4many of the BEHB initiatives were concretized, attention to it temporarilydwindled with three of the core group members running for office in the 2002elections. Other than that, difficulties were also experienced in their InformationEducation Communication (IEC) initiatives. Tapping the academes, resourcespeakers from Liceo de Cagayan University and Xavier University participated ineducating the youth of Gusa and the neighboring Lapasan and Bugo. Althoughworkshop outputs proved the information drive successful, the organizersoverlooked things in the long run. Participants in the seminar workshops theyheld were graduating students. They graduated and the barangay was not ableto secure hold of them as potential helpers in the project. Other than this, it grewincreasingly difficult for the community organizers to earn the people’s support.During this time, the city garbage trucks still collected the garbage. People sawno point therefore in segregating since garbage would still be collected in bulkand dumped in the landfill altogether.COLLECTION BINSFortunately, with the advent of L-EPM, the project picked up from where itleft off in June of 2001. This time, they saw to it that segregation is encouragedby containing the biodegradable wastes in the MRF and the recyclables sold orput to better use. Even with the carry-over of the extant waste managementactivities into the L-EPM, the organizers still experienced financial challenges.There were times when there was little or no financial allocation for the projectfrom the LGU. Political interventions as well as the faltering commitments of theimplementing agencies also hampered some of their activities. These and otherinevitable circumstances like lack of ecological concern among some people inthe community were the stumbling blocks that the program coordinators had torecover from.But the barangay organizers were irresolute even before these problems.Their challenge then was to equip the MRF with what contributions they can poolin from outside resources. They raised funds through solicitations and pledgesfrom the city government, schools, business, non-government and professionalorganizations in kind or cash were more than welcome. The BarangayEnvironment and Health Brigade, Del Monte Philippines Incorporated, and theRotary West Valley Carmen are only few of the generous donors to the ISWMP’scause.
5On a broader level, the LGU of Gusa recognizes the urgent need to attaina practicable waste management program. Critical issues of environmental andpolitical nature necessitate a system of disposal management that should benefitnot only Gusa but a fast progressing city like Cagayan de Oro. These are theworthy causes of the project:‣ the declining capacity of the city dumpsite,‣ the increasing budget for citywide solid waste collection, and‣ the formidable cost of developing a new sanitary landfill.More than anything else, the ISWMP holds prime the quality of life amongthe urban population of barangay Gusa through clean environment and utilizationof organic waste in pot/plot gardening. Their ongoing efforts are geared by thefollowing objectives:‣ Improve household segregation, separate collection andtransport of waste from pilot puroks 4, 5, 6, and 7‣ Produce high quality and cost-effective compost from barangaywaste‣ Utilize and market compost‣ Transfer technology to project recipientsThe Trail They BlazedSituational and political prompts that led to the implementation of theprojects on solid waste management by the LGU of Gusa, its initial to stepswhich eventually led to material results are recounted in the brief history below.June 24, 2001, months after the RA 9003 was promulgated into law, sawthe launching of the Solid Waste Management Program in Gusa. The projectswithin the program were incorporated with the Barangay Self SufficiencyProgram for Development (BSSPD) under the Health and Sanitation Committee.It was the BSSPD organizers’ initiative to organize 25 households into clusterswithin the demonstration puroks. This served the whole project well in terms of amore centralized advocacy. Technical and financial assistance were provided forby the L-EPM. In a month’s time garbage bins, trisicads, and weighing scaleswere procured, pilot puroks chosen, and information dissemination strategiesstrengthened. Color-coded sacks as tools for segregation and the “reduce, reuse,and recycle” schemes were also introduced. It was also in these initial stagesthat the cooperation ofbusiness establishmentswas brought in.In 2002, the newadministration created anew Barangay Solid WasteManagement Committee.
