Smidt to approve <strong>the</strong> installation <strong>of</strong> a 1,000 gallon propane tank at St. Francis Memorial Hospitalsubject to <strong>the</strong> approval <strong>of</strong> <strong>the</strong> State Fire Marshall. Motion carried.Don Roeber, President <strong>of</strong> <strong>the</strong> Park Board, appeared before <strong>the</strong> <strong>Council</strong> <strong>and</strong> reported on <strong>the</strong>Park budget <strong>and</strong> <strong>the</strong> future needs at <strong>the</strong> parks.The <strong>City</strong> Administrator advised that West Point Public School is in <strong>the</strong> process <strong>of</strong> installing awind-generator <strong>and</strong> <strong>the</strong> <strong>City</strong> needs to establish a rate base if generation occurs <strong>and</strong> <strong>the</strong> unit generatesout onto <strong>the</strong> <strong>City</strong>’s grid. Following discussion, Grovijohn introduced <strong>the</strong> following resolution <strong>and</strong>moved its adoption:A RESOLUTION <strong>OF</strong> THE MAYOR AND CITY COUNCIL <strong>OF</strong> THE CITY <strong>OF</strong> WEST POINT,NEBRASKA, ESTABLISHING A RATE FOR NET METERING <strong>OF</strong> RENEWABLE ENERGYRESOURCES WITHIN THE CITY’S ELECTRIC SERVICE AREA PURSUANT TOSECTION 6-501 <strong>OF</strong> THE MUNICIPAL CODE; PROVIDING FOR TERMS ANDCONDITIONS FOR NET METERING APPLICATIONS; AND REPEALING ALLORDINANCES AND RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION.Seconded by Ell. Resolution adopted.Motion made by Smidt <strong>and</strong> seconded by Ell that <strong>the</strong> additional assets pledged by F & MBank as security for all deposits <strong>of</strong> <strong>the</strong> <strong>City</strong> be approved. Motion carried.Moved by Smidt, seconded by Grovijohn, to approve <strong>the</strong> Manager Application filed byVeterans Club West Point (Vets Pointe Food & Spirits, Inc) located at 246 S. Main Street,naming Linda D. Henry as manager. Motion carried.Moved by Ell, seconded by Smidt, to approve <strong>the</strong> application <strong>of</strong> Petro Mart for a SpecialDesignated Liquor Permit for a wedding reception <strong>and</strong> dance on October 23, 2010. Motion carried.Moved by Smidt, seconded by Grovijohn, to approve <strong>the</strong> application <strong>of</strong> Rush’s Liquor Storefor a special designated liquor permit for sampling/tasting <strong>of</strong> beverages on November 12 <strong>and</strong> 13,2010. Motion carried.Moved by Ell, seconded by Smidt, to approve <strong>the</strong> application <strong>of</strong> Rush’s Liquor Store for aspecial designated liquor permit for <strong>the</strong> West Point Community Theater Production on November 5,6, 7, 12 <strong>and</strong> 13, 2010. Motion carried.
