(Smeal), Snyder, NE -- $538,953.00. Followingdiscussion, Ell introduced a resolution to accept <strong>the</strong> proposal <strong>of</strong> Danko Emergency EquipmentCo./Smeal Fire Apparatus Co. at Snyder, Nebraska, for a new ladder truck (quintuple combinationpumper) for <strong>the</strong> West Point Fire Department in <strong>the</strong> amount <strong>of</strong> $538,953.00 <strong>and</strong> that <strong>the</strong> <strong>City</strong> <strong>of</strong> WestPoint <strong>and</strong> <strong>the</strong> West Point Rural Fire Protection District shall equally split said cost <strong>and</strong> each own aone-half interest in said vehicle. Seconded by Paus. Resolution adopted..The <strong>Council</strong> considered <strong>the</strong> request from <strong>the</strong> West Point Optimists for a reduced rate for use<strong>of</strong> one-fourth <strong>of</strong> <strong>the</strong> Nielsen Community Center for a clothing drive. Moved by Grovijohn,seconded by Smidt, to reduce <strong>the</strong> rate for <strong>the</strong> use <strong>of</strong> <strong>the</strong> Nielsen Community Center by <strong>the</strong> WestPoint Optimists on November 17 th & 18 th from $100.00 per day to $50.00 per day. Motion carried.Next <strong>the</strong> <strong>Council</strong> considered a request from Earl Boston for <strong>the</strong> <strong>City</strong> to waive <strong>the</strong> monthlyelectrical usage for entrance lights at Mt. Hope Cemetery. Earl Boston, representing <strong>the</strong> Mt. HopeCemetery Association, was present at <strong>the</strong> <strong>meeting</strong> <strong>and</strong> stated that at <strong>the</strong> east entrance <strong>of</strong> Mt. Hope


Cemetery a new entry way project is under construction <strong>and</strong> he would like to place two flood lightsat this entrance with <strong>the</strong> <strong>City</strong> waiving <strong>the</strong> charge <strong>of</strong> <strong>the</strong> usage <strong>of</strong> electricity for <strong>the</strong>se lights. It wasstated that this is a private entity <strong>and</strong> that this is more about a policy decision than <strong>the</strong> monetaryissue. It was decided to review <strong>the</strong> matter in six to twelve months to actually see <strong>the</strong> lights <strong>and</strong> <strong>the</strong>electrical usage.Bernie Hunke, Cuming County Veterans Service Office, appeared before <strong>the</strong> <strong>Council</strong>representing a Committee which has started <strong>the</strong> development <strong>of</strong> a Veterans Memorial to be placed inWest Point honoring Cuming County veterans. He stated that <strong>the</strong>y have no figures yet as to <strong>the</strong>costs but are looking for real estate to place <strong>the</strong> memorial <strong>and</strong> Earl Boston had drawn up a design togive <strong>the</strong> <strong>Council</strong> a general idea <strong>of</strong> what <strong>the</strong> project might look like. He suggested one place for <strong>the</strong>memorial could be <strong>the</strong> east parking lot <strong>of</strong> <strong>the</strong> Nielsen Community Center as <strong>the</strong> memorial would getmore exposure <strong>and</strong> walk by traffic. The size <strong>of</strong> <strong>the</strong> memorial depends on how much l<strong>and</strong> is givenfor it. The present design is approximately 30 feet by 60 feet <strong>and</strong> <strong>the</strong> veterans or families <strong>of</strong> <strong>the</strong>veterans will be able to purchase a brass plaque listing <strong>the</strong> veteran’s name <strong>and</strong> information on itwhich will <strong>the</strong>n be placed on <strong>the</strong> memorial. Mr. Hunke fur<strong>the</strong>r stated that this memorial wasdiscussed with <strong>the</strong> veterans for <strong>the</strong> VFW <strong>and</strong> American Legion in Bancr<strong>of</strong>t, Beemer, Wisner <strong>and</strong>West Point <strong>and</strong> everyone showed support. He also stated that ano<strong>the</strong>r community may give l<strong>and</strong> for<strong>the</strong> memorial. The <strong>Council</strong> was in support <strong>of</strong> <strong>the</strong> memorial but several <strong>Council</strong>members were notsure if <strong>the</strong> east parking lot was <strong>the</strong> best location for it. It was decided to table <strong>the</strong> matter to take moretime to make a decision <strong>and</strong> asked <strong>the</strong> Committee to stake out <strong>the</strong> area in <strong>the</strong> parking lot to visualize<strong>the</strong> size.Next <strong>the</strong> <strong>Council</strong> considered a request from St. Francis Memorial Hospital to install a 1,000gallon propane tank nor<strong>the</strong>ast <strong>of</strong> <strong>the</strong> hospital to provide interruptible service for <strong>the</strong> boilers/heatingsystem for <strong>the</strong> hospital <strong>and</strong> clinic. Lyle Hansen, Fire Chief, was present <strong>and</strong> stated that, with <strong>the</strong>placement <strong>of</strong> this tank, it would provide <strong>the</strong> hospital with a good backup system in <strong>the</strong> eventsomething happens to <strong>the</strong> main gas line to <strong>the</strong> hospital. Moved by Grovijohn <strong>and</strong> seconded by


Smidt to approve <strong>the</strong> installation <strong>of</strong> a 1,000 gallon propane tank at St. Francis Memorial Hospitalsubject to <strong>the</strong> approval <strong>of</strong> <strong>the</strong> State Fire Marshall. Motion carried.Don Roeber, President <strong>of</strong> <strong>the</strong> Park Board, appeared before <strong>the</strong> <strong>Council</strong> <strong>and</strong> reported on <strong>the</strong>Park budget <strong>and</strong> <strong>the</strong> future needs at <strong>the</strong> parks.The <strong>City</strong> Administrator advised that West Point Public School is in <strong>the</strong> process <strong>of</strong> installing awind-generator <strong>and</strong> <strong>the</strong> <strong>City</strong> needs to establish a rate base if generation occurs <strong>and</strong> <strong>the</strong> unit generatesout onto <strong>the</strong> <strong>City</strong>’s grid. Following discussion, Grovijohn introduced <strong>the</strong> following resolution <strong>and</strong>moved its adoption:A RESOLUTION <strong>OF</strong> THE MAYOR AND CITY COUNCIL <strong>OF</strong> THE CITY <strong>OF</strong> WEST POINT,NEBRASKA, ESTABLISHING A RATE FOR NET METERING <strong>OF</strong> RENEWABLE ENERGYRESOURCES WITHIN THE CITY’S ELECTRIC SERVICE AREA PURSUANT TOSECTION 6-501 <strong>OF</strong> THE MUNICIPAL CODE; PROVIDING FOR TERMS ANDCONDITIONS FOR NET METERING APPLICATIONS; AND REPEALING ALLORDINANCES AND RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION.Seconded by Ell. Resolution adopted.Motion made by Smidt <strong>and</strong> seconded by Ell that <strong>the</strong> additional assets pledged by F & MBank as security for all deposits <strong>of</strong> <strong>the</strong> <strong>City</strong> be approved. Motion carried.Moved by Smidt, seconded by Grovijohn, to approve <strong>the</strong> Manager Application filed byVeterans Club West Point (Vets Pointe Food & Spirits, Inc) located at 246 S. Main Street,naming Linda D. Henry as manager. Motion carried.Moved by Ell, seconded by Smidt, to approve <strong>the</strong> application <strong>of</strong> Petro Mart for a SpecialDesignated Liquor Permit for a wedding reception <strong>and</strong> dance on October 23, 2010. Motion carried.Moved by Smidt, seconded by Grovijohn, to approve <strong>the</strong> application <strong>of</strong> Rush’s Liquor Storefor a special designated liquor permit for sampling/tasting <strong>of</strong> beverages on November 12 <strong>and</strong> 13,2010.
