Section 2: IntroductionIntroductionThe ERO <strong>CMEP</strong> <strong>Implementation</strong> <strong>Plan</strong> is the operating plan for annual compliance monitoringand enforcement activities to ensure that NERC, as the international ERO, and its RegionalEntities fulfill their responsibilities under the legislation in the United States and other applicableobligations in other jurisdictions in Canada and Mexico.The compliance monitoring and enforcement activities are carried out by NERC and the eightRegional Entities based on the regulatory authority-approved uniform <strong>CMEP</strong>, the NERC ROP,and the respective RDA with the eight Regional Entities. The NERC <strong>CMEP</strong> <strong>Implementation</strong><strong>Plan</strong> outlines the implementation requirements to be followed by NERC and the eight RegionalEntities. Each Regional Entity submits its <strong>2012</strong> implementation plan by November 1, 2011 toNERC. NERC is responsible for approving the Regional Entity implementation plans.The ERO <strong>2012</strong> <strong>Implementation</strong> <strong>Plan</strong> includes a set of Reliability Standards that were selectedbased upon ERO-identified high-risk priorities and a three-tiered approach to complianceauditing. The implementation plan also requires Regional Entities to consider a registeredentity’s compliance history when determining the scope of compliance monitoring activities. Theobjectives of the <strong>Implementation</strong> <strong>Plan</strong> are to: Promote the reliability of the BPS through rigorous compliance monitoring andenforcement activities. Facilitate improved consistency of compliance activities throughout North America. Monitor all regulatory authority approved Reliability Standards by using the eight <strong>CMEP</strong>compliance monitoring methods. Use risk-based and performance-based criteria for determining the scope for complianceaudits. Allow flexibility for the ERO and Regional Entities to investigate trends that may pose anear term risk to reliability either across the North American BPS, across anInterconnection, or within a Regional Entity boundary.
