No official language isspecified and no interpretation is needed. Proceedingsof the Congress are published by the EMS PublishingHouse (http://www.ems-ph.org/).Decision process for 8ECM(i) Bids are invited via this notice in the EMS Newsletter,and via letters to the EMS member societies;the deadline for bids is 28 February 2015. Thesebids need only be outline bids giving a clear ideaof the proposal and possible sources of financialand local support.(ii) The Executive Committee of the EMS will considerthe bids received. It will invite one or more ofthe bids to be set out in greater detail so that it candecide which bids are sufficiently serious optionsto be considered further. The deadline for such“worked up” bids, which will include a draft budgetand a commitment to follow the conditions setup by the Executive Committee, is 31 July 2015.(iii) The EC will then create a short-list of sites that appearto offer the best possibilities for a successfulCongress, and appoint a Site Committee to visit theshort-listed sites between September and December2015 to check a range of items in connectionwith the development of the Congress. For example:- Size and number of auditoriums; location andequipment- Room for exhibitors- Hotel rooms and dormitories; location, prices,number in different categories and transportationto lectures- Restaurants close to Congress site, number andprices- Accessibility and cost of travel from variousparts of Europe- Financing of the Congress, including support toparticipants from less favoured countries- Financing for the EMS Prizes- Experience in organizing large conferences- Timing of the Congress- Social events- Plans to use the occasion of the Congress as publicityfor mathematicsThe EC may make a recommendation to the Councilbased on the report of the Site Committee.(iv) In 2016, at the EMS Council prior to 7ECM, a decisionwill be reached.Relations between the EC and the OrganizingCommittee of 7ECMThe actual Congress organization is the responsibilityof the local organizers. Two committees must be appointed:the Scientific Committee and the Prize Committee.The Scientific Committee is charged with the responsibilityfor conceiving the scientific programmeand selecting the speakers. The Prize Committee ischarged with the responsibility of nominating the EMSPrizewinners. For each of these committees the Chairsare appointed by the EC. There will be a call for suggestionsof members of these two committees from theEMS member societies, after which the membership ofeach committee will be approved by the EC, in consultationwith its Chair. In addition, the Executive Committeewill appoint the Otto Neugebauer Prize Committeeand the Felix Klein Prize Committee, the latterin co-operation with ECMI and the Fraunhofer Institutefor Industrial Mathematics in Kaiserslautern.The EC must be kept informed by the Chair of eachcommittee about the progress of their work.The local organizers are responsible for seekingfinancial support for the Congress and for the meetingsof its committees. However, the EMS will providesome financial support for mathematicians from lessfavoured countries in Europe, and will also assist andadvise in seeking sources of funding.The level of the registration fee is of great importanceto the success of an ECM, and the EC must beinvolved before a final decision on the level of feesis made; members of the EMS normally receive a reductionof some 20% on the registration fees. The ECwould be pleased to offer advice to the local organizerson matters such as the scientific programme, thebudget, registration, accommodation, publications, website, and so on, but in any case the EC must be kept informedof progress at its regular meetings.
