Nonetheless, aslither of very cautious optimism is allowed with twopieces of slightly positive news.First, the meteorologists are saying that La Nina hasgone home, and we’re due for brighter weather over thenext year. But they add that as a farewell, there will beanother month or so of rain. Thanks for that.The second slightly positive news is that the DA figureshave shown an improvement when comparing the firsttwo months of this year with the first two months of lastyear. But then, it was a pretty bad beginning to 2011. Nonetheless, it’s alwaysgood to see the figures creeping up, rather than going the other way.Queensland of course has suffered the brunt of the weather these past 12months, so we’re all hoping that warmer times really are just around the corner.This issue, we talk to the new man in Queensland, SPASA CEO Adrian Hart, andask him how he’s going to cope with some of the difficult issues facing that state.We also look at the (relatively) new technology of ultra violet disinfection, as wellas advances in spa jet technology.It’s not too far away before we get to July and the big event that only comesaround every two years – <strong>SPLASH</strong>! on the Gold Coast. The Sundayattendance was particularly good, settingan all-time record and leaving exhibitorsThe Perth show had exhibitors run off their feetweary but happy.In Perth, the consumershow was heldon a sizzling Marchweekend. The temperatureshovered aroundthe 40-degree mark,but the hottest eventin town was the Pool,Spa and Outdoor LivingExpo at Claremont Showgrounds.This was the seventh version of theannual event and was the second biggestyet, as thousands of people flocked tohave a look at the latestin pools, spas, paving,umbrellas, water slidesand everything youcould possibly think ofto do with pools andoutdoor living.The exhibitors werereportedly thrilled withthe response, with manycontracts signed on theday and numerous moreleads to follow up. industry newsPentair in $10 billion mergerPENTAIR AND TYCO FLOW WILL MERGE TO CREATE THE BIGGEST GLOBAL PLAYER IN WATER ANDFLUID SOLUTIONS.PENTAIR Inc and Tyco International’sflow control business are combining ina $US10 billion merger with the effectthat these highly complementary businesseswill create a global leader in flow,filtration and equipment protection.The two companies announced adefinitive agreement to combine Tyco’sflow control business, Tyco Flow, withPentair in a tax-free, all-stock merger.The transaction values Tyco Flow atapproximately $US4.9 billion, includingassumed net debt and minority interest.In Australia, Tyco Flow own SouthernCross Pumps, which supplies liquidpumps to industry, building services,fire-fighting and agriculture around thecountry, as well as the ubiquitous SouthernCross windmills and water tanks.Upon completion of the transaction,which has been unanimously approvedby the boards of both companies, Tycoshareholders will own approximately52.5 per cent of the combined companyand Pentair shareholders will own approximately47.5 per cent.The combination will bring togethercomplementary leaders in water andfluid solutions, valves and controls, andequipment protection products to createa premier industrial growth company.The merged company, with estimatedpro forma 2012 revenues of $7.7 billion,is expected to create enhanced shareholdervalue through:• Increased global scale with greater accessto developed and fast-growth regions;• Broader presence in key sectors withgreater opportunity to capitalise ongrowth trends in the energy, infrastructureand industrial sectors;• More robust portfolio of complementaryproducts and customer solutions;• Significant operational and tax synergies;and• Strong balance sheet and cash flowgeneration to support growth andreturn of capital to shareholders.The new company will be named Pentairand will be led by Randall J. education updateProposed national qualifications “dumbed-up”SPIROS DASSAKIS HAS FIRED A SALVO AT THE PROPOSED CPSISC QUALIFICATIONS IN SWIMMINGPOOL AND SPA SERVICE.IN the previous issue of <strong>SPLASH</strong>! weran a story about the Construction andProperty Services Industry Skills Council(CPSISC) establishing National Qualificationsfor Swimming Pool and SpaService Technicians.Interested parties were invited to viewand comment on the proposed structureof the courses.Spiros Dassakis, CEO of SPASA NSW,sent a submission to CPSISC which healso made available to <strong>SPLASH</strong>!.He says that after studying the CPSISCdraft, he became extremely concernedthat the proposed Certificate III andCertificate IV qualifications were beingoffered without having the requisitecompetencies.“They are in effect the equivalent ofCertificate II and Certificate III courses,”Dassakis says.“The competencies are far too basic tobe considered Certificate III and CertificateIV. It seems the qualifications havebeen rushed and have been superficiallyincreased. They’ve been ‘dumbed up’.They are nowhere near the complexityof Certificate III and Certificate IVcourses in other industries.”Dassakis says that as an industry, weneed to start taking training seriously.“I’m very passionate about this,” hesays. “We want people in the industry tobe proud of the education they attain,with units of competency relevant to thecourses they’ve undertaken.”Dassakis says he supports national qualifications,but has serious concerns aboutthe legacy that the current CPSISCcommittee will leave the industry if thecurrently proposed training gets up.“We hold significant concerns aboutthe courses as they are currently proposed.But if approved, SPASA NSW asa national RTO, will place these courseson our scope, as well as continuing torun the current Certificate III courses wehave in place as the licensing pathway.”EXTRACTS FROM SPASANSW FEEDBACKSPASA NSW holds concerns primarilyrelating to the proposed Certificate IIIand Certificate IV level of qualificationas opposed to the Units of Competency.Certificate IIICertificate III is traditionally seen as atrade’s level qualification. The proposedunits of competency are too basic to be atthat level. The following units are examples:• Perform basic swimming pool measurementsand calculations• Carry out routine maintenance ofswimming pools and spas• Carry out routine maintenance ofswimming pool and spa water circulationand filtration systems• Carry out routine maintenance ofswimming pool and spa water chlorinationsystems• Carry out routine maintenance ofswimming pool and spa water cleaningand vacuuming systems• Monitor pool water qualityCertificate II level is certainly moreappropriate.Certificate IVCertificate IV is post trades and businesslevel. The proposed Certificate IV units ofcompetency are too basic to be at that level.The following units are examples of this:• Monitor pool water quality• Maintain pool water quality• Assess and treat water problems inswimming pools and spas• Inspect, service and repair swimming pooland spa circulation and filtration systems• Inspect, service and repair swimmingpool and spa chlorination systems• Inspect, service and repair swimming pooland spa cleaning and vacuuming systems• Read and extract information fromplans, drawings and specifications forswimming pools and spas• Detect leaks in swimming pools and spas• Work safely at heights• Enter and work in confined spacesCertificate III level is certainly moreappropriate.It should also be noted that similarunits are generally available at a CertificateIII level in other training packages.Duplication of unitsSome units of competency are duplicatedbetween Certificate III and IV. Thefollowing units are examples of this:• Monitor pool water quality• Maintain pool water qualityThe duplication effectively reduces thenumber of required units of competencyin Certificate IV from 20 to 18. It alsomeans that having done Certificate III,these units allow automatic Recognition ofPrior Learning (RPL) of one tenth of thecompetencies required for Certificate IV.Combining unitsSPASA NSW believes that too many similarskills have been split into separateunits of competency. The following unitsare examples of this:• Carry out routine maintenance ofswimming pools and spas• Carry out routine maintenance ofswimming pool and spa water circulationand filtration systems• Carry out routine maintenance ofswimming pool and spa water chlorinationsystems• Carry out routine maintenance ofswimming pool and spa water cleaningand vacuuming systemsMoreover, a single unit “Carry Out RoutineMaintenance of Swimming Poolsand Spas” would adequately cover theabove separate units. The basics of pooland spa water quality are the same. Monitor/Assessand Maintain/Treat are verysimilar in their meaning and function.The splitting of similar competenciesappears to be an attempt to create unitsto satisfy a requirement that a certificateis made up of a certain number of units.SPASA NSW applauds CPSISC for theircommitment to work with the swimmingpool and spa industry with the number oneobjective to introduce national qualifications;however, we remain concerned thatthe timeline may have compromised theprocess and produced feedback in haste.As a general observation, it would appearthat the proposed qualifications havebeen rushed and superficially increasedrather than seeking additional stakeholderconsultation to discuss, create and betteralign units of competencies.SPASA NSW believes that a moresensible outcome would be to combinesimilar units, remove duplication and delivera more relevant Certificate III levelqualification while continuing to consultthe industry for the creation of a moredefined and focused Certificate IV.CMYCMMYCYCMYK20 | <strong>SPLASH</strong>! splashmagazine.com.au

safety updatePool and spa industry can and should provide inspectorsSPASA NSW HAS URGED THE NSW GOVERNMENT TO USE LICENSED AND TRAINED POOL INSPECTORSINCLUDING INDUSTRY MEMBERS WHO HAVE UNDERTAKEN RELEVANT TRAINING AND ACCREDITATION.SPASA NSW has submitted a long anddetailed submission to the Division ofLocal Government in the Departmentof Premier and Cabinet, regarding theSwimming Pool Act Review.One key point the submission makesis that the proposal to have homeowners“self assess” the safety of their own poolsis a flawed idea.The Government proposes that, as partof the registration process, pool ownersundertake a “self-certification” process oftheir pool by completing a safety checklistand a statement that, to the best oftheir knowledge, the barrier complieswith the standard required by the Act atthe time the pool was built.Pool owners would be provided withthe option of requesting that their localcouncil or a private certifier undertake thecertification process on their behalf for aprescribed, maximum fee for local councilsand at market cost for private certifiers.However, SPASA NSW argues thatowners of pools are not necessarily competentin undertaking self certification.Further, they consider it improper andeven careless for the Division of LocalGovernment to rely on pool owners toself certify their swimming pool by followinga suggested checklist.Additional concerns relate to the ownersof the swimming pools who have “selfcertified” being exposed to litigation inthe event of a drowning or other relatedincident. SPASA says that the checklistwould be unable to capture all aspects of:• Australian Standards• Swimming Pools Act 1992• Swimming Pool Regulation 2008• Building Code of AustraliaSPASA argues convincingly that theinspection of a swimming pool environmentshould only be carried out by atrained individual who is able to correctlyinterpret the above legislative instrumentsas well as understand their interactionwhen it comes to compliance.The association adds that it is disappointingthat the Discussion Paperrefers to “local council” or a “privatecertifier” as the parties able to undertakethe certification process.SPASA NSW believes suitably qualifiedindividuals within the swimmingpool and spa industry should be consideredas a viable alternative.Such arrangements are already in placein Queensland where inspections are undertakenby private certifiers and individualswithin the swimming pool and spa industrywho are licensed by the Pool SafetyCouncil (PSC) as pool safety inspectors.TRAINING FOR SWIMMING POOLINSPECTORSSPASA says that Registered Training Organisations(RTOs) should have accessto deliver the agreed Accredited “SwimmingPool Barrier Inspection Course”.Alternatively, a “Swimming Pool BarrierInspection Course” maybe delivered byRTOs using detailed module guidelinesto achieve the desired learning outcome.SPASA says the Division of Local Governmentshould consider qualified individualswithin the swimming pool and spaindustry as a viable alternative in undertakinginitial and subsequent inspectionsin order to reach complete saturation.SPASA NSW points out that it is anRTO providing training and assessmentto the swimming pool and spa industry.As well as many courses aligned with Licenceclasses within the swimming pooland spa industry, the organisation alsoruns the Inspect Swimming Pool and SpaSafety Barriers course (SPASA<strong>30</strong>17A).This course follows similar structure tothe Queensland: “Swimming Pool SafetyInspector Course Guidelines”.Learners who complete the “InspectSwimming Pool and Spa Safety Barriers”course are taught to: locate, interpret andapply relevant information, standardsand specifications; comply with site safetyplans and OHS legislation, regulationsand codes of practice applicable to workplaceoperations; comply with organisationalpolicies and procedures, includingquality requirements; safely and effectivelyuse tools, plant and equipment;communicate and work effectively andsafely with others; as a minimum, inspectand report on swimming pool and spabarrier compliance, ensuring: correctidentification of barrier requirements;correct selection & use of processes, tools& equipment; and completing all work& reports to specification.Outgoing premieroffers free swimminglessonsIN one of the last acts of “politicallydoomed” ex-premier of Queensland,Anna Bligh provided 10 freeswimming lessons to every Queenslandchild under four years of age.Swim Australia’s CEO Ross Gagedescribed the plan as a vital extralayer of protection for children,adding that in Queensland especially,all children should be ableto swim and swim well.Parents will be able to downloade-vouchers which they can usefor accredited swim instructors ataccredited swimming centres thathave been operating for 12 months.Scout hailed hero for saving twoTHE Governor-General Quentin Bryce has officially recognised a 12-year-oldWest Australian boy with a Certificate of Meritorious Conduct, after he rescuedtwo younger boys while on holidays on the Gold Coast.Last year, Thomas Gosstray saw two young boys aged about eight and 11 in troubleat the swimming pool at the Royal Pines Resort.
