FOREWORDThe implementation of <strong>the</strong> Integrated Solid Waste Management SystemProgram <strong>in</strong> <strong>the</strong> pilot barangays of Lapasan, <strong>Gusa</strong> <strong>and</strong> Bugo <strong>in</strong> <strong>the</strong> City ofCagayan de Oro has been more than challeng<strong>in</strong>g <strong>and</strong> overwhelm<strong>in</strong>g. 1<strong>ISWMP</strong> <strong>in</strong> a Nut ShellA replication manual on one of <strong>the</strong> most note-worthy projects facilitated by <strong>the</strong>Cagayan de Oro City government through <strong>the</strong> Local Environment Plann<strong>in</strong>g <strong>and</strong>Management Project (LEPM) is a concretization of <strong>the</strong> Good Practices <strong>in</strong> LocalGovernance: Facility for Adaptation <strong>and</strong> Replication (GO-FAR) goal to provideo<strong>the</strong>r local government units <strong>the</strong> rudiments of successful environmentalmanagement techniques. This replication manual on <strong>the</strong> <strong>Gusa</strong> solid wastemanagement projects covers <strong>the</strong> basics of <strong>the</strong> project <strong>in</strong> a syn<strong>the</strong>sis.In summary, one of three model barangays chosen for <strong>the</strong> LEPM projects, <strong>the</strong>local government of <strong>Gusa</strong> is exemplary <strong>in</strong> <strong>the</strong> successful implementation of itsIntegrated Solid Waste Management Program (<strong>ISWMP</strong>). Fore planned toalleviate <strong>the</strong> quality of life among its populace through clean environment <strong>and</strong> <strong>the</strong>utilization of organic waste generated with<strong>in</strong> <strong>the</strong> area, <strong>the</strong> project is aconcretization of RA 9003 or <strong>the</strong> Ecological Solid Waste Management Act of2000.<strong>Gusa</strong>, along <strong>the</strong> East coast ofCagayan de Oro City, is flanked by <strong>the</strong>river Bigaan <strong>and</strong> <strong>the</strong> Macajalar Bay toits East <strong>and</strong> North respectively;barangay Lapasan l<strong>in</strong>es it to <strong>the</strong> west<strong>and</strong> barangay Indahag to <strong>the</strong> south.Outst<strong>and</strong><strong>in</strong>g efforts of <strong>the</strong> projectimplementers converge <strong>in</strong> <strong>the</strong> MaterialRecovery Facility (MRF) situated <strong>in</strong>Sitio Dao, Purok 3 of <strong>the</strong> barangay.This 1,000 square meter lot is not onlyTHE HEAP IS TURNEDdest<strong>in</strong>ation to <strong>the</strong> biodegradablerefuse of <strong>the</strong> 19 clusters <strong>in</strong> fourdemonstration puroks, namely puroks 6 <strong>and</strong> 7<strong>and</strong> later puroks 4 <strong>and</strong> 5; it alsohouses a pot <strong>and</strong> plot garden for organically grown <strong>and</strong> marketable produce ofvegetables <strong>and</strong> ornamental plants.Instrumental to <strong>the</strong>se achievements is <strong>the</strong> unwaver<strong>in</strong>g commitment of <strong>the</strong>project’s primary stakeholders backed by faithful law obeisance. L-EPM tra<strong>in</strong>edorganizers of <strong>the</strong> barangay attuned <strong>the</strong>mselves to <strong>the</strong> immediate needs of <strong>the</strong>irenvirons. Strategically, <strong>the</strong>y l<strong>in</strong>ked <strong>the</strong> L-EPM project components to an alreadyexistent <strong>Barangay</strong> Self Sufficiency Program for Development (BSSPD) that also<strong>in</strong>cludes health <strong>and</strong> sanitation among its priorities. An educational tour toMarik<strong>in</strong>a, Makati, <strong>the</strong> Senate, <strong>and</strong> L<strong>in</strong>amon also prepared <strong>the</strong> barangayorganizers with workable <strong>in</strong>formation on management <strong>and</strong> governance. Part of<strong>the</strong>ir success formula is a strong advocacy by way of <strong>in</strong>formation, education, <strong>and</strong>communication (IEC). An <strong>in</strong>tense <strong>in</strong>formation campaign ensued over <strong>the</strong> <strong>in</strong>itialstage of <strong>the</strong> project implementation. Educated on <strong>the</strong> pros of waste segregation,<strong>the</strong> community was more than eager to do <strong>the</strong>ir share of segregat<strong>in</strong>gbiodegrables from recyclables <strong>and</strong> residuals. Four-time violators of <strong>the</strong> RA 9003


2were summoned to <strong>the</strong> barangay council <strong>and</strong> re-educated <strong>the</strong> basics ofsegregat<strong>in</strong>g. However, such a violation marks <strong>the</strong> offender a crim<strong>in</strong>al record <strong>in</strong>his purok certification. Clearance from <strong>the</strong> violation is penalized at PhP300.00.The barangay council <strong>in</strong>itiated preparations for <strong>the</strong> <strong>ISWMP</strong>implementations through <strong>the</strong> <strong>Barangay</strong> Solid Waste Management Committee.With <strong>the</strong> community’s participation, <strong>the</strong> concerted efforts of <strong>the</strong> <strong>Barangay</strong> Health<strong>and</strong> Environmental Brigade, <strong>the</strong> City Local Environment <strong>and</strong> Natural ResourcesOffice (CLENRO), Prov<strong>in</strong>cial Environment <strong>and</strong> Natural Resources Office(PENRO), <strong>and</strong> Community Environment <strong>and</strong> Natural Resources Office (CENRO)<strong>the</strong> technical <strong>and</strong> f<strong>in</strong>ancial assistance of <strong>the</strong> L-EPM, <strong>the</strong> bases were covered. Nolater than 2001, <strong>the</strong> implementers set up for <strong>the</strong>ir seven-fold methodology:‣ identification of a collection schedule <strong>and</strong> transport system,‣ <strong>in</strong>troduction of SWM practices to four pilot puroks,‣ selection of suitable location for an MRF‣ selection of technically suitable <strong>and</strong> economically feasiblecompost<strong>in</strong>g method,‣ organization of competent personnel to manage <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong>compost<strong>in</strong>g process,‣ utilization <strong>and</strong> distribution of compost, <strong>and</strong>‣ recovery of recyclable <strong>and</strong> reusable materials.In 1998, when <strong>the</strong> ISWM started, <strong>the</strong> barangay was recipient to <strong>the</strong>Environmental Management Bureau of <strong>the</strong> Department of Environment <strong>and</strong>Natural Resources (DENR) Certificate of Recognition as <strong>in</strong>itiators of acommunity-based waste segregation <strong>and</strong> material recovery <strong>and</strong> compost<strong>in</strong>gactivity <strong>in</strong> l<strong>in</strong>e with <strong>the</strong> implementation of <strong>the</strong> RA 9003 or <strong>the</strong> Ecological SolidWaste Management Act 0f 2000. This <strong>and</strong> back to back Pachada CagayanAwards <strong>in</strong> 1997 <strong>and</strong> 2000 by <strong>the</strong> city government are st<strong>and</strong><strong>in</strong>g proofs to <strong>the</strong>irachievements <strong>in</strong> <strong>the</strong> city’s clean <strong>and</strong> green environment drive. More than a boostto <strong>the</strong>ir morale, <strong>the</strong>se awards blazed <strong>the</strong> trail for more achievements <strong>in</strong> <strong>the</strong> future.More importantly, <strong>the</strong> project has a more resound<strong>in</strong>g impact to <strong>the</strong>community <strong>and</strong> <strong>the</strong> local government. A clear shift <strong>in</strong> <strong>the</strong> culture can be seenamong <strong>the</strong> people. More <strong>and</strong> more are com<strong>in</strong>g to an awareness of hisresponsibilities <strong>in</strong> keep<strong>in</strong>g <strong>the</strong> environment litter free. With every implementationof <strong>the</strong> sanction<strong>in</strong>g ord<strong>in</strong>ances aga<strong>in</strong>st violators of <strong>the</strong> segregation law comes <strong>the</strong>social obligation to look after <strong>the</strong>ir own garbage <strong>and</strong> contribute to progress. Thebarangay council, through time also developed a concrete mechanism towardsaddress<strong>in</strong>g environmental issues. An efficient work<strong>in</strong>g group has been identifiedto take charge on every aspect of <strong>the</strong> implementation. The consistent channel<strong>in</strong>gsystem among <strong>the</strong> WG allowed for a systematic problem to solution route.Over <strong>the</strong> four years that waste segregation is put to action <strong>in</strong> <strong>Gusa</strong>, <strong>the</strong><strong>ISWMP</strong> has come full circle to achiev<strong>in</strong>g what it, <strong>in</strong> <strong>the</strong> first place, st<strong>and</strong>s fordevelopment.Both <strong>the</strong> community <strong>and</strong> <strong>the</strong> <strong>in</strong>dustries surround<strong>in</strong>g <strong>the</strong> area areparticipatory to <strong>the</strong> <strong>ISWMP</strong> implementation. The barangay council manifests


3good governance <strong>in</strong> manag<strong>in</strong>g <strong>the</strong> MRF under <strong>the</strong> barangay Solid WasteCommittee. Food security is achieved through urban agriculture us<strong>in</strong>g onlyorganic fertilizer produced by <strong>the</strong> compost plant. F<strong>in</strong>ally, <strong>the</strong> <strong>ISWMP</strong> generated<strong>in</strong>come through <strong>the</strong> sale of compost <strong>and</strong> <strong>the</strong>ir vegetable products <strong>in</strong> anestablished supermarket <strong>in</strong> <strong>the</strong> city.The Word on SegregationThis section aims to provide a profile of <strong>the</strong> project location, rationale,objectives, <strong>and</strong> results. This is particularly helpful for <strong>the</strong> replicator to discoverapplicability of <strong>the</strong> <strong>Gusa</strong> <strong>ISWMP</strong> <strong>in</strong> address<strong>in</strong>g his own locale’s environmentalmanagement issues.‣ RA 9003: A Collective ResponseThe Integrated Solid Waste Management Program (<strong>ISWMP</strong>) of <strong>Gusa</strong> is<strong>the</strong> barangay’s response to RA 9003 or Ecological Solid Waste Management Actof 2000. Its mission is to provide a priority program focused on health <strong>and</strong>sanitation, livelihood, <strong>and</strong> peace <strong>and</strong> order to <strong>the</strong> community. It particularizes <strong>the</strong>poor <strong>and</strong> vulnerable group so that <strong>the</strong>y can actively contribute, produce <strong>and</strong>practice a healthy lifestyle <strong>in</strong> a clean environment. On foresight, <strong>the</strong> stakeholdersproject a highly urbanized barangay of responsible <strong>and</strong> self-reliant peopleharness<strong>in</strong>g <strong>the</strong>ir potential for trade <strong>and</strong> commerce <strong>in</strong> a beautiful <strong>and</strong> cleanenvironment.‣ The LGU: ProfiledAs one of Cagayan de Oro’s most highly populated barangays, register<strong>in</strong>ga total of 20, 124 persons, garbage collection was a set back to <strong>Gusa</strong>’s plans asa thriv<strong>in</strong>g urban barangay. With <strong>the</strong> wide l<strong>and</strong> area, a collection system that leftmuch to be desired, <strong>and</strong> deficient know-how of <strong>the</strong> advantages of solid wastemanagement, people dumped recklessly onto side walks, canals, creeks, <strong>and</strong>shorel<strong>in</strong>es.In 1998, <strong>the</strong> barangaycouncil’s <strong>Barangay</strong> Self-SufficiencyProgram for Development(BSSPD) focused on <strong>the</strong>barangay’s health <strong>and</strong> sanitation,peace <strong>and</strong> order, <strong>and</strong> livelihood.The BSSPD’s early <strong>in</strong>itiativestoward <strong>the</strong> problem <strong>in</strong>volved solidwaste management throughsegregation. An effective strategywhich susta<strong>in</strong>ed <strong>the</strong> project was<strong>the</strong> cluster<strong>in</strong>g of households with<strong>in</strong>THE SOLUTION<strong>the</strong> pilot puroks. An extension armwascreated specifically for <strong>the</strong> waste management concerns of <strong>the</strong> barangay; thus,<strong>the</strong> <strong>Barangay</strong> Environment <strong>and</strong> Health Brigade (BEHB) was created. Although


4many of <strong>the</strong> BEHB <strong>in</strong>itiatives were concretized, attention to it temporarilydw<strong>in</strong>dled with three of <strong>the</strong> core group members runn<strong>in</strong>g for office <strong>in</strong> <strong>the</strong> 2002elections. O<strong>the</strong>r than that, difficulties were also experienced <strong>in</strong> <strong>the</strong>ir InformationEducation Communication (IEC) <strong>in</strong>itiatives. Tapp<strong>in</strong>g <strong>the</strong> academes, resourcespeakers from Liceo de Cagayan University <strong>and</strong> Xavier University participated <strong>in</strong>educat<strong>in</strong>g <strong>the</strong> youth of <strong>Gusa</strong> <strong>and</strong> <strong>the</strong> neighbor<strong>in</strong>g Lapasan <strong>and</strong> Bugo. Althoughworkshop outputs proved <strong>the</strong> <strong>in</strong>formation drive successful, <strong>the</strong> organizersoverlooked th<strong>in</strong>gs <strong>in</strong> <strong>the</strong> long run. Participants <strong>in</strong> <strong>the</strong> sem<strong>in</strong>ar workshops <strong>the</strong>yheld were graduat<strong>in</strong>g students. They graduated <strong>and</strong> <strong>the</strong> barangay was not ableto secure hold of <strong>the</strong>m as potential helpers <strong>in</strong> <strong>the</strong> project. O<strong>the</strong>r than this, it grew<strong>in</strong>creas<strong>in</strong>gly difficult for <strong>the</strong> community organizers to earn <strong>the</strong> people’s support.Dur<strong>in</strong>g this time, <strong>the</strong> city garbage trucks still collected <strong>the</strong> garbage. People sawno po<strong>in</strong>t <strong>the</strong>refore <strong>in</strong> segregat<strong>in</strong>g s<strong>in</strong>ce garbage would still be collected <strong>in</strong> bulk<strong>and</strong> dumped <strong>in</strong> <strong>the</strong> l<strong>and</strong>fill altoge<strong>the</strong>r.COLLECTION BINSFortunately, with <strong>the</strong> advent of L-EPM, <strong>the</strong> project picked up from where itleft off <strong>in</strong> June of 2001. This time, <strong>the</strong>y saw to it that segregation is encouragedby conta<strong>in</strong><strong>in</strong>g <strong>the</strong> biodegradable wastes <strong>in</strong> <strong>the</strong> MRF <strong>and</strong> <strong>the</strong> recyclables sold orput to better use. Even with <strong>the</strong> carry-over of <strong>the</strong> extant waste managementactivities <strong>in</strong>to <strong>the</strong> L-EPM, <strong>the</strong> organizers still experienced f<strong>in</strong>ancial challenges.There were times when <strong>the</strong>re was little or no f<strong>in</strong>ancial allocation for <strong>the</strong> projectfrom <strong>the</strong> LGU. Political <strong>in</strong>terventions as well as <strong>the</strong> falter<strong>in</strong>g commitments of <strong>the</strong>implement<strong>in</strong>g agencies also hampered some of <strong>the</strong>ir activities. These <strong>and</strong> o<strong>the</strong>r<strong>in</strong>evitable circumstances like lack of ecological concern among some people <strong>in</strong><strong>the</strong> community were <strong>the</strong> stumbl<strong>in</strong>g blocks that <strong>the</strong> program coord<strong>in</strong>ators had torecover from.But <strong>the</strong> barangay organizers were irresolute even before <strong>the</strong>se problems.Their challenge <strong>the</strong>n was to equip <strong>the</strong> MRF with what contributions <strong>the</strong>y can pool<strong>in</strong> from outside resources. They raised funds through solicitations <strong>and</strong> pledgesfrom <strong>the</strong> city government, schools, bus<strong>in</strong>ess, non-government <strong>and</strong> professionalorganizations <strong>in</strong> k<strong>in</strong>d or cash were more than welcome. The <strong>Barangay</strong>Environment <strong>and</strong> Health Brigade, Del Monte Philipp<strong>in</strong>es Incorporated, <strong>and</strong> <strong>the</strong>Rotary West Valley Carmen are only few of <strong>the</strong> generous donors to <strong>the</strong> <strong>ISWMP</strong>’scause.


5On a broader level, <strong>the</strong> LGU of <strong>Gusa</strong> recognizes <strong>the</strong> urgent need to atta<strong>in</strong>a practicable waste management program. Critical issues of environmental <strong>and</strong>political nature necessitate a system of disposal management that should benefitnot only <strong>Gusa</strong> but a fast progress<strong>in</strong>g city like Cagayan de Oro. These are <strong>the</strong>worthy causes of <strong>the</strong> project:‣ <strong>the</strong> decl<strong>in</strong><strong>in</strong>g capacity of <strong>the</strong> city dumpsite,‣ <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g budget for citywide solid waste collection, <strong>and</strong>‣ <strong>the</strong> formidable cost of develop<strong>in</strong>g a new sanitary l<strong>and</strong>fill.More than anyth<strong>in</strong>g else, <strong>the</strong> <strong>ISWMP</strong> holds prime <strong>the</strong> quality of life among<strong>the</strong> urban population of barangay <strong>Gusa</strong> through clean environment <strong>and</strong> utilizationof organic waste <strong>in</strong> pot/plot garden<strong>in</strong>g. Their ongo<strong>in</strong>g efforts are geared by <strong>the</strong>follow<strong>in</strong>g objectives:‣ Improve household segregation, separate collection <strong>and</strong>transport of waste from pilot puroks 4, 5, 6, <strong>and</strong> 7‣ Produce high quality <strong>and</strong> cost-effective compost from barangaywaste‣ Utilize <strong>and</strong> market compost‣ Transfer technology to project recipientsThe Trail They BlazedSituational <strong>and</strong> political prompts that led to <strong>the</strong> implementation of <strong>the</strong>projects on solid waste management by <strong>the</strong> LGU of <strong>Gusa</strong>, its <strong>in</strong>itial to stepswhich eventually led to material results are recounted <strong>in</strong> <strong>the</strong> brief history below.June 24, 2001, months after <strong>the</strong> RA 9003 was promulgated <strong>in</strong>to law, saw<strong>the</strong> launch<strong>in</strong>g of <strong>the</strong> Solid Waste Management Program <strong>in</strong> <strong>Gusa</strong>. The projectswith<strong>in</strong> <strong>the</strong> program were <strong>in</strong>corporated with <strong>the</strong> <strong>Barangay</strong> Self SufficiencyProgram for Development (BSSPD) under <strong>the</strong> Health <strong>and</strong> Sanitation Committee.It was <strong>the</strong> BSSPD organizers’ <strong>in</strong>itiative to organize 25 households <strong>in</strong>to clusterswith<strong>in</strong> <strong>the</strong> demonstration puroks. This served <strong>the</strong> whole project well <strong>in</strong> terms of amore centralized advocacy. Technical <strong>and</strong> f<strong>in</strong>ancial assistance were provided forby <strong>the</strong> L-EPM. In a month’s time garbage b<strong>in</strong>s, trisicads, <strong>and</strong> weigh<strong>in</strong>g scaleswere procured, pilot puroks chosen, <strong>and</strong> <strong>in</strong>formation dissem<strong>in</strong>ation strategiesstreng<strong>the</strong>ned. 6re-implementation of <strong>the</strong> briefly foregone projects called for <strong>the</strong> creation of <strong>the</strong><strong>Barangay</strong> Health <strong>and</strong> Environmental Brigade (BHEB), a conglomerate ofcommitted community dwellers who took to <strong>the</strong> responsibility of collect<strong>in</strong>grecyclables <strong>and</strong> manag<strong>in</strong>g <strong>the</strong> Materials Recovery Facility (MRF) at Sitio Dao,Purok 3. Biodegradable refuse from <strong>the</strong> pilot puroks 6 <strong>and</strong> 7, <strong>and</strong> those from <strong>the</strong>expansion puroks 4 <strong>and</strong> 5 ended up at this MRF for fur<strong>the</strong>r h<strong>and</strong>l<strong>in</strong>g as compost.First h<strong>and</strong> as support group to <strong>the</strong> project <strong>and</strong> community organizers were<strong>the</strong> <strong>Barangay</strong> Council <strong>and</strong> <strong>the</strong> L-EPM managers Such close coord<strong>in</strong>ationbetween <strong>the</strong> <strong>Gusa</strong> LGU <strong>and</strong> <strong>the</strong> city government was also key to <strong>the</strong> successfulimplementation of <strong>the</strong> barangay’s <strong>ISWMP</strong>.The Big Garbage Pay-OffThe <strong>ISWMP</strong> completed four years of implementation with results that areas vivid as <strong>the</strong> objectives that <strong>the</strong>y started out with. The accomplishment of <strong>the</strong>seis a primary <strong>in</strong>dicator of <strong>the</strong> project results.‣ Improved household segregation, separate collection <strong>and</strong> transport ofwaste from pilot puroks 4, 5, 6, <strong>and</strong> 7.In keep<strong>in</strong>g with RA 9003, segregation at source was realized perhousehold. S<strong>in</strong>ce <strong>the</strong> community was <strong>in</strong>volved <strong>in</strong> <strong>the</strong> policy-mak<strong>in</strong>g, keep<strong>in</strong>g to<strong>the</strong> action plan <strong>and</strong> penalty system was unswerv<strong>in</strong>g. Separate collection <strong>and</strong>transportation of waste materials are achieved. The “No dump truck=no garbageoutside <strong>the</strong> household” rule was strictly observed. Biodegradable waste collectionis scheduled on Mondays <strong>and</strong> Fridays only while recyclables <strong>and</strong> residuals arecollected from <strong>the</strong> puroks on separate dates.‣ Produced, utilized, <strong>and</strong> marketed compostIn l<strong>in</strong>e with <strong>the</strong> implementers’ vision of progress, <strong>in</strong>come was generatedfor <strong>the</strong> cooperative h<strong>and</strong>l<strong>in</strong>g <strong>the</strong> MRF. Five hundred sacks of compost were solddur<strong>in</strong>g a recent open house. The rest of which fertilizes <strong>the</strong> n<strong>in</strong>e 1X20 sq. m bedsof pechay, eggplants <strong>and</strong> kangkong. O<strong>the</strong>r than <strong>the</strong> vegetable produce, <strong>the</strong>community organizers also came up with a “Kabulakan Festival” to showcaseornamental flora fertilized by <strong>the</strong> compost. Whilef<strong>in</strong>ancial assistance was granted by <strong>the</strong> United Nations Development Program(UNDP), <strong>the</strong> DENR through <strong>the</strong> Prov<strong>in</strong>cial Environment <strong>and</strong> Natural ResourcesOffice (PENRO) provided material assistance <strong>and</strong> <strong>the</strong> L-EPM, technicalassistance.Moreover, s<strong>in</strong>ce <strong>the</strong> project was backed up by a fully supportive LGU,positive results are at ready h<strong>and</strong>. Manpower, policy support like ord<strong>in</strong>ances <strong>and</strong>directives, implementation mechanics, <strong>and</strong> budget allocations are substantialmanifestations of such support. The multifarious activities required to ma<strong>in</strong>ta<strong>in</strong><strong>the</strong> MRF are also assured <strong>the</strong> same level of support <strong>in</strong> case of change ofadm<strong>in</strong>istration. 9SPREADING THE WORD ONSOLID WASTEMANAGEMENTIII.Equipment Acquisition‣ Tap partner agencies for f<strong>in</strong>ancial <strong>and</strong> material support.The L-EPM coord<strong>in</strong>ated with <strong>the</strong> UNDP for funds for <strong>the</strong> purchase ofstart-up materials. Funds were turned over to <strong>the</strong> barangay council <strong>and</strong>were used to purchase 10 weigh<strong>in</strong>g scales, 10 units of trisicad, 5000pieces of garbage sacks, <strong>and</strong> 10 garbage b<strong>in</strong>s. Puroks 6 <strong>and</strong> 7 werechosen as pilot demonstration areasIV.Start-up activities‣ Establish a collection <strong>and</strong> transport system.Collection <strong>and</strong> transport system was done by <strong>the</strong> city government <strong>in</strong>cooperation with <strong>the</strong> L-EPM. Sacks were distributed to <strong>the</strong> households <strong>in</strong><strong>the</strong> pilot puroks. Spearheaded by <strong>the</strong>BEHB, a recycl<strong>in</strong>g center was created at purok 6. All recyclables were<strong>the</strong>n sold to <strong>the</strong> city l<strong>and</strong>fill. The BEHB decided to sell <strong>the</strong> recyclables<strong>the</strong>mselves. 10% of <strong>the</strong> sale proceeded to <strong>the</strong> association. The rest of <strong>the</strong>proceeds <strong>the</strong> BEHB volunteers divided among <strong>the</strong>mselves.V. 10Pilot puroks were exp<strong>and</strong>ed to <strong>in</strong>clude puroks 4 <strong>and</strong> 5. Recoredaswere <strong>in</strong>tensified with double <strong>the</strong> effort <strong>the</strong> organizers started with. As ofOctober 2005, IEC has already been conducted on 13 of 18 puroks <strong>in</strong><strong>Gusa</strong>. Collection of recyclables, residuals, <strong>and</strong> biodegradable wastes wasscheduled on separate days. This schedule is flexible <strong>and</strong> dependent on<strong>the</strong> volume of accumulated recyclable wastes <strong>in</strong> <strong>the</strong> puroks. However,biodegradable wastes are collected on Mondays <strong>and</strong> Fridays only.‣ Strictly implement waste segregation.Segregation at source was strictly implemented. Wastes, uponcollection, are rout<strong>in</strong>ely checked by <strong>the</strong> tra<strong>in</strong>ed collectors to make surethat biodegradable wastes do not get mixed with non biodegradable ones<strong>and</strong> vice versa.‣ Pass an ord<strong>in</strong>ance to protect project cause <strong>and</strong> objectives.The <strong>Gusa</strong> barangay council authored <strong>and</strong> passed Ord<strong>in</strong>ance No. 2005-02-01 or <strong>the</strong> Improved <strong>and</strong> Attractive <strong>Gusa</strong> Legislation Program-GarbageFee Ord<strong>in</strong>ance of 2005 for <strong>the</strong> collection of Php10.00 monthly garbage feeor Php 120.00 annual garbage fee from households <strong>and</strong> bus<strong>in</strong>essestablishments. This was approved by <strong>the</strong> city government <strong>and</strong> has s<strong>in</strong>cebeen executed <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g of 2006.‣ Strictly enforce penalty system forviolators.A penalty system was imposed toviolators. Upon first offense, a letter of noticeis sent to call <strong>the</strong> violator’s attention to <strong>the</strong>law violated. At a second <strong>and</strong> third offense, acitation identifies <strong>the</strong> household memberwho failed to segregate. It is upon <strong>the</strong> fourthRE-EDUCATION FOR VIOLATORSoffense that <strong>the</strong> violator is summoned <strong>and</strong>reoriented on waste segregation. However, such a violation mars hisbarangay certification with a RA 9003 violation record. Such is clearedonly upon pay<strong>in</strong>g a Php 300.00 fee. As of this writ<strong>in</strong>g, 84 householdmembers <strong>and</strong> 1 bus<strong>in</strong>ess establishment has been summoned to <strong>the</strong>council.‣ Establish a Materials Recovery Facility (MRF)The barangay council selected a suitable location for <strong>the</strong> MRF. A 1,000square meter lot at Dao, Purok 3 was rented at PhP 500.00 a month by<strong>the</strong> barangay council. To equip <strong>the</strong> MRF, a “pledg<strong>in</strong>g session” was held at


11<strong>the</strong> barangay hall. Resources were pooled <strong>in</strong> by <strong>the</strong> BEHB <strong>in</strong>clud<strong>in</strong>g <strong>the</strong>PhP 2,000 by <strong>the</strong> barangay council. The MRF was launched on July 19,2004. Representatives from <strong>the</strong> city government, <strong>the</strong> PENRO, CENRO,<strong>and</strong> CLENRO attended <strong>the</strong> affair. A quarter of <strong>the</strong> 1,000 square meter lo<strong>the</strong>ld 9 beds of vegetable. The <strong>Gusa</strong> Tra<strong>in</strong><strong>in</strong>g <strong>and</strong> Information Center<strong>in</strong>side <strong>the</strong> MRF was opened shortly after <strong>the</strong> launch<strong>in</strong>g. With <strong>the</strong> help of<strong>the</strong> L-EPM managers, a MOA was forged between <strong>the</strong> <strong>Gusa</strong> <strong>Barangay</strong>Council <strong>and</strong> <strong>the</strong> Rotary Club West Valley of Carmen for <strong>the</strong> construction of<strong>the</strong> said build<strong>in</strong>g. The City Agriculture Office was tapped for a technicallysuitable <strong>and</strong> economically feasible compost<strong>in</strong>g method. Chemical test<strong>in</strong>gwas done to test <strong>the</strong> ph /acidity of compost.‣ Ma<strong>in</strong>ta<strong>in</strong> quality of compost <strong>in</strong><strong>the</strong> compost plant.Maturity of <strong>the</strong> compost wasregularly determ<strong>in</strong>ed throughcompost temperature, compost pH<strong>and</strong> seedl<strong>in</strong>g germ<strong>in</strong>ation tests. Soilconditioner was produced from <strong>the</strong>biodegradable waste <strong>in</strong> <strong>the</strong>compost heap of <strong>the</strong> communalgarden where all <strong>the</strong> collectedbiodegradable wastes were placedfor compost<strong>in</strong>g. The large volumeof compost produced <strong>in</strong> <strong>the</strong> MRFcalled for certa<strong>in</strong> adjustments <strong>in</strong>compost<strong>in</strong>g methods. Before, <strong>the</strong> compost was turned us<strong>in</strong>g shovels.S<strong>in</strong>ce <strong>the</strong> <strong>in</strong>creased bulk of compost, <strong>the</strong> barangay’s buck hoe was used.‣ Utilize compost <strong>and</strong> garden produceTo utilize <strong>the</strong> large volume of compost soil, <strong>the</strong> community organizersformed <strong>the</strong> “<strong>Gusa</strong> Kabulakan Asssociation”. Through <strong>the</strong>m, flowers werefertilized with <strong>the</strong> compost produced <strong>in</strong> <strong>the</strong> MRF garden. In <strong>the</strong> lastbarangay fiesta, <strong>the</strong> “Kabulakan Festival” became highlight of <strong>the</strong>celebrations. Sacks of compost were sold dur<strong>in</strong>g <strong>the</strong> recent open houseat <strong>the</strong> MRF. Pechay, kangkong, eggplants <strong>and</strong> o<strong>the</strong>r vegetable producesupply an established supermarket <strong>in</strong> <strong>the</strong> city.‣ Monitor <strong>and</strong> evaluate <strong>the</strong> compost heap.READY, SET, GONE AHEAD-LAUNCHING THE MRFThe biodegradable wastes for compost<strong>in</strong>g is regularly turned by buckhoe to check for presence of residuals. The BEHB coord<strong>in</strong>ator does arout<strong>in</strong>e check on household clusters to ensure that segregation is doneproperly. Aided by <strong>the</strong> garbage collectors, household members who do notobserve proper methods are identified by <strong>the</strong> BEHB. Collectors are


12<strong>in</strong>structed not to collect <strong>the</strong> garbage of those recognized households until<strong>the</strong>y would have corrected <strong>the</strong>ir methods.Down <strong>the</strong> Road to an Attractive <strong>Gusa</strong>Indeed <strong>the</strong> <strong>ISWMP</strong> of <strong>Gusa</strong> had an appreciable take-off <strong>and</strong> has s<strong>in</strong>cebecome a steady source of benefits especially for <strong>the</strong> people <strong>in</strong> <strong>the</strong>demonstration areas. However, <strong>the</strong> project implementers also had <strong>the</strong>ir share ofdifficulties throughout <strong>the</strong> project. These however, were not taken as stumbl<strong>in</strong>gblocks but footholds <strong>in</strong>to achiev<strong>in</strong>g what <strong>the</strong> project stood for <strong>the</strong> people.‣ LESSONS LEARNED AND POINTS WELL-TAKENFirm rule <strong>and</strong> law abidanceFully-operative MRFOverallEcological ConcernStrong Political WillEffective Information DriveHeartfelt commitmentFigure 3. For <strong>the</strong>m it was difficult to keep up with <strong>the</strong> cost of MRFma<strong>in</strong>tenance without <strong>the</strong> f<strong>in</strong>ancial allocation from <strong>the</strong> barangay. Plans to exp<strong>and</strong><strong>the</strong> project demo areas to o<strong>the</strong>r puroks were nearly impossible. For <strong>the</strong>sechallenges, <strong>the</strong>y set up “pledg<strong>in</strong>g sessions” <strong>and</strong> solicited assistance from <strong>the</strong>community, bus<strong>in</strong>ess establishments, <strong>and</strong> <strong>the</strong> city government. If necessity calls,<strong>the</strong> organizers also put <strong>in</strong> <strong>the</strong>ir own resources to keep <strong>the</strong> project afloat.Lack of ecological concern among <strong>the</strong> community was ano<strong>the</strong>r one of <strong>the</strong>implementers’ challenges. However strict <strong>the</strong> sanction system was executed, itwas proven <strong>in</strong>evitable for some people to be careless about what <strong>the</strong>y throw <strong>and</strong>where <strong>the</strong>y throw it. At <strong>the</strong> height of <strong>the</strong> project implementation <strong>in</strong> 2002, 70% ofone purok was still resistant to <strong>the</strong> segregation drive. It was <strong>the</strong>n <strong>the</strong> <strong>in</strong>itiative of<strong>the</strong> group to streng<strong>the</strong>n <strong>the</strong>ir <strong>in</strong>formation education <strong>and</strong> communication of solidwaste management. The need to spread <strong>the</strong>word pushed <strong>the</strong> project beyond <strong>the</strong> pilot purokperimeters but also to n<strong>in</strong>e more puroks <strong>in</strong> <strong>the</strong>community.Through <strong>the</strong> years, <strong>the</strong>y also realized <strong>the</strong>importance of launch<strong>in</strong>g a fully operative MRFCHEMICAL-FREE VEGETABLES


13before push<strong>in</strong>g for waste segregation. The latter would have been useless ifsegregated materials still end up <strong>in</strong> one heap at <strong>the</strong> city dump. The MRF alsoencouraged <strong>the</strong> community to segregate s<strong>in</strong>ce material evidence through <strong>the</strong>garden produce <strong>and</strong> <strong>the</strong> compost created off <strong>the</strong> biodegradable wastes assure<strong>the</strong>m that <strong>the</strong>ir efforts are well worth it.None<strong>the</strong>less, <strong>the</strong> project core group is thankful for <strong>the</strong> support of <strong>the</strong>irbarangay capta<strong>in</strong> <strong>in</strong> all of <strong>the</strong>ir activities. It was he who vested <strong>the</strong> project leaders<strong>the</strong> authority to carry out <strong>the</strong>ir plans <strong>and</strong> activities for as long as <strong>the</strong>y werebeneficial to <strong>the</strong> community. S<strong>in</strong>ce he is one with <strong>the</strong> people’s commitment for abetter life through a clean environment, all adversities <strong>the</strong> people <strong>in</strong> <strong>the</strong> projectexperience seem trivial. Thus, trust <strong>and</strong> commitment are values that go <strong>in</strong>to <strong>the</strong>mak<strong>in</strong>g of a successful solid waste management project.It is noteworthy how <strong>the</strong> spirit of volunteerism is present among <strong>the</strong>community, <strong>the</strong> implement<strong>in</strong>g agencies, <strong>and</strong> most specially <strong>the</strong> project organizers.Their <strong>in</strong>volvement <strong>in</strong> every detail of <strong>the</strong> project proved vital to <strong>the</strong> realization of<strong>the</strong> project objectives. The choice of people to implement <strong>the</strong> project is anessential part of <strong>the</strong> barangay council decision mak<strong>in</strong>g. On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, while alleviat<strong>in</strong>g <strong>the</strong> city dumpsite situation,<strong>the</strong> vegetable <strong>and</strong> flower garden <strong>in</strong> <strong>the</strong>ir MRF <strong>in</strong>creased <strong>the</strong> community’sproductivity. The BEHB earn from <strong>the</strong> recyclables <strong>and</strong> <strong>the</strong> LGU from <strong>the</strong> MRF<strong>and</strong> allotment garden while <strong>the</strong> barangay <strong>Gusa</strong> <strong>in</strong> general enjoy a cleanenvironment.


14The <strong>ISWMP</strong> <strong>in</strong> <strong>the</strong> context of <strong>the</strong> L-EPM also improved <strong>the</strong> relationshipsbetween <strong>the</strong> LGU <strong>and</strong> <strong>the</strong> community. Communication was provided avenuethrough <strong>the</strong> BEHB <strong>and</strong> <strong>the</strong> community organizers who represent <strong>the</strong> barangaycouncil. Information drives as part of <strong>the</strong>ir IEC allowed <strong>the</strong> council a more h<strong>and</strong>sonapproach to <strong>the</strong>ir community. The project also created l<strong>in</strong>kages between <strong>and</strong>among <strong>the</strong> barangay council, <strong>the</strong> government <strong>and</strong> non government agencies aswell as <strong>the</strong> bus<strong>in</strong>ess sector.GUSA KABULAKAN FESTIVAL FAIRYOver <strong>the</strong> past years s<strong>in</strong>ce <strong>the</strong> <strong>ISWMP</strong>official implementation, <strong>the</strong> project coregroup learned <strong>the</strong> value of selfsufficiency. As was <strong>the</strong> BSSPD motto,“Kung dili karun kanus-a man? Kungdili kita k<strong>in</strong>sa man?”(If not now, when?If not us, who?) It was this urge toimprove <strong>the</strong> larger community’s qualityof life that followed <strong>the</strong>m through <strong>the</strong>irgoals despite <strong>the</strong> problemsencountered. They relied on <strong>the</strong>ir own<strong>in</strong>itiatives <strong>in</strong> overcom<strong>in</strong>g challenges.Moreover, a key activity that realized segregation at source was <strong>the</strong>cluster<strong>in</strong>g of households per purok. Each cluster of 25 households are organizedwith its own set of officers. Implement<strong>in</strong>g <strong>the</strong> policies <strong>and</strong> pursu<strong>in</strong>g <strong>the</strong>ord<strong>in</strong>ances were made certa<strong>in</strong> even <strong>in</strong> a large barangay as <strong>Gusa</strong> because clusterofficers managed <strong>the</strong>ir immediate vic<strong>in</strong>ity.On h<strong>in</strong>dsight, a similar project on solid waste management was provenbeneficial <strong>and</strong> lucrative <strong>in</strong> <strong>the</strong> past. With reference to barangay L<strong>in</strong>amon’s BasuraAtras L<strong>in</strong>amon Abante sa Kalamboan (BALAK) project, it was st<strong>and</strong>ard <strong>in</strong> termsof 1.) teamwork LGU officials, barangay officials, <strong>and</strong> employees, 2.) strongpolitical will of <strong>the</strong> municipal mayor, <strong>and</strong> 3.)IEC or project advocacy. Similarly, <strong>the</strong><strong>Gusa</strong> <strong>ISWMP</strong> showed excellence <strong>in</strong> <strong>the</strong> aspects of leadership, teamwork, <strong>and</strong><strong>in</strong>formation dissem<strong>in</strong>ation-all of which are highly recommended values forreplication.Summarily, <strong>the</strong> <strong>ISWMP</strong> of <strong>Gusa</strong> is exemplary <strong>in</strong> <strong>the</strong>ir effective use of <strong>the</strong>IEC to earn <strong>the</strong> community’s approval <strong>and</strong> support of <strong>the</strong> project. The success of<strong>the</strong>ir MRF <strong>and</strong> allotment garden is also largely attributed to <strong>the</strong> firmimplementation of <strong>the</strong>ir policies regard<strong>in</strong>g segregation <strong>and</strong> collection. Only with<strong>the</strong> community’s appreciation of <strong>the</strong> advantages of <strong>the</strong>se policies <strong>and</strong> <strong>the</strong>irunderst<strong>and</strong><strong>in</strong>g of <strong>the</strong> project goals <strong>and</strong> its implications on environment <strong>and</strong> liv<strong>in</strong>gconditions can <strong>the</strong> project be implemented properly.
