A <strong>Memo</strong>randum Agreement (MOA) was entered into by and between theDepartment of Education (<strong>DepEd</strong>) and the I'lülipprne Football Federation ( PFF) for theimplementation of Kasibulan: 612 Football Grassroots Development Programreferred to as " Kasibulan Program," a basic level grassroots football course and festivalin the identified schools nationwide.2. The Kasibrdan Program aims to:a provide an opportunity for every young Filipino, 12 years old andbelow to play and enjoy the game of football; andb. upgrade teaching competencies of teacher-coaches to enable them toeffectively teach and train pupils in football.3- The PFF shall be responsible for the following terms:a. Continue to implement the Kasibulan Program and subsidize thetraining of football instructors Rom the ranks of <strong>DepEd</strong> and PFF, whoshall teach Physical Education (P13) and sports teachers in scheduledb. Organize and finance, in cooperation with the <strong>DepEd</strong> Division Officesconcerned the conduct of Basic Level Football Courses known asGrassroots Courses and Festival Seminars" for Elementary Schoolteachers involved in PE and school spoils, until such lime that allelementary schools in the area are covered;C. Provide the needed instructional eqinpuient for the football instructorsin the conduct of the football training! seminars , as well as teachingmanuals, reference materials , visual aids, and other supplies for theteacher-participants free of charge;ii.Assist and support technically, financially and logistically the PFFtrainedteachers in the formation and training of school and club teams,and in the conduct of competitions and skills contests for the variousage group teams at the school ,municipal and provincial levels;e. f. Initiate the development of <strong>DepEd</strong>-PFF Football Lesson Plans tbrelementary schools;g. Work for the offering of the Asian Football Confederation (AFC)licensing program for the coaches of the <strong>DepEd</strong>h. Recommend the inclusion of girls in the district, division, regional andPakirong Pambansa both in the elementary and provide financial andtechnical support for its development;LAssist in the development of a "Special Program and Activities forFootball"; andj. Work for the establishment and operation of football academies inselected areas in the country.4. The <strong>DepEd</strong> , as developmental partner, shall be responsible for the followingtellIMa. Encourage the training and development of PE instructors who haveregularly attended the Grassroots Courses and Festivals and have met thequalification standards set by the PFF;b. Allow the <strong>DepEd</strong> and PFF instructors to conduct the three (3) - day"Grassroots Courses and Festivals" in elementary school subjects to<strong>DepEd</strong>'s school calendar of activities.c. Designate elementary school teachers with basic background or inclinationin PE and sports to attend the three (3) - day "Grassroots Courses andFestivals" seminars scheduled in their respective localities;d. Encourage PE teachers to organize school football teams and to participatein the "Grassroots Courses and Festivals" subject to DopEd's schoolcalendar of activities;e. Make available, the school facilities such as classrooms, computers,audiovisual moms, office spaces , covered courts , open fields andequipment rooms, office spaces, covered courts, open fields andequipments moms for the implementation of the Kasibulan Programwhenever possible;f. Maintain an inventory of equipment, supplies, and materials provided bythe PEP, and keep a record of recipients of such equipment, supplies,materials and financial aids;& Encourage the implementation of the <strong>DepEd</strong> - PEP football lesson plans inall elementary schools;ii. Encourage elementary school officials to cooperate in the implementationof football programs and activities with the Provincial FootballAssociation (PPM) of the PEP provided such programs and activities areheld in accordance with existing guidelines;i. Arrange special make-up classes for pupils/students football players whoparticipate in the regional, national and international competitions,provided that the PEP submits a list of participating pupils, nationalplayers to the DopEd without prejudice to the participant's obligation tomaintain academic competency in accordance with <strong>DepEd</strong> standards;j. Consider the inclusion of girls in the district, division, regional andPafarong Pambansa both in elementary Futsal (5 vs.5) line-up and highschool (11 vs ll)lino-up;L Consult the PEP in the review of the policies, guidelines, programs andactivities, relative to the implementation of football at the district, division,regional and Palarong Pambansa;1. Work with the PEP in the review and development of" Special Programand Activities for Football"; andm. Monitor the conduct of "Teach the Teachers and Football Festivals".


S. <strong>DepEd</strong> Regional Directors (RDs) and Schools Division! CitySuperintendents (SDS), through their Regional PESS Chiefs, PESS Supervisors/Coordinators, Principals, and Sports Coordinators are tasked to assist and cooperate in theimplementation of the Kasthulan Program in accordance with the existing guidelines andthe <strong>DepEd</strong>'s calendar of school activities.6. The School Sports Events and Activities Unit (SSEAU), in coordination with thePFF, shall be in charge of the development and review of the program's policies andguidelines and shall oversee the implementation, monitoring and evaluation of thegramPro7. SDSS shall authorize the grant of vacation service credits to teachers involvedin this Program pursuant to <strong>DepEd</strong> Order No. 53, a. 2003 entitled Updated Guidelines onGrant of Vacation Service Credits to Teachers.8. Make- up classes shall be held for all participating pupil-athletes in the eventclasses are missed.9. Expenses of the pupil-athletes and schools coaches relative to theirparticipation in the Program shall be shouldered by the PFF. No funds coming from the<strong>DepEd</strong> shall be used. There shall be no fund-raising activities by the field officials, publicschool administrators, or teachers for the said purpose.10.
