2.3.1 Developmental Tests<br />

Initial Developmental Testing (DT) phases were designated as DT‐C1, DT‐C2, and DT‐C3<br />

in accordance with DoD guidance. DTs occurred at Aberdeen Test <strong>Center</strong> (ATC) and at<br />

Aberdeen Proving Ground (APG), MD.<br />

DT‐C1 included an initial Limited User Evaluation (LUE) test phase, and was used to<br />

evaluate survivability/vulnerability issues (including LFT&E), mobility issues, structural<br />

integration issues, and to identify other automotive and vehicle limitations unique to<br />

each <strong>MRAP</strong> design. DT‐C1 was conducted from 2 nd Quarter FY 07 – 3 rd Quarter FY 07. A<br />

total of 36 vehicles (two of each variant were provided) were tested at ATC. A REC was<br />

prepared by the USA to meet NEPA requirements for testing that occurred during DT‐<br />

C1.<br />

DT‐C2 testing occurred on <strong>MRAP</strong> vehicles equipped will all GFE suites. This testing<br />

included additional armor coupon testing and addressed data voids identified in DT‐C1.<br />

DT‐C2 was conducted 3 rd Quarter FY07 – 2 nd Quarter FY08 and included 38 vehicles. A<br />

REC was prepared by the USA to meet NEPA requirements for the testing that occurred<br />

during DT‐C2.<br />

DT‐C3 testing evaluated Reliability, Availability and Maintainability‐Durability (RAM‐D),<br />

operation in environmental extremes, other <strong>MRAP</strong> specification requirements not<br />

previously tested, and any improvements to <strong>MRAP</strong> capabilities. DT‐C3 also constituted<br />

the Full‐Up System‐Level (FUSL) test phase for the program and included some ballistic<br />

and LFT&E. DT‐C3 occurred from 2 nd Quarter FY08 –1 st Quarter FY09 and included 29<br />

vehicles. A REC was prepared by the USA to meet NEPA requirements for the<br />

automotive testing that occurred during DT‐C3.<br />

2.3.2 Operational Test and Evaluations<br />

Initial Operational Test and Evaluation (IOT&E) occurred at Yuma Proving Ground (YPG)<br />

from 1 st Quarter 2008 – 3 rd Quarter 2008 and included 49 vehicles. The IOT&E<br />

evaluated, verified and validated the accomplishment of specific performance<br />

capabilities for the varying <strong>MRAP</strong> vehicle systems selected for Full Rate Production (FRP)<br />

and ensured that technical risks, including safety risks, had been sufficiently mitigated.<br />

A total of eight <strong>MRAP</strong> vehicles underwent IOT&E at YPG.<br />

Follow‐On Operational Testing and Evaluation (FOT&E) on production representative<br />

vehicles was conducted, as required by statute and regulation. Modifications to the<br />

vehicles were tested during FOT&E. Significant modifications to the vehicles are<br />

currently being evaluated to determine what additional NEPA analyses are required, if<br />

any.<br />
