Elements of Survival: Core Values of a Successful <strong>ISWMP</strong>Despite <strong>the</strong> project fund<strong>in</strong>g from <strong>the</strong> UNDP <strong>the</strong> organizers experiencedf<strong>in</strong>ancial challenges. For <strong>the</strong>m it was difficult to keep up with <strong>the</strong> cost of MRFma<strong>in</strong>tenance without <strong>the</strong> f<strong>in</strong>ancial allocation from <strong>the</strong> barangay. Plans to exp<strong>and</strong><strong>the</strong> project demo areas to o<strong>the</strong>r puroks were nearly impossible. For <strong>the</strong>sechallenges, <strong>the</strong>y set up “pledg<strong>in</strong>g sessions” <strong>and</strong> solicited assistance from <strong>the</strong>community, bus<strong>in</strong>ess establishments, <strong>and</strong> <strong>the</strong> city government. If necessity calls,<strong>the</strong> organizers also put <strong>in</strong> <strong>the</strong>ir own resources to keep <strong>the</strong> project afloat.Lack of ecological concern among <strong>the</strong> community was ano<strong>the</strong>r one of <strong>the</strong>implementers’ challenges. However strict <strong>the</strong> sanction system was executed, itwas proven <strong>in</strong>evitable for some people to be careless about what <strong>the</strong>y throw <strong>and</strong>where <strong>the</strong>y throw it. At <strong>the</strong> height of <strong>the</strong> project implementation <strong>in</strong> 2002, 70% ofone purok was still resistant to <strong>the</strong> segregation drive. It was <strong>the</strong>n <strong>the</strong> <strong>in</strong>itiative of<strong>the</strong> group to streng<strong>the</strong>n <strong>the</strong>ir <strong>in</strong>formation education <strong>and</strong> communication of solidwaste management. The need to spread <strong>the</strong>word pushed <strong>the</strong> project beyond <strong>the</strong> pilot purokperimeters but also to n<strong>in</strong>e more puroks <strong>in</strong> <strong>the</strong>community.Through <strong>the</strong> years, <strong>the</strong>y also realized <strong>the</strong>importance of launch<strong>in</strong>g a fully operative MRFCHEMICAL-FREE VEGETABLES
