10Pilot puroks were expanded to include puroks 4 and 5. Recoredaswere intensified with double the effort the organizers started with. As ofOctober 2005, IEC has already been conducted on 13 of 18 puroks inGusa. Collection of recyclables, residuals, and biodegradable wastes wasscheduled on separate days. This schedule is flexible and dependent onthe volume of accumulated recyclable wastes in the puroks. However,biodegradable wastes are collected on Mondays and Fridays only.‣ Strictly implement waste segregation.Segregation at source was strictly implemented. However, such a violation mars hisbarangay certification with a RA 9003 violation record. Such is clearedonly upon paying a Php 300.00 fee. As of this writing, 84 householdmembers and 1 business establishment has been summoned to thecouncil.‣ Establish a Materials Recovery Facility (MRF)The barangay council selected a suitable location for the MRF. A 1,000square meter lot at Dao, Purok 3 was rented at PhP 500.00 a month bythe barangay council. To equip the MRF, a “pledging session” was held at
11the barangay hall. Resources were pooled in by the BEHB including thePhP 2,000 by the barangay council. The MRF was launched on July 19,2004. Representatives from the city government, the PENRO, CENRO,and CLENRO attended the affair. A quarter of the 1,000 square meter lotheld 9 beds of vegetable. The Gusa Training and Information Centerinside the MRF was opened shortly after the launching. With the help ofthe L-EPM managers, a MOA was forged between the Gusa BarangayCouncil and the Rotary Club West Valley of Carmen for the construction ofthe said building. The City Agriculture Office was tapped for a technicallysuitable and economically feasible composting method. Chemical testingwas done to test the ph /acidity of compost.‣ Maintain quality of compost inthe compost plant.Maturity of the compost wasregularly determined throughcompost temperature, compost pHand seedling germination tests. Soilconditioner was produced from thebiodegradable waste in thecompost heap of the communalgarden where all the collectedbiodegradable wastes were placedfor composting. The large volumeof compost produced in the MRFcalled for certain adjustments incomposting methods. Before, the compost was turned using shovels.Since the increased bulk of compost, the barangay’s buck hoe was used.‣ Utilize compost and garden produceTo utilize the large volume of compost soil, the community organizersformed the “Gusa Kabulakan Asssociation”. Through them, flowers werefertilized with the compost produced in the MRF garden. In the lastbarangay fiesta, the “Kabulakan Festival” became highlight of thecelebrations. Sacks of compost were sold during the recent open houseat the MRF. Pechay, kangkong, eggplants and other vegetable producesupply an established supermarket in the city.‣ Monitor and evaluate the compost heap.READY, SET, GONE AHEAD-LAUNCHING THE MRFThe biodegradable wastes for composting is regularly turned by buckhoe to check for presence of residuals. The BEHB coordinator does aroutine check on household clusters to ensure that segregation is doneproperly. Aided by the garbage collectors, household members who do notobserve proper methods are identified by the BEHB. Collectors are
