Various over-<strong>the</strong>-counter medications:Tylenol, Benadryl, Antacids, Pepto-Bismol, Blistex, etc.• Bee Sting KitScout leaders should be aware of<strong>the</strong>ir Scouts’ existing medical problems,including allergic reactions to bee stings.and shed rain and snow. Some typesof ski pants do really well. The mostexpensive is not necessarily <strong>the</strong> best.Look for material that allows <strong>the</strong> skinto brea<strong>the</strong> both in and out. A 60%syn<strong>the</strong>tic to 40% natural blend shouldallow <strong>the</strong> natural fibers to cut <strong>the</strong> windand allow moisture to pass through inboth directions.• Examine your campsite carefullybefore setting up your tent makingsure that in case it rains <strong>the</strong> rain willflow away from <strong>the</strong> tent.• Place a canvas under <strong>the</strong> tent, but becareful not to have your canvas extendbeyond your rain fly.• Be sure to use your ground clothbefore setting on a wet surface, evenif you are only taking a short breakduring a hike.• PREVENTING hypo<strong>the</strong>rmia shouldbegin with each individual Scout orleader, however it is mandatory that<strong>the</strong> leader check to make sure that allparticipants are dressed properly andhave <strong>the</strong> proper equipment beforegoing on an outing!The Oregon State Health Division allowscamp leaders, teachers and o<strong>the</strong>rs involvedin supervising summer outdoor activitiesto become rained in <strong>the</strong> use of injectableAdrenaline for anaphylaxis (allergyshock). Because of our significant yellowjacket population, this training is highlyrecommended for Scout leaders. Most leaders know that<strong>the</strong>y need to be trained, but are not sure exactly whatthat means. Below are <strong>the</strong> requirements for each positionto be “trained” in our computer tracking system. If you areregistered for one of <strong>the</strong>se positions and know that you havenot taken call <strong>the</strong>se courses, chances are that you note officiallytrained. Please see your <strong>District</strong> Executive or <strong>District</strong> TrainingChair to figure out how to correct this. Webelos WoodsWillamette <strong>District</strong> hosted ano<strong>the</strong>rfantastic Webelos Woods at Butte Creek-Gilbert Ranch.Over 150 Webelos Scouts, Scouters,and parents camped over <strong>the</strong> weekendbeginning with aFriday evening Campfire programorganized and led by youth leaders fromTroop 20 with skits, songs, run-on’s and aU. S. Flag retirement followed by a crackerbarrel. On Saturday <strong>the</strong> participantsenjoyed a wide variety of Boy ScoutActivity stations. Fire building with Troop288 and cooking bacon and eggs in a papersack with Troop 20 were two of <strong>the</strong> favoritestations hosted by <strong>the</strong> Boy Scout Troops.Webelos said that finding out what <strong>the</strong>older boys learn and get to do is what <strong>the</strong>yare looking forward to do when <strong>the</strong>ir BoyScouts.
