shall be as per instructions of the concerned RLDC, but within the generatingunits’ reactive capability.On a long-term basis, the Central generating companies are expected tooperate and maintain their stations diligently, and ensure high plant availabilityin a sustained manner. They should also coordinate sincerely with theconcerned Regional Power Committee (RPC) and RLDC in respect ofscheduling of planned unit outages.One of the primary objectives of Availability Tariff is to encouragemaximisation of generation, particularly during periods of power shortage. It isevident that the country would continue to suffer from daily peak-hourshortage for many years to come. No body need grudge the Centralgenerating companies earning extra money through achievement of a plantavailability level higher than the norms; it only enables more consumerdemand to be met, and load-shedding to be correspondingly reduced. Theonly thing to be guarded against is that the plant availability is not deliberatelyunder-declared, with the objective of earning high amounts as UI. Once theplant availability, i.e. the MW output capability, has been declared judiciouslyand faithfully, the generating station should be freely allowed to deviate fromthe given schedule without any restrictions, as long as there is notransmission constraint. Any deviation which gives extra income to agenerating station through the UI mechanism also ensures extra power forconsumers and/or enhanced optimisation / conservation of resources, and istherefore acceptable.26
