This list is especially popular to take with you toevents.• <strong>NASS</strong> has worked with members to promote informational booths at trade shows and both regional and nationalendurance events and we want to expand this program.Per Bylaws ‐ Conflict <strong>of</strong> Interest Clause:A conflict <strong>of</strong> interest is deemed to arise when the not-for‐pr<strong>of</strong>it Board Member, by virtue <strong>of</strong> his/her affiliation with otherorganizations, either as a Board Member, as an owner, as an employee, or in some other capacity, has divided loyalties. A BoardMember must disclose a conflict <strong>of</strong> interest as soon as he becomes aware <strong>of</strong> it. The interest must be fully disclosed to the entireBoard. Trade secrets and confidential material need not be disclosed, but the fact that the conflict exists must be disclosed. Afterfull disclosure, the Board <strong>of</strong> <strong>Directors</strong> may determine whether to exclude the Member in the discussions and/or vote held by theCorporation which involves items over which there is a conflict <strong>of</strong> interest. Such decision may be determined on an as‐neededbasis by a majority vote <strong>of</strong> those <strong>Directors</strong> present at the meeting. The minutes <strong>of</strong> any meeting at which a Board Member revealsor discusses a potential conflict <strong>of</strong> interest must reflect those discussions in detail.

NORTH AMERICAN SHAGYA‐ARABIAN SOCIETY"Clarification re: Registration Eligibility for Offspring <strong>of</strong> Purebred Arabian MaresUsed in Shagya Breeding"History: The ISG breeding rules up until May <strong>of</strong> 2007 maintained that <strong>of</strong>fspring <strong>of</strong> Purebred Arabian mares couldnot be registered as Purebred Shagyas. In 1985 the ISG sent an ISG judge (Claudio Conradty) to the United Statesto inspect 12 Purebred Arabian mares for possible use as a foundation for <strong>American</strong> Shagya breeding. FollowingMr. Conradty's inspection, the ISG had a special meeting and decided to make a special exception to allow 10 <strong>of</strong>those purebred Arabian mares to be used by <strong>NASS</strong> breeders, and their <strong>of</strong>fspring could be registered as PurebredShagyas. The ISG made a formal decision in writing that this would be a one time only exception to the rule thatPurebred Arabian mares could not have <strong>of</strong>fspring registered as Purebred Shagyas. And that's why <strong>NASS</strong> hasnever registered <strong>of</strong>fspring from any other Arabian mare (other than those 10 mares originally approved) as aShagya! By orders <strong>of</strong> ISG!The ISG developed a new set <strong>of</strong> rules, known as the "RZBO" which were voted upon and passed at the ISGDelegate Conference in Bulgaria in May 2007. The ISG needed to make changes to the former ISG breeding rulesbecause the EU (European Union, or Common Market) made a rule which required that all individuals which areable to breed must be allowed to breed. (The rationale behind this is that amongst the EU countries therecannot be "trade barriers", i.e. breeding rules, which would "inhibit free trading between EU countries.)Consequently, the ISG had to create a new set <strong>of</strong> rules which created studbooks called "Studbook II or MarebookII (as opposed to Studbook I or Marebook I). The mares and stallions in Studbook I and Marebook I wouldbasically conform to the previous ISG pedigree and quality requirements, and the other mares and stallionswhich didn't meet the previous ISG pedigree and quality requirements would be put into Studbook II andMarebook II.The new regulations also changed slightly, in that they also allowed a Purebred Arabian mare to be entered intothe Appendix <strong>of</strong> Studbook II. This would allow her <strong>of</strong>fspring to be registered as a Shagya‐Arabian in Book II ifthe <strong>of</strong>fspring met the "7/16" rule (which states that in the fourth generation at least seven <strong>of</strong> the 16 ancestorsmust be Purebred Shagyas, and the rest could be Purebred Arabians). This represents a "liberalization" <strong>of</strong>previous ISG rules, (due to the creation <strong>of</strong> Studbook II, which did not previously exist), but this new possibilitywould not be retroactive.Furthermore, however, the new regulations require that any Purebred Arabian mare would have to meet theother studbook requirements just like any other mare, i.e. she must be inspected and approved at an ISGConforming inspection. With the next <strong>NASS</strong> Inspection Tour scheduled for September 2009, the <strong>NASS</strong> BreedingCommittee and the <strong>NASS</strong> Board <strong>of</strong> <strong>Directors</strong> are currently evaluating this ISG rule change and deciding if the<strong>NASS</strong> Guidelines for Shagya Breeding need any alterations with regards to Purebred Arabian mare eligibility inorder to stay current with the new ISG RZBO. It should also be noted that the <strong>NASS</strong> has always allowed <strong>of</strong>fspring<strong>of</strong> a Purebred Arabian mare and an approved Shagya Stallion to be presented and approved for Shagyabreeding, and to be placed into an Appendix. The <strong>of</strong>fspring <strong>of</strong> these Appendix horses are then eligible forregistration as Purebred Shagya‐Arabians if both sire and dam are approved and the <strong>of</strong>fspring meets the 7/16rule.<strong>NASS</strong> has always followed the ISG regulations in terms <strong>of</strong> the eligibility <strong>of</strong> <strong>of</strong>fspring from Purebred Arabianmares to receive Purebred Shagya registration papers and has never denied registration as a purebred Shagya toa horse with an Arabian dam which was eligible according to ISG Rules for such registration. <strong>NASS</strong> is committedto stay in compliance with ISG breeding regulations in order to protect the high quality <strong>of</strong> the Shagya Arabianbreed internationally.1


ASAV Letter in Blue:EXPANDED Rules for a Horse to be considered a Shagya Arabian!!Open letter to all Shagya breeders & owners in <strong>North</strong> America:The ASAV Breeding Committee and <strong>BOD</strong> looked into the overall situation to register horses with Shagya-Arabianbloodlines in <strong>North</strong> America and also reviewed registration practices used in the past. When ASAV started theirregistry according to International registration guidelines, there was no reason to question or doubt thecorrectness <strong>of</strong> already registered Shagya bloodstock in <strong>North</strong> America.During the year 2008 ASAV received a high number <strong>of</strong> applications from already registered Part-Shagya- Arabianhorses standing in <strong>North</strong> America. The ASAV Breeding Committee and ASAV Registrar still took the time andeffort to particularly cross-check & validate the correctness <strong>of</strong> already registered Part-Shagya- Arabians accordingto the RZBO (ISG General Studbook Rules & Regulations). It came to our attention and it was also quite asurprise to us that Part-Shagya-Arabian registration papers were issued for Shagya-Arabian horses. Referring tothe RZBO, which are the breeding rules & regulations <strong>of</strong> binding effect for ISG members, there is no such thing orcategory such as a "Part-Shagya- Arabian". The RZBO defines the requirements for Shagya-Arabians andoutlines the rules/requirements to which section or studbook a Shagya-Arabian belongs, but a discrimination ordisqualification by naming certain horses with Shagya bloodlines only as Part-Shagya- Arabians can nowhere befound.Fact is – based on the information we have at hand – that horses with registration papers called or currentlyclassified as Part-Shagya-Arabians are indeed Shagya-Arabians* as long as they fulfill the 7/16 rule (means in the4th generation out <strong>of</strong> 16 ancestors 7 ancestors are at least Shagyas and the remaining ones are PurebredArabians (ox)).*Each horse/registration still subject to validation & confirmation <strong>of</strong> correct Shagya-Arabian category by ASAVASAV wants to make sure that Shagya-Arabian owners and breeders <strong>of</strong> horses with currently only Part-Shagya-Arabian registration papers have the right to know about this misleading or even wrong classification <strong>of</strong> theirpurebred Shagya-Arabian bloodstock.The details for the <strong>of</strong>ficial & international definition <strong>of</strong> Shagya-Arabians can be found in theRZBO http://www.shagya- isg.de/studbook-rules.htmThe related definitions can be found under "Studbook Categories". All registration requirements always refer toShagya-Arabians and only differentiate/ group through sections or the appendix <strong>of</strong> the studbook. Neither theoriginal German nor the English version <strong>of</strong> the ISG RZBO calls Shagyas-Arabian horses with at least 7 Shagyasancestors in their 4th generation "Part-" or anything else or less than "Shagyas".ASAV <strong>of</strong>fers to register all Part-Shagya- Arabians, fulfilling the 7/16 rule, to issue them correct registration papersas "Shagyas".This relates to quite some owners and breeders <strong>of</strong> <strong>of</strong>f-spring from the following stallions:- *Budapest- *Oman- Bayram- Baron- Murad- and othersANY <strong>of</strong>f-spring from these stallions with a Purebred Arabian mare fulfills the 7/16 RZBO rule/requirements andtherefore has to be named correctly as "Shagya".ASAV cannot and does not want to comment or speculate about registration practices from the past in <strong>North</strong>America, but ASAV can assure all breeders & owners that we are committed to issue the correct registrationpapers for Shagya-Arabian bloodstock.If you have any questions or need further information – please feel free to contact the ASAV <strong>BOD</strong> or ASAVBreeding Committee.See our fall news letter and website for details.Kind regardsKilian Dill for ASAV <strong>BOD</strong> & Breeding CommitteeOctober, 20082
