NEIGHBORHOOD NEWSTrash/Recycling ChangesATTENTION RESIDENTS:Just in case you did not notice the insert in your water bill, the trash, recycling, and yard pick up days for ourcommunity are CHANGING!! Effective June 7, 2010 – Trash will be picked up on MONDAYS andTHURSDAYS – Recycling and Yard Waste will be picked up on THURSDAYS.IMPORTANT NEWS REGARDING POTENTIALEXPANDED AMENITIES:The Cory Lakes Community Development District(“District”), which owns the common areas of Cory LakeIsles, has entered into an agreement to purchase twotracts of vacant land located within the District’sboundaries. These two tracts are currently owned by aprivate investment group and were slated for developmentof multi-family townhomes or condominiums. The firsttract consists of the vacant land directly across from theBeach Club. The second tract is located behind CanaryIsle.Early in the District’s founding these properties weremarketed as land to be used for future amenities for theDistrict; however the District never actually owned theproperties. In 2005 they were sold to a builder for justover $5 million and then sold by that builder in 2008 for$225,000 to the present owner, an investment group.The District is purchasing the properties from theinvestment group for $150,000.Once the sale is complete to the District, the property willbe owned by the District for the sole purpose of providingfuture amenities for Cory Lake Isles residents. Recently,the District’s Board of Supervisors formally approved theformation of a Strategic Planning Committee, whosemembers have started to develop long-range plans for theDistrict including the best and most appropriate use of theDistrict’s newly acquired properties. The properties totalabout six acres and will ultimately enhance thecommunity’s array of amenities.The seller of the properties has agreed to accept a noteback for the purchase price of $150,000. The annual debtservice on the note will total roughly $22,000 annually forthe District. The District will pay the 2009 property taxesdue on the properties at closing, which total approximately$150,000, however $123,000 of that flows back to theDistrict in the form of O & M revenues (assessments).In addition, the District must extinguish or pay off theremaining Series “A” bond debt of $76,000 owing on theproperty, bringing the District’s costs at closing to$226,000, not including miscellaneous closing costs.The District has trended below budget this year andgoing forward through fiscal year 2010, which endsSeptember 30 th , the District should remain within budgeteven after factoring in the purchase of these twoproperties.For the District’s budget next year, the 57 assessableunits on the tax roll from these two properties will forevercome off the tax roll. In this fiscal year, those 57 unitscontributed $123,000 to the District’s revenues fromO & M assessments. That revenue will not be availablein future years and the per unit amount of the lostrevenue equals $146 for each and every home or lot inCory Lake Isles. It is the Board of Supervisors intentionto locate future budget savings that will offset thepermanent loss of revenue so that overall assessmentswithin Cory Lake remain stable.It’s important to note that there will be no specialassessment this year. The per unit assessmentstarting next year will be $30 (to cover the debt serviceon the owner-financed note) and will be blended intonext year’s budget.The Strategic Planning Committee is currentlytaking suggestions for how to best utilize these twoproperties. There are three committees that are in dire need of volunteers to participate. First andforemost is the Covenants committee. This group is responsible for enforcing deed restrictions by levying fines, etc.The committee meets to hear resident cases after repeated citations for violations. After the hearing, the committeemeets behind closed doors and decides the penalty or fine and Rampart implements the decision. The POA cannotproperly enforce deed restrictions without a fully functional Covenants committee.Please consider joining this important group.The second group requiring members is the Lake Committee. This group of people serves to create and enforce lakerules. The Rental Task Force is the third POA group that needs volunteers. This group will work to regulate renters,approve applications, and make the rental process in Cory Lake Isles smoother and more beneficial to all residents.The POA also has a Director position available. NEIGHBORHOOD SAFETYRecently the school bus drivers have called the Morris Bridge guardhouse to complain about residents passing thestopped school buses. They reported that it generally happens in the afternoons, and seems to be mostly teenagerscommitting the offenses. Please note that it is ILLEGAL and UNSAFE to pass a school bus when the stop sign isout. Even if the bus is not stopped completely, it is still illegal to pass it if the stop sign is out and flashing lights areon. The Dept of Transportation has told us that if this doesn’t stop, the buses will not be allowed to enter thecommunity anymore and kids will be dropped off at the gates. For the safety of our children, please share thisinformation with all of the drivers in your household.TIPS FOR RAISING THE VALUE OF YOUR HOMEIn some cases, that could mean spending significant money to put in a swimming pool, but there are also lessexpensive ways to make one's home more attractive without increasing the appraised value or property tax bill.Spend money on what can be seen vs. what can't be seen (i.e. roof appearance, exterior paint, paver repair orreplacement, etc.).• Focus on the exterior first, then the interior (i.e. bath and/or kitchen remodeling, re-varnish wood floors, and/orrepaint the interior in neutral colors).• High-end window replacements and roof replacements do not offer significant returns.• Get rid of clutter, trash and bad smells (i.e. strong cooking spices, pet odors) that drive down a home's value.We do not smell it, but others do.Color. Color in a house is good but keep it neutral. Most home owners do not like dark colors. Paint out rooms in offwhites and light tans. Light colors also make rooms look bigger because they reflect the light.Organize Storage Spaces. Spend a weekend or two clearing out the attic and garage where most of us tuck away“our stuff”.Clean and Clean. At least twice a year, everything in the house needs to be cleaned professionally. Carpets,drapes, and furniture all hold on to smells far after the dirt has been vacuumed or washed up. Make sure yourwindows, appliances, and floors are squeaky clean. Remove clutter and any personal clothing items, that you rarelywear or use, from all the rooms. Have a yard sale or give to local charity.Leaks. If you have a leak, repair it. Paint over stains (not mold, hire someone to remove mold) and patch holes tomake sure there is no sign of damage. This protects the air you breathe and also keeps your home in pristinecondition for resale.Replacement. Replace anything that is broken from door handles, to light switches, and cracked toilet seats. If youare in the market to sell your home, most potential buyers are looking for a well maintained home. If they see minordetails are overlooked, they may perceive more important things (i.e. plumbing, roof, pool maintenance, a/c, andelectrical) need attention also.Lawn. Make sure you keep your lawn cut, flower beds weeded, hedges trimmed, rake leaves, sweep sidewalks, andporches. Potted plants and hanging flowers are a great way to brighten up the exterior ofyour house.Doors. All exterior doors should be cleaned and painted (when needed). It would be great if eachresident could use some Round Up to maintain that area infront of their home as needed. It is a 5 minute job and willgreatly enhance the look of the roads.A protective barrier was built around the lake overflowstructure as a safety feature to make the lake that muchsafer for boaters.The fountain by the guard house at the Cross Creekentrance is being turned into a planter for annuals – toprovide some additional color and interest at the entrance.Fountains in general are usually one of the first prohibitionswhen water restrictions are in place, and they usually are. Itwill turn an eyesore that contained dirty water into somethingmuch more appealing, vibrant, versatile, and cost effective.Other projects being completed: painting the streetmonuments, Beach Club (outside), and guard houses(outside); the Morris Bridge turnaround.The following items are being repeated yet again andwill continue to be repeated as they continue to occuron a regular basis. Residents please take note!!There have been instances where yard waste, primarily palmleaves, have been observed left close to, on top of, and evenin front of street drains (part of our storm water system)awaiting the yard waste pickup on Saturdays. These streetdrains are extremely important for preventing flooding on ourstreets when it rains and should NEVER be blocked. Allresidents are asked to make sure this yard waste is leftwhere it won’t interfere with our storm water system. Most ofthe water going into these street drains ends up in CoryLake. Any debris that ends up in the drains will travel intothe lake. Nothing should EVER be thrown into these streetdrains.Residents are requested to put their trash out for pick up in acontainer with a lid. SECURITY COMMITTEEThe security committee has been working with our currentprovider since November 2008. We have made severalchanges in the program and re-written the PostOrders. Please take aminute or two and let us know what your thoughts are.Please contact us via e-mail at CLIsuggestions@gmail.com--David Burman, CDD Supervisor in charge of SecurityThe Committee continues to work with our security partner,G4S Wackenhut to reduce costs while also improving oursecurity within Cory Lake Isles. You may have noticed thenew vehicle turnaround that was constructed at the MorrisBridge Gate. This turnaround was necessary for severalreasons from a security perspective. First, the fountain thatwas previously located there was left broken and unrepairableby the developer during the communityturnover. Due to over four years of neglect, the entirefountain and foundation would have to be replaced at asubstantial cost to the residents. If you hadn't seen it, theempty fountain collected algae and mosquito-infested rainwater which created a hazard for the guards and visitors tothat gate. Second, a new turnaround was necessarybecause many vehicles mistakenly entered the MorrisBridge entrance and then turned around prior to reachingthe guard gate. There was no place for a vehicle toturnaround unless it entered the community first. Thiscreated an unsafe driving hazard when this vehicle thenexited the community going the opposite direction along theone-way street. Several near miss-accidents occur almostmonthly! Finally, a new turnaround was necessary uponthe establishment of a "Virtual Guard" (VG) surveillancesystem at the Morris Bridge gate. What is a VG systemyou may ask? The Security Committee realized that lessthan ten visitor vehicles would enter the community via theMorris Bridge gate between the hours of midnight and6:00am. The labor costs associated with processing so fewvisitors was wasteful and unnecessary. The VG system willutilize a two-way video and audio interface so that a MorrisBridge visitor can still interact and be processed by theCross Creek guard during these late hours. The VG systemshould save residents approximately $25,000 a year insecurity labor costs!! Best of all, the Security Committeewas able to negotiate the hardware and installation of theVG system at NO COST to the community. In return, oursecurity vendor G4S Wackenhut will showcase ourcommunity's VG system in their security publications as anew product for gated communities. There should be nochanges to the resident-only lanes of our community asresidents with barcodes can still enter Morris Bridge 24/7.On a less positive note, there continues to be vandalismwithin our community. Our guards and external gates do anadequate job of keeping criminals OUT of ourcommunity. However, the sad reality is, there is vandalismbeing done by residents and guests that reside within thecommunity! For example, an individual recently broke thenew toddler "bumble bee" rocker at the playground area. Itwas pretty clear that an adult-sized individual was riding thetoddler rocker and snapped the iron leg in half! Indeed, thiswas "childish" behavior, however the toddler equipment ismeant for toddlers, not teenagers or adults. Keep in mind,each and every one of us paid for this equipment with ourfees. If you see someone abusing your communityequipment, speak up and ask them to stop. At a minimum,report the behavior to our guards at (813) 986-0030 or callthe Tampa Police. In a second incident, a vehiclepurposefully spun its wheels at the Cross Creek/Cory LakeDr stop sign leaving permanent road stains on our beautifulbrick streets. Finally, speeding remains to be a problem inCory Lake Isles. The posted maximum speed limit in CLIis 25 m.p.h. To prevent further criminal and recklessbehavior, the Security Committee has coordinated to haveincreased police patrols in our community. The officers willbe instructed to enforce speeding laws as well as preventand disrupt this behavior that is being conducted by thosewithin our gates.Did you know our Security Committee has its own Twitteraccount at www.Twitter.com/CLISecurity? The Committeeuses the Twitter account to inform residents of securityincidents within our community in near-real time. By joiningTwitter, residents can receive instant security notices viatext message on their cell phone, or via email. Residentsmay also use the Twitter account to post incidents theyobserve around the community to inform our neighbors toalso be on the lookout for suspicious activity. “YOUTH-TUBE”Earth Day in Cory LakeBy Juliet R.1 st Grade, Pride ElementaryLast month my mom and I picked up trash all over the neighborhood to help the environment for Earth Day.There was so much trash that we had to use two grocery bags (and filled them both)! And we only went fromour house to the Beach Club and back again. When we came back, we were sweating a lot.Why was there so much garbage around our neighborhood? We even found cigarette butts in our own frontyard, and we don’t even smoke! How did this happen? In an empty lot we found a ton of trash. Lots of waterbottles, McDonald’s cartons, Gatorade bottles, even a whiffle ball! In one area we found a broken blue markerfor the fire hydrant.If everyone could go out and clean up a few lots, we might win a prize for being the cleanest neighborhood!Let’s help the environment by keeping our neighborhood clean. We could hear anything fromWillie Nelson to Eminem to Green Day to show tunes.Don’t know if you’re up for this little late night agenda for your personal dance card,but for Ryan “RyRy” Glazier, this is just the scene that floats his boat. Ryan is our new(few months now) Cory Lake Isle Beach Club office manager in charge of all thingsadministrative, working with Facilities Manager Mike Cachon. Ryan is our “I can do that” guy, handlingeverything from processing bar code stickers to the technical expertise of PC software programs, internetresearch, document formatting, the CDD website, and just about anything else we toss at him. Starting with thenext issue, Ryan will also be the local editor for this newsletter.Which brings us to our musical link for this issue: the music of A Chorus Line. Ryan, it turns out, is a highlytrained dancer and singer from the age of 10. He attended a performing arts high school and has extensiveexperience performing in musicals. A Chorus Line is the story centered around the dance tryouts for a Broadwayplay. One of the most popular songs in the play is sung by Mike, a young, brash candidate, and it’s titled “I CanDo That”. A Chorus Line debuted in 1975 and ran for 15 years, becoming the all time leader on Broadway untilCats passed it in 1997. It won 9 Tony Awards and a Pulitzer Prize, which is highly unusual for a play. Check itout on You Tube.But I digress. Ryan was born in Lakeland, has a sister Brittany, and is close to his cousin Keri, who was raisedwith them. He attended a performing arts high school and is trained in ballet, tap, jazz, modern, hip-hop, andballroom dance, and has taken singing lessons since the fourth grade. I’m thinking the first annual HDS“Broadway Night” is lurking on the horizon, folks! He’s also a self confessed technology nerd, and is looking tostart classes at USF soon. He occasionally works as a DJ at local bars, which fits his night owl persona –newsflash, Ry – Beach Club opens at 9 AM!In what spare time he has, Ryan likes to cook elaborate meals, listen to music, and play with his 3 rescue cats,Mariah, Odie, and Artemis. He loves dry and dark comedy (watch out Michael), and wants to live in Dallassomeday. Well, he did say as a child he wanted to grow up to be an alien, so perhaps there’s some extraterrestriallink there, a NASA museum, an observatory, or a Star Trek fan club. Why else would you leaveTampa for Dallas?As for us, now we’ll be stocking the Turtle Tracks ice cream and watching that “someone” isn’t putting tacks onthe stools for his personal entertainment. OPERATING HOURS AND RULES FOR OUR AMENITIES:In previous months, there were several incidents of vandalism and suspicious activity that had occurred atour public amenities. When it was discovered the Community did not have documented rules to govern ourpublic areas, the CDD Board of Supervisors adopted operating hours and rules for our amenities. Thefollowing rules were approved in the April 2009 CDD meeting and will be enforced by our safety officers inorder to protect community residents’ use and enjoyment of these facilities:AMENITIES OPERATING HOURS• Playgrounds: Sunrise to sundown• Workout facility: 24 hours a day• Tennis and basketball courts: Sunrise to 10:30pm• Beach Club Parking lot: Sunrise to sundown(except for gym parking, or during functions and meetings)Standing Rules for Community Amenities• Community playground, park facilities and beach area are open daily from sunrise to sunset, except forpre-approved activities. Lighted outdoor sports facilities (tennis, basketball, hockey rink) will remainopen for use until 10:00 p.m. All facility lighting will be turned off no later than 10:30 p.m.• Except for pre-approved activities, any Loitering or parking at the community playground, clubhouse,beach area, or sports facilities outside of posted operating hours is strictly prohibited.• All motorized vehicles (such as cars, trucks, motorcycles, mopeds, go-carts, remote control vehicles,scooters) are not to be operated at park facilities except on streets, parking lots, and other posted areas,unless special permission is granted.• Bicycles, skateboards, roller-skates, and rollerblades are not to be utilized on the tennis or basketballcourts at any time.• Destruction, removal or defacing of park equipment, structures, CDD Property or surrounding wildlifeareas is strictly prohibited. Any person found or seen causing destruction to the facilities will besuspended from the park and Fine.• Smoking while within the children’s playground or pocket parks area is strictly prohibited. Smoking atthe beach area is also prohibited to include all pavilions and picnic table areas.• No persons under the age of 21 shall possess or consume alcohol on CDD property. Any person who issuspected of being intoxicated or under the influence of drugs while on CDD property shall be deniedadmission and/or removed by law enforcement.• No person shall use threatening, abusive, insulting or indecent language, nor behave in a boisterous ordisorderly manner.• No person shall create any noise at excessive levels, or use amplified sound or music without priorwritten permission from the CDD Board or its designated committee.• No animals or pets, other than dogs on a leash 10' or shorter, are allowed in park facilities, and areprohibited where posted. Owners must pick up after their pets.• All trash and waste must be deposited in receptacles. Food and perishable items are also not to be leftin common areas or in the community lake• No fireworks of any kind are allowed on CDD property• Except for licensed individuals, the use of firearms, fireworks, explosives, or other projectiles of any kindshall be strictly prohibited on CDD Property• All individuals using park facilities assume personal responsibility and risk.
