Ontario’s Child<strong>care</strong> IndustryCo-President’s Message cont<strong>in</strong>ued from page 3publications that allow its membersto learn from one another and fromexperts <strong>in</strong> other fields about management,leadership and growth. Membership<strong>in</strong> ADCO also means that youautomatically receive the background<strong>in</strong><strong>for</strong>mation you need to anticipate,understand and respond to potentialchanges <strong>in</strong> government policy.While we encourage all ADCOmembers to be proactive <strong>in</strong> their advocacyby keep<strong>in</strong>g their elected officials,the families they serve and theirlocal media <strong>in</strong><strong>for</strong>med about the realimpacts of government policy, one<strong>in</strong>sight that we s<strong>in</strong>cerely hope thatall ADCO members will ga<strong>in</strong> is theimportance of not tak<strong>in</strong>g changes <strong>in</strong>government policy personally. TheELP is not the first time that Prov<strong>in</strong>cialpolicy has wrought dramatic changesupon Ontario’s licensed <strong>child</strong> <strong>care</strong>owner/operators and the familiesthey serve and it won’t be the last.With<strong>in</strong> the last decade, we’ve seenresponsibility <strong>for</strong> the fund<strong>in</strong>g andregulation of <strong>child</strong> <strong>care</strong> shuffled fromone M<strong>in</strong>istry to the next: from Communityand Social Services, to Childrenand Youth Services and mostrecently to Education. We’ve seen theProv<strong>in</strong>ce download responsibility <strong>for</strong>manag<strong>in</strong>g most components of Ontario’slicensed <strong>child</strong> <strong>care</strong> system tothe municipalities and prior to that,we saw a Prov<strong>in</strong>cial adm<strong>in</strong>istrationfocused on elim<strong>in</strong>at<strong>in</strong>g all privatelyowned licensed <strong>child</strong> <strong>care</strong> programsand attempt<strong>in</strong>g to seize their assets.Through it all, <strong>in</strong>dependent licensed<strong>child</strong> <strong>care</strong> owner/operatorshave cont<strong>in</strong>ued to deliver the af<strong>for</strong>dable,high quality early learn<strong>in</strong>g and<strong>child</strong> <strong>care</strong> services Ontario’s familiesneed most. We’ve had no choice.Our livelihood depends on our abilityto stay relevant to families andkeep expand<strong>in</strong>g and enhanc<strong>in</strong>g ourprograms to serve more of them. Asan <strong>in</strong>dustry and as <strong>in</strong>dividual owner/operators,Ontario’s <strong>in</strong>dependentlicensed <strong>child</strong> programs listen tofamilies, respond to their needs, anticipatewhat they might want <strong>in</strong>the future and do everyth<strong>in</strong>g <strong>in</strong> ourpower to provide it.As a result, Ontario’s <strong>in</strong>dependentlicensed <strong>child</strong> <strong>care</strong> owner/operatorsare the experts <strong>in</strong> <strong>in</strong>creas<strong>in</strong>gaccess to high quality early learn<strong>in</strong>gexperiences <strong>in</strong> this prov<strong>in</strong>ce.We were do<strong>in</strong>g it long be<strong>for</strong>egovernments even recognized EarlyChildhood Education as a professionor began pay<strong>in</strong>g lip service tothe value of play-based learn<strong>in</strong>g.Deliver<strong>in</strong>g high quality experiencesthat strengthen family life <strong>in</strong> Ontariois more than a job to us. It is ourreason <strong>for</strong> be<strong>in</strong>g. We’re tra<strong>in</strong>ed <strong>for</strong>it. We’ve dedicated our lives to it andmost of us can’t even imag<strong>in</strong>e do<strong>in</strong>ganyth<strong>in</strong>g else. It would be greatif the Government’s ELP and <strong>child</strong><strong>care</strong> modernization <strong>in</strong>itiatives capitalizedupon our experience and expertise.We s<strong>in</strong>cerely encourage youto get <strong>in</strong>volved and see that it does.The fact rema<strong>in</strong>s, however, that thevast majority of us will cont<strong>in</strong>ue tobr<strong>in</strong>g much needed advancementsto the fields of early <strong>child</strong>hood developmentand non-parental <strong>care</strong>no matter what.
