Carbon Footprint of Productsand Labelling:Development in Thailand9 Oct 09Pongvipa LohsomboonThailand Greenhouse Gas Management Organization

Thailand Greenhouse Gas ManagementOrganization (Public Organization) Thai Designated National Authority(DNA) under Kyoto Protocol TGO Objectives and Duties Issuance of LoA National GHG Information Center Promotion of Carbon Market Capacity Building Public Relations and SupportingActivities related to Climate Change

What is a Carbon Footprint? Total set of greenhouse gas (GHG) emissions causeddirectly and indirectly by an individual, organization, event or product. For simplicity of reporting, it is often expressed interms of the amount of carbon dioxide, or itsequivalent of other GHGs, emitted (kgCO2e).3

Carbon Footprint of Product (CFP) Takes into account the quantity ofgreenhouse gas emissions from eachproduction unit for the whole life cycle(cradle to grave) of a particularproduct. Calculates the carbon dioxideequivalent of the emissions issuingfrom the extraction of raw materials, transportation and parts for assemblyall the way to waste management forend of product life.4

Life Cycle Assessment (LCA)5

Benefits of a CFPFor consumers: They may use this information as one of the decision making toolswhen purchasing products. They can decide to be part of the reduction of GHG emissions directly, thus taking part in tackling the issue of climate change more easily. For manufacturers: Manufacturers can have a clear picture on their product’s GHG lifecycle, as well as planning GHG reductions in each life stage in aneffective manner. Manufacturers can use this as a marketing tool to demonstratecommitment to reduce GHG emissions.7

Progress Pilot project: 25 producers (25 products) applied tothe first commitment period which takes place fromApril 2009 to October 2009. Training course was provided for 90 representativesof pilot factories (12-13 May 09): learn about datacollection and calculation of the carbon footprint The methodologies are expected to be completedby November 2009 and the first certification shallbe made by December 2009.

Application Fee Each product is charged 50,000 THB as aregistration and administrative cost, with anadditional fee of 500 THB for the application form. The certified product shall be eligible to use the The certified product shall be eligible to use thelogo for 2 years.

Carbon Reduction Label Project TGO in collaboration with ThailandEnvironment Institute (TEI) hasestablished the “Carbon ReductionLabel” scheme. The products are certified as producinglower carbon emissions from theproduction process. By having this label,it demonstrates that services ormanufacturing of product lead toreduction of greenhouse gas (GHG)emission.

Benefits of the Carbon Reduction LabelFor consumers:They can decide to be a part of the reduction of GHGemission directly. Their choice of consumption can influencemanufacturers/service providers to reduce energy use andconsequently carbon reduction. For manufacturers:Manufacturers can demonstrate their commitment to reducecarbon emissions of their products. Manufacturing costs candecrease through more energy efficient processes such aswaste minimization, renewable energy use and reduction offossil fuel consumption.

Criteria to obtain the CR Label (1) To acquire a Carbon Reduction Label for a product,it is necessary that its production meet the labelingcriteria of good manufacturing practice as follows: 1) Greenhouse gas emissions resulting from themanufacturing process shall be reduced by at least 10per cent in the most recent year compared to itsbaseline emissions levels in the year 2002. The focus ison the reduction of electricity use, fossil fuel use, andwaste.

Criteria to obtain the CR Label (2) Or2. Criteria for power consumption, fossil fuelconsumption, and waste management: Electricity supplied to manufacture the product shall begenerated on-site from biomass residue or industrial waste.Consumption of grid electricity or power purchased from anexternal supplier shall not exceed 5% of the total electricityrequirement. No fossil fuels shall be consumed during the manufacturingprocess of that product except for boiler or gas enginestart-up and transport within the manufacturing facility.

Criteria to obtain the CR Label (3) Or3. The product has been manufactured from state-ofthe-artenergy efficient technology compared toothers in the same industry. Detailed technicalspecifications shall be investigated by the CarbonReduction Label Promotion Committee on a case-bycasebasis.

Application Fee After receiving complete documents containingaccurate and consistent information, approximately2 months are needed to approve and award aCarbon Reduction Label. An amount of 100,000 THB shall be incurred as anapplication and monitoring fee for certification ofthe label. The label’s right lasts 3 years, in which updateddocuments shall be required after this period inorder to continue using the label.
