In 1940 shipmentsto the United Kingdom tripled, <strong>and</strong> it wassecond only to Japan in rewipts <strong>of</strong> wpper fromthe United <strong>State</strong>s. Substantial quantitiesbegan going to the U.S.S.R. in 1939, <strong>and</strong> duringthe war years most <strong>of</strong> the refined copper exportedfrom the United <strong>State</strong>s (considerablybelow prewar levels) went to these twocountries.Exports <strong>of</strong> refined copper, which resumed its
