Schools1) Records of this office show that Ranking of Applicants for MT-I and MT-TIpositions coming from the different school districts, submitted for review by the DivisionPSB are clogging up dating years back 2009, 2010 and 2011. Applicants are coming to theoffice to personally follow-up the ranking in which it take longer time to locate the foldersand most often encountered difficulty in tracing the documents.2) Pursuant to <strong>Region</strong>al Memorandum No. 147, s. 2011 entitled "Guidelines on thePreparation and Submission of Rank List" states that (item 2.d.) 'The Rank List shouldbe prepared for a school year and will be the basis for the issuance of promotionalappointment within that school year only '; (item 2.e.) also states 'The life span of the ranklist is one year only, from June 1 of the current year and terminates on May 31 thefollowing year'.3) Consistent with aforesaid <strong>Region</strong>al Memorandum, this office will no longer processfor review, the ranking of applicants for MT-I and MT-11 positions whose rank lists weresubmitted before April 30, 2012 except those visited and acted by the PSB.4) District Supervisors are hereby directed to retrieve the previous rank listsincluding the folders of all applicants for MT-I and MT-11, both elementary andsecondary submitted before April 30, 2012 and to advise the applicants to update andreapply for new ranking.5) District offices are given until November 2, 2012 (no more extension) to submitthe new rank lists of MT-I and MT-11 applicants for review by the Division PSB. It isunderstood that the district shall conduct the new ranking of MTs to include all those whoapplied and ranked before following strictly the guidelines set forth in MEC Order No. 10,s. 1979. Those applying through reclassification shall comply with the additional entryrequirements. Rank Lists received after November 2, 2012 shall be considered applicantsfor the next school year 2013-2014.6) Only the new rank lists submitted on April 30, 2012 to November 2, 2012 will beacted by the Division PSB and be considered the Ranking Cycle of MTs for SY 2012-1013which served as basis for promotion until May 31, 2013.


STJ/DYA7) For the conduct of new ranking, the district shall issue a District Memorandumannouncing the ranking for the elementary and a separate ranking for secondary. TheDistrict Memorandum shall be attached to the rank list as reference of the PSB.8) In the submission of the new rank lists, the District Offices are reminded to have itmarked RECEIVED by and entered in the books of the record section for easy referenceand tracer.9) Part of the review process, the PSB will also conduct a mandatory unannouncedon site/ocular spot visit of the schools in order to validate the documents and thequalifications, as well as to verify readiness of the applicants to assume the responsibilitiesrequired.10) Immediate and widest dissemination of this Memorandum is directed.References:-DepEd Order No. 10, s. 1979-<strong>Region</strong>al Memorandum No. 147, s. 2011SALUSTIAN .
