SUN CITY ANTHEM BOARD OF DIRECTORSPresident’s ReportThank You! As you all know, July and August are slowermonths for the Association due to vacations and manymembers leaving town to beat the heat. Our Associationused this period of reduced facility use to resurface the<strong>Anthem</strong> Center parking lot and to replace the carpets andregrout the locker rooms in the <strong>Anthem</strong> Fitness Center. Wewant to thank our members who were here for theirperseverance during these projects.SCA rated best by a website devoted to finding the perfectretirement community. To read the article entitled “10Most Luxurious Active Adult Communities in the U.S.” goto http://www.55places.com/blog (check the Augustarchives if you don’t see the article.)<strong>Anthem</strong> View Restaurant. Our Association rejected theinitial request for approval of the transfer of ownership of<strong>Anthem</strong> View Restaurant because Audra Tubin and FredSlark had not agreed to sale terms by the June 29 deadlineset by our Board. These individuals have now reachedagreement on the stock sale terms and they have asked ourBoard to approve this sale. Our Board set four conditionson this stock sale at its July meeting: (1) all taxes andvendor payables must be paid or suitable payment plansmust be executed, (2) Ms. Tubin and Mr. Slark must jointlyand severally hold the Association harmless from anyaction as a result of the stock transfer, (3) demonstration ofMr. Slark’s financial capacity to operate the restaurant asdetermined by the Association’s independent CPA firm,and (4) the personal guarantee of all lease terms by Mr.Slark. Our Board approved the commencement ofnegotiations on gambling in the restaurant at its May 26meeting, and this action continues to be the policy of ourAssociation. Any proposed lease changes that wouldallow gambling in the restaurant would have to beapproved by our Board at a public Board meeting.Posting draft documents on the SCA website. Our Boardestablished a new policy on posting draft documents forreview by our residents at its July meeting. The decision topost a draft document will be made by the President andone other director. Draft documents will be clearly markedas drafts. Committee chairs are encouraged to discuss theposting of draft documents developed by their committeeswith their Board liaisons. Because of the added cost ofposting documents several times (as drafts and asapproved documents), the plan is to only post draftdocuments of substantial importance to our residents.Board meeting location. The regular Board meeting inSeptember, October and November will be held in theDelaware Room. This is an experiment to determinewhether Freedom Hall or the Delaware Room works best.We will ask residents who attend these meetings to tell uswhere they think the meetings should be held.Yellow brass informational town hall. Our Associationwill hold informational meetings on the proposed yellowbrass litigation on behalf of our residents. Some of thelawyers involved in this litigation will explain it atmeetings held at 3:00 p.m. and 7:00 p.m., on September 14,in Independence Center.Volunteer Service Agreement. At its April meeting,our Board accepted a draft of a Volunteer ServiceAgreement with the anticipation that the communitywould have an opportunity to comment on this documentbefore the Board took any action to implement it. A BoardWorkshop will be held for this purpose at 10:00 a.m., onSeptember 12, in the Delaware Room. Volunteers servingon committees and community service groups areespecially encouraged to attend. You can read the currentdraft by logging into the SCA website, then clicking on:Documents/ Board of Directors / Board Book / 2011 /April /39-BOD Volunteer Service Agreement.Q&AsWhat is the asset enhancement fee? This is a fee equal toone-third of the gross selling price of most home sales thatis paid to our Association. This fee was added to ourCovenants, Conditions and Restrictions (CC&Rs) in 2004by a petition signed by the owners of 67% of our homes.This fee provided revenues of $321,028 during 2010. OurBoard has traditionally used this fee as the primary sourceof funds for capital improvements (replacement of capitalitems is financed from the Reserve Fund.)Will our Association continue to collect this fee in thefuture? Yes. One of the 2011 laws has caused substantialconfusion on this issue. We arefortunate here in <strong>Sun</strong><strong>City</strong> <strong>Anthem</strong> to havehundreds of residentvolunteers devotingtheir time,energyand skills to SCA’sstanding committees and service groups. Our volunteersperform thousands of hours of work each month and arethe backbone of this community. They are responsible formaintaining and enhancing the quality of life andamenities that we enjoy here today.Our community association is headed by a seven-memberBoard of Directors who are resident volunteers elected bythe homeowners to serve two-year terms. Our standingcommittees provide invaluable services to the BOD interms of research, recommendations and reports onevery responsibility the board is charged with. Additionally, the SCA Website lists currentcommittee and service group information and <strong>Anthem</strong>Alive, the flagship program of Channel 99, has segmentsin the works about the Volunteer Program.The Communications Committee is in the process ofinstituting a revamped Volunteer Program which takesadvantage of the evolving technology and communicationsin SCA. The new Volunteer Program will feature anapplicant database designed to record residents’ areas ofinterest as well as specific committees or service groupsthat they believe would be a good fit for them. Thedatabase will provide up-to-date applicant information toour Board, committee chairs and service group leaders toassist them in filling volunteer positions for committees aswell as special work or advisory groups. In the near future,volunteer information will be available at the public countersat <strong>Anthem</strong>, Liberty and Independence centers as well.Although some of our committees require specific skills,you may find opportunities that do not. Let your pastexperiences and life interests guide you in choosing aposition that is just right for you. Committee ReportsARCArchitectural Subcommittee Plan Review Dates:2nd and 4th Thursdays of the month 9:00 a.m. to10:30 a.m. <strong>Anthem</strong> Center, Emerson/Franklin RoomRoger Hagen, Chairperson Email:rhagenlv@gmail.comBecause of the excessive summer heat, some residentswish to cool the interior of their garages. The use of evaporativecoolers, “swamp coolers,” is a common cost-effectivemethod of achieving this goal. Their installation requiresARC review and approval. The design guidelines specifythat they be ground-mounted no higher than 8 inches fromgrade measured at a point closest to the house or wallmountedwith the top of the cooler being no higher than 72inches from grade. They are to be located in the side yardproximal to the air conditioner and be screened from thestreet by a 15-gallon plant, a wall or a wrought iron fencewith perforated metal screening. Plastic or woodlattice-type materials are not acceptable.Other methods of heat reduction requiring ARC reviewhave included garage door painting or replacementwith more energy efficient materials. Finally, someresidents have insulated the interior of their garage door(no ARC approval required in this case).REMEMBER, your evaporative cooler must bemaintained in a manner that insures it does not become aserious health risk to you and your pets. See yourinstruction manual on how to clean or replace the filterslocated in your unit. Other periodic cleaning or flushingmay be required.The ARC subcommittee continues to review your plansevery 2nd and 4th Thursday of the month at 9:00 a.m. –10:30 a.m. in the <strong>Anthem</strong> Center. Work on a strategic plan, inconjunction with Plans & Processes, continues.A small-scale community trial of new websitemessage-board software is underway. Testing, solicitingfeedback and formulating protocols for use are being10 <strong>Sun</strong> <strong>City</strong> <strong>Anthem</strong> • September 2011crafted and a recommendation will be submitted to theBoard upon successful completion.Two ad-hoc task forces – public relations and print –continue to advise on an overall public relations plan forSCA and to review the community’s print vehicles. This isall in keeping with the CC’s goal of continuingimprovement in communications.Channel 99 has various openings right now, and the onlyprerequisite for all positions is enthusiasm. Bob Passaro,the station’s executive producer, emphasizes that priorexperience is not necessary; Channel 99 will trainvolunteers. Camera people are always welcome, but twocritical positions that need to be filled immediately areequipment manager and graphics designer. Theequipment manager will keep track of the station’s gear asit goes out on shoots by developing a logging in-and-outsystem and scheduling. The graphics designer hasresponsibility for the SCALA tiles, sets, backgrounds andposters. Knowledge of Photoshop would be helpful but isnot essential. Channel 99 volunteers put in as much – or aslittle – time as they choose. And ifthey did, a politically correct statement like “maycause” would probably be ignored.This brings me to a point I wish to make in regard toour new furnishings recently placed in the <strong>Anthem</strong>Center. There are no signs stating the usageinstructions for these furnishings and if there were,they would probably be ignored. So in not sopolitically correct terms, “Treat the stuff in theCenters like it belongs to the most revered person youknow and as if you were visiting their home.”Many have found fault with the fabric choice or color,the style or texture of the Center’s replacementsand refurbishments. Wouldn’t life be boring if all7,000+ homes had the same décor choices? Neverhappen! But the fact remains neglect or misuse offurnishings causes a premature need for cleaning,repair or worse yet, replacement. We pay good moneyfor the care and replacement of Associationproperties, and like many things in life, if we treat ourfurnishings with respect they will grant us fewerheadaches and more enjoyment.My final thought is this: Utilize the Centers to theirfullest. They were built and are maintained for ouruse and enjoyment. <strong>Sun</strong> <strong>City</strong> <strong>Anthem</strong>Community PatrolThere have been recent reports of thefts of statuary, pottery, lighting, pots, plants and shrubbery inour <strong>Sun</strong> <strong>City</strong> <strong>Anthem</strong> villages. It would seem that these types of items are easily stolen, hard totrace, and can be sold at the local “swap meet.” Although involving more effort, someone diggingup plants and shrubbery can easily sell these to an unsuspecting homeowner. Being vigilant andreporting these offenses seem to be the only defense.There have also been reports of individuals going through trash and recycling bins late at night or inthe early mornings. Per the <strong>City</strong> of Henderson Municipal Code, this is illegal. If you see someonegoing through the trash or recycling bins, it should be reported immediately to the <strong>City</strong> at 267-5000,or “311.” To help avoid this activity, place your items out on pick-up day after daylight.Even though these events are occurring, <strong>Sun</strong> <strong>City</strong> <strong>Anthem</strong> has a very low crime rate. Here are some items to observe thatwill hopefully help to protect you and your property.• Criminals always look for an easy opportunity. Emergency PreparednessThis should not be the question you would ask if a fire isthreatening you or your home. First and foremost, SHOULD youattempt to put out a fire? Be certain of the following before attackingany fire: 911 was called, is the fire small and not spreading,the fire won't block your exit, you have the proper fireextinguisher, you know your extinguisher works, and finallyYOU KNOW HOW TO USE YOUR EXTINGUISHER.Reasons for NOT ATTEMPTING to extinguish a fire: Fire isspreading rapidly, you don't know what is burning, you don't havethe proper fire extinguisher, and there is too much smoke. HOWABOUT I DON'T WANT ANY PART OF TRYING TO PUT OUTTHE FIRE? Sounds good to me.Here is some basic information regarding fire extinguishment andfire extinguishers. There are several types of extinguishersdesigned for various types of fires, but the common ones usedin most cases are the “dry chemical” BC or ABC types. They areused for ordinary combustibles, type A (wood, paper, cardboard),flammable liquids, type B (gasoline, kerosene, thinner), firesinvolving electrical equipment, type C. These extinguishers arerated by their weight in pounds. The weight correlates to thesquare foot area for which the extinguisher is effective. Whenbuying an extinguisher consider where it will be used and for whattype of possible fire.Back to LOCATION LOCATION LOCATION. So where should anextinguisher be placed? The most common areas for residentialfires are kitchens and garages. Too close to the source of ignitionis not good. Close to the kitchen in plain sight hanging on the wallnot higher than 5' or lower than 3' is the optimum place for thekitchen extinguisher. If you don't make the call you maynever get that chance.A common guide for using a fire extinguisher is to use thisacronym “PASS.” “Pull the Pin” at the top of the extinguisher.“Aim at the base of the fire” not the flames. “Squeeze the leverslowly.” This will release the extinguishing agent. “Sweep fromside to side.” Use a sweeping motion from side to side advancingas the fire begins to diminish. Facilities/LandscapingSeptember-Landscape trimming ~ Commercial versus ResidentialOur grounds here at the center and streetscapes are maintained by commercial landscapers.Because their mode of operation is often puzzling to some people, I thoughtyou might be interested in knowing some of the basic differences between commercialand residential landscape maintenance. Each commercial landscaper’s crew is trainedto do a specific job which gives each employee more experience and expertise for theirjob assignment. For example, one crew will only mow lawns with a specific day to cometo the <strong>Anthem</strong> Center. Another crew only trims shrubs or works on irrigation and soforth. That is why, on any given day, you may see a crew only cut the grass and nottrim shrubs, as it will be done later by a different crew. Also, when the landscapers dostreetscapes, it may be several days or even a week or so before both sides of the streetare finished. The areas the crews cover are large and they work according to the mostefficient schedule set up for them by their manager.When we establish a landscape maintenance program with a commercial landscapecompany to take care of our properties, we and the landscaper tailor a program thatbest suits the overall look and aesthetic needs of the entire Community, which is bothefficient and cost effective. This program includes all the tree and shrub pruning,flower planting, fertilization, insect and disease management, lawn mowing and much more. Therefore, thelandscape crews can efficiently come in at their scheduled times and have each area taken care of properly,which also ensures optimal grass, plant and tree growth in future seasons. With this arrangement, we arestriving to achieve that our community always has the appearance of a well-maintained landscape.When a private resident hires a landscaper to maintain his yard, he is normally dealing with one person thathas a small crew that will spend a certain day doing the mowing and trimming on his property. Residentialmaintenance is far more personalized. The homeowner will consider his property's privacy, the style andoverall look that he wants to achieve. Choices are made on each plant and tree regarding how the homeownerprefers his landscape to look. Maybe a row of plants along the sidewalk will only be top trimmed so they growwider and cover more area whereas the neighbor next door prefers his plants be trimmed all the way aroundand rounded for a more estate-type look. Certain trees may be specifically trimmed for various reasons suchas giving shade to a seating area or creating a privacy screen. Obviously everyone has different ideas on howtheir landscape should look.IMPORTANT ~ As of September 1, we will be on SNWA’s mandatorywater schedule for fall. All residential and commercial irrigationclocks need to be set to water only three days a week. Here in<strong>Anthem</strong>, our watering days are Monday, Wednesday, and Friday.Failure to adhere to this schedule could result in a water-waste feeor citation from SNWA.Does the featured photo look familiar? The opera takes place in 17th centurySeville, and the first performance was in Rome in 1816. PICKLEBALLFirst Annual Pickleball AdventureSails to BermudaSixty Picklers from 15 states sailedtogether on the Holland AmericaVeendam to Bermuda, May 15 - May22. Two Pickleball Courts were setup on board the ship for daily dropinplay as well as a culminating mini-tournament. Picklersfrom 40 to 80 years old with varying ability levels enjoyedplaying while at sea and during the five days in port inBermuda. Two regional ambassadors as well as severallocal ambassadors added both enthusiasm and knowledgeabout Pickleball and USAPA programs and tournaments.A highlight of the cruise was when approximately 20 of thePicklers assisted in the first-ever Pickleball demo and clinicin Bermuda on May 19. The Pickleball clinic was asmashing success, as over 60 students and adults learnedand played the game at the government tennis stadium inHamilton, Bermuda. Special thanks were given to MarkFriedenberg and Rick Brockie for their generous donation ofequipment, which was left with the island's Department ofYouth, Sport and Recreation to further promote the sport.The cruise provided a unique opportunity for “strangers” toboth play and socialize, and in effect, become a“Picklehood.” Many new friendships were formed throughactivities such as dancing, snorkeling, socializing andparticipating in various on-board programs, not to mentionpickling together at all hours of the day. SOFTBALLNow that the summer heat is upon us and our temperaturesare 100 degrees and above again, our games arehotter than ever. For those interested in joining our groupof all-stars and not so all-stars, you can try out our clubfor free. Those interested are allowed to play for freefive times during the year as a guest to see if it suitstheir pleasures.After their trial period, our dues are a nominal $30.00 ayear. But your $30.00 includes so much more.This year, members enjoyed our first annual picnic. InNovember, we have our annual party which includesentertainment, excellent food and other surprises.All you need to supply is a glove, as the clubsupplies the fields, the bats, the softballs, the ice packs(when needed,) and the beautiful weather. Because safetyis our main concern, we supply a pitchers net to protectthe pitchers. When we run to first or beyond we allowpinch runners.All of our games are played at <strong>Anthem</strong> Hills Park. Thefields are located off of Reunion just east of <strong>Anthem</strong> HillsParkway.Our games are played on Tuesday and Friday and lastanywhere from two to three hours, depending on thescore.If you've ever been to an old-timers game, this is better.This is where our field of dreams is. This is where we reliveour youth. Although we are older now, we still manage tohit (most of the time), catch (sometimes), throw (maybenot as accurately as we would like,) and run (at least tofirst base where we have liberal pinch runner rules). Oursoftball days include a brief batting and fielding practicefollowed by an exciting game.
