Set <strong>the</strong> unitgoal, conduct <strong>the</strong> campaign, and let’sall celebrate victory in April.I am proud to be a Scout – Happy New Year!Scouting Anniversary Week- February 3-9This year marks major anniversaries fortwo of our nation’s most well-known andinfluential youth-serving programs.February 8 marks 98 years since <strong>the</strong>Boy Scouts of America was chartered by<strong>the</strong> United States Congress in 1916. Theanniversary date of February 10, 1930 isalso <strong>the</strong> 78th anniversary of Boy Scouting’slittle bro<strong>the</strong>r, Cub Scouting.There is no underestimating <strong>the</strong>impact <strong>the</strong>se two great programs have hadover <strong>the</strong> years. According to <strong>the</strong>Boy Scouts of America, one in threeAmerican males have been associated withScouting at some point in <strong>the</strong>ir lives. Manypresidents, astronauts, sports figures, andbusiness leaders all count <strong>the</strong>mselvesamong Scouting’s 110 million-plusalumni.Today, more than 4.5 million youngmen and women wear <strong>the</strong> uniforms ofScouting. They are supported by morethan 1.2 million volunteers and countlessparents and adults.Through Scouting’s fun and excitingprogram of character education andleadership, generations of young peoplehave learned to do <strong>the</strong>ir best, be prepared,and <strong>the</strong> importance of doing a Good Turndaily. Scoutingfor Food is <strong>the</strong> single largest one-day fooddrive for area food banks. More than 10,000local Scouts went door-to-door to collect anestimated 400,000 pounds of canned goodsand o<strong>the</strong>r non-perishable food.The Boy Scouts of America isdedicated to serving <strong>the</strong> community, andScouting for Food is an excellent way for<strong>the</strong> <strong>Cascade</strong> <strong>Pacific</strong> <strong>Council</strong> to help peoplein need each year. Every year we arepleased with <strong>the</strong> response to Scouting forFood, with thousands of people donatingfood when Scouts knock on <strong>the</strong>ir doors.Through <strong>the</strong> generosity of <strong>the</strong> community,and <strong>the</strong> efforts of thousands of Scouts andadult volunteers, Scouting for Food has animmediate impact for hungry families inOregon and southwest Washington.Scouting for Food is a natural project for<strong>the</strong> Good Turn for America initiative. January-February 2008 Sco u t i n g in a c t i o n<strong>Page</strong> 9Tualatin Scouts Celebrate Silver & Gold in 2008Tualatin Scouts and <strong>the</strong>ir families will be celebrating 25 & 55 years of Scouting in 2008. Cub Scout Pack 35 will be celebrating <strong>the</strong>irsilver anniversary - 25 years at Edward G. Byrom Elementary School. Bryom’s PSO has sponsored <strong>the</strong> Cub Scouts as <strong>the</strong>ir charteredorganization all <strong>the</strong>se years. Many of <strong>the</strong> Cub Scouts have crossed over into Boy Scouts and later became Eagle Scouts.Boy Scout Troop 530 will be celebrating <strong>the</strong>ir golden anniversary of 55 years of Scouting on April 6, 2008 with a dinner andspring Court of Honor ceremony. Originally chartered with <strong>the</strong> Boy Scouts of America, Portland <strong>Council</strong> in June, 1952, it was <strong>the</strong>first troop to serve <strong>the</strong> community with seven adults and five youth – later in that year, one adult and eleven youth were added to <strong>the</strong>role call. Troop 530 has benefited from strong support of several chartered organizations over <strong>the</strong> years including <strong>the</strong> Tualatin ParentTeachers Association (1952-1957), Veterans of Foreign Wars 3452 (1958-1979) and <strong>the</strong> Tualatin Lions Club (1980-present). Troop 530 hasfocused its Scouting program over <strong>the</strong> years on <strong>the</strong> basic elements of camping,service, advancement, and leadership. The troop has an active campingprogram, and annual summer camp participation. The Scouts are regularparticipants in community service projects in Tualatin and surroundingcommunities. The troop focuses on development of youth leadership to carryout <strong>the</strong> troop program. Key in this effort is <strong>the</strong> Senior Patrol Leader, wholeads <strong>the</strong> weekly troop meetings, <strong>the</strong> monthly outings, and <strong>the</strong> Patrol Leaders<strong>Council</strong> with <strong>the</strong> advice and support of <strong>the</strong> Scoutmaster. Thousandsof colleges and universities organizedprotests against <strong>the</strong> deterioration of <strong>the</strong>environment. Groups that had beenfighting against oil spills, pollutingfactories and power plants, raw sewage,toxic dumps, pesticides, freeways, <strong>the</strong>loss of wilderness, and <strong>the</strong> extinction ofwildlife suddenly realized <strong>the</strong>y sharedcommon values.Every year we celebrate Earth Day onApril 22. Do we really celebrate it though?When was <strong>the</strong> last time you made a pointof doing something on Earth Day tocelebrate that fact that we have somewherewonderful to live?This year let’s do something different.This year let’s commit to doing somethingthat will make <strong>the</strong> earth a better place tolive. This year let’s commit to getting ourunits out <strong>the</strong>re to participate and learnwhat Earth Day is.Does that mean you have to find ahuge park and commit to cleaning upGood Turn Day is March 1, 2008- Is Your Unit Participating?In 1950 a tradition of collecting clothingand non-perishables was initiated thatinvolved <strong>the</strong> East Portland Rotary Club,Goodwill Industries, and <strong>the</strong> Columbia<strong>Pacific</strong> <strong>Council</strong> (now <strong>the</strong> <strong>Cascade</strong> <strong>Pacific</strong><strong>Council</strong>), Boy Scouts of America.The first Saturday inMarch was established as<strong>the</strong> annual day for this jointservice project. This projectmobilizes Cub Scouts andBoy Scouts council wide.Youth members go door todoor collecting clothing andcollectibles that are given toGoodwill Industries who <strong>the</strong>nuses <strong>the</strong> process of cleaning,mending, and retailing <strong>the</strong>se goods toprovide job training for disabled people.This is a chance to teach Scouts aboutcommunity service. This is <strong>the</strong> kind oftask that builds character, social skills, andcaring – qualities that we endeavor to teachour youth. This project promotes Scoutingand <strong>the</strong> good deeds that result fromprogram activities. The Scouts will earnsegments and patches, and are sure to havefun. Webelos cross over into Boy Scouts witha ceremony, usually involving a presentation of <strong>the</strong> Arrow of LightAward. Webelos den leaders should have taken dens to meet a varietyof troops. Youth must find a troop that meets <strong>the</strong>ir needs. NotifyCubmasters which troop each youth member will be joining. Arrow ofLight requirements should be completed, or be wrapping up.Cubmasters don’t forget to invite Scoutmasters to blue andgold celebrations. The 2007-2008 Program Helps booklet can helpyou provide a great ceremony for blue and gold. Don’t forget toprovide an Arrow of Light presentation and conduct a crossoverceremony. Your local Order of <strong>the</strong> Arrow Chapter is a great resourcefor crossover ceremonies. A Scout will remember this for a lifetime;make it exceptional. Scoutmasters should receive ceremony invitationsfrom packs. Scoutmasters who cannot attend should send solid trooprepresentation. Unit commissioners may be asked to represent <strong>the</strong>troop if <strong>the</strong> Scoutmaster cannot.Troops often provide new Scouts a neckerchief that <strong>the</strong> troopuses, and a new Scout book. Let packs know procedures in advanceso parents of <strong>the</strong> new Scouts are informed. Provide parents with a newregistration form to fill out and remind <strong>the</strong>m it’s only $1 to change <strong>the</strong>irScout’s registration from <strong>the</strong> pack to his new troop. Doing this noweliminates completing additional paperwork during camp registration.Commissioners can be of great help to <strong>the</strong> membership team by gettingnew Scout registration forms turned in to council offices. Offer to pick upforms from <strong>the</strong> Scoutmaster so that new Scouts are registered properlyand efficiently. Membership and Webelos-to-Scout chairpersons shouldbe in contact with packs. Check on crossover nights and determine whattroops Webelos Scouts are transitioning to. Keep track of Webelos denleaders who have 100% of pack members crossing over into Boy Scouts,so that special recognition can be provided.Chairpersons should keep in contact with troops and urgecommittee chairpersons to process <strong>the</strong> new Scout registration formsin a timely manner. If your answer is “Yes” to all<strong>the</strong> questions that follow, it is likely <strong>the</strong>project conforms to Scouting’s standardsand will be approved.1. Do you really need a fund-raisingproject?There should be a real need for raisingmoney based on your unit’s program.Units should not engage in money-earningprojects merely because someone hasoffered an attractive plan. Remember thatindividual youth members are expected toearn <strong>the</strong>ir own way. The need should bebeyond normal budget items covered bydues.2. If any contracts are to be signed, will<strong>the</strong>y be signed by an individual, withoutreference to <strong>the</strong> Boy Scouts of Americaand without binding <strong>the</strong> local council, <strong>the</strong>Boy Scouts of America, or <strong>the</strong> charteredorganization?Before any person in your unit signsa contract, he must make sure <strong>the</strong> ventureis legitimate and worthy. If a contract issigned, he is personally responsible. Hemay not sign on behalf of <strong>the</strong> local councilor <strong>the</strong> Boy Scouts of America, nor may hebind <strong>the</strong> chartered organization withoutits written authorization. If you are notsure, check with your district executive forhelp.3. Will your fund-raiser prevent promotersfrom trading on <strong>the</strong> name and goodwillof <strong>the</strong> Boy Scouts of America?Because of Scouting’s good reputation,customers rarely question <strong>the</strong> qualityor price of a product. The nationwidenetwork of Scouting units must not becomea beehive of commercial interest.4. Will <strong>the</strong> fund-raising activity uphold<strong>the</strong> good name of <strong>the</strong> BSA? Does it avoidgames of chance, gambling, etc.?Selling raffle tickets or o<strong>the</strong>r games ofchance is a direct violation of <strong>the</strong> BSA Rulesand Regulations, which forbid gambling.The product must not detract from <strong>the</strong>ideals and principles of <strong>the</strong> BSA.5. If a commercial product is to be sold, willit be sold on its own merits and withoutreference to <strong>the</strong> needs of Scouting?All commercial products must sell on<strong>the</strong>ir own merits, not <strong>the</strong> benefit receivedby <strong>the</strong> Boy Scouts. The principle of valuereceived is critical in choosing what tosell.6. If a commercial product is to be sold,will <strong>the</strong> fund-raising activity comply withBSA policy on wearing <strong>the</strong> uniform?The official uniform is intended tobe worn primarily for use in connectionwith Scouting activities. However, councilexecutive boards may approve use of <strong>the</strong>uniform for any fund-raising activity.Typically, council popcorn sales or Scoutshow ticket sales are approved uniformfund-raisers.7. Dens that are paidup by May 16 and submit a shirt orderform by May 16 will find <strong>the</strong>ir shirts readyat camp whe<strong>the</strong>r <strong>the</strong>y attend <strong>the</strong> firstweek or later weeks.Each camp will also have on-hand anumber of extra shirts in youth and adultsizes for dens that do not pre-order or forthose who would like to purchase extras,and <strong>the</strong> cost for those non-pre-orderedshirts will be $6 (youth) and $8 (adult)from sizes available at camp.Every den is encouraged to pay feesby <strong>the</strong> early-bird date of May 16. The newshowerhouse will be similar in constructionand layout to <strong>the</strong> one completed in 2005.A new riding arena at Butte Creek(see cover story, page 1) is also underconstruction, which will enhance ridingand riding instruction programs at thathorse ranch, as well as allow <strong>the</strong> council toengage in youth-learning programs witho<strong>the</strong>r organizations in <strong>the</strong> area.Camp Cooper laid <strong>the</strong> initial layer ofheavy rock for an expanded parking area,Camps Need Funds for AED’sThe council safety committee recognizes <strong>the</strong> lifesaving capabilities of Automated ExternalDefibrillators (AED) in emergency situations, and wishes to place AEDs at council campsand properties.An AED Selection Committee has performed extensive research over six monthsto determine AED models and suppliers that will best suit <strong>the</strong> unique needs of camps.The units are able to withstand shock, humidity, and temperature fluctuations, and arecapable of both youth and adult rescue.Over <strong>the</strong> next two years we anticipate an inventory of up to two dozen AED unitsdeployed at resident camps, offices and long-term activities, representing over $40,000in lifesaving equipment. Each AED will cost about $2,000. Thecouncil is investigating grants, but will need help to acquire fullcoverage for our camps.Individuals, troops, service clubs, and o<strong>the</strong>r groups areinvited to sponsor one or more AEDs for camp properties. What Can You Deduct as a Volunteer?Here is a quick overview of taxdeductibleitems for volunteers(always verify such matters with anattorney or tax adviser).General RuleYou are allowed a charitable taxdeduction for unreimbursed, out-of-pocketexpenses directly connected with <strong>the</strong>performance of services for <strong>the</strong> <strong>Cascade</strong><strong>Pacific</strong> <strong>Council</strong>. Personal, living or familyexpenses are not deductible. For example,<strong>the</strong> cost and upkeep of your B.S.A. fielduniform is tax deductible because it isnecessary, and only appropriate for B.S.A.use. However, <strong>the</strong> cost and upkeep of adress uniform – <strong>the</strong> blue blazer and grayslacks used at many regional and nationalB.S.A. meetings would not be deductiblebecause of <strong>the</strong> potential for personal use of<strong>the</strong> items.Travel ExpensesDeductible travel expenses includeair, rail, and bus transportation, out-ofpocketcar expenses, taxi and shuttlefares between hotel and airport or station;lodging costs; reasonable meal costs. Theseexpenses are only deductible if <strong>the</strong>re is “nosignificant element of personal pleasure,recreation, or vacation” in <strong>the</strong> trip. Also,you cannot deduct travel meals, lodging,or o<strong>the</strong>r expenses for a spouse or children.For example, because of <strong>the</strong> large portionof volunteer service you would renderas a staff member to <strong>the</strong> National ScoutJamboree, your expenses would be taxdeductible (even if you had a great time).But, if you attended a meeting in Floridaand golfed every day, or spent a few daysat Disney World after <strong>the</strong> meeting, youwould likely losemuch of yourtravel expensedeductions for<strong>the</strong> trip.Car ExpensesIf you useyour car for<strong>the</strong> benefit of<strong>the</strong> <strong>Cascade</strong><strong>Pacific</strong> <strong>Council</strong>,you can ei<strong>the</strong>rdeduct actualexpenses (suchas gas, parking,tolls, etc.), oruse a standardmileage rate of14 cents/mile forreimbursement.You cannotdeduct anyportion ofgeneral repair,maintenance,depreciation,or insurance.Be sure to keep very good records tosubstantiate expenses.Use of Property/Personal ServicesIf you let <strong>Cascade</strong> <strong>Pacific</strong> <strong>Council</strong> useyour property, such as a space in a building,a boat, a car, or vacation home, you cannotdeduct <strong>the</strong> rental value of that property.However, actual out-of-pocket operatingexpenses (such as fuel, utilities, etc.) aredeductible. Please take <strong>the</strong> very shortamount of time to sit down with your DEor a commissioner to determine your goalsnow. Making goals for 2008 in Augustdoesn’t give much of a timeline in which toimprove.
