<strong>Guidance</strong> Document No: 21<strong>Guidance</strong> <strong>for</strong> <strong>reporting</strong> <strong>under</strong> <strong>the</strong> Water Framework Directive7 REPORTING REQUIREMENTS FOR PRESSURES, IMPACTS ANDPROGRAMMES OF MEASURES7.1 IntroductionArticle 5 of <strong>the</strong> <strong>WFD</strong> requires MS to identify <strong>the</strong> key pressures present in <strong>the</strong> RBDlikely to cause water bodies to be of less than good status. It also requires MS toassess <strong>the</strong> impacts on water bodies to support <strong>the</strong> determination of status.Article 11 of <strong>the</strong> <strong>WFD</strong> requires MS to ensure <strong>the</strong> establishment of a programme ofmeasures <strong>for</strong> each RBD, or part of international RBDs within its territory to achieve<strong>the</strong> objectives laid down in Article 4 of <strong>the</strong> Directive. The programme of measuresshould take account of <strong>the</strong> analyses carried out according to Article 5 and <strong>the</strong>subsequent monitoring results collected with <strong>the</strong> network established <strong>under</strong> Article 8.For each RBD, <strong>the</strong> programme of measures must include “basic” and, where required,“supplementary measures”. Basic measures are listed in Article 11(3) of <strong>the</strong> Directive.The basic measures are divided into those measures which are regulated in o<strong>the</strong>r EUdirectives (Article 11 (3)(a)) (including those listed in Annex VI, part A) and thosemeasures additionally introduced by <strong>the</strong> <strong>WFD</strong> (Article 11 (3), sub-paragraphs (b) to(l)).A tentative list of supplementary measures (Article 11 (4)) are listed in Annex VI,part B.Article 4(4-9) of <strong>the</strong> <strong>WFD</strong> allows MS to extend <strong>the</strong> deadlines <strong>for</strong> <strong>the</strong> achievement ofgood status/potential or to set o<strong>the</strong>r objectives <strong>under</strong> certain specified circumstances.Additional in<strong>for</strong>mation can be found in <strong>the</strong> CIS Paper on "Environmental Objectives"agreed in 2005 24 .Article 4(4-9) goes on to require MS to provide in<strong>for</strong>mation regarding such extensionsor o<strong>the</strong>r objectives and <strong>the</strong> reasons <strong>for</strong> it in <strong>the</strong> River Basin Management Plan.Look Out!Member States first reported <strong>under</strong> Article 5 in 2005 and <strong>under</strong>Article 8 in 2007. In 2010, data should only be resubmitted if any wasmissing from <strong>the</strong> original submission or if any of <strong>the</strong> in<strong>for</strong>mation hassince changed.7.2 How will <strong>the</strong> Commission use <strong>the</strong> in<strong>for</strong>mation reported?The purpose of <strong>the</strong> collection of <strong>the</strong> in<strong>for</strong>mation is to identify <strong>the</strong> main pressureswithin <strong>the</strong> RBD. The summary in<strong>for</strong>mation will be used to compile maps at aEuropean level of relevant pressures and to ensure that relevant pressures have beenidentified at RBD level. Statistics and in<strong>for</strong>mation will be provided to <strong>the</strong> EuropeanParliament at EU wide level.
